alert to southwest florida, president biden has just landed and is set to get a first land look at the devastation there unleashed by hurricane ian. the president will also be meeting with governor ron desantis of florida during the trip as the region faces what could be ears of rebuilding. hello, welcome, sandra smith in new york. and a big welcome to bret, i'm sure you heard the voice and thought that's bret baier. >> bret: good to be with you, bret baier here for john roberts. one week since the category 4 hurricane ian made landfall with historic winds and storm surge. damage estimates are staggering, as high as $50 billion. >> sandra: the numbers continue to climb. the president expected to reaffirm the commitment to rebuild during remarks a short time from now. >> bret: the storm killing at least 109 people in the u.s. so far. >> sandra: so heartbreaking. alexandria hoff is in fort myers

beach, what is the president's plan? >> yes, he's going to get a unique view of this off the bat, sandra and bret. right now the president is prepared to take off from the airport, he's going to arrive here in fort myers beach via helicopter, so his first in-person view of the devastation will be by air. and unless you survived this, that is the only way you can truly understand what this storm has done and what it has taken. here in lee county alone, 55 people have been killed, and what you are seeing in the footage there is likely similar to what the president will be seeing in just minutes. we were taken up with the florida national guard in a blackhawk helicopter as they oversaw some of the damage and brought supplies to islands like pine island and sanibel cut off from road access. they were dropping off supplies there, and governor desantis was among those who did so, and minutes ago he said this. >> i was also just on sanibel on the ground for the first time that i've had an opportunity, obviously we have been using

search and rescue and i did not want to detract from that. so they are at a point, they have been able to go over the island and again, looking at it from the sky even at close range, you obviously saw damage, don't get me wrong. but to be on the ground there, there is more debris i think on sanibel than any place i have seen thus far. >> the governor will meet with the president today. the president and first lady on the ground will receive a briefing from federal, state and local officials on the current recovery efforts. after that, meet with residents, small business owners and first responders before the president delivers remarks. and the president seeks to reaffirm his support to the people of florida. you can see the linemen at work, still in florida, about 300,000 people without power but down from 2.5 million immediately following the storm. we have heard incredible stories of survival and if the president

speaks with residents here, he will likely hear them, too. >> sandra: we will stay tuned to all the movements there. >> john: opec and allies, led by russia, putting the biden administration over a barrel, after announcing a plan to drastically cut oil production. the move coming after president biden's july visit to leading opec member saudi arabia to ask the country to boost production. jackie deangelis and brian will join us in a moment. begin with peter doocy live from the north lawn. >> white house officials are saying the trip to saudi arabia was not about oil, rather america's place in the middle east and the word from the white house is not coming from the president but the national security advisor, jake sullivan, and the economic adviser, brian deese, they are telling us the president is disappointed by the short sighted decision to cut production quotas while the global economy is dealing with

the negative impact of putin's invasion of ukraine, at a time when maintaining a global supply of energy is of paramount importance, this decision will have the most negative impact on lower and middle income countries that are already reeling from elevated energy prices. that includes here in the united states where white house officials know americans are hurting from rising gas prices that experts say are going to spike. >> no one should be cheering this news, bill. i think it's bad news for american consumers. truth of the matter is, dependency on foreign countries for american oil and gas is a choice, a choice this administration has made repeatedly, unfortunately, with the policies that they have pursued so far. >> there's another standout line from the white house, says the president will continue to direct spr, strategic petroleum

reserve releases to promote energy security. we were told yesterday he wasn't going to do that. >> so we are not considering new releases from the strategic petroleum reserve beyond the 180 million -- >> when she refers to the 180 million barrels released, part of a six-month plan by the administration to release 1 million barrels a day. the end of the six months is coming a few weeks from now. yesterday we were told no more after that, today we were told the president is going to do it as necessary. bret. >> bret: those reserves are going down fast. >> potential problem if there is a major disruption to the supply lines and to refining capacity in the united states. we see out west what happens when there are issues with refining capacity.

$6 a gallon gas in california. so if the reserves get much lower, that is something national security experts are taking a close look at. >> bret: peter, thank you. >> sandra: bret, thank you. our panel joins us now, jackie deangelis and brian, to bret's point, dates back to 1982, and almost hard to see because the line at the end is such a sharp drop. such a sharp decline this is the reality of the situation. we are quickly depleting, brian, our reserves. >> this is the definition of unsustainable. if you look at that chart, it is incredibly ugly. it just falls off a cliff at the end. that's supposed to be for things like hurricanes, it's not for political purposes.

the president is using it for political purposes right now. he has given saudi arabia and russia a veto over our economy. they are in the driver's seat and it's his unsustainable policy that's put him there. >> sandra: looking at some of the notes off air force one, the white house is calling the decision by opec a mistake, saying it is misguided. this decision by opec plus puts in its own purported interest, saying it is clear opec plus is aligning with russia. are we back to a scenario where the white house is blaming vladimir putin and russia for rising gas prices? >> it sure sounds like it, and when did opec plus and russia ever promise us they were not going to run their business, the oil business as a true business? they want to see prices elevated. anybody who thinks that's not the case and the president going over there to talk to the saudis was going to change something here is literally out of their

mind. watching this play out for me with respect to oil has been like watching a bad movie. every step of the way. first cut our oil, and depleting reserves, roughly a 40 year low. >> sandra: back to december 31, 2021, brings us to september 30th, the last count, 2022. and you can just see the depletion of supply to your point. >> and you ask yourself, what's going to happen with respect to inflation. another 10 million barrels does nothing when we consume 20 million a day. 10 million barrels is a drop in the bucket. what are we doing long-term, nothing. prices will go up again and americans will get hit at the pump. >> sandra: to let our viewers know where things are today, prices did come down for several consecutive weeks. and the white house took a lot

of credit for the drop. first day in office we were enjoying 2.39 a gallon. today it's over 3.80 a gallon, up 60%. that's the reality of the infl inflationary picture, and oil prices we charted that out so you can see what we are dealing with today. but now what the white house does about it, obviously the political timing with the midterm elections quickly approaching, you are reminded many times over the past several weeks this administration taking credit for the drop in price, now the question is are they going to own it if prices start going up over the next several weeks. here is administration officials. >> it is the fastest decline in gas prices that we have seen in over a decade. >> saw the president act so aggressively to bring gas prices down, make it easier for americans to afford gas. >> in the month prior, gas prices had come down by a very significant amount. >> gas prices are down 1.30 a

gallon. >> yes, we are seeing gas prices down over 1.30. >> sandra: well, they are back up. >> is the president going to whisper about gas prices going back up? and let's just be clear. they came down because of recession fears. they are going up because the president has not done anything to build our own reserves, to build our production capacity, so when the saudis and russia say you know what, we would like to make more money, see oil at $100 a barrel, they can do that. we have no power over that. and that means $4 a gallon gas, think about politically what it means when americans see us good over the $4 threshold, that's a story the biden administration has no answer for. >> sandra: inflicts pain on the american consumer and trickles down to business. and something i was talking to the team about this morning, march 13, 2020, when the

previous administration made a big suggestion to replenish our reserves when oil was at $24 a barrel, that was shot down by democrat members of congress in the senate particularly who claim that was a bail-out of the big oil companies and now we might be in position we are forced to replenish at 80, $90 a battle. >> we have a democratic congressman coming up. the u.s. oil and gas association put out a statement saying opec said no, the option is all but gone, one option left, never should have turned away from in the first place, the u.s. oil and gas industry and workers, life comes at you pretty fast. the last line is in the quote from u.s. oil and gas association. >> sandra: describes the moment. >> bret: it does. vladimir putin has officially annexed four ukrainian regions into russia, we told you about that before.

it's official today. even as his military struggles to hold on to control of those very territories. this as ukraine's counter offensive continues to push back russia's front line in the south and east. the strategy appears to be to reclaim as much territory as they can before russia's recently mobilized troops can reach the battlefield and as ukraine builds further momentum, the biden administration has agreed to send additional rocket launchers and artillery rounds to their army. keeps on flowing. >> sandra: keeps on flowing. as far as pushing further into some of these areas that were annexed by vladimir putin, something we are clearly watching as many this week, even mike pompeo suggesting when he was talking to martha earlier this week, this could be a major turning point in this war, bret. >> bret: it really could be, and you watch the ukrainians push back and then what vladimir putin is saying publicly, there is such a disconnect between that reality.

>> sandra: federal prosecutors have charged five current or former irs employees with stealing covid relief funds prompting new questions over how the agency can hold average americans accountable on their taxes. more from capitol hill for us. hillary, this scandal is happening, folks will remember, while president biden is hiring 87,000 new irs agents. >> exactly, sandra. this bombshell investigation from the doj kind of highlights the irs might already have their hands full policing the people they already have on staff. one of these irs employees committed pandemic fraud in more than one way. a 38-year-old woman from tennessee submitted loan applications for pandemic relief for businesses that did not exist, she also claimed to be unemployed to collect extra cash, all while being actually

employed by the irs. so not only getting taxpayer funded paychecks, but stealing taxpayer money at the same time. u.s. attorney for the western district of tennessee saying these thieves stole the money not out of need but greed. these individuals acting out of pure greed abused their positions by taking government funds meant for citizens and businesses who desperately needed it. and what they spent the money on will blow your mind. the five employees used stolen taxpayer money to buy luxury goods like a mercedes benz, gucci clothing, purses and jewelry. self-care, like manicures and massages and vacations. severe taking trips to vegas to blow the stolen cash. not the only issue, though, with the irs causing some lawmakers to question if more irs agents is a good idea. last month the u.s. treasury inspector general announced they would be auditing the irs to make sure their own staff are paying taxes after reports found over 1200 of them did not pay

a very dangerous time politically. let's bring in illinois democratic congressman, assistant whip for the democratic caucus. thank you for being here. >> thank you so much, bret. >> bret: are you worried about this move by opec plus and how it affects the politics ahead of november? >> i am concerned about this move and as for how it's going to affect the politic, i'm not sure, i would like to pull out the crystal ball and how the bears are going to do next sunday, and i have called for the third time today invoking the defense production act for increasing oil refinery. a million barrels a day down, and if we can increase that, it would help to supply more gasoline and lower prices at the pump, and we need to do that,

especially now because of the hurricane season which affects a lot of those refineries, especially on the southern coast. >> bret: there are people in the industry who point to the administration's actions and saying that it is hindering their ability to produce on a number of fronts. here is the western energy alliance president on this very topic. take a listen. >> used to be where a couple years ago the american producer could meet all demand and we met the growth in the world economy and we kept prices low globally. now we are being ham strung by this president, it would be better if the administration worked with us instead of putting up regulation after regulation. >> bret: seems to be putting it at the feet of the administration. >> today producing 11.3 million barrels per day in oil and gas. roughly around what, under the donald trump administration we were producing which is around 11 million barrels per day.

we are producing a lot of oil but all that said, we need to do more to stabilize the energy markets. i'm glad in the inflation reduction act there are actually incentives for oil and gas drilling right now on federal lands at the same time that we are trying to expand renewables. we need an all of the above strategy, bret. we need as much energy as possible to stabilize prices and to help americans meet their energy demands. >> yeah, and i'm just saying it's a political vulnerability. one of the first actions president biden took was to stop the keystone xl pipeline. it's a talking point at least that hurts democrats. i talked months ago with fred smith, founder and ceo of fedex, and we were talking about supply chain but talking about the politics of gas prices specifically in a conversation he had with president obama. >> you are talking to a transport man here, not a political person. president obama one time told me

in a small group that everybody thought his poll numbers went up on this, that and the other thing. he said they were almost perfectly correlated with the price of gasoline, i'll leave it at that. >> bret: as gas prices go up and the president's approval goes down, does the hope to hold on to the congress for democrats go down as well? >> i think that, you know, gas prices as you can tell is something that everyone sees up close and personal. i did just on my way here, and i think that it certainly affects people's calculus of who they are going to vote for and who they want to be managing the situation currently. at the same time, when i knock on doors, i meet a lot of people right now, bret, i also meet a lot of dogs, by the way, we have a lot of dogs in my congressional district and basically the people i talked to say they want to see gas prices go down. they also want to see renewables go up, they want to see general

energy production go up. at the same time, they want to enjoy more reproductive freedom, they want to see an end to gun violence and stabilizing democracy. so all of those factors play into their decision making and we just have to put our best foot forward. at the end of the day, bret, regardless of whether you are democrat, republican, independent, whatever, we have to make sure we pull together and manage our economy in the best interests of americans, regardless of who you are. >> bret: congressman, we appreciate your time. >> thank you, sir. >> sandra: new york family in mourning after a father of three is shot and killed in a hotel lobby. we are now learning more about the two men charged. but it's raising more questions than answers about what they were doing there in the first place. darren porter will break down that case for us. >> bret: and that father's death just one of many examples of a nationwide trend.

>> bret: there are more questions than answers following the murder of paul, a father shot and killed in the lobby of a hotel in new york over the weekend while visiting his son in college. the suspects were known criminals with the alleged gunman, roy johnson, jr., wanted on a warrant out of georgia, and learning more about the suspects by the hour. we will be joined in a moment, but first alexis mcadams, live in our new york city newsroom. alexis, why did the police say they could not find this

suspected gunman? >> yeah, bret, great question, one the family is asking. investigators tell me he was hiding from police in different hotels in and out of the state. police in new york say they were looking for this guy since august when he was at the scene of another murder in new york, and that's just one of the cases he's involved in. he's got a big rap sheet. this happened out in georgia. investigators telling us johnson, jr. was armed with a gun and dealing drugs. and last year in new york, eight charges, from attempted assault to possession of weapon but charges were dropped. now he faces second-degree murder charges and was walking free when he killed the 54-year-old, a dad of three and loving husband. shot and killed while visiting his son at marist college on sunday. it happened at this marriott in the lobby there. investigators tell us johnson, jr. got into an argument with a hotel employee about the free

coffee, so he opened fire spraying bullets around the lobby and killing him. it has shaken the community. >> crime is on the rise, violence is on the rise, and people, policy makers and others who live in alternative reality where they either don't want to admit or accept failure for policies that are making us less safe and more dangerous or they are too ignorant to understand the violence that people are facing every day in every community. >> community members bret are wondering why the suspect was not behind bars with a rap sheet like that. we did reach out to the governor's office two times, have not heard back, but will keep you posted. >> bret: thank you. >> sandra: a tough story all around. you have intimate knowledge of the area where this happened, darren, thank you for joining us. heartbreaking story first and foremost. why is this happening?

a family weekend, a father shot dead. an problematic, and something dear to my heart. i graduated from marist college, a masters from marist, and speaks to bail reform on decriminalization, clearly two individuals that should not have been on the street. lawmakers have invoked legislative processes that have fulfilled the obligation of people that were against police and against the detainment of individuals which allowed this person to walk around and subsequently commit this violent and horrific act and killing this innocent father as a result. >> sandra: you see the number of murders rising in this country, in particular here in new york state and new york city, we are experiencing a serious spike in crime. governor kathy hochul, the governor of new york is still silent, has not said anything on this yet. why? >> i believe she's somewhat

complicit. not as if she was a part of the homicide that was just committed, however she was complicit in the bail reform process. the decriminalization of crimes in the state of new york has been a problem. and no way, shape or form am i looking to impeach criminal justice reform. however, i think we need substantive changes in the quality of life and policing and the protections afforded to us under the social contract in the state of new york, and kathy hochul is clearly not standing on a line of protecting citizens in the state of new york, and this is manifested as a result. >> you ask anybody in the state or the city sees it happening and blame the overall environment for why this continues. he was staying at the courtyard by marriott hotel, an area you know very well, in this new york suburb north of new york city, to visit his son, a college student in nearby marist college. this was a family going about their everyday lives and disaster, tragedy struck.

>> you know, we need to look at this as a crime against humanity, not just a crime against the individuals at hand. this is an innocent bystander that was gunned down by merely coming to afford himself a visit to his child that was attending marist college. this speaks to the testament we need to do more in the wake of the contract and protection of us as common citizens in the state of new york. it needs to stop and mentioned earlier, the governor has no answer and the time is now for us to vote for the appropriate candidate at the voters box in the up and coming election for governor. >> sandra: i know you wanted to weigh in from the statement of the duchess county family services not knowing who the suspects were, we know one had a warrant for their arrest out of georgia. the two suspects, statement says, neither known as department of community services clients or placed in that hotel by duchess county. they do not work with the courtyard by marriott for

housing services. also a statement on the weapon used by one of the suspects. he was found with this. the defendant knowingly possessed ar-style, the defendant, 223 caliber rifle. what did you want to tell me about that? >> 223 caliber rifle ask the civilian version what the soldiers use in iraq and afghanistan. in no way, shape or form am i looking to refute gun control, excuse me, gun control policies, but the same toning, this is an individual that clearly should not have been in possession of this weapon. therefore, we need to conduct a backwards investigation to find out how this individual acquired the weapon, in addition to that, bomb making materials that were recovered in the room so we want to find out where that individual acquired the weapons, these materials as well as any possible co-conspirators. this appears as if it was a larger plot to harm more individuals. >> just heartbreaking all around, and a lot of questions

unanswered. thank you very much. you know, bret, you go about the dutchess county executive, and saying aftermath of this father's death, this is not about being political. he went on to say this particular crime, this murder may or may not have been preventable, but preventable is changing the culture in new york, and there's a lot to be said for that because crime is running rampant. >> bret: that's true, and it's a horrific case. there is politics as we get close to the midterm, crime and public safety is a massive issue. politico had a poll out, three-quarters of voters say violent crime is a major problem, 60% say it's a major issue for them at the ballot box. >> sandra: if you are a voter and don't feel safe walking down your own street in your own neighborhood, that can seriously impact the way you cast your ballot. >> bret: it will indeed. workers at twitter melting down as the world's richest man
