with the west with nuclear weapons. and order the mobilization of 300,000 russian troops to fight in his war against ukraine. speaking at a fund-raiser in new york, the president said this. "we have not faced the prospect of armageddon since kennedy and the cuban missile crisis. we are trying to figure out what is food and offering where they find a way out?" he is not joking when he talks about potential use of tactical nuclear weapons or biological or chemical weapons. kennedy, what is your first response to this? do you think after 50 years of foreign policy and some of the mishaps we have seen him make that people may take a breath before they take all of this in? >> kennedy: i think the president should have taken a breath before he vocalized this set of talking having our diplomats speak with russian diplomats because that is the avenue these things should be addressed. if you are talking about an off-ramp which is what we should

be talking about. we should be figuring out ways to end this conflict. those of the conversations we should be having, more conversations about an off-ramp in the ukraine then we are about brittney griner. also very important, but the brittney griner case could not lead to nuclear annihilation. this potentially might, but also president free styling here about tactical nuclear weapons leading to armageddon? saying that out loud, i look at this and i am wondering is this pushing food and further into a corner? how is this helping the situation? does this kind of talk lead to de-escalation? if not, if he is trying to appear tough, is that the result? i don't feel like it is. i think this is another foreign policy misstep. >> harris: i don't know if a fund-raiser is where you begin may be do that at the u.n. or the world stage or something like that but you know, a zip code is a zip code i suppose. emily, the point kennedy makes is so crystal clear. it is that idea of letting your

diplomats do this kind of talk in case you might make a mistake. in case you might say something incendiary that would push further into a corner and make them think if he could possibly be any more desperate. >> emily: and i think two big issues with this. one being exactly what you articulated and the second being the forum. to your point about free styling we rely on our commander-in-chief and the president of the united states to be diplomatic meaning relying on his cadre of diplomats to do that behind the scenes negotiation for him. and also, wouldn't that be more appropriate for the state of the union address coming out of the oval office somewhere big? if he is truly going to invoke armageddon rather than a democratic elected official fund-raiser at a private home, and once again the white house and his team has to clean up. they have to walk back. infect cnn reporting a senior defense official expressed surprise that we haven't seen signs of escalation whatsoever. not only did he put another one

in the lane of his minor incursion and this guy cannot remain in power but he actually invoked armageddon, which is horrifying. again the american people are left to be surprised, afraid, and then wait, he didn't mean it for the white house. >> harris: okay, back up on that for one second with this question. so, when you say they hadn't seen escalation, did he pull it out of a whole cloth? is a fantasy? what's going on? >> emily: cnn reporting that he had surprise at the remark with no obvious signs of ns winning threat from russia. >> harris: okay, that's pretty clear. >> you know you listen to general jack keane on this exact topic and when he says is what putin is doing right now by threatening nukes is he is trying to instill fear. and he wants the united states and the west to stop supporting the ukraine as significantly as we are right now. really, it does come down to a

cost-benefit analysis pollutant is going through right now and cost would be great. ukraine hasn't even said they would continue this fight if putin unleashes a nuclear weapon on a portion of the battlefield. it would bring nato even closer into this war which is not good for russia, also not good for russia is if you put a nuke on the battlefield the wind blows toward that country. so that should all ease everyone's mind. what doesn't in my ease my mind is what kennedy was talking about how vladimir putin has no intention of losing this war and right now he is. he's also losing support at home. he and annexed for territories of ukraine that mike four territories and as he signed it they were coming to reclaim it, thousands of russians fleeing the country because they want to avoid, put in is like a trapped rat which he never thought he would be in opposition. >> harris: real quickly by the thousands fleeing russia now, some of them are going to al alaska. that is such an interesting

juxtaposition of where we are in the situation. >> it certainly is. also interesting is the state media and russia is starting to criticize how this war is going. it is state media. you didn't even know they could do this. there are people really putting their lives on the line by saying this needs to stop. >> harris: can they do this and live? before i come to do it want to put this on the screen. we have quite a few of president biden's foreign policy blunders. we do these montage things. can we do that right now? let's take a peek at that and then i will go to joe. >> so come on like ukraine to be clear, sir, u.s. forces, u.s. men and women would defend taiwan in the event of a chinese invasion? >> president biden: yes. >> are you willing to get involved militarily to defend taiwan if it comes to that? >> president biden: yes. >> you are? >> president biden: that is the commitment we made. ukraine will never be evicted

from russia for god's sake. this man cannot remain in power. russia will be held accountable. if it invades and if it depends on what it does, it is one thing if it is a minor incursion and we end up having to fight about what to do and not do et cetera. but if they actually do what they are capable of doing with the force on the border it will be a disaster for russia. >> harris: so, as i set off the very top of the hour 50 years of foreign policy, people might take a pause. kennedy says that the president should take a pause and maybe we all should. >> joe: we should and we should read the words of robert gaze who is the defense secretary who served in the obama administration and he said want to talk about it in my book "come on man" the truth about joe biden terrible horrible no good very bad presidency periods been run about every single foreign policy has ever made. the first he voted against

available to them expeditiously. had they done that we would've already seen the charges of gun charges in fraud, tax fraud and all of that adjudicated by no. from what i understand, and we had the former house oversight chair our colleague at fox jason chaffetz last hour he said it was pretty simple. what they had in terms of evidence four years ago they could have moved on but they didn't. they waited. a lot of things have happened since then like a presidential election. apparently there is always something creeping up that you want to delay for. my other guest last hour the presidents stomach democrats scott holden was saying as a d.c. attorney, he was saying this could take years no. at least a long amount of time to do the investigation, start it, get going, dig deeper on the charges. it will take time anyway. why a pause of anything at this point? although he said the other charges are tiktok and he didn't think they would adjudicate those tax fraud and gun charges

those relationships. the ultimate denial is i didn't know anything about it because hunter is such a wild card. those cards and letters kept coming and they apparently were stuffed with cash. >> harris: you can't have it both ways to. he can't be a wild card with his history of health matters, drug addiction and so on and so forth but also untouchable because of those issues. likes, they can't have it both ways. >> absolutely right. >> everything has to be equal in on the table. >> he may be untouchable because prosecutors are reportedly trying to get onto to agree to a plea deal but he doesn't want to plead guilty to a felony. the only type of person who would do that is someone innocent or someone who knows their dad will pardon them. the other thing i thought was really interesting is "the wall street journal"'s reporting, prosecutors are reviewing the defense evidence right now and they were struggling with the weather in certain facts such as well-documented drug addiction addiction would present a defense against the potential tax case, can you imagine if

the reality is our community is being ripped apart by poisonings. for some reason there is a party and especially a party in power right now that isn't designating it exactly as they should be which is a war. a mass poisoning of americans that is now trickling down in an attempted fashion to our children very we know they've been targeted on social media and that mexican children are being utilized by the cartels in ways but now they are targeting us. what more has to happen? >> harris: which makes it less of a war because that is something you would fight back at and children can't, it's more of a mass murder, kennedy? >> kennedy: i have a different take on this because i see the war on drugs has failed. it has left death, destruction, and murder in its wake. the war on drugs has created these narco terrorists governments in central america and south america. what we have done so far hasn't worked. i don't necessarily think these are targeting children because

they are too expensive, no one will hand out fentanyl pills on halloween by the dozens because they are so expensive for partygoers. therefore people who are buying oxley on the street. a lot of these are painted to look like prescription pills. one of the other intended consequences, unintended consequences we have cracked on so much on perception medication in this country to people on chronic pain no longer have the kind of access. >> harris: that's an excellent point. >> kennedy: to treatment they want into what i do when they get addicted to it? they go on the street. we have to have conversations with our kids about what is out there. just say no doesn't work for teenagers and kids in college. >> harris: and trying to do psa's now and things to get the camber done my conversations going i do think is her a target because they are vulnerable and curious, put in in a package of skittles and it's halloween, they may not have that. >> emily: and it can be unintentional.
