very often. the pecan orchard there are tons of trash. they have a truck here all clothes and trash that has been left by migrants because they come across the river. clothes are dirty, muddy, wet, they strew them along the property. but try and pick it up. there is even a sign that we'll show you. put your trash here, although as you can see from the ground and also littered along here it is still getting trash gathered here as yet another woman, migrant, has just crossed the river and taken into custody with the national guard and texas dps and happening all day long. and yet you don't see the vice president or the president coming here to see this crisis. dana. >> dana: griff jenkins, thank you for your reporting. >> bill: as he said yesterday just another day, right? today is just like that. counter terrorism experts with a dire warnings about cartels smuggling fentanyl across the border saying it is a threat to our national security on par with isis and al qaeda.

gillian turner is on that story with more from washington. >> the cartels' operations are so dangerous and sophisticated that terrorism analysts say the biden administration could go after them the same way they target isis and al qaeda prosecuting them as terrorists rather than criminals. >> we should use every authority in the u.s. tool box to go after the mexican cartels for trafficking fentanyl just as we went after al qaeda after 9/11 when they attacked new york city and the pentagon. >> texas attorney general has already taken a step in that direction designating drug cartels terrorist groups. new hampshire's attorney general is calling for fentanyl to be designated a weapons of mass destruction. >> we have enlisted department of defense and the office to counter weapons of mass destruction. that must happen now as it relates to fentanyl. as we have seen, it can cause mass effects and casualties.

>> former national security officials say terrorists have deployed drugs to kill targets in the recent past and fentanyl is much deadlyer than the anthrax scare. >> fentanyl could be used just like the taliban used poppy, which is ultimately they put it out on the market and they were able to gain money and funds to fund some of their terrorist activities. >> mexican cartels smuggle the drug across the u.s. southern border but most u.s.-bound fentanyl is manufactured in china. experts say the chinese government is also to blame in this equation. >> the fentanyl gangs are laundering their proceeds through the chinese banking system. the communist party is behind fentanyl. it is a co- conspirator and guilty of murdering americans. that's what it wants to do. >> in a new letter to president biden a group of attorneys general say the amount of fentanyl confiscated by the drug

enforcement agency just last year was enough to kill every man, woman and child in america. >> bill: shaking your head again. thank you so much, gillian turner in washington. >> dana: for more on biden's border crisis josh kraushaar fox news contributor. great to have you here. on election night, what do you think you will be seeing along those border states? >> well, dana, all politics is local. border security, immigration is the number one issue in those border states. arizona, texas, the rio grande valley congressional districts that are coming in play for the republican party. i was struck at the arizona senate debate that took place a few days ago mark kelly has attacked his own party on being soft on border security and not doing a good enough job at the border. that shows you how politically potent an issue border security

is for republicans especially in these border states, border districts where voters are very concerned about the drug flow and the lack of any kind of order or security out on the border. >> bill: on election night there are four districts there along the border. seeing how they went two years ago. they sent alarm bells off for a lot of folks on the democratic side. if hispanics are moving toward republicans on the issue of immigration, they have just turned this issue on its head and in effect may turn american politics on its head as well. >> it blows up a lot of conventional wisdom that democrats have held about the hispanic vote. you are right. the border districts in texas, these are districts that voted for hillary clinton by 20 plus points. voted for joe biden for the most part in the last election. and the cook political report just moved two of those democratic seats to toss-ups.

congresswoman may rah flores is running in a double digit race and tied and competitive running against a democratic congressman and you also have two other neighboring districts that are majority hispanic districts and republicans think they can flip all of those seats. even if the majority hispanic areas on the border immigration is a top issue. >> dana: what about across the countries in the swing states. how do immigration play there? >> you know, outside the border you have immigration playing with the republicans -- you had a new hampshire attorney general speaking about the fentanyl crisis. that is an issue in some of these big battleground senate races. the stakes may not be what they are on the u.s./mexico border. the fentanyl crisis in states like new hampshire has made border security a major issue

for republicans and democrats alike. so the drug crisis, the fentanyl crisis is showing up in more than just the border districts. it is taking place across the country. >> bill: we talked to a mayor that was along the board ore yesterday. he pretty much shot it between the eyes. watch here. >> it is a crisis relative to immigration and border security. and unfortunately, we have a tendency to look beyond our borders for the elusive root causes when in reality and unfortunately the fact remains that politicians on both sides of the aisle are the root cause. >> bill: he said that and there is a woman by the name of monica de la cruz saying wall street bankers don't have to worry about a poor central american migrant undercutting their wages. but the people who live there do, josh. last comment. >> yeah. this is an economic issue, a security issue.

in the republican ads you are seeing the issue of border security being connected to the issue of rising crime in many of these states and districts. you look at the latest polling nbc came out with a national poll showing republicans had a 14-point advantage on the issue of illegal immigration. so monica de la cruz and these other congressional candidates on the border are speaking to what borders are talking about. it is a very pressing issue across the country but especially in the border areas. >> dana: great to have you as part of our team. thank you so much. >> thanks, guys. >> bill: thank you, josh. >> i can tell you we'll stay committed to giving them the kinds of tools that we know they need on the battlefield. clearly after this weekend air defense capabilities continue to be a significant need for ukraine. >> bill: the white house reacting to putin's increased attacks on civilians this week. we'll bring you to the front lines for a look. >> dana: republicans banking on crime as a key issue in november for good reason.

"wall street journal" looking into possible insider trading and conflicts of interest at all levels of government. the journal finding thousands of officials across the government's executive branch reported owning or trading stock in companies their agencies oversi. a senior reporter for the "wall street journal" and grateful to have you here to walk us through. what did you find? >> that was the big key finding. one in five, a remarkable number, were investing in companies that the agencies were overseeing. in addition to that, if you go deeper into the agencies you'll see one in three officials that we reviewed in the epa were also investing in companies that they were regulating. we found both examples of potential conflicts of interest

and appearance of conflicts of interest when we aassembly of god -- that have to fill out this financial disclosure form and compared the forms with what they oversaw and we even looked at their actions. we found five dozen federal officials were actually trading within a window period prior to a major action involving a company that they were invested in. five dozen. >> wow. >> bill: this would precede the potential for legislation that was being discussed in committee perhaps, right? you are working on this behind the scenes and getting reports ready for the member of congress and you are privy to all this information. we generally think these are members of congress trading on this data. but what you found is that everybody in washington is sharing the data. so if you are on the inside you

have a chance to make some money and your study went from 2016 to 2021. it was a raging bull market. washington, d.c. made a lot of money during that period. >> you will notice it was over more than one administration as well. so we're talking about officials from all administrations. some of them more recent examples in that period would cover one president. we started looking at members of congress 20 years ago that led to the stock act. last year we looked at federal judges and counted 130 judges investing in companies before them on the docket and executor editor wanted us to look at federal officials and we embarked upon this incredible. >> dana: a couple questions. career officials versus political appointees. >> this is what you call the senior executive service including presidential

appointees, political appointees and senior. you can be a career official and be in the covered area. everyone files a financial disclosure. if you are lower level it's a private financial disclosure that goes to an ethics officer. another level it is public and you can ask for it but not easy. we had to build a database, the government didn't have one. we had to fill out forms for ten months to get the reports from these agencies. some agencies, not to name names, the department of homeland security, have still not responded to our request to get financial disclosures. i think one of the things you'll see from our stories is the ethics officers are often the ones giving the waivers, giving the pass to allow them to. >> dana: people are asking permission to do it and getting permission? >> right. we have a case where they had a rule against short trader and allowed a woman to trade 1,500 times. we had one federal ethics

officer say it was the ethics office mistake that allowed this fda official to invest in 70 banned companies including 170 trades. the fda has a really rigorous process. they actually created a list for everyone who works there to look and see what is a significantly regulated organization. look it up and put it on your band list and this official traded 70 times and eventually they said wait a minute, you've been doing it for years. you have to have to stop and recuse. in the end he left the agency because it was easier than divesting. >> bill: exhausting reporting and more to come, right? several parts on this and we'll find out more. >> the beginning of a series we'll launch today and just keep reading. >> please come back. >> happy to. >> dana: great to have you. >> bill: a series of shootings across philly one leading to the death of a 13-year-old boy.

>> dana: a story we brought you earlier about a daycare called happy smiles in allentown, pennsylvania where we believe it was 26 children that were taken to the hospital because of carbon monoxide poisoning. we're waiting to get information. john fetterman, the democratic senate democrat and lieutenant governor said the news out of allentown this morning is upsetting. we're following the situation and hoping for a quick recovery from -- for everyone. it's about 26 children and daycare workers hospitalized. "fox & friends" said they were all in stable condition. i don't have an update on that at the moment. we hope that to be the case.

fetterman weighs in and see if anybody else does and keep you updated. >> bill: another day. brutal headline shocking people in philadelphia. the 13-year-old boy losing his life after being shot in the face multiple times. that's not all. alexis mcadams live with more on the story here. good morning. >> good morning. another violent weekend in philadelphia and people are on edge there if you live in the area. one shooting scene over the weekend cops found more than 100 shell casing from one incident. the surge of crime in the city continuing. total crime is up 25%, just from last year alone. theft, robberies, gun point and burglary also up. right now philadelphia police looking for the gunman who shot and killed a 13-year-old boy. investigators tell us he was shot in his head and face. the boy was shot just before 7:00 last night. also this morning a man is recovering after he was shot in the head in this area.

he was sitting in the car with a toddler in the back seat. the 42-year-old told the man and police officer he was parked on the side of the road. two gunmen walked up. opened up the driver's door and shot him while the 3-year-old was sitting in the back seat. both are expected to be okay. no arrests made. two separate shootings over the weekend on this busy i-95 interstate you are looking at. 1 case was road rage. driver pulled out a gun and shot at another car after an argument and took off. no one injured. later that night a car exited the highway and gunmen opened fire using an automatic weapon. the man was hit in that car several times. he is also expected to be okay. people in philly are on edge. listen. >> you could just drive and accidentally make someone mad. >> this never happened years ago. a lot of times get out of the car holler at each other and

that's the end of it. today it's a new world. >> more than 3,000 shooting incidents so far this year and 416 homicides and counting. murders are down 6% but last year a record high. not much improvement there if you look closely at the numbers. no arrests in the cases we mentioned. the murder of the 13-year-old marks 186 juveniles shot so far this year in philly. >> bill: wow. and the beat goes on. thank you here in new york. >> dana: philadelphia is hardly the only city where rising crime is a problem. it is dominating republican ads in some of the most critical mid-term races. let's bring in geraldo rivera. in some of the polls we're seeing crime is in the top three of issues with inflation and prices and the economy being the other two. so that's a very serious situation. how do you see it when you have a chance to look across the

country and also a view from the midwest instead of just the coastal cities? >> you know, we had the debate last night, dana, between j.d. vance and tim ryan, the incumbent congressman running for senate to replace rob portman against j.d. vance. i was curious to watch whether vance could perform head-to-head with a career politician like ryan. who succeeded was in the eye of the beholder as i think these top issues are. if you're a republican there is no doubt the ghetto crime wave is front of mind. it is something that is absolutely troubling suburban voters throughout this country. there is a fear even though the statistics don't bear it out, there is a fear that the country is going to hell in a hand basket in terms of violence. in new york you have the lee

zeldin having people shot outside his house. in philadelphia the 416 murders that just were referenced in that report. that actually is flat year the date but there is a perception in philadelphia, as there is in new york and here in ohio, that things are getting out of control. a lot of it has to do with the surveillance video we see. a lot of it is objectively true. but when i say it's in the eye of the beholder, if you are a democrat timing is everything in life. if you are a democrat, your issue is and has been abortion, reproductive rights. a couple months ago in the wake of roe v. wade being overturned it became a hot issue among suburban voters, particularly women voters like my wife. they were going to come and steal your reproductive rights away. that issue has faded a bit. now there is a sense that the reproductive rights community is adjusting to it.

maybe it's not as urgent. if you're a republican it is flogging this crime issue. crime may not be as bad as it was in the 1970s when there were 2,000 murder's year in new york city, now only around 400. but there is a sense that we're losing control and the republicans are emphasizing the anarchy aspect of these election, you know, contests across the country while democrats are emphasizing the personal rights issues. so it is really i think timing is everything in life. and it is eye of the beholder in politics. and because timing is everything, it is who is going to be winning this battle of messaging come the first week of november. >> dana: it is indeed. 29 days out and if crime is one of the number one issues, then you know it is on a lot of people's minds regardless of where you sit.
