william, how much exactly? i know the number is big but how much are taxpayers on the hook for this project? >> well, trace, on the federal side $4 billion. through president obama and president biden, president trump did not support it and wanted to call money back. the stateside, taxpayers about $20 billion. but that is just the start because this is the most expensive infrastructure project ever undertaken in the united states. but i doubt it will ever be finished so mass transit terms right now, we are or this is a train to nowhere. we are 25 miles north of bakersfield. construction continues but far from riders who support it. how did we get here? back in 2008, lobbyists and big labor bankrolled a slick ad campaign to convince voters the state can build this train at san francisco under three hours for $50 each way. the feds and the private sector

wanted to pick up most of the cost. misleading, it was wrong for the governor's office hoped to sell it. >> there are many reasons why i feel so passionate about high-speed rail. >> it is not that expensive. we can afford it. >> i know some critics will say, that is a train to nowhere. but i think that is wrong, and i think that is offensive. >> so here is the state's predicament. if the state stops construction and walks away, it is a massive embarrassment. but if it continues, credential say throwing good money after bad on an obsolete project that no one can afford and will never be completed. >> there was absolutely no way the project can be completed as advertised as in 2008 because right now there is no funding available to get even close to completing the project. >> so, what went wrong? just about everything.

red alert, and it's not a matter of if but when he will strike again. this is richard gilmore convicted in 1987 and breaking 13-year-old girl in oregon. a man who has confessed to raping others and will walk out of prison a free man and because of the low-level offenders status, officials will not have to notify families if he moves in right next door to you. now, his victims are grown women, and they are fighting back. they are urging democratic governor kate brown to issue an emergency order with high level offender and keep him behind bars. with us now is one of those women pushing back, daniel tutor who was just 17 when gilmore broke into her parents home and raped her, and i read your account and it is very scary. you can see richard gilmore in the moments before he attacked you. it has to be -- it has to be

psychodebilitating. >> it can be. and i think probably what has been the saving factor for me is being able to take something that was very painful in my life and being given the opportunity starting in 2008 to actually be able to advocate for other victims. i've gone on to be able to change seven different laws in the state of oregon and complete rape kit reform in our state. it is appalling to me that we have eliminated our rape kit backlog but we have turned it around and a backlog of sex offenders who are not classified. the legislature passed a bill in 2013 and it was an emergency bill that we needed classification for sex offenders. the one right, and your group have done exceptional work. i really am kind of baffled

what the citizens need to know we have allocated $6.5 million to the parole board to come up with the system to classify the sex offenders, which in 2013, there were over 4,000 that were not classified in our state. we know that number has only grown. we are now almost a decade down the road and the parole board has still not come up with the classification way to figure out what these sex offenders are. instead of, we are kicking the can down the road. now, we are taking it down to 2026, which i think it should be appalling to every citizen in the state. >> trace: i want to know what you would say to the governor of your state kate brown. kate brown has a tough battle because she has issued more pardons and more commutations in her term then all of the governors in the past 50 years in that state. so it will be a tough battle. what do you say to her?

>> you know, what i say to governor kate brown is, the parole board is appointed by her. and she is their boss. all kate brown has to do is declare an emergency with domestic situation until the parole board to come up with some rules that will level richard gilmore as a leve. it is that easy. if, for some reason, kate brown it is so sex offender friendly that she won't do that, are other option is we have legislative days here in oregon december 5th through the seventh. the oregon state legislature can actually call it one day session, and they can take care of the situation. and then subsequent session, they can actually make it more formal. so [boos] they do have the option to bypass kate brown if she so chooses not to do anything about this. >> trace: well, listen, danielle, you are a powerful

landscape of this race. we are watching it closely, the latest poll with a two-point lead over democrat tina kotek with 18% supporting the independent canada, 19% here and democrats are concerned, the independent is siphoning votes from the democrats according to a new state poll, largely oregon is heading on the wrong track. 25% say things are moving in the right direction. the issue of crime is one of the top issues for voters there is many folks say they just don't feel safe. crime safety, violence and lack of police presence a key issue as we watch that. so many onlookers at that race say it is a jump ball between the three republicans and democrats. traits, back to you. >> trace: also the pennsylvania race, high-stakes which could control the senate. some companies pulling out of the city of brotherly love because of this. that is coming up next. >> sandra: president biden

for the folks there, jeff. jeff is covering for crime there on the streets. obviously, this is a big issue for voters, jeff. these are very, very busy stores behind you, jeff. what caused them to have to close? >> you make a great point, sandra. usually if a store closes it's because they don't have enough business. it is not the case. within a couple of weeks they tell us very busy. the problem is safety and security. take a look at the safeco come a chain of 950 competing stores on the east coast, continued safety and security challenges and business factors have made it increasingly difficult to remain open in these two locations. yeah, just problems keeping people safe and clerks as well as customers. jim, the mayor points out that they are are still wawa stores in philadelphia and they call it their home town, but just a

country market. you run a refinery out of the state of indiana. you are part of the big refinery picture responsible for turning the oil into gasoline that eventually goes into our cars, math. i want to get your reaction to the white house placing blame squarely on companies like yours for sky high gas prices. listen. >> i'm calling on the industry to refine oil into gasoline to bring down gas prices. >> as of yesterday, crude oil has dropped by nearly 15%. two weeks ago, the price is at the pump have barely budged. that difference as a result of companies record high profit margins from refining oil. >> look, we need more refining capacity. this idea that they don't have oil to drill into bring up is simply not true. >> you see it as a patriotic duty, oil refineries have a

responsibility too appear they have been taking infinity of the war. >> sandra: how do you respond to that? it is your patriotic duty to bring those prices down and ramp up your production. >> i mean, right now, truthfully, we are trying to produce as much product as we can. country country mart is a small refinery and probably one of the smallest integrated oil companies in the world and we are here during harvest time and we are trying to produce as much diesel fuel and gasoline that we can to make sure that we can supply our customers with the fuels they need to harvest a crop and to keep the economy rolling. >> sandra: yeah, i want to put up on the screen gas prices all over the country, some places like california $7 a gallon at the pump. i will put up with gas prices and what they have done under this administration because they

have only gone up. now we are looking at $3.99 as a national average today. went this president took office $2.39, up 63%. so he is making the case and we just played out the sound of him. you guys are making record high profits on these high prices and that is why you won't increase supply. to that you say what? >> well, i would say first of all, it is great that you put up california gas prices because it is the highest in the country, but at the same time, policies like california going and eliminating the internal combustion engine just goes to show that california and this administration is not supportive of our industry. and so, to go and invest in their industry and to get more refining capacity, it takes

capital spending, but if they are setting policies that want to eliminate our industry and eliminate the use of gasoline and diesel fuel, why would anyone make those investments? and that is part of the problem that we are seeing today. >> sandra: that is a really important question. and i want to get to phil flynn for all of this. is there something the administration can do today to send a message to you and others in your industry that they are pivoting and that they will be a little more friendly with red brick to the fossil fuel industry and hopes of increasing investment and increasing output? >> i would say right now to california internal combustion engine b band is a huge issue tt shows gasoline is not wanted in the future appear at the biden administration has the ability to deny california their waiver of authority that is needed to
