again with this breaking update. mayor, we've been praying for you guys our audience has ah as always and you've got big news for us tonight. you reported during press dharches he was about to take someone's lives and able to reach him because of the tips that came in as well as surveillance that you were able to see mayor what kells you tell us tonight? >> yes. lawrence, again those prayers of the community and the entire nation has been offering up -- they have been answered, you know we have a suspect behind bars right now. and indeed the community can sleep a little bit better this evening. >> you know mayor you were very coy as we were talking about some of the specifics of the investigation. where you guys already getting leads last week in the middle of the show. >> we have been getting hundreds of leads every single day. and those it's because of those leads that have really helped us

get to the point where we are today listen i was on the show last time, i said at the very end we're going to get to the bottom of this, and this is -- that next step in the right direction. so that these families that have been impacted in the entire community that has been impacted can find some sort of resolution, we can be getting justice they deserve because there's nothing i can say lawrence that will bring back lost loved ones including those in oakland. but the very least that we could do and that we've done is we've got a suspect behind bars right now. lawrence: you know, mayor, obviously, there's a criminal justice process that has to take place. he's considered innocent until proven guilty. but has there been any confession from this guy did he say i'm the guy even though it was reported that he had a face mask on him he had the gun on him, we don't know if the ballistics have been confirmed yet but you guys think that you have the right guy.

so is he given a confession? >> there's enough information for us this morning to proceed in make the arrest and for that we're extremely, extremely if grateful and thankful. this is, of course, ongoing investigation right now. we're going hear from the district attorney's office regarding charge in the comes days we're going hear more from police chief stan mcfadden which i want to acknowledge his leadership. stepping in to as 50th police chief of stockton stepping into his role back in june, he's really demonstrated his commitment to the city of stockton, and using every single resource at our disposal to ensure that the citizens of stockton are protected and they're safe first and foremost. >> i caught your press conference you think men and women in blue said your number one priority is the safety of your city. thank you so much mayor for

joining me for the breaking news. >> thank you lawrence. >> democratic cities across country have been facing major surges in crime after embracing far left policies that they claim are supposed to reform the criminal justice system. but so far, the major lesson has been that if you give a criminal an itch they'll take them out and just two months illinois will become first state to eliminate cash bill. i spoke to those in chicago and surrounding area about how now safety act will affect their communities. watch. [sirens] >> chicago at the tragic center of an epidemic of violence in this krkt leaders in the windy city and state of illinois have yet to find a solution to the deadly problem. but in just a few short months the safety act will take effect. democratic govan j.b. doesn't think a cash bill would embolden

criminals. chicago disagreeds. >> you are taking away the motivation for officers to catch criminals and to show that there's consequences for actions. when you're enabling and emboldening criminals by passing laws you're setting up police for failure but whole cities and communities for failure as well. >> what would be the consequences of that because you know, people in chicago probably are saying you can't get any worse. >> well i think it can get worse because if you have criminals who are violent in repeat offenders and judge says without having -- without being able to identify who next victim is we can't hold them. that individual who may have a rap sheet three pages long will be on the street the same day. >> suggest that politicians will stepping up to keep neighborhoods like this safe and keep every neighborhood safe and in an effort for criminal justice reform, we're seeing that they're now doing cashless bail, and as well change the

they're releasing back on the street have reformed their lives. >> i think everybody deserves a second shot. it's the third shots and the fourth shts and the fifth shot, and the 17th and 18th -- i was talking to some of my guys just the other day, about how many people have you arrested time and time and time again? and we were talking about one person they arrested three times in three weeks. everybody makes mistake. i'm not saying that that shouldn't be dealt with. it's the repeat criminals that are doing violent crimes. all across our country, that's the problem. but the count down is on safety act becomes law of the land january 1st, and while we hear a lot from politicians and police, we wanted to talk residents of illinois their thoughts about the progressive policy. a lot of these repeat offensers will be on the street do you think that's the proper solution

to address crime crisis. actions are for us to be civil. j i don't believe that we need to be having people in jail just because they keangts afford to get out. >> even though they can reoffend. >> these people have not been convicted of being guilty yet. so nengts until proven guilty. >> the court systems need to be changed. the whole bunch of things. our society is just getting ridiculous, and you know, i hate to see it happen in my neighborhood or anybody else's neighborhood. unbelievable stuff that's happening for darrell brooks suspect charged in deadly attack on last year christmas parade. brooks is accused of killing six people and injuring more than 50, when he drove an suv through the parade route. but the last ten days of this trial have been chaotic brooks is representing himself in court. and that is resulting in some

cool off and when that happens i'm bringing jury out and then -- >> what a maniac joining me to make sheens of this legal circus defense attorney bradford cohen and former prosecutor, nicole, thank you y'all so much for joining the program counselor nicole i'll go to you first this man is disrespected the court he's been out of control the entire time. many would argue that this man is trying to plea for some type of insanity do you think he's trying to get a mistrial here. what do you see? >> you think you're right that's likely what he's trying to do and he probably knows he's looking at the rest of his life in prison and really no matter how the rest of this evidence goes. so if he can make a spectacle of himself throw the judge off on his edge and throw prosecution off or get them angry where they forget to do something then he's winning so i think he's doing all he can to distract from the actual evidence in this case and to throw the court into turmoil.

>> bradford what do you think is the end game here? >> she's exactly right. the one thing that he made a good point at in all of the video i've been watching -- is he instructed diswhrawj he actually asked for an assistant counsel stand by counsel in the judge allegedly denied that stand by counsel. that's going to be an issue. what happens with prosed defendants just like this almost all of the time everyone that i've ever watcheds i've been stand by council for a pro se evidence and they don't nosering that's going on it gets more and more frustrated. ening you're giving him a lot of credit to say that he has this idea that he's going cause this havoc. and it is going cause a mistrial like that's his kind of thinking. i think he's just dwhieng he normally does, yorng he knows rules of evidence. obviously, i've represented attorneys that don't want to represent themselves. so when an individual says i want to go forward, and represent myself, right off the bat the judge has to ask them certain questions to make sure

they're competent to go forward but he's saying he wants an assistant council that maybe issue for appeal but he's making a mockery of the courtroom which expwront in general propro se defendant dos. >> didn't graduate that counsel there. he could say i wasn't wear of the rules i have a right to defend myself but i wanted that cocouncil there to give me basic legal procedure. what do you make of that? >> you know that's an interesting question and it certainly could be the main point on an appeal of any conviction in this case. because the case law on that score is somewhat tangled, there are references to defendant not being entitled to hybrid representation meaning, you're either in for a penny or found or not in at all you're going to

latest. >> raleigh north carolina is looking and in the community where the deadly shooting happeneds on thursday. the 15-year-old suspect has been identified as austin thompson he remains in the hospital tonight. police recovered a hand gun and long gun during their investigation of the crime scenes that spanned two miles. frantic 9-1-1 caller said shooter was wearing camo and you can hear one man begging for help after his friend the police officer who was headed to work but he's off-duty was targeted and killed. [inaudible conversations] >> going to go get help out there. you've been shot -- that officer later identified as 29-year-old gabriel torres as ebbs shot on his way to work. lawrence. >> that was so difficult -- and ashley this was a difficult

week for the police across the country that raleigh officer only one of at least is 12 offis according to the fraternal order of police. >> it was and among them two officers killed another seriously hurt in bristol connecticut this week and then in philly, three officers with shot while serving warrant. it is a disturbing trengdz of violence against those who protect and search lawrence i want to throw a couple of numbers out to you that i thought were interesting 56 police officers have been shot and killed this year, 14 more this time than last year. that's 45% ahead of 2020, and just to point out, over half of those are ambush style like we saw in connecticut. so it really is just showing that there's no respect for police or really for life at this point when it comes to these shootings. glans you know ashley, you're in my thoughts because a lot of audiences may not know, but you're the spouse of an officer. and so we're definitely keeping you and men and blue in our prayers. thank you so much for joining

welcome back to cross qrnght midterm elections only a few weeks away, new polls are in talking point seem to come out every day in support of one candidate or another. but the most important factor helicopters to be you, the american voters. so this week we went to milwaukee, wisconsin and spoke every day americans in the badger state to find out what's driving them to the polls. watch. >> so kathy what's number one issue finish you and your family? >> when it comes to issues specifically the reason why i love our govan so much is because i believe that children and youth have been neglected over 30 years. so to me he -- he knows the importance of schools education, so to me children are number one. >> most important issue for me and my faming is accountability

and leaders, we're lacking leadership, touching everywhere from afghanistan to the border, to inflation, the ball has been dropped, and it's been dropped too many times and it's hurting every american. it doesn't matter which income class you come from. it is affecting everyone. lawrence: julie who's most important issue for you and your family? >> economy and inflation. my husband is about to retire in december. and just watching his 401(k) plan, you know, starting to go south it is kind of worrisome. lawrence: my mother has arthritis and making sure everybody has equal access to health care that's important to me and my family. >> so i look ats other people in my family half other health conditions even preexisting conditions, they need access to continue to have affordable health care. >> what is your viewen the economy and inflation today?

>> first of all i'm a democrat. i love our president i think he's doing a great gene so many of these things that he's blame pferredz are really ceos who are greedy worried about their cereal 6.59 gas is really expensive but he, the president doesn't have control over those things. and so to me yes, the economy but i think it is thiol peel people start realizing what the fault lies. >> do you think it is fair to hold the president accountable for gas prices? >> no osha determines that. >> does he credit when it goes down? >> no yet he's a wonderful president. >> i think i disagree a little bit from my friend here. i do think that it is something you can hold a president accountable for in one way or another. you know even it wasn't something he necessarily directly caused you know -- say okay we're, you know, i'm

not jumping up the prices by myself. you know, we can trace inflation back in part to the war in ush. ukraine to say any government official you know who that high up is completely involved with inflation. or the economy in general i think -- i disagree with. >> i would like to respond to that. i think that we're worse shape now under biden administration. we are thes laughing stocks across the pond, and in western europe. as far as economy let's talk about keystone pipeline there's executive order let's not blame our gas price on the ukraine thing. that has nothing to do with it it is all about joe biden and anything this man touches -- just falls aparts. and this inflation reduction act we don't know yet how it's going pan out because it is in its early stages.

but if three-fourths of the work has to do with climate change that's not helping anybody out right now. lawrence: we have to look at the bigger picture. >> when they have this previous administration they're out to blame for the inflation as well. let's be real. let's have a real conversation about what's really going on. inflation has always come from the previous administration on to next. but here's the thing, the thing is that we have to look at is joe biden is doing something about it. lawrence: inflation reduction act work? is it working? >> i don't think so. with his administration, they seem like they have a lot of like people not qualified to run the administration and the different aspects like, you know, they're so worried about green deal and stuff like that. pushing such green things at this time when people are going to be losing their jobs. >> myself and my fiancé we're middle class, and we find every month that we go to do grocery

shopping, we're bringing home less. a lot of this stems from the united states and our administration. our current administration printing money like it's going of style. lawrence: how are we dwhoing it comes to crime in state of wisconsin? >> scrim an issue in wisconsin especially here in milwaukee not going to say it is not an issue it is an issue. but here's the thing i tell people all of the time. we cannot legislate morality. people have got to want to change their behaviors no matter who you have in office democrat or republican, we have to reach people's hearts and with people's hearts are changed then we can see our community and city change. >> there's practical implications to policy and when we get to all of these terms that's been going around to qoak in sense it is not practically meaningful any longer so i think that politicians and political parties need think about the entirety of the human condition. right there's reasons why people get driven to a point and we need to be able to address those

things. but i think overall the political national narrative around -- justice reform has kind of gone off the rails. >> i mean i was living in d.c. for past three year and people requester getting murdered in the streets and you know, nothing was really being done about it. and you know you see in cities in california, people are shooting themselves up with needles and cities providing the needles and that isn't just something that annoys people but threatens people's safety and you know, the functional well being of society. and it doesn't come about naturally it comes about as as a result of leadership policies. lawrence: more of my focus group will be in miami next week. so if you're a voter in florida e-mail us at cross country at fox.com. don't go anywhere. coming up new data reveals just how much the american education system is failing our students. we'll take a closer look coming up after the break.

lawrence: so we talk a lot on this show about struggling state of education. and while we're only a couple of months into the school year, major problems have already emerged in los angeles students have one area petitions to bathrooming and lockers

administrators have them closed because they're worried about drug use unfortunately conditions at america's public schools are deteriorating before our eyes. making it even more difficult for students to catch up from a pandemic learn physician loss. here to discuss senior fellow american federation for children kourtney angeles, you know, cory we've been covering this for a while. they've got all of this money during the pandemic. they had almost like two years to get everything in order to catch our kid up and come out strong. and yet this is another story, brother. i mean look how fitting that we have a bathroom story to highlight the problems with the government school system because it is really turned into a big pile of crap. and look, there's so much money that we're funneling into the system we've increased per people expenditures by 152% after addressing for inflation have the outcomes gotten 152% better absolutely not.

and teachers salaries haven't gone up either because this system has no incentive to cater to the needs of students in los angeles. they spend over 20,000 dollars per kid in the public schools whereas private school tuition is less than 16,000 dollars per kid in california. give that money to the parents they're doing it in arizona they just went all in in school choice they can choose kid that aligns that could be a public school and if not take that to private charter school or home based education option so hoping more states will look at arizona and see that as gold standard going forward. >> cory when you brick up the test scores and we put them up on screen and it is crazy they say that those kids can't learn because of where they come from. what they have at home -- you think differently about are why? >> look that seem like a great argument for why zip codes shoct determine your school if current system you live in one place you

have to go to one particular school regardless of meet your needs or notes and regardless if it opens its doors over the years we saw that with the pandemic and teachers union pushing for school closures. have that money follow the child to that school if they want. if you like your public school, you can keep your public school. but for real this time unlike with whole doctor thing but if not families need to have a choice just like we have in any other area of society. with college we have pell grants for low income students you don't have to take that money to one school over over. student has a choice and we should with k-12 education and they are in arizona already. more states should follow. lawrence: welg you know arizona is not in the back pocket of the teachers union. that's when it's all about cory, brother you've been on frontline of this thank you so much for coming on the show keep fighting. thank you. so next we head tbog battle ground state of wisconsin for a heated discussion on the defunding police. plus our political panel is here live to react. don't go anywhere.

♪ ♪ so while the economy in soaring inflation came out to be top issues for voters in wisconsin things got pretty fiery when we talk about crime and in democras call to defund the police. watch for yourself. >> i've seen in the last several years where we're getting down to ticky tack definitions now, and it doesn't matter if you say we want to reallocate funds or we want to build up, you know, community programs. you're still taking money away from the boots on the ground who are -- you know, in charge of maintaining law and order and it's defeating the purpose of -- our laws and account possibility you're stripping the police department and law enforcementing and the courts quite possibly are doing the job

that they are sworn to do. >> julie i saw you nodding your head as he was talking. what got your attention? >> regarding the plpgd so many officers have been shot it was even before 2020 because it was when president obama was in office. when down in dallas with five officers who were ambushed and stuff, and then i think that just started like waking me up and before you know it it is like it was like every week there's another city with some more officers being shot. being bombarded from these criminal who is should maybe not have been out on parole or whatever. they should have been sitting in jail. >> i support law enforcement i think law enforcement should be protecting us, and we should make sure that people are safe in our community, of course. but let's also look at it. you cannot as i went become and said earlier in regard to crime you cannot legislate morality. i don't care who it is neither

if you be honest if i can be honest about it i don't believe that tim michael ron johnson any of them can do anything regards to crime because it has to do with people's hearts you can't legislate that. you can't legislate on people how to conduct themselves. yes we have laws our laws should -- should be applied to everybody. and though they do commit crimes but also too at the same time we have to know that people have made choices as well. lawrence: do you understand the frustration that voters have exercised that repeat offenders are being let become out on the streets to reoffend? >> totally that goes to reforming our justice system. est that where it has to be it r system broken and it needs reforms to it. i totally agree people should be upset about it absolutely. lawrence: let's talk about d.a. because they're ones that deal with offenders on day-to-day basis and yet there's a

consensus amongst major cities including those in wisconsin that these offenders are not being charged to heist amount. and they're repeat violent offenders so for those people do you hold those progressive d.a.'s accountable for those action because the buck, in fact, does stop with them as a chief law enforcement officers. >> they don't have a choice. jail is overcrowded. the prisons are overcrowded when prisons became a part of a private sector what does that mean? you're around smart people to make sure that for profit prisons make money. so these issues that you're talk are complex. i mean, right now, our d.a. would love to be tiebl tell people in the courthouse alone. but there's a shortage of staff everywhere -- >> i think one of the core roles of government is safety. if you were to get a scorecard and if you can't get that right you fail any political party

and -- office just fails if they can't get that right. other factor is that -- working on the school to prison pipeline we have more kids going to prison than they are exceeding in life. we're trying to pump more investment into a broken system that isn't working especially for kids of color. so i believe the republican party has an opportunity so our legislature in wisconsin is primarily republican. we have an towngt reinvent a system to better serve kids. lawrence: panel is here, tony and kevin are both here -- tony goil to you first we've seen a shift in this race. mandela barnes was now down by six points and a lot of folks say it's because of the issue of crime. >> yes. the whole defund the police conversation and we've heard many times look at what the progressive left has done. look at legislation passed and look at the money that's been spent they said defund police and it stuck it and

representative cory bush said just last week people say used term reallocate and move the money but it is all the same thing they actually believe in not having a police force on the ground that does the job that don't believe in pursuing criminals that's what john fedder man in pennsylvania said when he was least engaging in some conversations. this is the problem. they put it out there. it is statistic and they're upset that it is. >> kevin what about that reaction from panel there that i had -- everyone had to admit screel a major issue. >> yeah lawrence i love the panel from milwaukee keep me in touch with kathy we need to use her in tv ads coming up but listen when you look at actual police funding and who's actually increasing budgetses for law enforcement across the board in all of these communities, it is democrats we devoted 350 billion dollars part of the rescue plan that went in many ways directly to law enforcement to hire more cops to

hire more cops back. we just passed a police reform package two weeks ago to decrease funding so when you welcome at what is legislated especially on the national level, it is by president biden the democrats working single handedly to increase these funds wow. >> go ahead kevin real quick. >> this is maddening argument kevin because you keep pushing same argument and it is lovely but it isn't true in the cities. the cities are run by the progressive left. the prosecutors don't prosecute. the cops feel ham strung they rye to defund and realize it didn't work and try to put money back but attitude is the same. and that can't go away and it is a player in midterms. lawrence: i want to move on -- >> tony you want to play politics with this seven states with highest murder rates in this country are states that voted for donald trump this is a problem across the board, it's not just inner cities we need to be honest with american people as affecting rural areas suburban area and one party that's rying to increase funding right now in congress --

revealed to have staffed, quote, el bedded in the cdc. the firm was apparently hired during the pandemic to encourage americans to get vaccinated and now people are wondering if a major conflict of interest has been fly under radar. to break it down with me we have fox's medical contributor doctor thanks so much for joining. you know our audience trust you and i had to have you on because this seems just so shady, it is a major conflict about are right? >> lawrence, this is beyond a conflict of interest. what's the number one priority of pharmaceutical companies it is profit. so -- >> money. exactly when you see big far ma infiltrating government organization that is a serious problem. when we see moderna and pfizer embedded within cdc that gives them access to privilege information and data whack they do with that potentially modify manipulate their product in this case the vaccine to shine light on it. to better sell it to americans

younger men a leak a link to increase of cardiac related death, what about that? i mean, listen -- i don't understand why we have not been conducting our own studies a long time we've already cited, you know, european studies what do you make of this potential study right here? >> you're right to state of florida they were proactive they took initiative they saw there was a problem that men under age of 40 were having cardiac complications after being vaccinated. so they did decided to do an analysissing on this. and what's the take home message? they found that potential increase correlation between cardiac complications and vaccine, so what with learn from this is number one, we have to remember natural immunity matters. and number two you can't force a vaccine on someone that could potentially be harmful like for example, in the younger folks, and they be the best thing to do is any time you have a question about your health speak to your doctor. it is not a one size fits all
