>> john: the words of the volusia county sheriff, the buildings are at imminent risk after being weakened by hurricane ian weeks ago. we have fox crews making their way live to the scene. welcome back as "america reports" rolls into our second hour. i'm john roberts in washington. hi again, sandra. >> sandra: and happy friday eve to you, john. breaking news on that storm coming up, but we begin here at the touch board with the other developing news in this election week. the control of the senate coming down to the three crucial races that we are watching, of course, in arizona, nevada, and georgia. both parties within close distance of winning the chamber and begin, obviously, taking a look at the balance of power in the senate, obviously looking for that majority, 51 republicans, 49 races called, democrats 48. so watching those three states and obviously the run-off that will be happening in georgia. to the peach state, rafael
11:01 am
warnock will face off against herschel walker, in a run-off december 6th, after neither candidate was able could reach 50% of the vote. head off to arizona now, obviously one of the senate races we are watching for control of the chamber. masters has a steep hill to climb, given his 95,000 vote deficit. ballots are being counted at this hour. 70% in, the difference right now, 95,000 with kelly leading. and stay out west and head a bit north to nevada, watching some of those key counties in the state where the republican candidate, adam laxalt, is still leading but his opponent, catherine cortez masto is making gains in washoe, chipping away there, and obviously key we are watching those vote tallies come in, clark county, cortez masto
11:02 am
is leading by six points in clark county. all of this is unfolding here at home, the president is heading halfway across the world, pivoting to foreign policy and that brings us to this fox news alert. >> john: president biden set to meet face-to-face for the first time since taking office with china's president xi jinping. comes as the warnings over china could not be more blunt. >> sandra: the u.s. navy chief has said the u.s. must prepare for an invasion of taiwan before the end of the year. the commander who overseas the nuclear program has said china is developing weapons at a much faster pace or the ship is slowly sinker when it comes to deterring beijing. >> john: president biden is promising to stand firm, despite republicans casting his ability to remain strong. >> i'm looking for competition,
11:03 am
not conflict. and so what i want to do with him, when we talk, is lay out kind of each of our red lines are. >> john: will the president meet the moment? morgan ortagus is standing by on that. >> sandra: but first, president biden is putting the climate at the forefront of his foreign agenda, kicking off his overseas travels in egypt. get right to it with lucas tomlinson, live on the north lawn of the white house for us. >> good afternoon, sandra. a few hours from now, president biden will launch on air force 1 for egypt for the climate conference and then cambodia, and then indonesia for the g20 summit, he's not expected to meet vladimir putin, the kremlin says vladimir putin will skip the summit next week. some see it as a missed opportunity for biden to negotiate with put in, and jake sullivan says biden is not leaning on president zelenskyy to make peace with russia.
11:04 am
>> united states is not pressuring ukraine, we are not insisting on things with ukraine. what we are doing is consulting as partners and showing our support not just through public statements or moral support, but through the tangible physical support of the kind of military assistance. >> biden will be meeting one-on-one with chinese president xi jinping on monday who will remain in power for an unprecedented third term in office. biden said yesterday he would bring up taiwan in the meeting but would not offer any specifics. the president and vice president will go into d.c., to celebrate some election wins, some unexpected. biden says he's willing to work across the aisle, sandra. >> my power to see to it to unite the country. it's hard to sustain yourself as the leading democracy in the world if you can't generate some unity. so i'm not going to change anything in any fundamental way.
11:05 am
>> one place the president is not expected to work with republicans, that's the southern border. sandra. >> sandra: live at the white house for us, lucas, thank you. >> john: let's bring in morgan ortagus, former state department spokesperson under president trump. great to see you. biden is headed to the g20 in bali, indonesia, but is stopping at the climate summit, one of the worst polluters and highlights the inequities, the united states is putting forward the lion's share of the cost, like india, egypt, china, just keep polluting at the same or increased levels that they were before. >> of course they are. and really this comes down to an energy security question, john. so you have biden just in the past week saying that he was going to shut down coal plants.
11:06 am
well, what is china do? they are building hundreds of coal plants just this year. so when you look at climate change as an important topic, sure, absolutely. but my big concern is that this administration and every administration has to do this, you have to make trade-offs when you are negotiating with other countries for the policy priorities that matter most to you. and this administration we are seeing time after time making concessions on our own energy security or even things like, you know, different shipments from china related to their solar panels. we block that in the trump administration and the biden administration for a time allowed to go forward. why does all of that matter? when you sit down, when john kerry sits down with the chinese and wants climate change concessions for them, number one, i would never believe what they agree to. number two, you have to trade off in other areas of important national security, things that i think that should be higher
11:07 am
priority than what the climate change concessions could be. again, it's not saying that john kerry should not negotiate on climate change. for me, the problem the emphasis the administration puts that they are willing to sacrifice things i think are more important to the american people and more important to our national security in the short-term. >> john: you mentioned china and president biden is planning on sitting down with xi jinping one-on-one in bali over the weekend. the president said this yesterday about what he intends to discuss with xi. >> what i want to do with him when we talk is lay out what kind of each of our red lines are, understand what he believes to be in the critical national interests of china, what i know to be the critical interests of the united states, and to determine whether or not they conflict with one another. and if they do, how do we resolve it and how to work it out. >> john: is that all he needs to do or do more here?
11:08 am
>> well, i'm a little concerned about this meeting. i do think this meeting is incredibly important, i've been to the g20, it's important for these world leaders to sit face-to-face. but i think xi jinping will be sizing up biden the way putin sized up putin before putin went in to invade ukraine and i think ping is making the same assessments with biden. and one of the most important things biden should be doing, if i was prioritizing his agenda, at the top of the list, you have to demand that china stop sending the chemical precursors to mexico which turns into fentanyl, which is the number one killer of americans. i don't know why this is not a more important and vocal issue for biden, it's number one killer of our young people, must be stopped. number two, why doesn't he hold china accountable for their support of the russian invasion of ukraine. they care so much about this
11:09 am
invasion, they care to demonize russia as they should. why aren't you holding china accountable, not only publicly but together with the european allies and saying many german chancellor scholz should not make the first trip to china after covid bringing his entire trade delegation. tell them if we are serious with the war with russia and ukraine, time to impose costs on china for being the supporter, the major support behind putin in this war effort. >> john: we'll be following every minute of all of this. morgan, great to get your take, thank you. >> thanks, john. >> john: the president, sandra, says he's going to bring up the issue of taiwan with xi and reiterate the united states is committed to defending taiwan, but a school of thought china thinks it could win in a limited military confrontation and take over taiwan by the time the u.s.
11:10 am
got anywhere near it. >> sandra: all eyes on the president with the face-to-face, and q and, he was pressed by reporters on how he would act if that were to happen, so this is going to be an interesting meeting for sure. good conversation. >> john: we'll be following it. >> sandra: breaking news, word from a florida sheriff some homes in florida where they are experiencing the storm, wow, look at these pictures coming into right now, some of the bridges and buildings co collapsing, and a row of condos at risk of imminent collapse, as the hurricane is soaking everything in its sight. rick, wow, some crazy pictures coming in. robert ray joined us earlier giving us a look at some damage they are already seeing there. what more do we expect?
11:11 am
>> yeah, pretty crazy, really prolonged battering across the eastern coast of florida that also took a battering from ian as well, a lot of beach erosion and houses that are beginning, a few have tumbled into the ocean and still a threat. take a look at this, about 12 hours ago, making landfall, the second latest landfall we have ever seen in the month, or in the state of florida, just really remarkable. it's now moved almost all the way across the state and the center of it to the north of the tampa area and continues to pull off over the northwest, big bend area, will not strengthen, but a lot of moisture across parts of north florida, a lot of energy that continues to be pulled up across parts of georgia and the carolina coastline. so the battering is not done just yet. also a tornado threat there, a tornado watch in effect to 7:00 p.m. tonight. another one extended a little further off toward the north and
11:12 am
tomorrow a threat across the mid atlantic and philadelphia and baltimore, we will watch that closely. it will get pulled up into a front that's beginning to approach and that will bring a really windy and really wet day tomorrow and into saturday across parts of the northeast. this is the future track of the storm, moves across parts of the southern appalachians, a lot of moisture there, potentially some flooding and then across parts of the mid atlantic and northeast and that will bring us a threat for flooding and the leaves have not fallen, this will be a windy rain and knock the rest of those leaves out, that will probably exacerbate some of the flooding as well as some could get caught up and make the drainage not so good. hard to believe in november and we are talking about still a tropical storm we are dealing with. >> sandra: remarkable. thank you, rick. we'll keep track of it.

11:21 am
respect them, he was their guy, and blew out purdue on the ground, he had the connection with the voter. past forward to the general election, there were no surprises for me. the only thing that i think i was waiting for is if kemp would be able to drag walker across the finish line. it is clear, as you heard from the voters, they appreciate it. his response during the covid lockdown, he opened up quickly, the gas tax, able to repeal, also able to talk with those black business owners as well as business owners and make a business friendly climate. so when i saw those results that he won by a landslide, that was not surprising to me. when you get to the walker race, they didn't care about the mud slinging back and forth. it got to the point the voters said it was a wash, looks like herschel walker has some baggage, and rafael warnock has
11:22 am
some baggage. walker was not able to tell a story. until he will have a coalition of voters on the ground -- remember, kemp was able to get a lot of black males. ask yourself, why wasn't walker able to get those same black males. it's because kemp presented a business agenda for those males and they really turned out for him. >> sandra: really interesting. ok, you also spoke to a voter, tanika, on the impact of president biden campaigning with voters. >> if our president currently polled or not polled but ran with anybody on the trail, it would be kind of a, how do you say it without bleeping me, it would be a [bleep] show. >> sandra: how nice to give a head's up on that. >> one of those things i like to

11:35 am
and good republican leaders, they also have very strong election integrity laws. they fine tuned them this year and the year before and working on it for years. but they also have a ground game that understands you need to get republican ballots into the republican ballot, or into the voting booth and into the box. and other states are not doing that. if anyone wants to emulate florida, yes, emulate the governor but also emulate the ground game and the election integrity. >> john: i remember presidential elections going back 20 years, they said oh, the republicans have such a great ground game, 22 years later, still the issues. >> and it's much more important. 22 years ago most people voted on election day, now we vote on election season. so republicans are focussing on election day. they talk about late momentum and getting people excited. democrats have spent the previous six weeks getting ballots into the box. and so by the time election day starts, they frequently already won the race.

wall street loves it, they are up 1,000 points because they think the fed is going to pivot, but main street is saying i'm still paying 5.30 for diesel, 3.80 for gas, 43% more for, you know, butter and eggs. that's not a good news story. so, something different has to happen here if biden says nothing changes, then boy, it's important for republicans to at least get one of these houses because somebody has to stand in the way of the spending. >> sandra: austin, we are still looking at, you know, pretty high inflation, multi-decade high inflation. our voter analysis did reveal the biggest concern for voters is sky high grocery prices. so, what in the president's policies targets food prices? how is he planning to get them down? >> well, i mean -- as you know, almost everything that happens in terms of inflation and prices is in the private market and the price of food is way up worldwide because you have war going on in ukraine and so food

prices are going to be high. as the supply chain bottlenecks have cleared out, the inflation rate, which is not the level of prices, but how fast they are rising, that inflation rate has come down in places as you got the bottlenecks, and so i think in the president's program, what he's been arguing is working on the ports, trying to enact the infrastructure program and work on the supply side so that farmers can get their products to market and get around the supply chain bottlenecks will eventually work. >> sandra: point taken that inflation has come down a bit, the white house should take a victory lap on that. come down from the sky high 40-year inflation that has happened on this president's watch, right. i mean, that inflation was not there when he took office. >> my point is not to make a political defense of one side or the other. it is to emphasize this is a worldwide phenomenon.

food price inflation is massively high throughout the world, not just in the united states. >> sandra: and that's when we hear from the white house as well. brian, you ask voters and polls after polls showed voters hold big government spending responsible for the inflation that we are all living through. >> no victory laps here, sorry, we are not at any point where anybody can take a victory lap. the fact is, there's a lot of work to do and i get concerned about how much work the fed still has to do and will they do it. look, you have democratic progressive senators writing letters to jay powell right now saying quit it with the rate hikes, it's hurting the economy. but the flip side is we never get inflation under control. stock market might like that but if main street still has 4, 5% well into next year and beyond, that is killing them. so, we are nowhere near victory here. my hope is that republicans can be a check on spending and the fed can finally do its job instead of the climate stuff
