their differences despite china's increasingly aggressiveness toward taiwan. >> president biden: there need not be a new cold war. i've met many times with xi and we were candid and clear across the board. i don't think there is any imminent attempt on the part of china to invade taiwan. >> dana: let's bring in marc thiessen spiremeer speech writer for george w. bush and general jack keane, former vice chief of staff for the army of chairman for the institute for the study of war. general keane, interesting it to focus the mind to understand that biden and xi have not met in person since biden became president and biden says that he intends to continue to have america compete with china but not have confrontation. do you think that's possible? >> well, i hope that's certainly

possible but my concern is that listen, there is a laundry list of topics to talk about but one topic that has a sense of urgency surrounding it. certainly secretary blinken flagged it twice in the last month. he said it appears that china is moving to the left in terms of using military force to reunify taiwan, two times in the last month. we have a military leader at strategic command who identifies the military weakness of the united states in confronting china in a war and would we lose that war. something that i have said multiple times and other analysts and observers have said as well. in my mind the number one issue that needed to be put on the table and doesn't appear that president biden did, at least we didn't get it out of the press conference. look at xi and tell him listen,

it is your aggression, intimidation and coercion of taiwan that's forcing us to up gun taiwan and increase their training and also to use our allies in a political and military alliance. if you invade taiwan, you are forcing my hand and i'm going to confront that militarily. he needs to understand that as a matter of fact. the president has said that four times in response to questions. now he had the opportunity to put it on the table in front of him. we don't want to walk out of that meeting thinking there is any ambiguity surrounding this issue. and the fact that he sallies it is not imminent, i don't know what that means. certainly the secretary of state thinks something is going on here. he has access to information none of us do. so that's my number one concern coming out of this meeting, that i don't believe the president put it on the table the way he should. >> bill: the tone seemed to be

rather conciliatory, friendly, i guess you could use that word. i don't know what xi's posture would be if he were standing side-by-side. the quote that stuck out to me. he said xi is what he has always been, willing to compromise on many issues. have you seen compromise out of beijing? >> not much. listen, they love to talk. their tone is always conciliatory. usually pretty friendly except for a couple exceptions to that. talking is good and certainly their counterparts will talk after this and it all broke down that's a good thing. listen. we have to be realistic about this and don't put too much comfort into it. we have had counterpart to counterpart talk with russia prior to the invasion. secretary of state, secretary of defense, chairman of the joint chiefs time and time again. the president of the united states time and time again. and what happened? putin did what he wanted to do because he thought he could get

away with it. so let's not be too comforted by the talks. do we all want that to happen? of course we do. the chinese are notorious for talking their fool heads off and taking completely different action than what is going on at these meetings. >> dana: general keane. thank you. want to bring in marc thiessen as well. there was a question that was put to biden about this revelation that we now have from the "wall street journal" that says that the united states is talking to russia. they are signaling it's because they are warning russia not to use nuclear weapons but there was some reporting they might be encouraging the russians to think about negotiating a peace or something, an end to the war in russia. what did you take from that? >> i think that there is pressure on biden to end the war. we saw that letter from the democrats before the election that they back tracked on because they were told don't

undermine the president. i think biden administration is behind the scenes pushing ukraine to negotiate and give up territorial concessions to russia, which is weakness. when we think about the situation with china, before the russian invasion in july of 2021, vladimir putin issued an 8,000 word manifesto laying out his plans exactly what he was going to do in ukraine and we ignored it. the result was the largest land envision in europe since world war ii. xi has been just as clear about what he intends to do in taiwan. he has made clear that reunification can't wait. it can't be passed on to another generation and promised saying he will not -- they've been very clear. so we need to ask ourselves as a country and this administration needs to ask itself what will we wish we had done to help taiwan

if an invasion happens? what do we wish we had done before russia invaded ukraine? what kind of weapons do we wish we had given them to deter that or made the war shorter? we need to do the same things in taiwan now to make sure that xi jinping understands they'll not be able to succeed militarily trying to take taiwan. >> bill: mike pompeo was with us last hour and he was with us during the entire press conference. he wasn't so kind. here is his immediate reaction when dana and i talked to him. >> the chinese communist party is building islands in the pacific and building coal fire power plants and our biggest problem with them seems to be climate change. that's a big mistake. xi will see it as weakness and more talks and discussions seems ill founded. >> bill: maybe he is right. hope he is not, marc. >> he is right. the last thing we want china to do is start weaning itself off

of oil. the way -- one of the ways we deter a chinese intervention in taiwan is the threat that we can cut off supplies of oil through the straits which is almost all their oil comes from. we could cripple the chinese economy by blocking off the straits. but if they follow biden's advice and wean themselves off of oil and start embracing clean energy we lose that leverage. not only is it a sign of weakness it is strategic insanity. >> dana: thank you for being with us this morning as we saw the press conference. a lot to learn. the day will go on and we'll find out more. >> thank you. >> bill: the hill, republicans say they'll work to curb government spending. the bills are still coming due for our nation's already massive debt. only a little more than two months until lawmakers face the potential government shutdown. hillary vaughn is watching that from the hill today. good morning to you. where are we on this? >> good morning, bill.

republicans say their first order of business should be to put a stop to the excessive government spending by forcing democrats to make cuts to the budget, to make room for new government spending by not agreeing to lift the debt ceiling and not green lighting any new spending if they are in charge of the house. the u.s. right now owes more than $31 trillion. about 93,000 of debt for every american. that debt is growing by the day and just getting more expensive the pay off as interest rates are rising. speaker pelosi and president biden say democrats won't give in to any pressure to make cuts. claim republicans want to put social security and medicare on the chopping block. >> republicans cannot use it as leverage to say we'll only lift the debt ceiling if you'll reduce the benefits for our seniors and others on medicare and social security. so it will -- well we'll see what they want to do. our best shot is to do it now.

but again, the win in the senate gave us leverage for how we go forward. >> there is a lot more fat to be trimmed beyond entitlement programs. they want congress to do three things. cut off the credit card the rest of the year. no more borrowing in 2022. pass a budget. something that hasn't happened for the past seven years and fire any budget chair that doesn't do their job. >> the narrative in the media has been pretty slanted as though this will be the gutting of social security and medicare if you attach changes to the debt ceiling increase. i don't think that's right. the debt ceiling has to be increased. it is borrowing from the past. what we need to do is decide no new borrowing. no more for the rest of this year. no more for next year. i think divided government makes it more likely. >> if the debt ceiling is not lifted the government defaults on its bills. when the bill collector is another country like china, that

good morning to you. you make a living through sarcasm. i don't know how much sarcasm there is to be found. a quote from a guy who follows this tech world. he says he has two paths meaning musk. either going to go to the moon or sink. i think lon has a plan in his head. whether it comes to fruition is another question. how do you see this transition so far? >> it's been wild to follow. one of the things he is talking about his big his workload is. he is putting it on himself. he is handling complaints personally on twitter and responding to all the tweets. people are suggesting to him and spending a good portion of his time dealing with this. it's good in the sense shows he is taking it seriously. it is not non-shall -- he said he will make some dumb mistakes and stupid things that happen on

twitter over the next few months so i don't know. i'm hopeful and cheering for him. i think it's a big and important problem. i am glad somebody stepped up. >> bill: i think some people are cheering for him to fail. do you sense that, too? >> of course. what he was saying his goal was with his acquisition was to restore free speech in the public square. he considers twitter to be the town square of the modern age. the left doesn't want free speech. a lot of people are cheering for him to fail. there is a lot of effort now. there are advertisers putting pressures on him and activists putting pressure on advertiseors and he has to restore free speech with all the people who want the content moderation to stay. i don't envy him to try to balance the two goals there. >> bill: what he tried to do with the check mark is make sure

he can run the bots out of the software. i don't know if he will raise revenue. but some of the stuff is hurting him. there is an eli lilly account that wasn't real. you continue to read these stories about advertisers fleeing the site. and musk himself said he is losing $4 million a day. that's a burn rate that has to stop in order to succeed, seth. >> yeah. i think it was a lot of the purpose of the verification thing was to create another revenue stream. the advertisers now control him by being the source of his revenue. he has to make them happy. so he hasn't been able to do what he wanted to do in coming in and restoring free speech.

he has been a little handcuffed because he can't do freely what he wants without the advertisers saying we'll take our money away. he has to find ways to generate revenue not beholding to advertisers and he is playing around right now in a sand box trying to figure out what it looks like. we will see a lot of changes in the coming weeks where he is experimenting. >> bill: last point here and we have had this discussion. i would pay the eight bucks to get verified if he can make the site better. do you think that -- you know how musk approaches this. the greatest expression of free speech and wants to protect it. a global voice for so many things. do you believe musk can make this a better product? >> i personally believe that he can, yes, i do. i think the challenge is just going to be balancing out these competing interests and seeing which direction does he decide to take it in. if he takes it hard core in the direction of free speech and says people will be able to say

what they think even conservatives will have the right to say what they think on this platform and disagree with the popular narrative he will face a challenge there where he will have constant pressure from advertisers and have to find a way around that to move forward but i think he can make the product better. >> bill: he landed a spent rocket on a barge in the pacific. there is hope. thanks for coming on. >> dana: biden administration reportedly forcing the head of u.s. customs and border protection out of his job. the president accepting his resignation over the weekend. though they continue to tell us the border was secure during the campaign. this as migrants keep pouring into the u.s. including a large group crossing to eagle pass, texas this morning where senior correspondent mike tobin is live with the latest. >> for all the politics and shape-ups nothing is stopping the smugglers and people trying to get into the country. a big group in eagle pass this

morning. live pictures with the fox news drone team. the number is down to 100 now because the buses have been coming and getting them all morning long taking them into the world. when they crossed the morning they were 300 strong or more. as we've seen in recent days people coming across these days are from venezuela, cuba and nicaragua. now in bracketville, texas there was a smuggler in a rented pickup. as the trooper went to check there was a high speed chase. four illegal immigrants from el salvador and honduras were picked up. all of the traffic uninterrapted by the shake-up. the commissioner of customs and border protection resigned under pressure he submitted his resignation. the president accepted it. cops and agents at the border are not optimistic that anything will improve.

>> dana: three people are dead and two wounded after a mass shooting on the university of virginia campus last night. a manhunt is underway for the suspect. he is a student and may be driving a black s.u.v. with virginia plates. university issued a shelter in place order and canceled all classes today. university officials will hold a press conference at the top of the hour and bring it to you live as it happens. >> bill: waiting for more information. lawmakers on the hill today. big questions about who leads each party in both the house and the senate. chad pergram is reading the tea leaves and will file the cedeings for us. >> we don't know which party will control the house. the gop is currently at 212 seats. 204 for the democrats. republicans lead in ten remaining races. democrats in nine.

now four of those races are on the edge. democrats could hold the house or republicans could be mired at 218 if those races don't break in favor of the gop. 218 is the magic number for house control. president biden just weighed in when asked a question about banning abortion. >> president biden: i don't think there is enough votes to codify unless something happens unusual in the house. i think we'll get very close in the house but i don't -- i think it will be very close. i don't think we're going to make it. >> why leadership elections are up in the air and house speaker nancy pelosi is deferring her decision until more is known. >> any decision to run is about family and also my colleagues. though my decision will then be rooted in the wishes of my family and the wishes of my caucus. none of it will be considered until we see what the outcome of all of this is.

>> on the republican side house minority leader kevin mccarthy lacks the votes to become speaker should the gop be in control. democrats could grow senate majority to 51 if they win the georgia runoff. florida's rick scott wants to postpone leadership elections there. >> we shouldn't be having these elections. we have to go back and say to ourselves when republicans do what leadership has done this last year and our candidates have to be frustrated with their leadership caving in on the debt ceiling and gun bill and fake infrastructure bill. >> scott planned to challenge mitch mcconnell. mcconnell thinks scott is partly to blame by not getting involved in gop primaries. scott ran republican re-election efforts. >> bill: thank you. we're waiting. chad pergram on the hill. thanks. >> dana: as both parties consider who will lead him josh

hawley said this. the old party is dead. time to bury it and build something new. le let's bring in our panel. juan, what party -- i think he was talking about the republican party. how it gets rebuilt i don't know if that even happens. there will be changes no doubt because there are changes after every election. the democrats, i think they're probably feeling fairly good. do you think it would be a mistake for democrats to think that they now have a mandate rather than that they got some lucky breaks here? >> i think it would be a mistake to think they got a mandate. what you've seen in this election we have a split country and that both really need to look at what the middle of the country specifically pragmatic terms talking about independent and swing voters who barely went toward the democrats. not in any large measure. but when i listened to senator

hawley what i think there are two things going on. clearly a version of the 2012 autopsy. republicans feel they had a deadly performance in the mid-term, underperformed and trying to figure out why. from hawley's perspective i think we are seeing ambition. i think hawley, marco rubio, senator from florida, rick scott as you just heard from the analysis from chad pergram, i think what we're seeing here is his effort to push himself into senate leadership. he would like to replace mcconnell. scott has been at this for some time. i think scott has a lot of responsibility for what mcconnell called poorly qualified candidates being out there and losing. >> dana: matt. you have been through this. not your first rodeo when it comes to mid-term. how does this current situation compare to what you have experienced in the past for the republican party in particular?

>> you know, this has a lot of shades of 1998 where we actually did keep the house back then. we likely to win it now. so there is consteration around that. the tweet is hyperbolic but vague. one thing i'm curious, does he mean president trump, too? he is somebody who is looking at running again and likely to. look, i get it. i'm angry, he is angry. we all should be angry with how things turned out. not the way we hoped or expected. i don't think the answer is delaying leadership elections especially when there is no one running against mcconnell at this point. i don't think that's the answer. i think the idea of not having an agenda. let's remember, mccarthy put it out in the house and governors put one out and they had their issues. it wasn't the only thing we can pin this on. >> dana: an article in the "new york times" by peter baker pointing out that joe biden has a decision to make.

expected to make it fairly soon. will he run again? we have thanksgiving coming up next week. time to be with his family. juan, what do you think they'll decide? >> well, you know, i can look in the crystal ball. it is foggy. what you are actually seeing on the ground in washington is the white house team making plans as if they are going forward with a biden re-election effort. i think a big part of this, dana, will be what we see tomorrow from former president trump. the big brag as peter baker points out in the times this morning, the big brag from president biden is that he is the one guy who beat donald trump. so if trump is back in and trump is no youngster, either, then i think biden would feel even more likely to get involved. >> h >> dana: matt, do you have silver lining for republicans looking for something positive to focus on?

>> dana: we've been talking about the shooting that happened overnight at the university of virginia in charlottesville, virginia. the university put a shelter in place order in place. that has been lifted. they lifted that based upon a thorough search on and around the grounds. people are safe to come out of their dorm rooms and do whatever they need to do today. a large police presence will remain. university officials are set to hold a news conference at the top of this hour. >> bill: stay tuned for that. meanwhile a mystery in virginia. a cruise ship dealing with a massive covid outbreak on the majestic princess out of new zealand. 800 passengers have tested positive. who knew? 800 out of 4600 on board. one in five. the cases are either mild or asymptomatic. the ship is docked in sydney. australia. >> dana: parental rights over kids' education was a top issue for mid-term voters putting new focus on local school board

races across the country. a lot more spending to help win some of those contests. who came out ahead? mike emanuel has more. >> good morning. usa today reports gop parental rights advocates saw mixed results all over the country after voters in more than two dozen states chose who they want to represent them and make future decisions for kids. school board meetings became more energized because of covid restrictions and other parents upset by some sex education issues. on the other side boston college found first despite some recent evidence that union strength has narrowed at the federal and state levels, teachers unions remain an influential player in local school politics today. another major force in some of this year's school board elections florida governor ron desantis backed some conservative candidates in school board races who won.

anti-semitism. he said we don't expect dave to be the moral compass of society. dave is a comedian and should be held to a different standard. the reason i say that. his point is what kanye did was bad. he wasn't trying to normalize anti-semitism but comedy. that's where they go to grapple with sensitive issues and cope with tragedy. as a comic i get bothered by the idea we link laughter to violence. you are never going to see an attack where the guy is laughing his butt off the whole time. laughter is something cath are particular. i would defund the joke police and let chappell be. >> disturbing to see nbc "saturday night live" not just normalize but popularize
