of humiliation vladimir putin hates. with that in mind, what is your assessment where this war stands right now? >> you are absolutely right about the outcome of vladimir putin can't like the fact this is a piece of territory that he said russia had annexed a few weeks ago. president zelenskyy travels all the way to kherson. he understands the public relations and messaging his own military and own civilians, hey, we will take the fight to russia and get back all of our territory. he's messaging vladimir putin and nato in the west, he needs more help. what we see in the coming weeks it is soft, a rainy season right now but i expect once the ground hardens with the colder temperatures in the winter, we will see, again, more of the battlefield pick up the pace there with ukraine and russia continuing to fight on the east side of the deep river in the

kherson region, don bass and crimea as well. this is a long way from being over here that is why it is important to rule out the engagement to avoid any nato/russia escalation in this conflict that russia has caused from the very beginning. >> todd: if the winter warfare if you want to have you go online with the world war ii video when the germans tried to make their way into russia. russian winters are not good for fighting. going back to the underlying reason we have you on here, this lack of clarity as to what happened. this is standard thought of war situation? or again, hate to say this but my initial instinct was, this is coming from russia and we haven't got good information from them throughout the war because russia, a little bit confused why the initial report said, "oh, this was the front of a fully a russian rocket." there was something fishy going on here. what is your take you, something

fishy, something about or something in between? >> what happened here initial forensics say it was russia because ukraine is using the same air defense the russians are using and hard to distinguish between a missile launched in the air defense the s3 hundreds ukraine is using which is the same air defense the russians are using, a soviet air defense. we rush to judgment but i can tell you from my own experience having served war zones and the middle east and south asia, the last thing you want to do is jump to conclusion based on any initial facts that you think you are collecting. you really have got to do a lot of work and emphasize as well there are intelligence community come i'm sure that looking at any indications or warnings, reflections from the russian military about this attack. this is a time president biden wants to make sure he gets all of the information he possibly can come engages with the nato allies, shares the information so we know as much as possible.

electricity is generated by coal. so, if you take coal off line the way the president is suggesting, what does that look like? what happens to the country? >> well, he knows what it looks like. he has given warning after warning by energy experts that we are at dangerous levels of coal-fired generation today, which means our electric grid and reliable delivery of industrial electricity really becomes at risk. i mean, this is dangerous. we potentially stressed the grid to the point that we do have brownouts, blackouts, particularly in severe, prolonged cold winter months that we are looking at ahead. we have a very short supply of coal on the ground and available because of the closure of these plans today. >> carley: you know what i think is interesting when it comes to coal, president biden met with chinese president xi jinping and you think about what the president has done to limit our

fossil fuels in the country, which makes us weaker and more dependent on other nations. china has put more coal plants in operation last year than the rest of the world combined. so what are we doing here? >> a, china continues to build out its coal fleet and recognizes the value of baseload generation that coal provides. in a minute energy sources do not provide baseload generation nor does any other base fuel source. it is only based fuel, baseload, electricity provided by coal fair manufacturing processes or facilities across america. china has in some degree of construction has many coal plants has what we have throughout the entire united states. and the president continues to point to west virginia as an emitter of carbon and the coal-fired plants and china has 55 more coal plants and

coal-fired generation than what we have here. >> carley: the president what he wants to do is transition to wind and solar but the issue with that is the wind starts blowing in the sun goes down and there is finite amount of energy you can get from those two sources. so, the president has said don't accept a climate goal of 2030. does that make you nervous? whether president biden or somebody else in the democratic party has some sort of energy agenda, they will not change the mind when it comes to coal so what do you think your future looks like? >> it almost appears that only the president and some of his inner circle are the only ones that believes this is a realistic time frame and it can be done. there is a natural transition underway. that natural transition is coming about because of the whole variety of reasons, but the size and technological change are playing into this.

>> carley: a fox news alert, two people are dead after missile strikes a village in poland for miles from the ukrainian border. >> todd: still unclear where the rush the missile but or ukraine. but nato is on a mission. >> hi, todd and carley. at this moment the most prominent theory is that as ukraine was trying to defend itself shoot down or intercept some of more than 80 missiles that russia fired at yesterday, one of its defensive missiles strayed into polish territory. but at this point, poland and its allies are trying to figure out how to frame the attack because if it was not was not deliberate attack by russia or even accidental attack by russia it is still clearly a side effef vladimir putin's war. now, the missile hit and rural

and a diplomatic nightmare. we don't know the full story but the findings are correct that the u.s. site suggests the missile which hit the pole and fired from ukrainian forces outside of the city of levee and down to missiles. ukraine shot down 73 out of 90 cruise missiles fired and, because the bones and questioning the origin of this attack after analyzing the debris from the rockets and noticing the fragments bear the resemblance to ukrainian s-300 aircraft missile and these have the chance to pull back to the ground. what is worse here both sides are able to point fingers and use this event from strategic messaging standpoint. one hand you have ukraine immediately contributing to strikes to russia territory and russia can kind of use this to say lies about intended actions. and always be able to point back to this incident no matter how

egregious actions are. the other hand, no missile would have struck poland had russia not unleashed a barrage of 90 missiles in the direction of ukraine. but either way, we have been talking about the consequences of this war spilling into nato. we see that here. i do believe it highlights russia's constant strikes in ukraine continued to threaten nato and conditions need to be set to protect poland and the surrounding countries for future events. >> carley: you are absolutely right. do you bring up a great point about the border and what this war needs, with poland, lithuania because if this missile was fired by ukraine, it was in response to this massive barrage that incoming fire that ukraine was taking all yesterday. so with that in mind, does this deserve a neutral response and how should they respond? >> well, i think we need to look at this is potential to happen again. these rockets are firing in that direction. there is likely that it could

happen another time. we need to look at modernized defensive systems and poland needs to strengthen air and missile defense. and the entire systems and missile defenses with ukraine. this event may be enough to place closer to the fight and so that is not possible for these rockets to land in poland territory. at the same time the u.s. needs to start to face the reality that we have these persistent threats from china and russia we need to invest modernizing our systems, modernizing with hypersonic weapons. we should take a closer look at that. ukraine is only going to get worse. there are widespread blackouts right now. when i went over there the energy structure is getting crushed. winter is coming and rushes intending a massive refugee crisis by crushing. but we need to look collectively with nato in europe to help ukrainians get back on track especially as it gets worse leading to winter. >> todd: are you confident the

back chat between russia and the united states, the world leaders with the next world war iii to prevent it from happening? >> i think it was good for the administration to come out and provide some of these findings. submit deescalated tensions. it looked like there would have to be immediate military response if, in fact, russia delivered a deliberate strike. diplomacy here will be key. i think still collectively we need consider need consider across-the-board designating russia as a terrorist organization, terra state and russia has made it clear they had no intention between military civilian targets and their entire playbook. how many more cases of four times do we need from them? we haven't scratched the surface with atrocities in towns that were previously under russian occupation and the same thing forces liberated and took back kherson this week. we need to identify the atrocities and we see that collectively and russia is an answer for that in the end of
