minority leader mccarthy easily won the vote among his conference. they have nominated him to be the speaker if indeed the g.o.p. take control. when it comes to the full house vote in january, that was the conference for nomination. then they take a full house vote in january. we could see a battle. conservative challenger andy biggs of arizona won 31 votes during that same conference vote. so mccarthy didn't get all of them. he will have to get all 218 republicans will have to vote for him to become speaker in january. republican mike waltz of florida is optimistic that members will unify around mccarthy. >> transparency there. they don't want all the power to be in the hands of just a few. those are reasonable demands. mccarthy is listening to the demands. we'll have internal family discussions so we can get there, he can be speaker and we can moving the county forward and

>> harris: the congressman and i will watch this together. a flashback to president biden last year in warsaw. >> president biden: the united states will defend every inch of nato territory with the full force of american power. there is no doubt, no doubt that the united states and every nato ally will meet our article five commitments which says an attack on one is an attack on all. >> harris: first of all, your response to the back and forth from a singular person. >> number one, this is the most concerning thing to me. this was one of the most likely scenarios that could happen in this conflict, that ordinance, whether from russia or ukraine land in another nato country. and the administration should have had concepts of operation in place to say if this happens, then execute plan 195 or 196 or whatever that may be. and what you see instead is a level of chaos out of them where they are uncertain about what their reaction is going to be and what they are going to do. as it relates to nato we should

fully support our article five -- what you could say our commitments to nato. we should fully support that. whether this came out of russia or the ukraine, this is absolutely a litmus test for what nato will do. that's the way that vladimir putin has to be looking at it whether he fired it or not. >> harris: i mentioned to our audience you are on the armed services committee. when i hear you say concepts of operation to execute your military background also really comes shining through because everybody has that next plan. and i was reading last night that they were moving pretty quickly to article four, which would mean that everybody would then be monitoring every meeting. there is a gear-up and suddenly we started to learn some of the facts. what is your take on just how the president talks to the american people about this? should there have been more said? >> i think the president and in

turn the pentagon spoke about this in an uncertain way. i use that term concept of operation. he should have given the american people confidence that if this takes place, then there is a pre-thought out, pre-planned american national security objective that is going to be met by doing this action. he should have laid that out. this has been well thought out, not that they are just now sitting in a war room saying man, i wish we would have thought about this happening when it became so likely. so he needs to give that confidence. one of the places i didn't have confidence was the reaction from the pentagon where their first reaction was saying well, we're not even sure if ordnance went from inside ukraine from russia or poland or ukraine into poland. we're not sure it happened. absolutely they were sure it happened and knew it happened but didn't want to answer, 100%. >> harris: wow, let's talk about ukraine a little bit.

election night i had a live audience and voters' voices. one of the things we were touching on had to do where money goes and there is concern that we aren't trying to do everything. like take care of the american people and then take care of what you can around the world, too. we can't just do one was what people were telling me. let's watch this. president biden has requested an additional $37 billion in emergency aid for ukraine. that's in addition to the nearly $19 billion of security assistance already provided from the united states since russia's brutal invasion back in january. house minority leader kevin mccarthy is warning republicans won't back excessive financial aid without the receipts. you want to know where the money is going. people will be sitting in a recession and not going to write a blank check to ukraine. they just won't do it. it is not a free blank check, end of quote. congressman mast. >> i did not vote for the $40

billion that went to ukraine before. i will give you a quick true story on this. on the day of that vote i went to the floor of the house of representatives and asked the number of my colleagues about what are we buying for $40 billion? not which bombs and bullets. are we buying a ukrainian victory and russian nuclear demilitarization or they're out of crimea. what are we getting as a national security objective? i asked steny hoyer his question. his answer was well, brian, i just think what we've been doing so far has been working. so let's just keep doing whatever it is that we've been doing. that was the answer from the democrat majority leader on spending $40 billion of we the people's money. >> harris: congressman mast, thank you for bringing us the details behind the scenes and what's going on with money going to ukraine and all the rest of what we talked about.

i'll bring you back. good to have you in "focus", thank you. we do have breaking news now. story we've been covering for a short time. a group of sheriff's recruits were hit by a car earlier this morning in los angeles county. california highway patrol says the group was on an early morning run. they were on foot when a vehicle ran them down. at least ten recruits are injured. two of them reportedly are in critical condition. we're told police detained the driver. what you see is a horrible scene. they are investigating to see whether this was deliberate or accidental. exactly what happened. as we learn more, we'll report it. texas governor greg abbott fresh off his re-election victory has sent another bus carrying people entering our nation illegally to a democrat-led city. they arrived in philadelphia today. violence there is off the charts. the city's liberal district attorney actually is telling

elections are still not settled but the 2024 race kicked off last night. former president donald trump made his official campaign announcement. >> america's comeback starts right now. for millions of americans, the past two years under joe biden have been a time of pain, h hardship, anxiety and despair. i am tonight announcing my candidacy for president of the united states. >> harris: there was mixed reaction from republicans. senator lynndie graham is not offering his endorsement but tweeted if president trump continues this tone and delivers this message on a consistent basis, he will be hard to beat. others in the party say trump's move came too soon and the timing won't stop other candidates. >> won't clear the field. he is really making the announcement at one of his weakest political points.

we just got crushed in this election. other folks will enter until late 23. a lot of things will change politically between now and then. we have a long way to go before anything serious starts moving for 2024. >> harris: the potential contenders include florida governor ron desantis, former vice president mike pence and former secretary of state mike pompeo and several other high-profile names are bubbling to the top as you see there. mark meredith live in orlando, florida where republicans governors are holding their annual conference. >> multiple republican governors say they think it's way too early to be talk of 2024 and not close to offering up any endorsements. politics dominating the discussions at the conference and one of the big headliners a governor getting a lot of attention, ron desantis. he was the big speaker last night. his remarks were not open to the

press and cameras were not in there. he did not bring up the former president. he received quite a bit of a standing ovation and many in the room were eager to apply the desantis playbook to other battleground states going forward. the governor at a separate event was thrilled with the idea of playing a larger role in the party. >> we focused on results and leadership and at the end of the day, i would just tell people to go check out the scoreboard from last tuesday night. >> this year's republican governor's conference is something of a reflection point for the party. we heard from arkansas governor elect sarah huckabee sanders urging republicans to focus on the education issue. >> we have to take back the moral high ground when it comes to education. we have to take back the conversation and go on offense and start talking about how we are the party that is empowering parents to make the best

decisions for their kids. >> i've heard from other governors who said they believe issues matter here, education, tax policy, what's going on with the price of diesel. one of the people who says the party needs to focus on those issues is brian kemp of georgia. i had to ask him about 2024. the news last night. here is what he had to say moments ago. >> i didn't get to see the announcement. i don't think anybody was shocked by that. there will be a big conversation of what 24 looks like. we have got to stay focused on the 22 cycle. >> the governor also saying he is focusing on the mid-term election in georgia, the senate runoff. a lot of focus on what governor kemp's future and desantis. the party will be looking to see where it goes from here. >> harris: governor kemp is correct is that all eyes are focused on georgia now as herschel walker, they want to see if they can push him over the line against raphael warnock.

it is 20 days until that runoff. not a lot of time. they are all focused on that as he said. mark, good to see you. the "wall street journal" editorial board is asking will the gop nominate the man democrats know they can beat? we warned about mr. trump's character in 2016. but once he was elected, we covered him like any other president. we owed that to readers and he had many policy successes. here is a list. taxes and deregulation, energy, security, judges, yet not to mention the u.s. supreme court justices and then all of the judges that trump put into place. the abraham accords which came via his son-in-law, correcting illusions about iran and his character flaws, this is a quote, nares is -- narcissism.

other things interfered with that success. let's get ari fleischer's take. there were other things that list could have been a lot longer like operation warp speed and a vaccination during a pandemic. record low economic situations for people of color. the list was long. what do you take of it? >> there is no question donald trump was a policy success. for taking on china to the abraham accords and international success getting nato members to spend more money. the child poverty rate in america pre-pandemic was the lowest since 1958. tremendous policy success. energy security and southern border was mostly closed. the question is, is donald trump too hot to handle? does he break so much china to enact policies that people are tired of him? the best way to settle the issues is a primary.

they are how parties breathe, identify the next, solidify support for the existing donald trump, or say it's time for a new generation or different leaders. you let the people decide that. so i do think there will be a primary and unless it's 2 or 3 or 4 conservatives running against donald trump it will be a fair fight. donald trump could win it or potentially 1 or 2 candidates running against him can win it. nothing wrong with a primary. >> harris: you know who agrees with you about the power of the primary? the democrats. they dumped $40 million into primaries across the spectrum and they were putting their money on the far right mostly new candidates. and seeing if they could meddle in the elections. by an argument on their side it worked. >> i wonder if they'll put all their money now on donald trump. will they run ads saying donald trump is the best candidate in a republican primary.

bankman-fried. he donated $40 million to democrat election campaign in the mid-terms. their causes and pacs. hillary vaughn is live on capitol hill with the details. hillary. >> that big chunk of change makes bankman-fried the second largest donor for the democratic party after george soros according to open secrets. he handed over $37 million to democratic causes and pledged to spend a lot more. back in may he said in an interview he would give up to $1 billion in the general election to democrats but now that money it seems has suddenly run out. there are big questions about if the money bankman-fried used for campaign donations came from customers on his crypto exchange and top democrats on capitol hill want answers. >> we will aggressively do oversight here. they need to be held accountable.

nearly $40 million to democrats and had pledged much more than that going forward is an incredible indictment of where we are. i think this guy likely has committed fraud based on some of the details coming out. and will probably end up being charged. and i don't know if you've seen, harris, to me it is kind of emblematic of enron. if you remember enron was the presenting sponsor of the houston astro s stadium and had to take enron off the stadium and you've seen it in miami where they took ftx off the arena of the miami heat. we're just beginning to see how deep and messy this will end up being. i hope it doesn't spiral over into the larger marketplace and create more of an issue. in the meantime i think we need robust investigations. you have to wonder how aggressive those investigations will be given how politically

motivated this guy was in supporting democrats and why as we approach having a brand-new house under republican control i would suggest that there certainly needs to be a house committee investigation here to hopefully make sure this doesn't end up getting covered up based on political connections. >> harris: some of the democrats are saying where the money went but not everybody yet. we need to know a lot about what this dark money was promised. it is odd to come from one source like this. >> how about the fact that it blows up a couple of days after the election. amazing how that happens, right? something blows up and you have the student loan $4 hundred billion, all of it suddenly goes up in smoke a couple of days after the election. i don't think all of the timing on this is coincidental. >> harris: it is not clean. we don't know how dirty it was but it is not squeaky clean in terms of how it all was laid out. you are right. if and when -- it is only a seat

know how hard it is to ask difficult questions and have the person say i'm not answering that. i had to scratch my head at that. who gives an interview when you are under federal investigation like this and your dad is the president of the united states? i mean, the hunter drama just continues. could be even a legal drama. >> that's my first reaction, harris. how in the world did this investigation ever get -- this interview ever get agreed to in the midst of these investigations in the first place? and with all the places that the interview could have happened, how did it end up on a random crypto show? hunter biden makes poor life choices. we've known this for a looking time. in the middle of what's going on with his dad and certainly with subpoena power likely to reside with the republicans in the house in the next few hours potentially, that could become official in terms of winning elections to put them over the

top and give the gavel to kevin mccarthy. this is going to be a mess, i believe, for joe biden and certainly for hunter biden. we are through the mid-term elections. the department of justice and f.b.i. have had clear evidence of multiple felonies based on the hunter biden laptop and he is trying to give an interview about painting and nfts and craziness? he was trying to sell paintings for $5 hundred thousand like that was normal. they are obsessed with people buying hamburgers at the trump hotel and yet this is happening. >> harris: it's not the feke-out by the reporter. i want to hear what was hunter saying? i can't answer that or attempting to give an answer? i don't know if that's worth -- i do know what we do to get it or if it's worth any of it. interesting to know what was being said on the other side.

critics are going after john fetterman's wife. many were quick to point out her husband is partially cropped out and accused mrs. fetterman of using it for her own 15 minutes of fame. she wanted it so badly for herself. first day for senator elect gistel fetterman and why is she even there? >> she is a lot better looking an he s. as a man married to a wife far better looking i'm sure he would say i don't need to be in the photo. he is not able to do the job, harris. the reality here is that it does feel as if basically pennsylvania has elected his wife and she certainly is furthering that idea with these photos. maybe she will step down and the new democrat governor elect will appoint her when her husband can't do the job.

that his position denies reality at the border. yet again with that claim that the border is secure, lawmakers are pressing him at that hearing. testimony from f.b.i. director christopher wray at the same hearing as you saw was not reassuring at all, either. the numbers continue to be a shock. customs and border patrol protection report illegal crossings last month alone were above 230,000. remember, when i was down there the month before in september they were 227,000. we are going in the wrong direction. that number does not include at least 64,000 people who got away at the border in one month. the month of october. that's an average of 200,000 people coming through every single day. things may get even worse after a federal judge has struck down title 42. that happened yesterday. that's the trump-era public

border. richard, i know that we can talk about legal immigration all day long. that's something that americans want. it's what we all want. legal immigration. many of us have family members who came here because legal immigration allowed for that to happen. what we're talking about are people evading the system and going around checkpoints. when i was down there a few weeks ago they have censors set up where they can't have anybody to watch. they pick up and try to rush to get to the people coming over. 354 people like that in one morning. and i stood there and watched. they are taking off their clothes and doing whatever they can and everybody is trying to get there but can't get their fast enough so they're gotaways. at night they hide, come out, they move, cameras try to pick them up with infrared and they hunt them down. it goes on im -- forever.
