have happened post december. but finally, i think it is important because one of the things president trump said, he said our movement needs to remain united. we must remain united. that means not take firing within our own tent. primaries get contentious. it is probably -- to think that there won't be shots fired. but we can make those substantive and not personal. wait until there's a second contender before you fired a shot. let's remain united and when we go forward as a party, it is easy to say, the gop has lost the last three elections. wewell, there are two elections where we did quite well. regina 2021, florida 2022. what was the common denominator? cheerful, bright positive optimistic vision. we heard from glenn young in virginia. 2022, desantis, positive optimistic vision in florida. it worked. it reminded me of reagan, the sun rising over the country. here is a different vision.

i mean, no one believes that. >> i was so offended when i heard him say that because he is guys letting the american people. by the way, we have the video to show you the border is far from secure. look at what texas governor greg abbott is no doings. this is how i most desperate things have gone and i'm from texas. two border states to be clear. this has been going on for decades. and sometimes i throw my hands up and go, nothing is going to change. it has extra gotten worse under the biden administration. here is what governor abbott is going to do. he wants to deployed gunboats to secure the border. doesn't it mexican drug cartels as terrorist organizations and then talk to other states about coming together typically people resources. doug, to your point about the border agents, the ones in arizona, that was that i have to because they are sobered up. they are exhausted. no one has their back. i'm shocked they are even going to the work. how do you do your job when law and order is not even supported?

you are supposed to be enforcing something record law and order is not even respected. so i field for those families down there. they are being terrorized. they are being put on guard. yes. i would be pulling my resources within the rest of the neighborhood to say, what are we going to do about this? >> congressman collins: what is worse is that last few years, the border agents. they are being pulled away from other -- getaways which we hear all the time. that is where you put those because they are pulling them to one central location. to those families and those border agents, they have been dealing with this with hooks coming across. we did back during the pandemic. we did not check. and it was not just covid. the other things that were coming in on the border, these border patrol agents were being affected physically by that and it is that mental strength of seeing these kids dying. seeing the truckloads where you are seeing that mental strength of our border patrol agents. this is heartbreaking. >> imagined it texas rancher, 6'5" texas rancher who was on the -- with [indistinct] was

crying. >> big strong texas man in tears. >> and meanwhile you have a mother who was not able to get prenatal care. they said i received calls from people saying, hey, i had to take my life to san diego to deliver a baby because of that rush of migrants in these community. >> we know these numbers have gone up and by denouncing ti title xlii, i need to until december. give me some time before this actually goes into place. he wanted to end this and now he is like, give me time. >> and i think the biggest the unfortunate aspect about the legal path to title xlii, is that that reason that it was now struck down was because it was arbitrary and capricious in terms of the enlisted of procedures act because the cdc in. did not use it as the least restrictive method. and he did not explain that the departure. in plain english what it means is that they did not -- the judge ruled that the cdc did not implement a plant that was the least restrictive measure that was the most afforded of humans

initiatives in the spring. you can see this contact group's ongoing unity and commitment in some of the announcements that its members made. i would like to thank sweden for coming forward today with a substantial $287 million package of assistance to ukraine. this package includes key capabilities, including air defense system that will bolster ukraine's ability to defend itself against russia's ongoing ruthless attacks. and spain has promised to send two more hawk launchers and missiles. and canada stepping up with its latest $500 million insistance and canada remains one of the lead donors of winter gear. germany has advanced much needed donations of air defense, artillery, and mrls ammunition. and greece also announced an important donation of 155

consecutive convening of the ukrainian contact group which we have been doing every month as you know. and thanks also to all the ministers of defense out there who participated and all of my counterparts, all that participated and the senior representatives from almost 50 countries showed up and continue to take part in these discussions which are very, very productive. the mission of the group remains clear to support ukraine as they counter the illegal and unprovoked russian aggression, and supply ukraine with the capabilities necessary to defend their sovereignty. through these contact group sessions and other close coordinations that i have and the secretary has with our counterparts that i talked to weekly and my staff talks to his staff, we continue to respond to ukraine's battle field requirements and their needs for means of fig
