policies. biden administration has yet to endorse them or their calls for xi to resign. >> sandra: what message is the u.s. sending by staying neutral in this historic demonstration? columnist byron york, rebecca grant, and dave rubin are all here. >> john: begin this tuesday with time running out to avert a devastating rail strike, could cost the economy $2 billion a day and send the supply chain into disarray in time for the holidays. john roberts in washington. good to spend the day with you. >> sandra: you as well, john. this is "america reports". hundreds of business groups are asking the president to take a more active role in resolving these deadlock talks. but so far the white house is refusing to do that. instead, choosing to pass the buck to congress. after a mid morning meeting at the white house, speaker pelosi says the house will vote tomorrow to block the strike by

ratifying the agreement reached in september that has failed to win the support of several of the rail unions. >> john: jacqui heinrich has the latest on the north lawn. do chuck schumer and nancy pelosi have the votes to pass the rail deal? >> john, speaker pelosi has the votes in the house and tomorrow she's going to put on the floor the tentative agreement some of the unions voted down. it's unclear whether there are ten republicans in the senate will to sign on to this. schumer says he and mcconnell are aligned on the issue, the specific deadline of december 8th, a lot of the suppliers think there might be a shut down and will not send their goods on to rails. the president's call for congress to act could face some blowback from union. his biggest supporters for undercutting their bargaining leverage. it koments as the administration is heavily involved in brokering

the talks. they are working overtime on this, i'm told, and industry leaders pushing strongly for the president to step in more like he did back in september, negotiations are deadlocked. it appeared a bit of a moot point right now, only congress has the authority under the railway labor act to intervene, either by extending the deadline, calling an arbitrator or legislating the agreement that some unions voted down, could be a tough p ill to swallow for some members of congress to vote for. a rail strike would have devastating impact, though, on the u.s. economy. ceos and agriculture, said every day of a strike they need 5 to 7 days to catch up. cargo backed up into the ports, just untangled from pandemic back-ups and contingency planning is nearly impossible, 0 elasticity in the marker with storage limitations for

prepositioned products out there. the president of the american petroleum institute told me a shutdown would cause gas prices to spike. so looks like leaders of congress and the white house hoping to get the votes to pass the agreement and legislate that deal that some of the unions, four of them, voted down from september. back to you guys. john soon hear how the unions feel about that. jacqui, thanks. and sandra, more on this coming up. >> sandra: and charles payne. obviously he can talk to the huge economic implications of a railroad strike and you've got december 9th, that's quickly approaching, john, and think about the timing of this just weeks before christmas. a lot of the big retailers say they have a lot of the items on the store shelves, but it's going to get pretty close here. >> john: the unions were urging congress to stay out of this, does not look like they took the union advice. see what the unions have to say coming up. i'm sure they will not be happy. >> sandra: china moving to suppress pushback over the

strict covid policies following protests across the country. biden administration backing the right of beijing citizens to peacefully protest but stopped short of endorsing a change in power. the unrest overseas weighing on some american businesses, apple reporting and expects a production shortfall of 6 million iphones this holiday season due to covid-related disruptions at its largest factory, right there in china. byron york on that in just a moment. begin with mark meredith, live in bay city, michigan where the president will tour a computer chip factory and tout his economic plan. is it possible china's actions may overshadow the president's efforts to focus on the american economy? >> well, sandra, it certainly could, if we see the crackdowns continue in china, if they are harsher than what we have seen. we don't know if president will talk about china when he takes the podium a little bit later on this afternoon.

back in washington, reporters have been pressing the white house for more details what position it has when it comes to the protests. we are seeing the mass demonstrations. >> take a moment what we believe in with free assembly and peaceful protests and we have done that and will continue to do that. whether it's people protesting in iran or china or anywhere else around the world. nothing has changed about the president's firm belief in the power of democracy and democratic institutions. >> some of the protestors overseas are calling for total regime change, and the ouster of xi jinping, the white house is stopping short of that. they met a few weeks ago. critics on capitol hill including texas senator ted cruz say a lot can be done to say change is needing, he says the

response by the biden administration is worse than expected. ccp or the chinese communist party should know in the coming months or the years u.s. will hold accountable every ccp official responsible for the atrocities against the protestors. antony blinken is expected to meet china next year, to keep the open dialogue going. but if the protests are only larger or more violence that could have a big impact and more consequential for what we have seen. as for what the president will do today, he will beturing a semiconductor plant, and why more chips need to be made here in the united states, not only for national security purposes but also what's going on with the economy. more jobs in the heartland, but also looking to see how much he talks about the midterms and the way michigan went in just a few weeks ago compared to what we may see in 2024. sandra. >> sandra: a lot of energy in

iran is not doing a whole lot. and china, president biden is clearly worried about irritating xi jinping in any sort of way, so comes out with this very benign statement. oh, yes, we support the right of protestors, but not saying anything about the specific reason they are protesting. >> john: former white house chief of staff the trump administration spoke. >> we have a president in the white house at one time when it came to protesting our police officers said that the protests that took place in the united states that were burning down buildings and police precincts in his words were right and necessary and comes to china, he says nothing. >> john: he's supporting protestors here but not those yearning for freedom and democracy elsewhere. >> that's a fair thing to say. on the other hand, you are the president of the united states,

you know the complexities of china, as far as ukraine is concerned, how far ahead, how far out are you going to get on this. you know what they are doing in terms of lockdowns, the protest over the fire that occurred in a western city that the protestors say was, the death toll was exacerbated or even caused by this 0 covid lockdown policy. so it makes some sense to be cautious right now. >> john: president biden is cautious but chine officials have no problem punching us in the nose. what a chinese spokeswoman said about the united states, price of freedom in the united states, 1 million covid deaths, shooting deaths, we want to ensure them a better life, and the fentanyl

and he deserves it. >> john: he also says he doesn't see anybody else in the party who could get to 218 votes. so the split in the republican party, is it detrimental to them? >> it is. this five number is not an accident. it requires 218 votes to be speaker. looks like 222, so they can lose four, mccarthy can lose four and still elected speaker. and now appears you have five republicans. on the other hand there, is a smaller number, maybe three who have said absolutely no way, doesn't matter what concessions kevin mccarthy makes, they are not going to vote for him. and i think what happens, this happens on january 3rd, we have a ways to go. and i think there is going to be intense amount of pressure on these republicans who are asked at the last minute when the vote is approaching, do you really want to bring down the republican majority in the house of representatives? do you really want to burn the

charles payne, is it that clear-cut, charles, to you, that we are willing to ask venezuela to pump more oil rather than relying on our own domestic resources? >> absolutely. i agree with those gentlemen 1,000%. it's bewildering. it does not make sense in any way, shape or form. economically, geopolitical, no way that makes sense at all. it's a dirtier oil, it's harder to get out of the ground, listen, venezuela used to pump 3 million barrels a day. they kicked the west out when they voted for socialism in 1999, and the degradation of the equipment is so bad they only do 700,000 barrels a day. it would be a benefit to have chevron go down there, bring their expertise, revamp the oil industry, back up to snuff. what does it do for us? what does it do for the environment? it's the most dirty oil in the world. what does it do for anyone? the meantime, the war on oil is

declared, reiterated over and over again, i can't see anywhere -- they strategize on public relations, i don't know who thought this would be a public relations win. it's not an economic win, it's not a win for the environment. >> sandra: and that's another good point, by the way. peter doocy took on the white house yesterday, john kirby at the podium and they had quite the exchange on what exactly is going on here, listen. >> why is it that president biden would rather let u.s. companies drill for oil in venezuela than here in the u.s.? >> that's not an accurate take on the president's view. >> earlier this month he said no more drilling, there is no more drilling. >> the president has issued 9,000 permits for drilling on u.s. federal lands, 9,000 being unused, plenty of opportunities for oil and gas companies to drill in the united states.

>> sandra: when i heard kirby challenge peter back on that is not an accurate take, i was wondering what about that was not accurate. >> i wonder if it was a cough and he said something, kirby. listen, it's -- he went back to the old talking points, the oil industry not drilling, the oil industry holding back. we know this administration declared war, they have gone to court, done everything they can, president biden has bragged about it. he's talked about this over and over again. it was the main point of his platform when he ran for president. they need to own this and maybe own up to the fact they miscalculated. because again, we can squabble about this all we want, there's one group of people hurting the most from it is the american public, particularly middle and lower income. >> sandra: right, but i think it's important and asked the api about this, what is the messaging they put out, and that is the case, the 9,000 permits for drilling on u.s. federal lands have been issued and i think about half of them since

that happened had been, are in use. but the other half, only a drop in the bucket, by the way, in the grand scheme of things, i think this is really important. the other half that is going unused, we interview folks who own those, we have on this program. they have to have the incentive to do so. when you get a permit, it does not mean the oil comes out of the ground and the refinery and into the gas tank, has to be incentive, a future for the fossil fuel industry and they have to invest in the projects and right now they are being told you are going to be shut down and there's no use for you. >> capital intensive, you can't get the money from wall street, because of vsg, and you don't know if you want to roll the dice. you can drill a dry hole also. if president biden was really serious, he would green light 2 or 3 refineries. we have not had a refinery since

can people expect the worst of the weather is going to hit? >> john, good afternoon. unfortunately, things could become serious and dangerous pretty soon. in fact, just moments ago, a particularly dangerous situation tornado watch was issued for portions of louisiana and central mississippi. i want to give you some context on what that means. those are only issued when the forecaster has high confidence we could see multiple strong or even violent tornadoes. anything from an ef-two to 5 here, and the threat over four states, including arkansas, mississippi, alabama, and portions of west tennessee here. a threat level of 4 out of 5. a rare occurrence, especially this late in the year. but again, indication of how confident meteorologists are this is a dangerous storm situation. not only the possibility of tornadoes but hail and wind

heartbreaking to hear from the father who not only lost his child but still has no answers and no suspect in custody. how are we here this far out from where this happened? >> first of all, it's a very complex scene. it's not single-family home, a pet and people living there, this had multiple people visiting and multiple tenants, who knows the last time it was cleaned, hairs, fibers, fingerprints, maybe other dna around and if police and forensic experts saw through this, it takes a while. investigative onion is taking a while to reveal itself. and no individual suspect who will jump out by past behavior, comments, threats, to focus in on. it appears it's someone further back around the orbit of one or several of these people who may be responsible. >> sandra: i was hoping to learn something here when they say they are close to releasing the

crime scene. does that mean that they are close to turning over that house to its owner, assuming the kids were renting from a landlord there, that that's it, people come in and clean and this is done, the search inside the house is done? >> that's basically it. could be a reason why, if the prosecution moves forward, take photos or something else in the home. >> sandra: cars are still parked outside of the students that were killed. >> they have contained the crime scene, preserved it as best they can and now ready to say we have collected all the evidence, we feel as though we can collect here and now turn it over to the owners to clean up and put it back into shape. >> sandra: correct me if i'm wrong, with the slow release of information from the authorities, could be a strategy, right, on their part, to protect what they know to not let on to the suspect that they know. the information they have. but there's a lot of rumors out there, and a lot of room for speculation, and now these rumors have been debunked by the

police in idaho, including the red mustang that was near the scene, they say that was not involved. there was a february overdose death in town, they are saying that was not related. this case, they are saying, is not linked to any other murders. that is interesting to me they can rule that out without having the suspect in custody, but you tell us in a second, the victims were not tied or gagged, and the dog skin nearby, we knew that story initially, is not connected to this. the so tell me your thoughts based on those debunked rumors. >> first of all, rumors are created and floating around. they did not come from an authoritative body. crime stoppers, in washington and oregon, they ruled those out, looked at the forensic evidence, combed through and said no, this does not match the profile, and the same time, profile the fbi has the profilers and the behavioral analysis people involved in this

case, so they have been able to weigh in on what things get ruled in and ruled out. but it is something at this point that is not something that we can tell right now is solved in a 60-minute television drama, the crime scene was complicated, mentioned before about other factors of people being in the home previously and mixture of dna and separating those. >> sandra: are you confident they will find the suspect? >> i am, i am. >> sandra: good to have you on set. thank you very much. >> john: from bill's lips to god's ears, hope that happens. tensions ahead of the big elimination match pitting the united states against iran. iranian state media badgering u.s. about politics, and threats against the iranian players if they do not sing the national anthem before the game as they did before. it's a soccer match, but so much

inventories of our allies and partners and people we do conduct arm sales with as well as, of course, the inventory that the ukrainian armed forces need to fight the russian aggression. >> john: the question he was asked was does the backlog of shipments of taiwan, is that dependent on all the weapons that we are sending to ukraine. it sounded like a roundabout way of saying yes. >> let's simplify this. we have to supply ukraine to fight against russia and we have to help taiwan get ready to deter china. but we can do both of these things. u.s. production does need to catch up, but remember they are getting different equipment. taiwan is getting block 70 f-16. ukraine shorter range weapons. right now ukraine is not shortchanging taiwan but biden needs to spin up and speed up the arms sales to taiwan.

>> john: if we do not pay the appropriate amount of attention to taiwan and get them the weapons in a timely fashion, do we risk what happened in ukraine, where the president sat back, looked at russia building up forces on the border with ukraine and gave the public posture that oh, we don't think putin's going to invade. >> yes that, is exactly the risk. so biden is still playing catch-up in giving taiwan what they need and what they need is the ability to make it way too risky for china to invade. taiwan has to be able to stand off an air or naval blockade, why they are getting the f-16s, the mq9 reapers, they need and they are getting them. not on the ukraine list right now. >> john: drill down on what you said there. the question i have is, is the u.s. doing what's necessary to provide taiwan the type of weapons it needs to forestall any sort of chinese takeover of taiwan. the conventional wisdom is, that

one of these days people will get in landing craft and ships on the mainland of china and they'll set sail for a massive invasion of taiwan. but you and other people believe no, that's not the case. what we saw in response to the taiwanese protests recently, where china ringed the island with ships bristling with missiles, are we preparing for that? >> we saw chinese military action this summer that suggests coercion against taiwan, not a lot of little boats coming across that very big, very shallow strait. so taiwan has to have the surveillance and the airstrike capabilities and the air defenses. i think the things are going in the right direction, the senate wants to increase the amount of aid, but team biden really needs to speed up and be more focused on the newer concept of operations to prevent chinese military coercion against taiwan, not just the old invasion scenario.

chicago, robberies on the rise, crime rates are up, lori lightfoot is seeking re-election saying they have progress in making the city safer. the criminals seem to be getting rather bold. >> seems the victims in the latest crime spree were walking along minding their own business and staring down the barrel of a gun. a group of late teenagers running around robbing people at gunpoint. racked up some 13 armed robberies in five hours, according to place, drove around in an suv, description of the suv changes, but it's a dark suv with a broken windshield. they would spot a victim, pile out of the car, point guns and rob the victims at whatever he or she was carrying. described as african american men in their late teens and wore surgical masks. while chicago mayor lori lightfoot filed paperwork for re-election, she turned in her signatures, and made the statement that chicago is the safest big city in the united states.
