for now, take the over on naps. >> what about you, harris? >> i'm with you, i have a lot more scribbles, and the washable cry i don't knows -- >> it does not wash. >> not on my furniture. >> like if these walls could talk, the sofas, if the cushions could talk. crayons and naps. enjoy your sofas, watching "out numbered." >> john: something to think about, along with china aggression, at the forefront of address when national security leaders meet in simi valley, comes as they are a powerful foreign adversary and tiktok reportedly allowed accounts run by the propaganda part of the chinese government to meddle in the american elections in the run-up to the elections.
10:01 am
>> jacqui: most are attacks against republicans, should the u.s. be worried about more foreign interference ahead of 2024. michael waltz and brian kilmeade sound off on the rising red threat coming up. >> john: begin "america reports" this friday afternoon with a check on the u.s. economy, the threat of a recession continues to loom large. latest jobs report better than expected growth in november, flying in the face of aggressive federal reserve rate hikes meant to cool red hot inflation. hello, i'm john roberts in washington. thank you for pitching in. >> jacqui: happy to be here. in for sandra smith. u.s. economy added 263,000 jobs, unemployment rate remaining steady at 3.7%. even with the strong jobs report, signs the labor market is struggling, another report shows u.s.-based firms announced more than 76,000 job cuts in november and that number is up fr 417% from a year ago as
10:02 am
more u.s. employers implement layoffs and hiring freezes. >> john: the white house keeping a close eye on the economic news as the legal battle over the student loan bail-out plan now heads to the supreme court early next year. peter doocy is live on the north lawn. what's the latest from there, peter? >> we know white house officials want to celebrate this better than expected jobs report and say that it is a sign the economy is rebounding, but the same time, saying the economy is struggling to the point that they need to forgive all this student loan debt. and it's interesting because it's a few weeks after the midterms now, the student loan debt relief checks are not going out, even though a few days before the november midterms, president biden said they would have by now. >> student loans if i can, a judge has halted that, your plan to relieve debt for millions of americans that are struggling with student loans. what's your response to that? >> we are going to win that
10:03 am
case. i think in the next two weeks you are going to see the checks going out. >> it did not happen, and the white house now says we welcome the supreme court decision to hear the case on our student debt relief plan for middle and working class borrowers this february. the program is necessary to help over 40 million eligible americans struggling under the burden of student loan debt recover from the pandemic and move forward with their lives. the program is also legal, supported by careful analysis from administration lawyers. the problem is, judges just are not so sure, and that is why the pause on payments is going now until june, even though president biden said that was not going to happen either. >> student loan payments pause is going to end, it's going to end december -- i'm extending to december 31, 2022, and it's going to end at that time. it's time for the payments to resume. >> well, that is not happening. but president biden has bigger fish to fry. we watched the motorcade leave,
10:04 am
on his way to help the georgia senate candidate, rafael warnock, from afar. he's attending dnc events in massachusetts. john. >> john: oh, that explains why he thought he was going to georgia but really wasn't earlier today. >> yeah, georgia is on his mind, but apparently they did not invite him, so he's up there -- by going to massachusetts, gets to say hi to will and kate. so -- >> there you go. timing is everything. >> john: thank you, peter. jacqui. >> jacqui: the democrats are turning their eye to 2024 and president biden's proposing historic change. the presidential primary calendar, he wants to make south carolina the first in the nation primary before iowa and new hampshire. fox team coverage now, kellyanne conway moments away from the political implications, but first to rich, so rich, is this a done deal? >> well, jacqui, still a little more to go through here.
10:05 am
the democratic national committee will consider this proposal over the next few months. but when the president and leader of the party backs a plan, that carries serious weight. in a letter to the party's rules and bylaws committee this week, president biden writes "we must ensure that voters of color have a voicing choosing our nominee earlier in the process. early states must reflect the overall diversity of our party and our nation." instead of the traditional iowa and new hampshire leading off the nominating season, the president wants south carolina first. the state whose support in 2020 was key to his own nomination. then new hampshire, nevada, and primaries in michigan and georgia. the president also wants to eliminate caucuses, those nominating contests, gatherings in gyms across iowa and other states because they take too much time and require people to support candidates in public. but there is serious opposition from democrats in iowa and new hampshire and other states, and the dnc is going to need these
10:06 am
states to change their primary dates. >> new hampshire does have a statute. we do have a law. and we will not be breaking our law and i feel that any lawyer in the room or around the table would agree that it is not in the best interest of this body to even suggest that we do that. >> dnc chair has the authority to unseat state delegations from the nominating convention if they disregard these new rules. opponents of the president's plan also argue the more rural feel of iowa and new hampshire requires candidates to campaign in person and build competent ground operations. president biden says the democratic party should review its nominating calendar every four years. jacqui. >> jacqui: all right. thank you. >> john: jacqui, for more on
10:07 am
this, kellyanne conway, former senior counsel to president trump and fox news contributor. many have talked about this for at least a couple decades but nobody dared to touch that third rail of politics. here is what president biden said that he wants the dnc to do. first will be south carolina, second will be nevada, third new hampshire, which is complaining it's got a law that says it has to go first. fourth, georgia, and fifth michigan. republicans say they are going to stay the same, with iowa and new hampshire first and then south carolina third. what do you think of the proposed changes here? >> this is a naked, blatant attempt for joe biden to make sure he gets re-elected, john, plain and simple. a guy who underperformed embarrassing in iowa, pete buttigieg won iowa, and then joe biden struggled in the early races until he got to south carolina winning on the back of jim clyburn, a very popular
10:08 am
congressman, a legend in south carolina so he wants to make sure the fix is in early. now, with all the trouble that we have had with our elections, all the consternation, frustration and confusion voters feel about mail-in ballots and early voting, absentee voting, to do this is another way for joe biden to ensure he won't have a strong challenger. the other thing is he's basically telling iowa, which is totally taking from first caucus, first in the nation caucus out of the list of five, he's calling them a racist state, same with new hampshire, and then the african american woman who has an official position in new hampshire saying excuse me, not so fast, we are not going to allow this to happen. also, democrat senator from new hampshire, katherine cortez masto issued stinging statements, they vote with him 98% of the time. who would have thought the 2% they disagree is not the inflation reduction act or the withdrawal from afghanistan or the fact he has not visited the
10:09 am
border at all, he's been to delaware 174 times, the border 0, disagree with him on moving the primary calendar. so i think this is one last thing. joe biden is very worried about having a primary in his party the way jimmy carter did, george bush 41 did and another way to try to stave that off. he's not going to be -- he's not welcome on the campaign trail even today in georgia. he's trying to limit his appearances on the campaign trail by having a calendar in his favor. >> john: i've always thought hawaii would be the perfect place to kick off the primary process in the dead of winter, nobody has ever listened to me on that. >> let's go. >> john: and the fact they want to get rid of the caucuses is interesting. for decades this iowa caucus where people gather in living rooms and salons across the state and they talk about politics and they talk about who they want and gather in small groups supporting various candidates. i mean, a lot of people say, well, that excludes a lot of people from the process because you've got to be a card carrying member you are supporting in the
10:10 am
caucuses, but it was an interesting exercise in public democracy. >> it is, and john, you have covered them, i've covered them, i've participated in them as a strategist, campaign manager, and there's really no substitute for caucuses when you talk about grassroots true democraticization of the voting system. and anybody can join. you can decide you want to vote in the democratic caucus or the republican caucus and now we are getting away from debates, we have people that are not even debating or debating after hundreds of thousands of votes have been cast, that's a core essential part of democracy, getting away from caucuses is one more thing, john, the caucuses, the debate, they give all the voters a free of charge instant opportunity to poke the fruit, to look at all the candidates together and sus out who they want to have. but i think joe biden, they are trying to put the fix in now. they know he can't run necessarily on his "accomplishments," can't run as
10:11 am
the old rich liberal white guy in washington been there over five decades as the leader of youth, energy in the future and diversity, trying to get him not so much in the basement but keep him in the white house. he cannot go to georgia today to help rafael warnock, he's actually going to boston, the way they sent him to union station. union station is not a swing district, it's not a blue or red state, it's a train depot and that's where they sent the president of the united states, when you would have wanted the president to be campaigning. they are trying to limit joe biden's appearances for joe biden in 2024. really remarkable. >> john: back to the caucuses and the primaries, going from a chilly new hampshire in 2016 to south carolina for the third contest thinking oh, great, it's going to be nice and warm. it was colder in south carolina than it was in new hampshire. >> cold there, too. >> john: that's why i think hawaii would be the perfect place to start. have a great weekend. >> thank you. take care.
10:12 am
>> john: we'll be talking more with another member of the administration next hour. larry kudlow, our own larry kudlow about the latest jobs report which came in hotter than was expected, and what does that mean for inflation and what does it mean for politics, inflation will stick around until 2024? >> it's going to be a tough one to crack. the rate hikes have not really put a dent in it yet. >> john: a brief glimmer of hope yesterday. and there it went. >> jacqui: no kidding. cdc numbers are showing that the respiratory virus rsv is surging across america. hospitals are overwhelmed by it right now, and now one mom is speaking out on the dangers after her six week old son passed away. her warning to parents. >> john: they couldn't even find a hospital to put him in, if you can believe that. and alarming news how china may be using tiktok to interfere with our elections. don't say we didn't tell you? michael waltz on what the u.s.
10:13 am
can do to stop them. >> they use it to harm us, they use it to gather information because they want to destroy the united states of america. listen, china hates us and this application is extremely dangerous. i'm a performing artist. so a healthy diet is one of the most important things. i also feel the same way about my dog. we were feeding her dry, triangle shaped ingredients long as the yellow brick road. we didn't know how bad it was for her until we actually got the good food. we got her the farmer's dog sent in the mail. it was all fresh, when she started eating healthier, she started being more active and smiling more, running more, playing more. i want my dog to have a healthy and long life. the farmer's dog really helps that out. see the benefits of fresh food at betterforthem.com veteran homeowners: need cash? at newday you can borrow up to 100% of your home's value to pay down high rate credit cards, personal loans, even car loans. veterans get more at newday.

10:17 am
>> jacqui: top national security leaders are gathering at the ronald reagan library to discuss challenges here at home and abroad. china's growing aggression and russia's war in ukraine some of the issues on the agenda. florida congressman michael waltz is standing by with more on china's influence on the u.s., but first jennifer griffin is live in simi valley, california. jennifer. >> hi, jacqui. well, it's raining here at the reagan library but it's not dampening spirits.
10:18 am
this is the 10th annual reagan national defense forum and we have been out here almost every year since it started. it comes with the backdrop of war raging in ukraine, the threat of nuclear weapons being used for the first time since the cuban missile crisis, and also the nato alliance is being tested like never before. so far the alliance is holding up well. it's more united than expected, which has surprised vladimir putin who cannot win on the battlefield, he's now using energy as a weapon of war. the world has never been less stable than it is today. the forum here at the reagan library includes top pentagon brass, congressional leaders, and defense contractors who make the weapons being tested and used in ukraine. they will meet her in simi valley as congress votes on a new defense budget worth $847 billion which is $45 billion more than the biden administration asked for.
10:19 am
and as the pentagon releases its annual report to congress on china's military power, i'll be hosting a panel discussion at the forum on the way ahead in ukraine. joined by the new head of the u.s. space force in his first public remarks since taking over the space force. also have on my panel the army panel secretary, overseeing a massive build-up in europe to train the military, and lloyd austin head of the air force, and base around the belief by ronald reagan as he encountered the soviet union during the cold ware that peace comes through strength. >> the united states does not start fights. we will never be an aggressor. we preserve freedom and peace. >> it's notable a new reagan
10:20 am
defense survey shows that a majority of americans still want to support, still want to send weapons to ukraine recognizing that authoritarian leaders like president xi in china are watching what happens in ukraine very closely. jacqui. >> jacqui: look forward to more of your reporting. thanks. >> john: and hopefully the rain will stop as well. florida congressman michael waltz, former green beret commander, tiktok carrying ads leading up to the election from the propaganda arm of the chinese government. i've thought tiktok was the perfect trojan horse. get kids hooked, their parents involved and suck the data and send it back to china and now we are finding out tiktok let them air these ads that were designed to influence the u.s. election. primarily about republican candidates. >> and john, here is the debate i keep having with members of my family, i'm telling them get off, and other folks in my
10:21 am
network. it is a vacuum cleaner of every password, your financial information, anything on signal or whatsapp or private communication, they are collecting it by the millions, and bite dance, which owns tiktok is saying no, no, the servers are in the united states. fine print they still have a back door out to beijing. and if we go to some type of conflict, target the pilots, scientists, port operators, and not to mention what we are seeing now on the political space, they hit rubio, they hit ted cruz, they hit abbott, and the entity running these political ads is a registered foreign agent of the chinese communist party. so we spent years as a country wrestling, hand wringing, reporting on russian interference yet the perfect platform to touch millions of americans with their data
10:22 am
targeted by the chinese communist party, the biden list as the greatest adversary. >> jacqui: one of the biggest problems, a user on tiktok will not necessarily know the propaganda videos are coming from a state government. tiktok has given a statement that says they are going to fix that next year. they say we plan to introduce the state controlled media policy and labels globally as part of the focus on media literacy, previously confirmed the global rollout will include china state media. but you know, my question to you also is the biden administration has used tiktok to get their message out. they talked to influencers, are they sending the wrong message that this is a safe platform? >> well, look, you have the -- yes, they are because you just had chris wray, the fbi director, indian government has completely banned it. other governments like japan and indonesia are considering
10:23 am
banning it. i'm going to introduce a rule for this next congress that members of congress cannot use it on their official phones because clearly, i mean, the one hand you have the biden administration saying it's a national security threat. you have the military not allowing military members to use it, but yet you have democrat members of congress and officials throughout the administration using it left, right and center. it's got to stop. we need to completely ban it. but at least we have to get our key officials and members of congress off of it. >> john: you mentioned christopher wray, what he said in testimony about tiktok. listen here. >> we do have national security concerns, at least from the fbi's end about tiktok. they include the possibility the chinese government could use it to control data collection on millions of users or control the recommendation algorithm which could be used for influence operations if they so chose, or to control software on millions
10:24 am
of devices. >> john: that's the threat and they are doing part of this. president trump, if you remember, wanted to ban tiktok, and everybody said what a mean guy, what a crazy person, you want to ban tiktok. listen to what senator mark warner of the intelligence committee said last month about that. as painful as it is for me to say, donald trump was right, and we could have taken action then. it would have been a heck of a lot easier than trying to take action in november of 2022. the sooner we bite the bullet, the better. >> that's a rare statement. he was right on. >> john: when pigs fly. >> he was right on that, right on the border, right on middle east peace, time is -- >> john: what do we do about tiktok now? >> first thing first, get it off the key decision makers and off these phones. i don't have it on any of mine.
10:25 am
>> ban it across the federal government, for congressional members and follow india, the nation's largest democracy and get it out of our lives, our homes and our kids. it's absolutely in violation of our privacy laws, it's in violation of what they have promised that they are doing, and if vacuuming up all of your information and going to the greatest adversary, this is a place we have to step in and take action. >> jacqui: you think it will get bipartisan support? >> i think we are going to make it happen. i would like to think we would. i think national security committees like mark warner on intel and armed services and others, they see the reporting, they see the intelligence, outside of that i think it's going to be tough but we will make it happen. >> john: like huawei. have a wonderful week. going back to florida? >> yes, sir, baptizing baby armie this weekend.
10:26 am
>> john: fantastic. million dollar home for $30,000 down payment, may soon be coming to a city near you. larry kudlow if the change in federal mortgages could kick start a sputtering housing market or if it is a precursor to massive defaults. >> jacqui: and university of idaho students are back in class but rattled by the gruesome murders nearly three weeks later. they need a new strategy to crack down the killer. and why police have made a series of mistakes. >> definitely confusing, and we are hoping we get some answers soon. >> what is our sense of safety here in moscow.

>> john: centers for disease control reporting troubling data regarding rsv among children. comes as hospitals warn they are overwhelmed and running low on bed space, and it is having tragic consequences for some
10:31 am
families. alexis mcadams is in our new york city newsroom. you've been speaking with a mother whose child battled rsv and lost. how quickly did it take for her child to become deathly ill? >> hi, john, yeah, it's a horrible story and tragic update. this poor little infant was a little sick, had a little congestion the mom tells me and in a matter of hours, intubated and flown to a hospital. she says the hospital in california was so crowded it took more than six hours for the baby to be tested for rsv. she says although it's so painful to talk about, she has to, to talk about william's story so other families don't have to go through this. >> when you get to the emergency room, request the rsv test immediately. it is a two-minute nasal swab and five-minute test. they came back and the moment they knew william had rsv we were seeing a doctor within five minutes. they knew how serious it was at that point. >> william meyers was only a few weeks old when he became sick
10:32 am
with that deadly virus. first it was congestion, then a cough, then the couple took their baby to that crowded local hospital in california near palm springs. once he tested positive for rsv, william was airlifted to another hospital and intubated. premature but healthy baby died three days later. >> my son was born october 3rd, and yeah, that was early, and my son officially passed away on the 15th of november which was his due date. so my son left the world the day he was supposed to enter it and that really, really hurts. >> can't imagine what this family is going through. just in the last month, cases of rsv exploded across the country. one bit of good news, the data from the cdc shows cases nationally are dropping but still at concerning levels. as cases surge, hospitals have had to overflow facilities like this you are looking at, some tents in california, doctors say a runny nose, coughing,
10:33 am
sneezing, a fever are the main warning signs. as we enter the winter season, prepare for the triple demic, rsv, flu and covid. >> john: so tragic, had they done the test right away. >> it just happened and she was able to talk about it, she hopes it helps other families. >> john: that's just horrible. thank you for that. >> my friends that are girls have parents really scared and the girls have chosen not to come back versus the guys have decided to stay and finish off school. >> i'm more cautious now. i used to keep my doors unlocked all the time and now i don't anymore. >> students at the university of idaho remain on edge as police appear no closer to naming a suspect or a motive in the gruesome killing of four students nearly three weeks ago. as investigators offer few details what they have learned
10:34 am
from forensic testing, the families of the victims are starting to publicly question whether police are correctly handling the case. darin porcher, thanks for being with us. appreciate your time. i know you think police have made a series of mistakes here. starting to hear the same thing from the victims' families. where do you see the biggest problems? >> well, good afternoon to you, and good afternoon to our viewers. i think the biggest problem is misinformation. ultimately we want police to introduce accurate information to the public because initially they stated that this was a targeted attack. and then moving forward they stated that this was possibly a random attack. a random attack is problematic for the surrounding community because we now have a situation where an assailant can arbitrarily attack someone else.
10:35 am
it's incumbent on law enforcement to take this person into custody as quickly as possible. but we hear the misinformation from the police department, it's questionable, do they have capable off ramp and gaining an arrest in connection with the investigation. >> yeah, you know, all of that is obviously straining these families who are reeling from the deaths of those precious girls and wanting answers, one of the victims' fathers starting to sound off pretty publicly. i want to play some sound from him. >> i don't like it one bit. i know these statements take like hours and multiple individuals to review. it's not like this was something said on the side of the street in the first five hours of the case. these guys are professionals. they sat in a room and what they came out with and they keep coming out with statements that create more questions than they answer. >> does that tell you that what
10:36 am
these families are hearing is, you know, just as sparse as what we are getting in the public? i know sometimes police headquarters will withhold information publicly because it might impact the search for the suspects, don't want to give a tip out there that might develop a lead. but you would hope that these families would be getting more than they are getting at this point. does his sound there, what he just said tell you that they're not? >> i understand where he's coming from, but you also have to understand, the moscow police department is a very small police department. it's not the lapd, not the nypd. this is a very small unit. they have the assistance of the fbi and governor little has given an endowment of i believe a million dollars to assist in the investigation. so it seems as if they are building the plane as they are learning how to fly it to get all the entities to work together in unison, and another problem that's not really coming up here is this is a transient
10:37 am
location. when i say transient location, meaning college students live in this house and we have had, i want to say, upwards of maybe 100 people that lived in the house over the course of a year. so, it becomes a very arguous task to assemble or collect the dna from the individuals that lived in the house over that period of time to place that into the mechanism which makes the identification for dna. so moving forward, it's a tough investigation but we have to give it time, but from the police department perspective, they need to make sure they have tailored and calculated statements to the public because you don't want to get ahead of yourself as we saw happened in the earlier stage of the investigation. >> jacqui: does this, the fact we are three weeks out, tell you that we might not get answers, that might still -- that might never happen? >> i generally believe we are going to recover a suspect moving forward. but the same token, the work
10:38 am
going into this appears to be questionable based on the statements made by the police department. based on my experience as a prior investigator, i firmly believe, give it time and we will have a suspect, but it's just one of these things we need to -- i don't want to use the term wait and see, but substantive information to the public to make sure we solve this case. >> thank you for your time. john. >> john: key figure in the republican party claims president biden has had a much more successful term than conservatives are willing to admit. newt gingrinch arguing the gop needs a new approach if biden runs again in 2024. we will see if ari fleischer agrees. >> mr. walker has been talking about issues great importance to the people of georgia. whether it's better to be a
10:39 am
vampire or werewolf. >> jacqui: will obama's last minute visit make a difference? katie pavlich is on deck to weigh in.

end of the year, time for the top 2022 lists, including one for names americans chose for their pets. website rover releasing the 10th annual report, the 100 names attached to male and female cats and dogs nationally, and the most common male dog name on this list was max, luna for female dogs, as well as cats and for male cats, oliver took the top spot. the survey's authors added popular tv shows like "yellowstone" and "euphoria"
10:44 am
have had a big impact. >> john: i had a dog named brandon once, and you know how many kids -- >> jacqui: i had a fish named sushi once -- always felt a little guilty. >> john: gotten eaten. former president biden returning to georgia the second time in five weeks, urging voters to re-elect rafael warnock. democrats have control of the senate but are looking to tighten their grip ahead of 2024. katie pavlich, a week to go, what's the betting on this race, katie? >> well, the polling is neck and neck, much like we saw going into the first election early in november, so we'll have to see what the voter turnout is on election day. early voting has set new records as it did again during the first
10:45 am
election at the beginning of november. when it comes to president obama, he is not there, joe biden is off the campaign trail. but in georgia specifically, you'll remember that president biden did a lot of damage to the state when he called new voter integrity laws led to record turnout jim crow 2.0, led to the national baseball league taking their all-star game out of atlanta, damaged a number of businesses there, especially after the covid-19 pandemic, so when it comes to keeping biden out and obama in, obama is much more popular, but herschel walker has had a lot of heavy hitters for him as well. governor brian kemp just won his re-election has turned over tis infrastructure to herschel walker, nikki haley has been there, and senator lindsey graham from south carolina campaigning for herschel walker, so hitting the campaign trail hard and today is the final day
10:46 am
for early voting as people will go to the polls in person next tuesday. >> john: for a hot second this morning joe biden thought he was going to georgia, announced that while he was talking about the jobs numbers and later realized, oh, no, i'm going to massachusetts, not georgia. and a funny moment on the campaign trail with obama. >> we all know some folks in our lives who we don't wish them ill will, they say crazy stuff like well, you know, uncle bill, you know what happened to him, you know. it's ok. they are part of the family but you don't give them serious responsibilities. >> john: we are like, you know, uncle joe, you know what happened to him, you know it's ok, they are part of the family but don't give them serious responsibilities. was that a freudian slip?
10:47 am
>> he's only the president of the united states, and also think barack obama said don't underestimate joe biden's ability to screw things up. democrats have taken that to heart and kept him off the campaign trail, off his own campaign trail in 2020 and it's worked well for them in places where independent vote matters and trying to get as many out to vote as possible. >> john: i know brian kemp has been out there campaigning and other prominent republicans for herschel walker. are republicans making the case that a 50/50 senate operates much different than than a 51/49 senate does, it's important to get out and vote and put the seat back in republican hands. i'm not hearing a whole lot about that. >> you've seen some of that in the ads that are being run in georgia, you've heard a lot about that from the national leadership who is watching this
10:48 am
race very closely, but in terms of what's talked about in georgia, they are very specifically focusing on issues that apply to georgia. herschel walker taking on the issue of biological males competing in women's sports, parents care about that, parents are a big demographic that republicans and democrats are trying to win over in this election, but overall in elections that we have seen in the past month and actually last year in the virginia race. so yes, the senate will operate very differently, depending if it's 50/50 or 51/49, and that's something republicans are watching closely, they are trying to slow down president biden's agenda and if the democrats have 51 seats, much more difficult to do that even when republicans have majority in the house. >> john: again, as typically happens, the democrats seem to have the edge with the early voting. republicans have to make up for it on tuesday. see ifn do that. katie, great to spend time with you. >> we'll see what happens. good to see you.
