washington. since early in the pandemic, a trump era policy called title 42 allowed the u.s. government to turn away hundreds of thousands of migrants at the border. the policy was put in place due to concerns of the spread of covid-19. but courts have cleared the way for title 42 to end this week. the white house insists that does not mean the border will soon be open. but many say the change will kick off yet another massive surge of people arriving to aborted that is already chaotic. in a moment, texas democratic congresswoman veronica will join us to discuss the big changes but first let's turn to bill live in eagle pass, texas for a look at the difficult conditions along the border. hello bill. >> height shannon. two weeks ago president biden was asked if you'd visit the border during his trip to arizona. but he responded there were more important things going on. now the city of el paso is completely overwhelmed the

migrant crisis. they have just declared a state of emergency in the worst may be yet to come. ecstatic new video out of el paso, texas this week. a massive migrant caravan i'm more than 1000 people crossed illegally into the u.s. making it the largest single group foxnews has ever seen. the el paso sector has recently averaged over 2400 illegal crossings per day. at already seen over 139,000 migrant encounters since octobe. that reflects a staggering 255% increase over the same time last year but local customs and border protection facilities are well over capacity and local shoulder hundred shelters are overwhelmed for border patrols releasing hundreds of migrants to el paso streets every day. with many of them becoming homeless. forced to camp out on city streets at night and the bitter cold. thousands of others have been camped out behind the border wall waiting to be let in for

processing for the ceo of one shelters says what is happening there is unprecedented. >> we have never seen anything like this. i've been a ceo for 25 years. now all of a sudden the border patrol is releasing as many as 500 or 600 a day, just to the streets of el paso progress massive groups continue to cross illegally in eagle pass as well foxnews drone video showing this group several hundred migrants after they crossed. sources tell foxnews the del rio sector has seen nearly 118,000 migrant encounters since octobe. that is up 55% over last year. >> and you look at a typical month we should be apprehended between 1000 -- 1500 people a day. our resources are stretched when we apprehend 2000 a day we are already at 8000. we can expect to see, by january we can expect to see between 10 and 12000 and it would just go up from there.

been using money from the general fund. is nothing being done in el paso it's only going to get worse. >> congresswoman were due on et cetera assessing where the presence handling the situation? soon-to-be former city representative completely misrepresented the federal government's involvement. fema has been extraordinary in our community. they have advanced funding to local governments. they have been a phone call, a text away all of these months. they just approved additional large upfront funding to the city of el paso. those of us who are engaged on this issue on the ground are very close communication. we have border patrol sector chief keeps us informed daily on the numbers. but i will tell you, shannon i do think it is important we have far more robust support from the state department.

and here is why proportionate congress has failed to act on changing a very outdated immigration laws for decades. the federal government under congress' direction has addressed immigration is a border only issue. we really have to zoom out and recognize this is a western hemispheric refugee crisis of historic proportions. impacting all of our countries to the south of us. we really need far more direct engagement with our state department. i've called on the state department to do that. shannon: i think about broader implications. in talking with border patrol gentry do on a regular basis, one of them, an official told me this week right now in el paso 60 -- 7% of personnel is committed to just processing people. they're not controlled the border. their opinion is once title 42 lips on wednesday 90% of what they are doing is just processing people. that leaves them unable to

patrol the border for our cartels and human trafficking this is a national security issue look at the fiscal year behind us 98 people on the terror watch list came across the border for that is what we know that were detected there. this is as it is a much broader problem how worried are you about the national security implications with the current situation? what most people will expect get much worse on wednesday. >> would absolutely have to get her border patrol agents back to performing the functions they were trained to do. that is why we've really got to rework and reform the way things are happening at the border. i have a piece of legislation that reforms that parade that creates a civilian workforce for processing. about four years ago i introduced the idea. we have central processing corner civilian servants of the federal government during the

processing. we've got to expand that. so agents can get back to performing those functions that they need to perform for our national scaredy purposes but i will share with you look at those videos you see the vast majority are waiting in line to request asylum. that is what is overwhelming the system. we got to make sure we continue to press on congress to reform the outdated processes and laws to adequately fund the state department. while yes i want the white house to do more i also want congress to act. and i do not want us to do more of the same which is focus only on deterrence. focus on a border issue. we've done that for decades and this is what it's done for us today. quick. hard data to look at the trend what is happening. this is in the cbp essentially what they're showing us in october there migrant encounters

were 200 30,000 678 at the border. that is up 40% from the october of the previous year. 221% from october before that. but before that 411% increase. there is currently a trend here there's no overall incursions critics say all that this administration continues to say the border is secure, it is under control it's safe it's not open. critics say these numbers prove otherwise they include democrats like california governor gavin newsom like eric adams the governor of new york assessors a massive problem. do you count yourself among the democrats? >> we absolutely have a problem. but the challenge here is congress has failed to act. we started seeing the increase in numbers and a change in what was happening at the border going all the way back to 2014 we started seeing large numbers of unaccompanied minors. that was the obama

administration. during the trump administration we saw significant numbers that decreased as a result mostly of covid because nobody knows what was happening on the border more than those of us who live and work here. >> in the first couple of the their massive drop in numbers people got the message they were not going to come here and have an easy process into the country illegally. those numbers changed again once people realize congress was not going to go along his plans the wall is not going to get built for there was a drop under his tough talk and then was how the increases again and now they are exponential in this administration. >> those numbers were high under the trump administration. they dropped as a result of the pandemic. when the traffic or the flow of humanities stopped. i visited not just the central processing facilities, but i visited border patrol stations

where we had facilities that were so overcrowded, children were dying that happened under the trump administration. so my point is that out not to necessarily go administration by administration although i'm happy to review those numbers. but to say this has been ongoing for a long time. an congresses response has been let's keep doing the same thing print let's treat immigration as a border only policy. everyone should now see and understand that is a failure print that is an expensive failure. it's not good for the agents but it's not good for the migrants. i can tell you it is not good for border communities like ou ours. we have to be smarter about this and began looking at the bigger picture or things will get worse regardless of who is in the white house. but depending upon who is in congress. >> the point about the children political magazine had a report of the summer that talks about the facilities. they say it's no place where it for a chat where they are being

will tell you about their arduous journey, why they left, what is pushing them out of their home country. what is making them take that dangerous journey just to seek refuge and help and asylum. shannon: is it fair to say the cartels the bad actors the smugglers the coyotes will say to them these are the policies that wait for you if you come with us. if you take this terrible journey where the largest number of migrant deaths ever recorded in the border last year almost 900 people we know these are real human beings children and families. they are being exploited because of what they are being told about the policies that await them here. >> one 100%. these cartels the human traffickers are evil. it is horrific what they are doing. in fact there are some policies most of which started under president trump that are someplace under president biden -like title 42 which is still in place today.
