legal pressure of the terrorist country of russia. russia needs to be held accountable for everything that it does against us, against our people come against europe and the free world. it is very important that we have peace formula. for that, we offer very specific steps what america can do to help us. we propose a formula for peace summit. i am thankful for american counterparts that they feel less and understand how important it is to continue and stay the course and work on integrity of the country and international rule of law. we will also meet as soon as our defense capabilities will be strengthened in the next few months.

per se, what would you like to hear? just peace? i don't know. i don't know what just pieces. it is a very philosophical description. if there is just war, i don't know. you know, for all of us, peace, just pieces different. for me as a president, just peace is no compromises as to the sovereignty freedom and toilet. integrity of my country. the payback for all of the damages inflicted by russian aggression and i'm reminding, talking about children today. but as a father, i would like to emphasize, you know, how many, how many parents lost their sons

or daughters on the front lines. so, what is just peace for them? money is nothing and no compensations or reparations are of no consequence. they live by revenge. i think this is a tremendous tragedy and the longer the war lasts, the longer this aggression lasts, there will be more parents who live for the sake of vengeance, for revenge. i know a lot of people like that. so, there can't be in a just peace in a war that was imposed on us by these -- i don't know how to describe that because we are in the white house, and i can't find the appropriate language. so, these humans, i would say.

>> president biden: let me respond. i think we share the exact same sentiment. free independent prosperous and secure ukraine. we want this warm war to end. as i said it could and with dignity and do the right thing and say, "poll out." but that's not going to happen. that is not going to happen now. so what comes next? we talk about today, and to succeed on the battlefield. it can succeed on the battlefield in the help of our european allies. so the if and when president zelenskyy is ready to talk with the russians, he will be able to succeed as well because he will have one on the battlefield. you know, i don't think we should underestimate the impact

this war is having on russia. in the loss in their suffering. and you saw i think two days a ago, vladimir putin in saying this was much tougher than he thought. he thought he could break nato, he thought he could break the alliance. he thought he could welcome ukrainian people, the russian speaking. he was wrong, wrong, wrong. he continues to be wrong. the sooner it is clear that he cannot possibly win this war, that is the time this president will be in a position to be able to decide how he wants to move forward. my turn. phil of cnn. >> thank you, mr. president. mr. president, to start with y you, often talk about how incredibly important to face

interaction and i wonder after spending two plus hours face-to-face with president zelenskyy, what you learned or what you took from the meeting that perhaps you couldn't lean or learn on the phone calls, the videoconferences. somewhat tied to that, was there discussion related to the u.s. assessments that russia would not take escalatory action now that the patriots are being sent and the patriot will be delivered to? >> carley: let me answer the first part of your question. you know i get kitted for saying all politics is personal. it is all about poking someone in the eye. and i mean that sincerely. i don't think there is any substitute for sitting down face-to-face with a friend or foe. but look them in the eye. that is exactly what is happening at this moment. we have done that more than once. we will continue to do it. with winter sitting in an putin increasingly going after

civilian targets, women or children orphanages, this guy is -- well, but he's going to fail. he is going to fail. he has already failed because he now knows there is no way he will ever occupy all of ukraine. there was no way in which he will be accepted by the ukrainian people. and so, he has failed in the past. it is very important for him and everyone else to see president zelenskyy and i are united with two countries together to make sure he cannot succeed. and i think i may be mistaken but i know i judged every leader by the way what they say to me, their consistency and looking him in the eye. this guy is who he says he is and he's willing to give his life for his country. all folks that came with him today. and so, i think it is important for him to know that we will do

i'm sorry, i'm very sorry. that is my appreciation. >> as to president putin, in 2019, we had a meeting in 2019 and i became the president of ukraine. at that time we were sending maximum messages to president putin telling him that there shouldn't be a full-scale innovation to stop aggression, to renew our territory and territorial integrity. and the diplomatic solution, god forbid, we should not have a full scalable. at that time, he said, "it won't happen." he was lying. what kind of message i can send him after he actually destroyed our life or is destroying our life. he could even go further.

he might want to invade those territories too. i believe there is something more about his inadequate approach to the war. why do we need to send him a message? he needs to be interested in getting attention from the world. because he is not a subject of civilized people. he should be interested in trying to save something from his culture and his country. that is his problem now. >> this will be the last question. they needed, when they needed to defend themselves. incensed the invasion that has resulted in more than $20 billion in terms of assistant. i approved $1.8 million in additional assistance to ukraine for it to succeed on the battlefield. and we are focused on working with allies and partners to generate capability in four key areas: air defense as you know the patriot is the best in that. secondly, and we are looking to do more, we provided hundreds of advanced artillery systems and thousands from countries. thirdly, we worked with partners to get ukraine tanks and armored vehicles. fourthly, we have announced today another 200,000 rounds of additional ammunition. and you say, why don't we just give ukraine everything there is to give? for two reasons, one mother is

in an entire alliance that is critical to stay with ukraine. and the idea that we would give ukraine material that is fundamentally different than is already going there with a prospect of breaking up nato and breaking up the european union and the rest of the world. we will give ukraine what it needs to be able to defend itself, to be able to succeed, to succeed on the battlefield. the other piece of this is, you might recall, one of the reasons why i have spent -- well, i won't tell you the calculation but i have spent several hundred hours face to face with our european allies in the heads of state of those countries. making the case why it was overwhelming in their interest that they continue to support ukraine. they understand it fully, but they are not looking to go to war with russia. they are not looking for a third world war. i think it can all be avoided by making sure ukraine is able to

along with us. let's get your thoughts. >> judge jeanine: it is interesting when you put the numbers together it is $110 billion we have given ukraine in aid. today, almost $2 billion for the patriot missile system but i think the president was clear he didn't want to do anything other than defensive for president biden soap with the patriot missile system, that was important. and i also think the president is speaking for congress although congress still hasn't proven the additional $45 billion that ukraine wants. i suspect is the reason why the president is here. let me speak for a second about president zelenskyy. he has a very friendly way about he has a very comfortable way about him. you know, and then i remember i guess at one point in his career, he was a comedian. so he seems like a very nice guy. it is amazing he has gotten to the point he has right now where he still standing in light of the damage that has happened to ukraine. but the issue for the american

people as this, how are we spending $110 billion of additional 2 billion for the patriot missile system for the southern border is not being protected. and there is money on our own bill $1.7 trillion going from borders indonesia, jordan, egypt, lebanon. why are we doing that? i think most americans are sagging, "why are we spending this money? "and the answers given and i'm not sure where i come down on it, dana, the answer is, look if we don't stop putin in ukraine, we will put more money and possibly boots on the ground if putin goes into poland and then nato kicks in. it is a message to china it is okay now, you can attack taiwan. so, there is a lot more national security interest apparently pending on this money then i think most americans realize. >> dana: herald.

>> $110 billion is we get $45 billion more that congress is debating just to clarify the judge's point. the judge, you laid it well at the end. i think we should be protecting the southern border with a totally different strategy. these are two separate conversations but you do find this is why the conversation. the president i think try to at the end when he says he looks at his nato allies in the eyes and they want to protect the sovereign lines but they don't want to trigger world war iii. they also have interview security considerations. there are so many things that will come out of this, but i was impressed like you were with the two of them standing there. this is historic. the president had not been out of the country in 300 days since the war started in february. i remember when we started talking about this because it happened, it seems so long ago in some ways and the progress president zelenskyy and his troops and soldiers would help around the globe including us have made and should make all of

us as americans have a sense of a rush of pride. so many ways, if they were not able to do this, the ukrainians, we would likely have to do this. because what putin has tried to do is redraw, reconfigure the line settled since world war ii. in europe. and we would have had to defend it along with the nato allies. so, they have done us a great service. and i thank them for their courage. and i can only be grateful also, putin underestimated the desire, the hungry stomach the hunger forks be go mike and the future of their land and the sense of humor of zelenskyy who was at war and still able to have a chuckle about where he is. i guess lastly, the fact that president biden has also said to him, "we want you to be

comfortable. who wants a negotiated settlement for this." that came across several times and president biden's remarks and i'm glad he's leaving room for that because that is the only way this is going to end my appearance before jesse. >> jesse: zelenskyy will never surrender and he will never negotiate. the guy is charming but he is a killer. and it tells me that is not happening because he says the country wants vengeance. you understand that because you have widows, mothers, brothers who saw their sons get hacked down by the putin war machine. they are not going to say, okay, let's cut a deal and do reparations. you keep the east. they will do everything to expel the russians over the territory and bring up these russian generals on war crimes. that is what they want. biden's at the right thing, i guess but i want to hear the man speak from the brain instead of his notes because that was choreographed with preselected questions. he knew what was coming and i

expect more from the commander-in-chief. the patriot missile systems isn't in the escalation. this is our most high tech system. it is an air defense system that we have guys train three years how to operate. you don't have this thing over and say go for it. you were sending advisors over to ukraine on the ground to operate the system for them. so when the missiles coming in, this better be 100%. so guys on the ground getting shot down by putin's missiles, that will be a real problem here and so putin will target the patriot missile defense system because that is a huge propaganda win for him if you get a missile through. but it is better than having the missiles rained down on the civilian purity is crushing utility, water systems amassed civilian casualties. it looks like to me that may come of this winter is not going

to decide anything in may hear e muddy season is over and putin bringing 500,000 new guys. ukraine is captured, basically an entire battalion of tanks and russian artillery. they will get those things repaired and huge collision in the spring. we will find out who will win this thing hopefully. >> dana: i have a quick comment, i wonder at what point does biden lean on zelenskyy a little bit more for a negotiated settlement. zelenskyy said we need all of 2023 in order to beat them back. but then you get into 2024. there is more perhaps, different political calculation. i'm sure that the biden team would not want to be dealing with this in 2024. over to you, greg. >> greg: i know we talked about the pandemic and the analogy we will fight a war. then it switched. we looked at the war and we are fighting a pandemic. they both have something in common all data should be seen

suspicious. i remember the social distancing 6 feet away, b.s., watching gnomic washing down products that you bought. b.s. spirit groceries, so i think it is the same spirit this is the longest fog of war. and maybe i've lost my innocence on this stuff and may be all war is the fog of war and you can't trust anything you hear where you see. i think jesse has hit it right. nothing will ever be enough. you have to remind yourself this is our money. when he said patriot missile's, thanks, i want more patriot missile's, that is how it is going to go. that is an escalation. 300 days ago, i thought it was going to be like this i would be heartbroken. this is the thing i didn't want. like a war that everybody gets used to. it is a war that everybody got used to mainly because it is like rock 'em sock 'em robots. between russia and the ukrainians.

but it does like our limbs are not getting blown up. we are not being killed. so, i think we have been saying that. i'm super impressed by zelenskyy. i think his face will be on currency thanks to our currency, which will be following our currency because we both know. we know that ukraine a little corrupt. not as corrupt as russia but we need to support ukraine because they are our dog in this fight and they were our dog in this pipe will be for the fighting started. we saw ukraine to wield power in that region and pushing this. so we have to be there and can't ditch our date at the dance appearance before the last thing i would say is to take that, prr of thin press conference but he did get a question on the main issue and you brought it up and that is right now border. and if he has -- if he believes this fight is in our national interest, great, we will take the argument and think it through and make our decisions
