across the united states. six states already declaring a state of emergency. as they brace for more life-threatening winter weather. >> brian: here we go. 11 million people across the northern plains now experiencing blizzard conditions. i think we are seeing them with another zero visibility and winds up to 80 miles per hour. we have live team coverage on this unprecedented storm this morning. meteorologist adam klotz is live in studio with the latest. begun with fox weather correspondent robert ray live in chicago where it's painfully cold minus 7. robert? >> good morning. merry christmas, happy hanukkah from state street here in chicago and, take a look at thes guys. the sidewalk. snow came down yesterday still fluffy. about to completely freeze over. you see the streets of chicago not a lot of snow that came down last night. they are cleared. we look at some of that video from last night. the blowing snow here in the windy city, the city of big shoulders, as commuters were

trying to make it to their destinations. holiday shoppers trying to get last-minute goods in to celebrate this holiday. but, unfortunately, yes, we are sitting at negative 7, negative 8 degrees this morning with the winds that gusts up to 40, 50 miles per hour. it feels like it's negative 30. 35 degrees with the wind chill. and that's making commuting a nightmare. let's listen. >> i'm not optimistic. they already had to cancel a flight for later in the day. not looking good. >> they changed my gate and then canceled my flight. i have got to go back down here lee book or refund. >> anticipating the flight was going to get canceled storm thursday to friday. rebooked on southwest wednesday night. that flight was canceled and then rebooked twice back on united flights for this afternoon. >> i actually contemplated driving just in case flights got canceled. >> not a bad idea to hit the road if, in fact, they are safe. but, many celebrates are not.

interstates are not. look at flight aware. total delays just today over 8700. total cancellations just today over 5400. and over 3,000 cancellations going in and out of the u.s. as far as the entire world. over 9,000 cancellations right now and at o'hare, it's racking up. we are seeing cancellations that are beginning in the low 100s. you know that's going to get worse throughout the day as we hunker down. sun is not up. and we may not go above zero here today in chicago. we're under that winter warning freeze until christmas eve. what a nasty time for this all to happen. but, you know something? light at the end of the tunnel next week, i hope, as we move into the new year. guys, back to you. >> brian: at least we are not wearing masks and not 6 feet

apart. >> will: hang in there negative 7 degrees. >> brian: adam klotz for the latest weather forecast. >> continue to follow absolutely frigid air covering the entire country. that's kind of fueling this as you are seeing again, widespread, this is what it feels like outside and all the way deep down into the heart of texas. we are seeing somebody between negative 5 to negative 10. the coldest spots negative 30's and 40's and covering hundreds of millions of americans. where is that winter storm we have been tracking making its way up towards the east. ahead of the system, new york city. temperatures sitting around 55 trees. rounds of very heavy rain. heaviest rain lifting up towards boston and albany. on the back sighted of this system. still a lot of snow. pittsburgh, over to cleveland. over to detroit. this is where the snow is currently falling the heaviest. we have got winter weather alerts continuing throughout this entire area. even if the snow has kind of stopped where you are and six inches on the ground winds s stl gusting up to -- causing

ceo of a hospital in yuma, arizona. he highlighted one of the places where this crisis has had an unexplored unhighlighted effect. that is it's crushing our hospital system. $20 million lost in a 6 month period for this one hospital providing healthcare to illegal immigrants that just walk out, can't pay the bill and are never seen or heard from again. here is dr. robert tranche chilly. >> we provide the same level of care to migrants as we do to the residents of our community. they will get the same quality and everything. the that are coming in migrants people think they are coming in need dialysis and heart surgery. a lot of it, interestingly, is really complications of chronic disease that have been previously uncared for. there is no pair source for those individuals. we have contacted our state

government through our senators. we have contacted the federal government and there is -- everybody is sympathetic and they lend a listening ear. but nobody is offering a payer source for these individuals they are operating on 2% to 3% margin i don't know what their gross revenues are i don't know how big of the 2 to 3% is: you lose a hospital, there is finite resources even if the hospital doesn't close. >> brian: yet, they say katie hobbs is the answer. a weaker border is the result. and senator mark kelly keeps his job even though he has done nothing to sustain it. so the people of arizona, guys, sober up and put people in charge. forget about the party that are going to fulfill your needs and to me, the answer was not

reelecting mark kelly who, again, is invisible on the border. >> carley: up to 125 members capacity maternity units and delayed inducing women from their own community because there are so many illegal immigrants having babies that are flooding the hospital. and i think that really says it all. because you can say that you want open borders because you feel bad for the illegal immigrants who are coming into the country. of course, everybody feels bad for them. but there are draw backs to that and it comes in the form of american people who are living along the southern border, taxpayers who aren't getting the services that they deserve to get. >> brian: healthcare is not free. and let's bring in that debate. bring in house minority whip steve scalise. great to see you, congressman. this is the ongoing debate on the border. it's almost mind numbingly tedious to keep going over.

this what is it going to take to get some legitimate action at the border, look this is something president biden has created and we have all been talking about this for over a year, it's gotten worse and worse and not gotten better. the administration completely killing norris it. misleading the public saying the border is secure. everybody knows it's not. and it's communities all across the border getting ravaged and communities all across america. covered the fentanyl deaths. another side of the open border story where you have got over 100,000 young people die last year. and president biden doesn't care about that because he knows the solution is closing the border and he doesn't want to. this is going to be a huge fight in the new republican congress. but this is something that could be and should be addressed in the government funding bill. and it's not, in fact. this omnibus that's coming up today, actually makes it harder to secure our border. no new funding for our border patrol agents. but they actually give money to

foreign countries to secure their border. in other parts of the world. this is insanity. >> carley: how do you think that house vote is going to play out today, congressman? >> well, you know, we have whipped against it. we are reducing that number. but, you know, if you look at the last cr, just a few weeks ago. similar kind of number. but, again, this bill is not addressing the real problems of the country. it's making them worse. they are increasing spending in parts of the budget that need to be decreasing. we have seen massive trillions of dollars of incrossed spending in washington. that have driven inflation. the inflation is what christmas. that's what we should be trying to turn around. not make worse with increased spending which this bill does. >> carley: do you think when all is said and done it's going to pass the house today? >> it is expected to come up this morning and we -- you know, we have within told somewhere around 11:00 noon. again, it's only going to make matters worse for people that are struggling with high costs

of everything when you go to the grocery store, the gas station. this is going to make it worse for families. >> will: record inflation and throw more logs on the fire is $1.7 trillion in spending. 18 republican senators voted yes to $1.7 trillion spending bill. we heard from you this morning on what you say and the message as you whip your vote. i'm curious if you have spoken to any of your colleagues over in the senate. what do they say to you? >> you know, there is a lot of talk about well, you know, this is the best deal they could get. what i say is help is on the way and literally two weeks there will be a republican house and the debate is going to be a lot different. starting point for bills lot different. actually pass a border security package. energy security package. bills to confront the problems the country is facing instead of what you have seen from speaker pelosi and the far left, which is making matters worse. so, are this isn't the time to

be cutting long-term deals. hold on for a few more weeks and help is on the way. unfortunately that's not been received and that's been a big frustration. >> brian: congressman, how big is your majority going to be? how many seats? >> we will be at 222 can. >> brian: six seats? >> five seats. >> brian: five seats you have an advantage. there is a school of thought out there that republicans were nervous that there is some people that don't want to fund ukraine. and if it went to the house, republicans weren't going to fund it. and they have to ask democrats for votes and of course that would come with a price. what do you think about that? >> well, look, there has been a lot of talk about additional scrutiny on money that's being spent everywhere. not just in ukraine. but in every government agency. i mean, there is trillions of dollars that have gone out the door. a lot of this money that's gone out over covid relief, for example. tens of billions of dollars, we already know that's fraudulent. payments going to people that

are here illegally. payments going to people in other countries. we're going to be investigating that. why don't we actually be stewards for the taxpayer money instead of every time that is somebody sees a problem just doll trillions of dollars out. >> brian: won't have a shot at the budget until september after this vote gets passed. congressman, it looks like kevin mccarthy is stuck. he does not have the votes. matt gaetz wrote a column i am never voting for him he stands for nothing. have you been approached being the next speaker if mccarthy can't get it done and what do yduesto those people who don't t to vote for him who from in your party. >> i still support kevin. there are a lot of conversations going on and kevin is working to get there he is going to get there that he was been ongoing conversation this he can would. we have had a number of additional meetings with leadership and rank and file members going through rules changes. you know, what you hear the most is people are so frustrated with the way the house has been run. and we are going to be changing that there are a lot of changes coming.

and, you know, this is -- today is the big frustration because it really takes some of that leverage away from us when we get into the new majority. but, you know, we are going to continue moving forward. we got work to do and it's going to be a busy next year. i think you are going to be excited to see policy. >> brian: who changed vote. andy biggs, you have congressman good. you have matt gaetz. is anyone showing signs of budging, of moving off o? as you know better than anybody else, nothing can get done. you can't format chairmanship. you can't set up an agenda without a speaker. >> right. we have got first elect a speaker and then get to work. so kevin is meeting with all of those members. that you mentioned. we're meeting with a lot of them as leadership team to go through rules changes and kevin with meeting with them individually as well. that there is still time to go and that work continues on. >> carley: congressman scalise

[no audio] >> carley: think we are having audio issue with katie. hopefully we can get her back next block. now stay updated on intensifying there monstrous winter storm is affecting every state and delaying and canceling nearly 4,000 flights this morning alone. how should you prepare? let's ask travel analyst mark murphy. mark, i understand you have some tips you want to share with people as they head out the door to hopefully see their family? >> absolutely. i think one of the biggest challenges people have is they are already planned so they already booked their airline travel or if they are driving they are planning on traveling airlines and see if your flight got canceled whether have you other alternatives. that's the first thing you want to think about. if you booked with the airline direct. that's your second best choice. your last choice, unfortunately

if you booked through a third party, online travel agency like expedia. you are going to be going through those folks and waiting a while. always best to book with an agent first and then an airline direct followed by worst case an ota. the other thing to think about if you are traveling do you have to be there tomorrow, for instance? or can you put the trip off a little and be safe? because if you are driving, if you are in the upper midwest, if you are in the northeast, it's really rough. so you don't want to have to deal with that and if you can delay it and have you that flexibility. you certainly want to do it. one of the interesting things i always find is even if you are in a place like in my case i'm in here in fort lauderdale, the weather is fantastic. we got a little rain this morning. that was about it. it is still about 75 degrees. but, my flight might be coming from o'hare. and my flight may have already been canceled out of o'hare. you have want to look at the airline app., see where your inbound flight is coming from. the flight that you are going to be picking up wherever you

happen to be departing from. even if you are in a great destination you may be experiencing a flight cancellation or delay because it's coming from an area that's the been impacted. i think a lot of folks forget about that. and that's always one of your best things to do before you head to the airport. couple other things you should think about, only bring carry on. you don't want to have to check bags because if your flight gets diverted or delayed and your bag is on the plane, you have to wait until that bag comes off the plane to take it and you may miss a backup flight that you may have as an example. there is a lot of things to think about. and that's why i always tell people use a travel agent. with covid and all these other policies that keep changing, it's always best to have an expert in your area. they are the best you can get. other thing you should think, about what are your rights? what are your rights as a passenger? if you are flying domestically or even you are flying out of the u.s., you really don't have any. because if you get delayed on a tarmac, the d.o.t. is going to fine the airline $25,700 delayed

school, and this is why our numbers, i think, are higher -- this contributes, one of the reasons why our numbers are higher. when they went back to school, they decided hey, you know, let's go to parties. let's experiment and they started taking pills. kids are using. they are wanting to experiment for the first time at age 12 and age 13. and. >> brian: debdebi with fentanyle and done and dead. knowing it's manufactured in china and illegal cartels getting rich, knowing it's coming through the southern border. how does that make you feel? >> it's very disturbing. it's -- i'm glad that they are upholding right now title 42. the problem is it's here.
