>> it sure does continue, eric. these numbers are stunning but first let me just take you up to our fox drone in the sky show you here in eagle pass which has been one of the ground zeros for migrants crossings. you can see the bridge going in a cross into mexico. which is where they will be sending some of the migrants back under new proposed rules they would send nicaraguans, cubans, patients back as well as venezuelans under title 42. where the first network to break those back in october when they did it with venezuelans. you can see also the shot, eric, the shipping containers topped with razor wire all along the rio grande here in eagle pass. which was erected by governor greg abbott and the texas dps when they stood up operation lone star to try to slow the slow down. now, let's go back to those numbers. these are really quite stunning. the first 100 days of this fiscal year, which began on

october 1, you got 718,000 in 62 total encounters in the southwest border of which just over 198,000 were title 42 expelled. that means more than half a million or release into the u.s. let's go specifically just to the el paso sector which arthel pointed out is the busiest in the nation right now. they have got nearly 170,000 encounters in that sector alone picked up 222% this fiscal year. that bottom number there, eric more than 78000 known got a ways, meaning border patrol, customs officials saw them but did not bring them into custody. speaking of gato oysters video we can show your shot by texas dps lieutenant colonel rivera's over and the leader rio grande pursuing migrants who want to evade being apprehended. do not know where they're from, where they're going or why they are here. but they do not want to be caught. texas dps's been doing this since the spring of 2021. that is why you've got the former border patrol chief

president biden announces first border visit as a president, law enforcement teens had begun cleaning up the migrant camps lighting el paso streets and sidewalks. arresting those who had captured by border patrol this is frustrating for some of the current and former city officials say they want the president to see the full scale of the chaos el paso deals with every single day. >> we had something happen and el paso that was absolutely unprecedented and it happened under president joe biden's watch. we are very happy answered that call but again very disappointed they cleaned it all up as if nothing ever happened here. text mark meredith is alive in el paso, texas with mark, mark. >> arthel, good afternoon pay president biden's visit here to el paso's going to be brief. i would be on the ground for a couple of hours. the white house as he will be made of federal, state and local officials on the ground. people who know firsthand some of the challenges that are

presented because of the immigration backlog. even before the presence visit on saturday we saw a protest in downtown el paso with pro- migrant groups take into the streets letting people know about some of the challenges asylum-seekers are facing for the group telling reporters that most of the people in el paso waiting are simply there as they are trying to find a better future for their families. for months el paso officials have struggled to handle the surge of migrants in their city. last month el paso mayor even declared a state of emergency over concerns expected end of title 42 would mean even more people would flood into el paso. however, she mentioned this week we saw the city actually shut down one of their emergency shelters. some say it's an attempt to pretty much cleaned up, make things look better ahead of the president's visit for the border patrol union tweeting el paso being cleaned up as if nothing unusual ever happened there. just in time for biden to visit the border. we suggest he lands in des moines, iowa and telling him it is el paso he will never know

the difference. now tomorrow following the president's visit a bipartisan group of senators are going to be on the ground in el paso to see firsthand where things stand for this a delegation led by texas senator john cornyn as well as arizona new independent senator pierson sentiment late in the delegate delegation but we do not know if the president's going to make any formal remarks while he is here where there's going to be a small press bull joining him. making two stops one to the point of entry there and also one to some of the nonprofit sediment helping on the ground in el paso. the cameras are going to be along with him for part of his visits but we are hoping to see maybe it will pick up a little bit of what he has a say get his reaction to where things stand for but arthel, no doubt this is only a short visit on the southern border. arthel: yes it's kind of like cleaning up for the housekeeper what they are doing there, no, let them see everything in its full scope it all right mark meredith live in el paso, thank you, eric. eric: after he visits el paso the president will be off to mexico city but that is where he'll be meeting mexican counterpart presidents and

canadian prime minister justin trudeau. they'll be holding a two date north american summit. the three leaders will talk immigration, drug trafficking as well as climate change. but you know the top of the agenda of the migrant crisis shows no signs of slowing. jacqui heinrich is live in mexico city. height jacqui. >> hey eric, the focus of this meeting is not just going to be controlling immigration. but also stemming the flow of sentinel across the u.s. border. and ahead of the president's visit, mexican authorities arrested el chapo's son. and now the cartels have declared war on the mexican government. more than 30 people have been killed and shootouts with the military. even attempting to shoot down military and civilian aircraft, terrorizing to prevent his transfer here to mexico city. the arrest has been described by mexican authorities as a gift to biden.

>> i was real suspicious the timing of that arrest. they say they meant watching him for years it's like give me a break, why didn't you take them down earlier? what took so long? mexico made a big, big mistake when they let them by the first time basically show who's in charge of mexico, the cartels are. >> it's also been interpreted as a subtle message from mexican authorities to the u.s. president that mexico is in control of its security situation. and it president lopez hugs and not bullet strategy has its reasoning. republicans in congress see this is a clear sign the u.s. needs to support mexico in its fight against the cartels. >> i am not talking about u.s. troops, but i am talking about cyber, drones, intelligence assets, naval assets. >> they are fighting the entire mexican army to a standstill right now. we need to support them with our military assets and i don't authorize that.

me as it relates to be inside the port of entry. he needs to go to the line the parties to talk to career officials who know how to solve this problem. anyone that has been the border patrol for five minutes knows this is a self-inflicted crisis, one they refused to call crisis. he went to years to figure out what happened at the border after he made the worst choices ever as it relates to border security and policy about people coming across that border illegally. so i'm glad he's taken the time to look at this issue. we are going to get some other media interest in what's going on at the border parties going to call to account for the mistakes that haven't made along the southwest border pretty talk about the influence of the cartels in mexico, no one has been a better economic boom for the cartels in this president. he had hated inherited 40 year lows the southwest border. that meant more seizures, more agents on patrol, or stopping of drugs. but not on this worst search ever with more agents that are

working on getting people in the system and processing is that of patrolling the border. arthel: and because of the cartels and the sentinel that is flowing into the streets and killing our kids, because of the tsunami of humanity that's flowing across our border without complete processing, and now president biden is going to see it, is going to smell it get it up close taste of the border. do you think this time will be different? >> we will see. is he going to go down there and apologized to the communities for the burdens they now have to have? this is 2023 in america, a pass is not some far-off land or people are sleeping in the streets where they there? they are there because this guy made the worst choices possible on what were going to run the pulse of the border. is he going to apologize to the border patrol agents? is he going to thank them and their families from the stress of inputs or of the last two years in the pandemic before that? is he going to thank them both

for what they are doing? is he going to ask them how to fix this problem is he going to take their advice about what to do to make this go away? you have no el paso is great i was in el paso i believe it last may it's a wonderful city. right now let's take a look at present biden's $5.8 trillion budget request for fiscal year 2023. got up at some stats up for you. 56.7 billion for dhs department of homeland security. 1.4 billion for justice department's immigration courts. for u.s. eis u.s. citizen and immigration as you well know, 904 million out of which 765 million will be allocated specifically for caseload and backlog reduction for so i ask you, ron, when present biden returns to washington with fresh eyes from his border visit and for mexico city, will congress now have a legitimate reason or any reason to decline president
