i didn't now in el paso, texas southern border since taking office. the trip coming as mr. biden ignored because republicans and some democrats as well as current and former border officials to get a firsthand look at this crisis. critics question whether the trip would lead to any changes in his policies, which they say because the massive migrant surge in the first place.
1:01 pm
this is a brand-new hour of "fox news live" i am arthel neville, hi eric. eric: hello i am eric shawn think of sync with this on the fox news channel partner for so if the president landed in el paso, just about 90 minutes ago. the president since then has been gritting customs import officers and officials you saw demonstration of the drug seizures from vehicles and it will be visiting a migrant center to beat migrants firsthand. but apparently he will not be on the list what you are seeing there now, looking for himself firsthand the flashpoints along the rio grande river where we watched migrants and illegals crossing every day. griff jenkins starts off with coverage of the president's visit. he has live in eagle pass, texas on the border, hey griff. took cocktail or good afternoon for that live shot we could go back to the drone, that is exactly what ranchers, property owners and border patrol officials all along this sector in del rio once a president
1:02 pm
biden to see, the makeshift shipping containers of barbed wire line the banks of the rio grande to try to stem a tide of migrants which has exceeded 4.4 million encounters since joe biden took office on january 20, 2021. and they numbers in just the first 100 days of this fiscal year 2023 which began on octobee stunning part let me show you those pre-taking a look at this eric. more than 718,000 total encounters along the south west of border they are of which hundred 98000 were expelled under title 42. that means more than half a million and 100 days have been caught and released into the united states in hopes they may claim asylum and disappear into the shadows. now, in el paso specifically were present biden's right now we can show you in these 100 days of this fiscal year, there
1:03 pm
have been more than 168,000 encounters. that is up you see in the middle of the screen, 222% compared to this time last year. the bottom number are the got a ways. more than 78000, meaning officials saw them cross but were not able to bring them into custody. they have disappeared into the united states rate we do not know who they are, where they are from where they are going or what their intentions are, that is the number that really concerns border patrol officials. let me show you some video which is shot a few hours ago of a group that crossed just behind me. this is about 25 migrants from nicaragua, guatemala, columbia. they are made up of family units, some with small children and a lot of single adult males. that is the concern of the numbers that common day and day out. as you look here you can see them just under that bridge. they are being transported
1:04 pm
border patrol officials complaining they do so much transporting of migrants and processing and not enough of being on the line as they say trying to deter them. that is the great hope the president will put policies in place that will do more enforcement. not just the processing as you see here. that also may have to include some political will on capitol hill that republicans and democrats can come together to pass some sort of immigration reform. one democratic congressman damar said there's probably going to be some will but it will be costly, take a listen here. >> we need to distinguish people coming in for economic reasons and people who are really fleeing persecution. he sang okay people need to file this application online so that before they come. now congress needs to do is provide the resources for people to process the asylum claims for the border security. that is something congress has
1:05 pm
to do pre-people's eyes are going to cost money? yes is going to cost money. quick speaking of money, one final thought, air, as we see president biden tour migrant shelter in el paso. when you are in el paso, eagle pass, mcallen or del rio the ngos and the catholic charities that have run these migrant shelters are absently tapped out of money, space, and resources. that is why this has been such a crisis for so long, eric. 's report may be the president will be hearing that he'll be meeting with on those ngos and charities firsthand when he goes to the migrant center parade will be covering it for you when we get it, griff and eagle pass as always, thank you. arthel: yes, as historic visit is underweight with just reporting their firm griff, it's happening and el paso, texas president biden getting off the tarmac hours ago, getting a firsthand getting on the tarmac off the plane getting a firsthand look at the southern border for the first time since
1:06 pm
taking office. now he was met on the tarmac you will see in a moment, my texas governor greg abbott who was right there on the tarmac. he hand-delivered the president a letter and it reads in part, here it is quote your visit to our southern border with mexico today is $20 billion to little and two years too late. moreover your visit avoids the sites were mass illegal immigration occurs and sidesteps the thousands of angry texas property owners whose lives have been destroyed by your border policies. your administration was to shield you from the chaos that texans experience on a daily basis. this chaos is a direct result of your failure to enforce the immigration laws that congress enacted. mark meredith is alive and el paso, texas with the very latest. mark, you are traveling with the president. do you know if anyone from the
1:07 pm
president's campus had a chance to read the letter and share with president biden, any reaction at all? >> we know the letter was handed to the president but whether or not he opened it on the motorcade on his wages first stop in el paso is yet to be seen. givens of the governor's comments insistently not a love letter to the president side of the frustration the governor abbott says he and so many other texans are feeling about what has been happening on the ground here. the president's make a few different stops while in el paso. right now the bridge of america's el paso's biggest port he's getting a chance to meet the men and women who are on the front lines for the u.s. customs and border protection as well as u.s. border patrol agents. those people working to make sure drugs and other contraband do not come into the country. the president also got a chance to kind of see some of the technology that is being used to add to the security that is here on the southern border. but of course when the big questions is what kind of reception some is u.s. border patrol agents will get the president? we have heard from so many of
1:08 pm
their representatives who said they feel like they have not been getting the resources that they need and they have been ignored by washington. so whether or not that's the message the president hears directly that is yet to be seen. this tour it was a little comprehensive it is briefed regionally on the ground in texas for a few hours. as you mentioned when the president arrived he was greeted by texas governor greg abbott for this also members of the texas congressional delegation that showed up on this trip as well as a homeland security secretary. the white house going to great lengths to show they are aware about what is happening on the southern border. this comes of course after many critics say this has been a ongoing problem for years. not something that should've happened on a sunday afternoon and early january. they said the white house should have taken steps to address this long ago but you mention the letter governor abbott headed to the president we had a chance if the governor directly after his meeting with the president, here's what he had to say. >> two years about $20 billion too late. he needs to step up and take
1:09 pm
swift action. including reimbursing the state of texas for the money we have spent. but providing more resources. >> that is one thing we expect the president to weigh in again he says it's up to congress to spend more money to address border security. but certainly assign the president's going to be more engaged on this issue at least in the short-term givens of the comments without the white house last week. stop today the big question is what will happen reads back to washington? as i mentioned certainly brief trip is on the ground here in el paso. a little controversy to because some of the representatives for the u.s. border patrol have been saying through their union they felt the president was getting a sanitized version of what has been happening here. some of the migrants that have been setting up on the streets or in makeshift shelters here, they were not going to be in eyesight of the president. they say this is not necessarily what is been happening on the ground freda griffis talk about what he has been seeing in eagle pass, which may give us a better idea of what's happening throughout the border, not just here in southwest texas.
1:10 pm
we'll see if the president makes any additional public remarks by the cameras that are within today i have not been able to get super close to him but they have not been able to hear what he has been saying. i said it's been cap from a photo distance he is able to see just off the cameras there. we'll be looking to the present has any added remarks, office of governor texas delivered his message, we are looking to save in the congressional mess members may have new insight to what they learned for the president's visit before he heads down south to mexico city. arthel: also it is 62 degrees there in el paso which is a far cry from 95 and 98 and almost 100 degrees. that makes for a different trip as well. mark meredith alive in el paso, thank you. eric: arthel, the roughly three or border visit by the president, is wrapped up in the next hour or so but he will attend the north american leaders summit that's in mexico. he was mexican president and canadian prime minister justin trudeau that begins tomorrow. they meeting coming and made
1:11 pm
even more deadly violence from the mexican cartel but especially this enola cartel. after the arrest of the side of drug kingpin el chapo comment 10 mexican military members were killed in a gunfight over that. hey jacqui. >> hey eric for the focus of this type trilateral meeting is not just about controlling immigration at the southern border. it is also about stemming the flow of deadly fentanyl. ahead of this meeting el chapo son which she mentioned was arrested by mexican authorities. now the cartels have effectively declared war on the mexican government more than 30 people have been killed in shootouts. with the military, even attempting to shoot down military and civilian aircraft to prevent his transfer to a maximum security federal prison. terrorizing to prevent his
1:12 pm
transfer. this arrested by the way has been described by mexican authorities as a gift to president biden. and was asked about on air force one today, listen. >> i am not in a position to speak to a correlation between migration from mexico and the action with respect to the sun pretty think it's a little too early to draw conclusions there. >> the arrest has also been interpreted as a subtle message may mexican government that this country is in control of its security situation. and president lopez his hugs not bullet strategy has a solid reasoning behind it. however, republicans in congress to this is a clear sign the u.s. needs to support mexico to its fight against the cartels. congressman michael explains like to introduce legislation that would authorize the use of military force against the cartels. >> i want to be clear. i am.not talk about u.s. troops.
1:13 pm
i am talking about cyber comic drones, intelligence assets, naval air assets. they're fighting the mexican army to a standstill right now. we need to support them with our military assets. and i want to authorize it. >> he's being held at eight maximum security federal prison about 35 miles away from mexico city where i am now and where this trilateral meeting is set to happen over the course of the next couple of days. but extradition to the u.s. has been paused by a federal judge here. so what happens next, and of course the tension surrounding this doesn't loom large over this trilateral meeting too. >> all right thank you. arthel: republicans have been calling on president biden to visit the border since he took office. but now that he finally is they are, many are dismissing his pitstop in el paso as a mirror photoshop. critics say it is all a set up
1:14 pm
for 2024 reelection bid. lucas tomlinson's life at the white house. lucas, is this fair criticism? you just got there. >> arthel, this is likely president biden's first trip to the southern border. not just as a president or his eight years as vice president, but is a first time in 50 years of elected office here in washington when our peter do cs and then press secretary jen psaki has a present or been to the border sheet reference a drive by during 2008 campaign. never actually went to the border. did not stop for the dog and pony show sort he'd never done anything like that before. leaving for the border late last week president biden said this is why he is going. >> mr. president, why is now find the right time to visit the southern border question republicans have been calling you to do this? >> republicans haven't been serious about this at all, come on for they have not been sears about this at all. x jim jordan's book on "fox news
1:15 pm
sunday", earlier was shannon breen. >> the numbers during president trump were so bad on the border. we put in place are made in mexico policy, we put in place -- neckwear building the wall but frankly he sent a message to the rest of the wo world, asylum claim is going to be evaluated mexico before you enter our country. >> ahead of the expected 2024 announcement and sagging poll numbers when it comes immigration and his overall approval rating remains underwater, the president outlining a new immigration plan saying at 30,000 people per month from venezuela, nicaragua, cuba and haiti will bill will be allowed to enter the u.s. a new parole program to work legally for two years if they have the financial sponsors and they pass a background check with the plan to strengthen outreach from some human rights group and even from the president's own party. others are happy biden is finally doing something. >> there is no doubt that there is a problem at the border.
1:16 pm
president biden recognizes it. it is common sense. we need to secure the border but also have the humanity. >> earlier and el paso we saw dhs secretary mayorkas singh alongside the president but earlier on abc estimate a plans to resign which many republicans have called for. mayorkas says he has no plans and implants as they come arthel pay. >> all right lucas thompson there at the white house thank you very much, eric. eric: the president said he is intent on limiting illegal immigration when he arrived in texas governor greg abbott face-to-face he wants to work with him. but will this visit really change any administered ration policies and stop the influx? charles is with this former department of homeland security agency advisor and former secret service agent. charles, the president clearly showing support for the men and women of customs and border patrol. but do you think this visit will change the policies of critics say is because in the chaos in southern border the first place?
1:17 pm
>> know, absently not. the biden administration will continue to serve as a major pull factor causing this crisis that we are seeing doubt the southwest border. and unless the president is going to announce policies and his intention to enforce the laws that are already on the books and re- implement programs that helped the men and women's out at the border like remain in mexico, everything will stay status quo down at the border. and look, just by his visit to el paso right now and choosing not to go in between the port of entries, but we are seeing in el paso right now actually decreases the morale of the men and women. it does not increase it because it's nothing more than a dog and pony show. what it does is it prevent a trip presents a sanitize it often skewed version of reality and the facts on the ground at the border. eric: i guess he's going to meet migrants in a migrant center. will bring that to you as it comes. she mentioned a sanitized version what type of trip would
1:18 pm
you rather have seen that what we are seeing unfold right now? >> if i am the president in the present is serious about solving this problem, he should take a week away from the white house. he should set it up as if it's an international trip. take a week and he should hit every single port of entry and in between the ports of entries and tour all 1800 miles of the southwest border because he's not getting the information presented to him in a way that is relating the urgency and the accuracy about what is going on at the border. and that is why to your earlier point about the secretary of homeland security mayorkas it's time for him to vacate the position. he needs to resign. the men and women of dhs specifically do not have confidence in his leadership. he is not representing and delivering the information the president needs to hear in a way that causes urgency for the
1:19 pm
president to change his policies and solve this problem. eric: what family is a chain specifically? what would you like to see this administration do? >> at this point in time, eric comment two years and with the crisis at the level it is, i'm not sure this administration actually has the competency and the team the national security team to solve this crisis. even if they let their decision to have an open border instead of enforcing the law. based on biden's policies at the border but that is what it has done to mexico and how it has strengthened the cartel, both financially and operationally. and i can tell you based on what we are seeing down in mexico, we now share a border with a country that is teetering on becoming a failed states. and if that happens and they cartel transition from a criminal organization to an insurgency, we are going to have
1:20 pm
to start acting unilaterally. both militarily and financially. eric: their calls as we heard earlier from others to take us some of methods that have been used elsewhere and apply them to the cartel to try to end this once and for all. we are not there yet. will be debated in congress, will see what happens, charles thanks for your insight and your service to our nation. >> thanks eric. arthel: we are going to have more president biden's trip there in el paso. but first there is another story in texas we went to report on. a guy walks into a restaurant, brandishing a gun at leslie trying to rob people eating there, having a bite. then a customer shoots and kills him. where did this happen? and now police want to talk to that gun toting customer. will have details on the story coming up next.
1:21 pm
1:24 pm
1:25 pm
latest on this very bizarre story, charles. >> bizarre indeed, arthel bread there are certainly a lot of questions about whether the shooting of an armed robbery by a customer insight a houston restaurant was justified. here is why. take a look at the security camera. this is inside the restaurant you can see the armed man pointing his gun at patrons as he demands that the armed robber turned his back and walks toward the entrance. a customer, a man in the booth to the far left pulls out a gun and fires at nighttime shooting and killing the suspect. most of the shots coming on the ground. shot takes a suspect weapon and throws it at the wall, after realizing the gun was a plastic part he then returns stolen money to other customers before he is later seen during a cup at the lifeless suspect as he leaves the restaurant by the owner of the establishment where this all went down says he is thankful for that unidentified customer and is calling him a hero. >> picked up the money, turned around and left that is in the customer got up and shot him. just thankful for the man who helped me. i just want him to take care of himself. >> he said call hp homicide income explain exactly what occurred and his side of the story. >> houston police on the other hand say they would like to talk to that customer who did not stick around by the way. he was last seen leaving in a 1970s or 1980s model pickup truck with no bad paid arthel police say that customer is not
1:27 pm
charged with any crimes as they speak. again police said they just want to get a statement from him and figure out what happened during that altercation. they also want to speak to some the customers who were inside that restaurant at the time. they also left after the shooting. police trying to get all the details of the story, arthel. arthel: all right charles watson that thank you for your reporting on that story, take care, charles. eric: the suspect in idaho murders is due back in court this week. investigators are very busy analyzing a trove of evidence from the grisly crime scene. chief correspondent is alive at the student's house in moscow, idaho with the very latest of this investigation. >> eric, the house behind the eight where four students were so brutally murdered is and will remain a crime scene for some time yet. investigators continue to build their case against 28-year-old
1:28 pm
accused killer bryan kohberger. we have seen then taking a number of items from this house over the past couple of days. those include mattresses. you will remember at least some of the four victims were killed in their beds as they slept. so those in mattresses likely to be very crucial in terms of evidence gathering. and forensic experts talking to fox say they believe that investigators will find a lot more dna evidence as they continue to go through everything at this awful murder scene, listen here. >> we are talk about any kind of touch dna like skin cells that are sloughing off, you also have hair transfer, fiber transfer, all of these things are going through. and here is key if he has a blood on him is going to contact the surface as he's walking on touching. powerful evidence.

>> and bryan kohberger having made his first court appearance here in idaho on thursday, now awaits his next hearing. that is just a status hearing due on thursday. we are unlikely to learn a lot more from that. and remember, all of the police officers, investigators and lawyers involved in this case are under a strict gag order from the judge. so getting more information publicly is going to be unlikely before the trial itself perhaps gets underway. in the meantime university of idaho students are returning here for the spring semester this week. for many of then it will be the first time they have been back in moscow, idaho since leaving in the immediate aftermath of the murder of those four students when they all knew obviously that the killer was at that point on the loose. it's going to be an emotional
