it was that close. and june 25, 1788, after new hampshire, virginia ratified 89-79. it was that close. because two of the great leaders opposing the constitution were patrick henry and george mason. they were up against people like madison and so forth. in new york it was ratified 30 to 27. the constitution we have today almost was not ratified. now, those who lost the vote did not go around and try to desdestroy the constitution or the men who supported the constitution. they decided to do what benjamin franklin said, administer, as well as they could. mason's objection to bill of

rights had a lot of support, they came up with 17 amendments in house of representatives, they sent them to senate and widdled them down to 12, 12 were sent to states for ratification, and 10 were adopted, your bill of rights which was added to the constitution of the u.s., they wanted to govern and liberty, and these men wanted to protect their country from foreign enemies, they wanted commerce to work. for most part these were virtuous people. do we have virtuous people today? who are our great leaders in congress today? who are the great members of the house of representatives in congress today. congress? there are many, 6 people votes present the other day, despite the fact i think that all rules they wanted into the weeds and details they got.

but they told us, they didn't want mccarthy to be speaker of the house. that is fine. but the problem is you have an extremely close vote. and if it wasn 't mccarthy it wasn't going to be anyone else. like you, i watched it for 4 days and 15 votes. there was nobody else. nobody else would stand up. and anyone who would, could not get the votes. meanwhile, the enemy of this republic, the biden administration, the democrats, our stasi, department of justice, and department of homeland security keep chu chugging along, this is what was infuriating me about this, we have these rules now, right, what are they going to do about that?

different. how does that work with your committee. >> chairman of the house oversight committee has s subpoena power, i have to get general counsel in speaker's office to sign off on that. that is where the problems have been in the past. you have heard them say before. the reason that speaker general counsel signs on, if it goes to court they are the actual entity that represents the oversight commit my court, that is where it is paid for out of the republican majoritiy legal fund and things like that. i expect to be in court a lot because unfortunately i don't have as much confidence as i wish i had with respect to some of the people that we'll be subpoenaing, actually complying with the subpoenas right away. mark: to this a little bit.

what are the top priorities of your committee. do you have just a group of things you are going after see seemt simultaneously. >> all of the ppp loans. the infrastructure bill, there is not been a single hearing in the house of representatives that would identify any wasteful spending, you just assume it is going well, we know that is not true, we know about has been hundreds of millions that went to fraud in the unemployment systems in all 50 states we know that their were ppp loans obtained through phony accounts and foreign accounts, we know that there are a lot of things that have been spent in the name

of education that had nothing to do with covid funds they were intended to used for. we're two years behind, because the democrats did not hold hearing with respect to spending, i am concerned about trillions wasted in covid, and about southern border. we've been meeting we had whistle blowers with border patrol that tell us different things that mayorkas told them with respect to standing down at the border. mayorkas knows very well, the problem that this administration has created on the southern border, yet they continue to allow for what is an open border policy, we'll deal with a lot of border issues. we're also concerned from an investigative stand point about the biden famil fafamily influence, we

out a bunch of what i call, protective orders to the various agencies and departments? if they destroyed things in defiance, you could actually hole them in contempt of congress? >> yes. we have sent out numerous preservation of document requests. and every agency in the federal government, that needs to be investigated. has received multiple requests for documents. we knew they would play minority card on us as they did a few days ago, that is incorrect. let's -- we knew it. but at the very least, we covered our tracks and said you must preserve these documents, you must preserve the correspondents between this bureaucrat and that bureaucrat to make sure that once we did get the gavel, and we would be able to get

spending to 22 levels. as part of this overall agreement with the speaker. now the speaker, and these are fundamental changes that will allow to us change things, importantly on rules make sure there are conservatives on rules committee to actually affect what goes to the floor, the rules committee is nerd speak, the committee that funnels stuff to the floor of the house. we'll have conservative representation on that committee now, we can help control we get good bills to the floor and advance wh conservative bills, the reforms are critical and significant. mark: in last few days in last day, with the few holdouts, were one of these rules at stake? or did you have it all together already in your deal, but we had people holding out? that is my sense. >> truth, a lot of this stuff was not actually
