i'm harris faulkner. the commander-in-chief spent just three hours on the ground in el paso, texas, number one place where people are entering the nation illegally. in the first 100 days of the new fiscal year 2023, more than 718,000 illegals have come. nearly 200,000 of them have been expelled under title 42. that argument alone for keeping it in place as long as we can until they figure something out. let's do the math. more than a half million illegal immigrants released into the country in just those 100 days. with little to no action. some now tagging the president's visit as an appearance for appearance's sake. >> the president didn't come away, at least publicly, with any sense of outrage that the circumstances here needs to be

-- receive his significant attention. his administration's effort. >> a partisan trip made as a photo op. it took the president 80 years to get to the border, another 80 years before he comes back. >> harris: want to see fake news take a look at the authenticity or lack there of on the trip. pictures that show the situation on the ground earlier last week compared to right before the president arrived. left a hot mess sandwich and people living in el paso have been seeing. i guess that's what happens when the president comes to down and you are a democratic mayor and you want it to look pretty. a "new york post" editorial headline. cynical el paso cleanup before biden's visit perfectly sums up the pathetic border policy. growing claims. president biden saw nothing more than a sanitized border. >> president biden: how many folks do you have coming through? >> it varies week-to-week and

day-to-day. >> president biden: how many people do you have coming through? i'm trying to get a sense of the flow. the average. >> on average 300 to 400. >> harris: the president pressured him. the man told him 1,000 people a day and then the president did a reask and cleared his throat and i don't know, is that the kind of pressure it takes to get somebody to change their number? it seems like a sugar coating given we're hearing from border patrol the actual numbers. in the el paso sector alone 168,000 people just this fiscal year, only 100 days old. up more than 200% from just last year when we saw record breaking numbers. we mentioned texas governor greg abbott in "focus." let's go to jacque heinrich live in mexico city where the president is set to meet with other northern american leaders

later today. >> the big question of this summit is what new deliverables and policy can they roll out? president biden announced last week a new border parole poll syracuse immigration policy that would increase pathways for legal immigration to venezuelans, nicaraguans, people from cuba and haiti. and consequences for those migrants if they cross illegally. but critics say it does not address the issue of cartels. >> i think we need to put military options and cyber options on the table to really target. otherwise we'll continue to admire the problem. not only the fentanyl that these mexican cartels are smuggling but every single human being coming across that border as well. >> so far this fiscal year u.s. authorities seized nearly 5,000 pounds of deadly fentanyl. biden saw some in el paso yesterday. to put it in perspective two

pounds of fentanyl could kill more than half a million people. last year more than 14,000 pounds came across the u.s. border. it killed more americans last year than anything else. mexican authorities arrested el chapo's son. that arrest has been described as a gift to biden and a subtle message from the mexican president his hugs not bullets strategy has a reason behind it. since the arrest cartels declared war on the mexican government and demanded guzman's release killing more than 30 people and forced down two military planes and shot at a civilian aircraft. mayokas said it was too soon to talk about the timing of the arrest with the summit. activists think the new policy isn't good. >> migrants who reach the border

in between the ports of entry on the vast majority, if not more than that, are using smuggling organizations to get there. and the average cost is $6 thousand. so it is not a wealth test. >> administration's critics see that as an admission. >> i thought mayokas said the border was secure. apparently he knows the cartels are pushing people across at $6 thousand or more per head. i guess mayokas doesn't know what he is talking about or he has been lying to us all this time. >> the situation has been so bad since guzman's arrest members of congress in the states are saying this is proof we have to send military resources to help mexico crack down on the cartels because they are a parra military operations with machine guns and armored vehicles and

billions of dollars in resources from their smuggling operations. >> harris: i took notes on the last part in particular because the texas governor wants them to be declared a terrorist organization and what you are showing us now with your reporting they are built like a para military official. it is frightening and just the facts. texas governor greg abbott in an exclusive in focus. thank you for being with us on the first interview he handed president biden. >> thank you. >> harris: first of all. it seemed to be and my team isolated this like he was reading it. you got his attention. what was his response? >> he was reading it. i pointed to several issues in the letter i wanted him to focus on. i wanted to make clear he was receiving a sanitized review of what was going on in the border. i pleaded with him to go talk to the ranchers, thousands of

ranchers along the border whose lives are being completely disrupted as well as talk to the families who have lost a loved one because of the open border policies that he has had where the cartels have killed family members through fentanyl or other means. he wants to work with republicans on this and i said i'm a republican and have five specific proposals for you. i pointed out those five specific proposals. they do not require any new passage of law. they only require the president to enforce issues that have already been enacted into law by the united states congress that would stop the flow of illegal immigration between the points of entry. >> harris: what was his response? >> he said he looked forward to working with us. he was cordial about it but obviously non-committal about anything. he -- here is the point, harris.

these points that i laid out about ending catch and release. detaining people who were coming across the border illegally. turning back people. all of those are things the president and the united states already have the legal authority to do. they are not doing it. until they step up and start doing this all these other things they are doing is nothing more than a dog and pony show and won't stop anybody from coming across the border illegally. >> harris: when you hear you talk like this and knowing you took the facts to the president, it it is doubly confounding that there were things that didn't even require legislation. why didn't they do it? i will ask my team to pull up a couple of things from your letter. of course, we have your words. i want people to see that you

must designate the mexican drug cartels as foreign terrorist organizations. i don't know if you just heard our reporter. she said they are so bold, the cartels, they have the para military organization going on. vehicles on the ground that look like war. >> there is already on the books in the united states law that if the president does designate them as a foreign terrorist organization, it empowers the united states to take certain actions against them that would begin to erode the power of the cartels. no new law is needed here. all we need is action by the president of the united states. >> harris: one more just so we can get to this. you said to the president, these are the things you can do. you must comply with the many statutes mandating that various categories of aliens shall be detained and end the practice of unl

unlawfully paroleing them en masse. >> under the president's order and under secretary mayokas's order they aren't detaining all these people. they are letting loose all these people across the united states. hundreds of thousands of whom they're not even tracking. they are failing to live up to the laws already enacted by the united states congress. >> harris: that's the point. the original crime of going between those ports of entry and illegally accessing our country, that's the original crime. they don't want to adjudicate that. they don't want to see it. they don't want to see who is doing it. homeland security secretary mayokas said this about your cooperation, governor. watch >> governor abbott is not collaborating with the federal government on an issue that requires collaboration. we cannot have unilateral governor action that is not coordinated with the federal government to address an issue that is of national importance.

>> harris: what is your response to that? >> i spoke to him about that yesterday. so after i spoke to the president, i spoke to secretary mayokas and i said listen, you all have the authority to stop this illegal immigration and stop people from crossing the border between ports of entry. i expect you to fulfill that. he said that he would look into it. but also know this. the only reason why we have these people coming across the border like we do is because both homeland security secretary and president are not enforcing current laws. they claim that republicans need to work with them. i have outlined what they need to do as a starting point to begin to secure the border. so any suggestion by either secretary mayokas or the president that republicans are not working with them is just flat out false. i have given them tangible ideas where they can secure the border and take care of the safety of the united states of america. now the ball is in their court to step up and take the action

they're already authorized to take. >> harris: as you read through the five steps that do not require new legislation it does hold their feet to the fire, though. the minute they start to work on these and the american public sees you could have been doing it all along it creates a messaging problem for the white house. they should be used to that, though, we've been listening to the messaging problem on the border for two years. i'm calling what happened in el paso sanitized for presidential political protection. you go to the place that is -- right now for illegals coming across in your state it is el paso, texas. you go there and you don't see one person at an intake facility or any migrants coming in? that takes some work and you sanitize the streets? it's a democrat mayor. speak to me last words about that. >> it's outrageous. i asked the president to see for

himself where people are crossing the border illegally. he did not do that. but i will tell you this one thing, harris. one reason why there are fewer people crossing the border in el paso right now is because i deployed our texas national guard to the area they were crossing. we put up razor wires, and containers, it stopped the inflow a week ago of the migrants. texas national guard is stepping up and doing the same thing across the entire border for texas to fill the gap caused by the biden administration. >> harris: that tax money clearly is coming from the pockets of your state's taxpayers, the citizens, that money could be going to a lot of places and they want you to take down the containers that gave the president the photo op. last word. >> i challenged them to get us to take it down. we want to battle them. i believe i have the authority

received from the voters a few months ago is to get to the bottom of the biden family business dealings. i want to make very clear what the investigations aren't about. we don't need to see more photos of hunter biden with hookers and private parts and in the bathtub, no. we need to know what he was doing in china and russia while his father was vice president or while his father was preparing to become the president. china as speaker mccarthy said a few months ago is the greatest geopolitical threat to this country, our economy and where do you think fentanyl is being produced? the list goes on and on. the fox news poll is important. i dug through it. three of the key groups joe biden need to court to win a second term are very low in terms of people thinking that joe biden that there is nothing seriously wrong in the hunter biden scandals.

28% of hispanics and 33% of suburban women only think he has done nothing wrong. also you said bipartisan support. i will throw in there, there is tri partisan support for these investigations, the vast majority of independents also say please investigate this. i think that's incredibly important. the last thing about this. the dhs disinformation board was disbanded last april under a cloud of a lot of controversy. but the disinformation at dhs is coming right from the top. you can't look the country in the eye and say the border is secure while we watch 4 1/2 million people come over it and you have the president doing a drive-by after they've cleared out all the migrants for his viewing pleasure. so americans want transparency and accountability and they will get that from this house. >> harris: what governor abbott just told the world a few minutes ago is part of what he has done with those containers in controlling the border also

gave the president part of that photo op. he didn't clean up the streets, the democratic mayor had that done. isn't that interesting what abbott wants to do at the border is working to the point where the president could look behind him and say wow. >> and the president missed an opportunity, harris, to say this looks like a bipartisan solution that's actually working. nibbling around the edges. let's invest more in that. he missed that opportunity. look, the other thing that's going on in these investigations people should know is that there has been an expansion of the ability of congress to look into the criminal investigations that are active right now and also how our government collects and analyzes information about we the people. who would be against that? i would say to congresswoman pressley and others why would you ever be against us knowing how the government is rifling through our private information? we have a right to know.

cell phone which could be unethical and illegal. he is pushing back on facebook for not taking down covid misinformation and vaccine information and actually involkswagen fox news tucker carlson by saying the number one hit about vaccines now is tucker carlson. take that down. i think what's being revealed now, harris, is proof and evidence of what many americans suspect, which is that big tech is watching us at all times. we're being shadow banned and censored. i want jim baker in front of congress. he was at the f.b.i. during the russia collusion non-sense and then deputy general counsel at twitter. if he has nothing to hide don't fear congressional investigations. >> harris: the accusation has been that word, collusion. so you would think that democrats definitely want to get to the bottom of that. >> we're finally finding it. >> harris: good to see you.

not working with them is just flat out false. >> harris: so kellyanne conway said it. others have said it. we can see it for our own eyes. here is an opportunity for president biden, scott. to do the things don't require changing laws, don't need congress to do anything. will the president do it? should he do it? >> i think the president has a lot of power and opportunities to do it. he sent more resources to the border and more money and funding to the border. the republicans like this issue because it plays well to the constituents. >> harris: he handed him ways to get this done to make it better. do you think the president will do that? >> if the republicans want to talk to the democrats and biden i'm sure the democrats and joe biden are willing to talk with them. it is a bad mark on the record on the republicans and democrats to let this go on. >> harris: what governor abbott suggested, mark, those five things don't require the president to get together with
