reasonable situation. i white house accepts his offer. offering speaker mccarthy the opportunity and i hope that happens. shannon: that will not will be a negotiation over the debt ceiling. >> that's a problem and that is not leadership. when you have a divided government with a one-vote democratic margin in the senate you have to negotiate. that's at the american people elected us to do to work this out. nobody should take a position we will not negotiate. that's very irresponsible. but one thing we will offer up as a bridge building solution to go at the 1970 law itself to establish the debt limit as a numerical dollar amount which doesn't make sense. practically speaking it should be debt to gdp ratio that was about 40 percent now it is
11:14 pm
that 125 percent. that is not sustainable if a child has a spending problem you pay their bills and take away their credit card. so what we will propose whatever negotiated about we can agree on with the debt to gdp. it affects certain budgetary reforms kicking on the discretionary side we are putting meat on the bones working to their proposed solution that first the president has to sit down with speaker mccarthy. often negotiates in good faith of the president does the same. shannon: the "washington post" as a senior democrat had a conversation with white house chief of staff who may be leaving soon. he said no holds barred you have to make it look like we are the responsible ones and republicans are irresponsible

11:22 pm
>> he has deep regrets. especially coming out so forcefully saying that we will not find anything more and we are down done with only a handful of documents nothing to see. he has a treasure trove of documents and now the doj is finding all of it the biggest issue is the access piece. we know with the mar-a-lago raid the access was limited but it is in a certain office space we don't know who has access. that is the biggest question going forward. shannon: that opened up he says what have you done? but that democratic exasperation for squandering advantage on the mar-a-lago story and muddying what have been the best chance to convict on federal charges. >> now we know there were more
11:23 pm
documents because biden's personal attorneys divided on —- invited the department of justice in. there were six last night they are fully cooperating. the team says we are inviting them in that is in stark contrast to trump who repeatedly lied to the federal government saying he declassify them and they were his. we had no idea who had access at mar-a-lago because we know there were security concerns there of course i would talk about this on "fox news sunday" as a democrat but the distinction between how the team is handled inviting in doj and fully cooperating looking into whatever they can compared to the trump team which at every single turn really pushed back and allied to the fbi and the archives at the end of the day the distinction is fair. shannon: with that distinction of the reporting that there were conversations with the biden team and doj we will let
11:24 pm
you investigate. now we let you come in. so those conversations make people have the perception it's a different standard. >> you have private and personal lawyers to discover that cash. today have security clearance? we don't have full clarity yet. years ago i remember seeing dean martin walk out on stage saying how to all these people get in my room? that is joe biden every time. how did this document get here? you placed it there or someone near you did. we need to know why and how if you look at the biden center, the first discovery is particularly disturbing because they were mingled in amongst personal files. even in envelopes marked personal files. why? who put them there? when you overlay the timetable of the documents discovered and what was happening in joe
11:25 pm
biden's life, it doesn't want —- it does track with the iran nuclear deal the chinese natural gas deal in the hunter biden deal through the laptop. terms of quest on —- questions need exploration but i am not quite certain that we have discovered the last biden classified documents just yet. shannon: and they have said there isn't another discovery but then there was. >> try to get their hands on the documents you don't know exactly what. trying to get them to answer questions and they say they have heard crickets despite the public response in our officials are telling me they are still deciding how they want to respond to these request for communication. as far as president biden goes
11:26 pm
those documents we don't know how many back to the time and u.s. senate is at odds with the statement from the white house that he has handled the classified information in an appropriate manner and taking it seriously bringing scrutiny on that. shannon: now it is the white house strategy to say republicans are crazy and will crash the economy. the hill has the headline the gop risks overplays their hand pressing for big spending cuts there is a real chance to get overplay the and blame for cascading effects of the approach the scenario defaulting on obligations. >> there will be a negotiation. democrats thing we have a clean that ceiling but there is zero chance of that happening. i assume the senate will be a part of the discussion and
11:27 pm
it's not unprecedented i remember doing this with joe biden with the budget control act allow history and precedent but house republicans need to do what unites them to get to yes this is not a negotiable outcome it's as far down the road on the conservative side to get that conference together. >> they are playing the hardliners administration old do you think that departure will change with that non- negotiation negotiation? >> i don't think the strategy will change. republicans in congress not demanding any spending cuts they are demanding now. and generally when the democrats are in the white house but under president biden record unemployment and 11 million jobs created in
11:28 pm
small business applications have been put in and now contract that with republicans taking over cutting medicare and social security and get the credit rating downgraded i think the biden white house feels very confident if you take those two messages to the american people they come out on the winning and policy and economically and politically. >> i want to get your comment the supreme court is investigating for quite some time but we have no answers on who it is. >> and the question is why? the fbi should have been brought in. the investigator was the marshall of the court. they don't have the investigatory power to seize records and obligate some of those that many clerks have

already left in the tenure has ended and have done we didn't get testimony and records from some of them. i don't think we'll ever know who the leaker is that we should know the justices and families are very worried and the families have not stopped. >> they are at their homes on a weekly basis. up next returning to the end of row v wade but legal battles are continuing to sprawl all across the states in a debate over access to abortion. we sit down with pro-choice and pro-life movements here together in one of the most contentious issues. we will be right back.

shannon: in 1973 that supreme court ruled in row v wade the 1h

amendment that women had a right to abortion. backing one of the most hard-fought political and legal battles of the last half-c half-century. the last summer making a ruling the high court did overturn roe v wade but now it's just a new battle a new friends we will sit down with the most prominent advocates in both the pro-life and pro-choice movement to discuss the new paradigm the first advocacy on both sides seven months after the end of row v wade. with a party atmosphere outside of the supreme court on friday as demonstrators mark the 50th walk march for life. >> this is different we have overturned roe v wade with the mississippi dobbs case. >> starting in the seventies as a protest against roe v wade. this year a victory lap after celebrating the end of v wade.
11:34 pm
>> did you ever thank you would see the day to be the law of the land? >> there is always hope. but i think nobody could believe it. >> the culture is moving in our direction we are not the only ones. there are so many people here. >> even as the pro-life movement since overturn from the dobbs decision the legal rules are more unsettled. now the abortion question is up to date. >> those in the pro-life movement has worked for over 40 years. >> when dozen states band all abortions immediately many saying that they save lives. but many did the reverse passing laws to ensure women have greater abortion access
11:35 pm
voters also weighed in as midterms had a record number of questions and turning out in huge numbers rejecting a lot to ban access. >> and overwhelming majority believe a women's right to make private medical decisions should rest with her and not with politicians. >> fundraising for both sides exploded was state wide race is seen as critical as a judicial race is getting headlines because of the existing unenforced abortion ban from 1849 could reach the state's highest court. the biden administration wrapped up federal protection with the executive order preemptively pushing back on approving federal abortion medication are moving to the states where it is.
11:36 pm
the state supreme court struck down the six week abortion ban in january and pushing congress to push the original president and to law. >> patient codify row v wade once and for all. >> if the republicans get their way with the national then, the president has warned before the end of row v wade cost republicans politically. voter analysis in november found 62 percent favorite a national law guaranteeing access to abortion and 38 percent oppose. >> this was different with the us capital and supreme court organizers say the shifting focus of the legal battle at the high court from capitol hill. >> would also acknowledge a federal been may never happen
11:37 pm
but the pressure to help mothers and children after pregnancy that they have been doing that then ramped up at the end of row v wade. >> children will now come into the world that does not fit in their life or they are not prepared for. >> we have to step up our game with the whole adoption system in supporting women who are in these situations if they don't have the money or resources to have these children. we cannot tell the world we want women to have children in and not give them the resources. ceo and president of concerned women for america, thank you for coming. it is fair to say you are knighted in the dignity of women to care for them and a moment they may not have foreseen coming into their lives. thank you for the conversation. that this is something the white house finds alarming.
11:38 pm
but he said never before has the court taken away a right so fundamental to american across the nation at risk. so it says you're actually hurting women. >> remember the pro-life movement starting with susan b and the and elizabeth cady stanton that the revolution called it child murder and women like those saying that the abortion is the ultimate exploitation of women and now the pro-life women is led by those women in the country working to protect women and their children from the very beginning. marching to the capital and advocated the state capitals of those who were elected with
11:39 pm
the dignity of human life there are two people into lives at stake in this question. we want to love them though there was a poll that just came down that said 90 percent of people want to protect the babies and their mothers. people recognize this is a lie it was not settle because people knew in their hearts it was a baby at stake. now we have the state fights talking about the administration has taken steps has more access. that now this headline that retail pharmacies support major chains could offer abortion pills in the us under regulatory change made by the fda. available through the mail and no prohibition traveling across state lines was there a problem with access? >> yes. for sure there was even when it was on the books. but what we see now is
11:40 pm
millions and millions of americans particularly women waking up after roe v wade was overturned to the idea many are taken for granted that the decision is so fundamental and personal and life-changing to terminate a pregnancy or carry that two-term is now not their own decision that can be made by politicians and not be made by the person themselves with their family and doctor and their god biden said determined by the state legislature or their governors. that's why we have seen a wave of activism that kentucky and kansas where those ballot initiatives people say we want to ensure reproductive care access and make sure
11:41 pm
reproductive care including abortion is still available and it's up to them to decide to terminate a pregnancy. >> there were ballot initiatives and how people who voted on this i remember talking in 2016 when the president got into the primary. they were sure what he would be you call them the most pro-life president in history. then after the midterms did not go as well as expected he said it wasn't my fault that the republicans did not live up to the expectations but it was the abortion issue poorly handled by many republicans that lost large numbers of voters. so what is your argument that it hurt? >> the pro-life movement is grateful to the president he appointed three justices that work very hard to get confirmed.
11:42 pm
i even called him after the overturn to think him for that but to disagree what we saw happen was republicans live listening to the consultant class running away from the abortion issue only told to talk about inflation and joe biden and outspent 35 / one spending $391 million on ads to the $11 million. the other side is extreme then the other side that abortion should be legal all paid for by the taxpayer at any time or any reason. that is not the position of the american people. and we are happy to advocate for that position to go state-by-state and that's the next step in the next days. >> there are things happening in capitol hill and the national band before the house
11:43 pm
is voted on in control of the gop to vote on a resolution to condemn the tax and vitamin c violent pregnancy over more than 200 voted yes also a bill calling for medical care for a baby that survived in the attempted abortion. why vote no on those measures? >> i haven't seen the particulars of those bills so all activists who has been a threat subject of endangered to those who are trying to facilitate abortion care. the one piece of legislation i find interesting is the respect for marriage act that passed with bipartisan support. with the overturning of roe v wade other people's but was deeply indebted and constitutional policies of equality and liberty like the
11:44 pm
right to choose abortion including marriage equality for lgbtq americans and interracial couples those can be on the chopping block and that is why the legislation protects the marriage equality we have come to expect from our constitutional rights into law. we are seeing a great awakening that is the supreme court will not recognize the full spectrum that is supposed to be guaranteed with the congressional enactments like i just talked about so that we the people are coming back to say we need equal citizenship stature and as people who can make fundamental decisions about her own bodies and their own lives.
11:45 pm

11:50 pm
the new york democrats put biden on blast. so what does this say about the current presidents power and ability to call the shots. >> i married into a new hampshire family said to be very careful. [laughter] this is tricky. but democrats have realized for some time the primary calendar needs to better represent the country to be better diverse and better represent the electorate those in iowa we know the caucus was not run well for a number of reasons and there had to be changes i love the fact new hampshire voters are investing in the process early and they really get to ask some questions and what new hampshire to still be the front of the calendar it is in the state law to be first in the nation that south carolina better represents the full
11:51 pm
picture of the electorate. the new hampshire conversation is interesting. and with my in-laws i have to say they should always be first. [laughter] >> you can't do anything with the in-laws. keep the peace. [laughter] spirit the president is setting things up that was a turning point. that is what propelled him to the presidency but they don't want to go along yet. >> that you finish fifth that wasn't just that it was real bad and his performance in 2020 so i am not surprised they will try to reorder things nikki haley would like to lead the way that there is a rich history of new hampshire resistant right to the very end and was state law not much we can do. >> it feels like people trying to rig the game there is a first in the nation and new hampshire is it with retail
11:52 pm
politics and to demand a certain something from candidates and then they talk back. it is a great training ground. sorry but if biden feels he's not up to the task then he should not run for president if you can survive new hampshire then you can reach south carolina and the rest of the primaries changing the rules early because you like the way the game may play out. shannon: how many times have we all then to pizza kitchen in iowa? [laughter] if you have been to iowa you get it. now marie you are back. so now that meltdown and else the issue again america's ticketing industry remains painfully obvious hundreds of thousands of fans hoping to purchase tickets for the new
11:53 pm
tour. >> that's like amy klobuchar going by the teeth. it is bigger than taylor swift and ticket master is a monopoly i tried to get earthworks tickets for vegas but it has been long overdue for someone to have regulatory action and investigation is something americans care about they don't always pay attention to the debt ceiling which is important i wish they did but at the end of the day what drives you crazy? many will say ticketmaster. >> i don't even try to go to the initial marketplace for the ticket automatically are thrown to the secondary market. >> it only to taylor swift and democrats and republicans.
11:54 pm
[laughter] the white house says they don't see much more but the president can do on this issue but administration officials say they do expect additional action on junk fees that are the service fees that in this case you pay to go to an event like this that senator klobuchar is also looking into and what americans are paying attention to who thought we can find an airline worse than southwest? ticketmaster and live nation are merging. so the policing running the game in the front and the back of the house and that deserve scrutiny on both sides of the aisle ag agree. shannon: word this week alec baldwin will face involuntary manslaughter charges. he denied he pulled the
