something, i don't know but it is a ridiculous idea. >> todd: we are learning the number of kids under 18 committing homicides in the u.s. rose more than 30% in 2020. homicides committed by groups of minors increased 66%. >> carley: that is it the top prosecutor contributes that to the pandemic. during covid, without schools being a constant stabilizing structure for many of our kids that has helped lead to this rise in violent crimes. cory brooks and senior pastor at new beginnings church joins us now. pastor brooks, good morning to you. these statistics are stunning. somebody described this children killing children. why is this happening? >> well, we have a very alarming cramp it in on harnessed thing that is spreading throughout america. it is going to require some comprehensive approaches that include increase access to

mental health services, improved educational choices, and opportunities. we will have to ensure we have places where we have recreational activities so these kids can build positive relations. no doubt what we are experiencing not just in chicago but all across america, young people killing people and not having to be accountable for their actions. >> todd: you talk to these children. you evangelize to these children. how responsible are the lockdowns for causing or leaving it through the violence that we are seeing right now? >> i think the lockdowns have a lot to play in the situation. it was already being added to where kids don't have true american values, the value system in america is falling apart, families are falling apart, especially in our cities like we have in chicago in the neighbor hood where 80% of the

households -- so you have a family structure falling apart and societal issues on the rise. to add to that dynamic the lack of spiritual sensitivity and you will find an increase in violence every single time here that is what we are experiencing throughout the nation. >> carley: pastor brooks, in 2021, there was a situation that got a lot of attention. it was a teenager who got behind the wheel of a stolen car who was driving drunk. he ran over a mother pushing her baby in a stroller. down a street. this happened in los angeles. and to the mother's horror, she thankfully survived the attack but that teenager was only given a few months in a juvenile detention center as punishment. and the news here is that the teenager was just shot and killed himself. now the mother is saying if george gaskell would have done his job, this kid would be a life in jail. do you think there needs to be stricter punishment for people who need to commit crimes? >> we definitely have to figure out a way to provide the support they need to get on the right path. parents, schools, churches,

communities, we have to be encouraged to provide more credit system of support. we definitely have to make sure people stay accountable and responsible for their actions. we live in a nation where we cannot allow people to do certain things and get away with those crimes. when they do, it is like spreading like cancer from one city to the next in one community to the next. we definitely have the whole to my young people accountable but figure out measures with positie spaces to encourage them to be the best they can possibly be. to build positive relationships. >> todd: the devaluing of human life for all of society right now and it needs to stop because we can't go on. >> carley: strong structure and a number of killings killed by kids under 14 is the highest it has been in the last two decades. pastor brooks, you are fighting to change that. thank you for joining us this morning. >> thank you so very much. >> carley: turning to this, the military adding insult to injury for service members fired over the vaccine mandate because

and killed. >> todd: lauren. >> todd and carley, heartbroken over alleged rape of medicine brooks. the four suspects charge, 18-year-old from washington an unidentified 17-year-old charged with third-degree rape. washington's bond was set at $150,000. the other two men ages 28 and 18 charged with principle to the third degree rape. they cannot post about it on social media and placed on home confinement. according to the police, they had been drinking and left with the men in a car, two who allegedly raped and dropped her off in subdivision and she was struck by another car. the toxicology report showed a blood-alcohol level of .319, almost four times the legal limit. the charges say she could not have been able to consent. an attorney for two of the suspects are grueling brooks was drug but nonconsenting.

>> yeah, well, to put it plainly, it is a mess. it is an absolute mess and certainly a tragedy. my heart goes out to madison's family at this time. i have got to tell you, it is so convoluted and confusing. what we do know is the level of alcohol would put her in a position and just understand this, as reported, almost four times the legal limit. she was reaching almost .32. you start to get up and 2.31 area, you're talking about almost in a coma at that particular time. to suggest that she could actually consent to any kind of behavior, absolutely ludicrous. i can tell you what will happen and what has happened up to this point. they certainly perform some type of rape kit on her either at the hospital or personally when her remains were taken to the

coroner's office. and they will be collecting dna on this case. again, at the end of the day, i am a forensic scientist and i believe all of the answers will rest in science relative to this. and also, in a type of data that they have, particularly involving cctv outside of reggie's bar that has been common, where she ambulatory, nonambulatory? did they have to assist her in order to get her into this vehicle? and then, of course, you have four individuals involved in this. it will be interesting about this dynamic to see how they play off of one another's stories. one other complicated factor here is the fact that any time a trauma that she may have sustained as a result of this rape is going to be further convoluted by the fact that as pedestrian, she was struck by a vehicle. so, that will take a little bit

of unwinding as well. >> carley: two of these guys, they were charged with third degree rape, which means the police are saying that she was too drunk to consent to sex and the other two charged with being present during that action appeared low euros for two at the suspects a video of the night shows brooks was coherent. but she was intoxicated but still able to make decisions. it doesn't sound like this is going to be an open and shut case? what do you think? >> no, i don't think it would be necessarily, but again, that is a defense attorney saying that. if this goes to trial, they will have all matter experts to get on the stand and talk about this. here is one other interesting point. there is part of the log referred to as to but for clause. it is as a result of the actions of the individual takes had they not taken those actions, she

would not mount up in the state. allegedly what has happened is the sexual assault took place and essentially placed on the side of the road, kind of discarded and left there into state after having sustained sexual assault and being highly inebriated she was struck by a car. she had no ability to make any kind of judgment in that environment. so look for them to begin to talk about this idea of the "but for" clause. >> carley: these four individuals could they be charged with something more serious by dropping her off on the side of the road in such an intoxicated state? >> i certainly believe so. i think the door has been left open for these charges. i think louisiana first and second degree rape charges. we will see what happens with this case. outside of a couple of colleagues, we found it interesting they started out at this lowest level that they could hear generally it works out the other way and you kind of work down. but there is a scuttle going

around where they are talking about upgrading these charges. i will be interested to see how this plays out. this is very dynamic because you have four in this case. then you will have confusion in the timeline, what actually happened, and you will have these attorneys playing off of one another. >> todd: what about the bark? how culpable will the barbie and all of this? >> i mean, yeah, in this environment you have underage drinking antialcohol board has stepped in here there is one bar that has voluntarily surrendered their license. this is an area of boutin ridge where several establishments in that particular area where kids, you know, like any college town, they migrate to hang out and you know, it would seem that possibly that they haven't been keeping close watch over who is coming in and going out.

you might have had underage drinking going on. >> carley: absolutely five people involved and four under the age of 21. so the bar has been shut down as of mouth. there was another in case in florida with microsoft executive who was driving home with his young daughter. there was a tire in the middle-of-the-road. he gets out to move the tire, and shot dead. this happened in february of last year. the police say an arrest is imminent here or there will be a press conference on this case later today. what do you know about this microsoft executive named jared? >> i've been watching this now for a period of time. we have been waiting to find out because i think there will be a tremendous amount of forensic evidence that will come forward and just to remind this man by all accounts is a kind soul and was taking his child home, was returning from that. remember this is a blended family, dropping his child off

at his ex-wife's house. coming back, he had a 2-year-old strapped into the rear car seat back there. there is a one-way street, you know, you can only get one vehicle down. he is driving a volkswagen type of vehicle and they are in the roadway, this tired. not just a tire but a tire still on a rim. sitting in the middle-of-the-road and in military terms, they would refer to this as potentially a choke point. a point of ambush where the individual can't go any other way. there is a swampy area over here. and he's going to get out the move the car, move the tire out of the way so he can continue on. here is the horrible part. the little 2-year-old, she has reported to her mother that she heard boom, boom, boom and daddy went down. that is what happened. he was essentially executed in the middle-of-the-road. i think that in this particular case, you are going to find somebody laying in wait on either side of the road.

there might be footprints. with this tire, the tire can be tracked back to a particular type of vehicle. a worn tire and pictures on the internet everywhere. it will fit a specific type of vehicle with specific wear patterns. here is something else, if you take a closer look at the image of the tire and around, it looks like rake dust. there is a high probability they can get a print off of that not to mention multiple casings at the scene where he was shot. there is ballistic tiebacks. this is one of the saddest cases i've heard of in some time in law enforcement. >> carley: sources tell fox news, his ex-wife remains a suspect. she moved from florida to west richland and washington state. so across the country. just do mike joseph scott morgan, thank you for joining us. >> thank you for having me. >> carley: a smuggler pleading agents on dangerous chase with
