jacqui heinrich. griff: it's great to be with you, i'm griff jenkins. the balloon sighting dashing an attempt by the biden administration to ease u.s.-china tensions, with antony blinken calling off his trip to beijing. and we have coverage in london alexandria hoff in washington and let's start off. >> earlier some say the chinese balloon should have been shot down when this first crossed over alaska. >> we could have shot it down over open water, over dense, sparse parts of alaska and should it shot it down then. it leads me to believe that possibly a political decision was made by the white house not to do so for fear of interrupting the relationship with china. that's troubling if that it indeed the case. >> here at the white house, president biden only wanted to
9:02 am
talk about the strong jobs report not that chinese sp, whe will you remove the balloon? when and how will you remove the balloon, mr. president? >> the chinese spy balloon had been spotted over charlotte, north carolina a short time ago and flying high over montana, one of the air forces three bases minuteman nuclear missile silos, the same kind of silos that the chinese are building, a stock pile that is expected to double over the next decade. the latest espionage between the nations, and a month ago, that a china plane came close to a plane flying here. and that they stole an underwater drone from the u.s. navy and 2001 u.s. navy ep-3 collided with a chinese fighting jet causing the american plane to go down and
9:03 am
the crew held for 11 days. asked how long the balloon would be over the u.s., they were vague. >> right now we'll monitor it and right now assess that it will be over the united states for a few days. >> that means that the spy balloon could be over the united states when the president gives his state of the union address. griff: thank you. jacqui: and chinese officials remain adamant that it entered u.s. air space by accident this as antony blinken called off his trip to beijing this weekend. ryan chillcoate joins us with more on the efforts, hey, ryan. >> yeah, hi, jacqui. well, chinese officials say the united states hasn't canceled secretary blinken's visit because neither side had formally announced the visit in the first place, effectively arguing you can't cancel something that isn't officially
9:04 am
on. the chinese foreign ministry putting out a state, in actuality the u.s. and china have never announced any visit. the u.s. making any such announcement is their own business and we respect that. china also asked the u.s. to respect it and not smear the country and china and the first reaction said it regretted that the balloon has unintentionally entered u.s. air space and china claimed that they could not control where it goes and that it's for weather research not for spying. blinken would have been arriving in beijing tomorrow. the first high level meeting since china's president xi and president biden sat down in november, agreed on blinken's visit and promised to avoid conflict, but outside of the official communications from china, you can also hear a lot of chinese experts saying that again, while claiming that again, the balloon isn't for spying and american

surveillance of china is much shall much more aggressive and no official comment from chinese officials on the second balloon sight in latin america. jacqui: china claiming there was not going to be a blinken visit is something. he was suppose today leave last night. all right, ryan, thanks so much. griff: all right, jacqui. reaction coming from from both side of the aisle and the biden administration's response to the chinese balloon. >> yeah, republicans have long been adamant that the administration needs to show strength when it comes to our borders both by land and by air. democrats now expressing concern as well given the already tense relationship with china. senator jon tester, a democrat from montana released this statement, we're waiting for real answers on how this happened and what steps the administration took to protect our country and i will hold everyone accountable until i get them. i will always defend montana and our national security from

hostile adversaries like china. and a republican voiced frustration today over the lack of information shared with officials in the state as the chinese surveillance tool lingered above. >> we knew nothing about this until this slow moving balloon was hundreds of miles into the state and already had flown over military installations and it was over our most populous city in the state. honestly, if this had been up to montanans we would have taken it out of the air the moment it came into our sovereign air face. >> the governor added he understands the president' concern over ground injuries, but nothing doing is as well. james comer put it bluntly. >> unless china is working with the biden administration to help find some of the missing documents scattered all over the united states, then this is unacceptable and this should not be allowed and again, another sign of weakness on the international stage by our
9:07 am
commander-in-chief. >> next week, the biden administration will provide the gang of eight, a group of congressional leaders from both parties, an intelligence briefing on the matter. griff: alexandria hoff love live for us in washington, thank you. jacqui: next let's bring in house member from kentucky andy barr as we try to show the latest on the balloon that it just transited north carolina, griff, is that right. griff: the images are over north carolina. jacqui: you can see there's a plane making its way across the screen. this is just a short while ago and we're working to get a live video of this balloon to keep an eye on it as we interview the congressman. congressman barr is a member of the house foreign affairs and also financial services committees and big focus on the new select committee on china. congressman, thank you so much for joining us on this saturday. appreciate your time. >> good to be with you, jacqui.
9:08 am
>> so this surveillance balloon really shows that china is not just a threat to taiwan, to east asia, but this is, you know, we've been calling it a form of aggression from the pentagon, from the state department, and we haven't heard a lot from the white house, but what does this spy balloon tell you about the nature of the u.s. relationships with china at this stage? >> well, jacqui, it's a real brazen violation of not only u.s. sovereignty, but international law. article one of the convention of civil air space is very clear, that incursion of this nature is a violation of international law. i don't buy it when the chinese communist party puts out their pop propaganda and say this is a civilian meteorology aircraft that was mistakenly led off course. this is the type of aircraft
9:09 am
and balloon that would use spy technology. at biden administration admits that's what this is, a spy balloon, but i don't believe the biden administration when they put out this defense that they didn't intercept the balloon, they didn't shoot it down when they could over the elution islands over the open water when it initially violated alaskan air space. they say that their intelligence collection capability is not any better than a low orbit satellite. that's just not credible. 12 kilometers versus 1,200 kilometers is a big difference in terms of that kind of a platform being able to collect better, higher resolution intelligence, especially when you consider that this balloon and the flight path was over very sensitive, fixed national security sites like a nuclear weapons facility in montana.
9:10 am
so, to allow this spy satellite to continue its path across the continental united states is unacceptable. >> china's whole song and dance about this being a weather balloon is about as believable as their claim that there was never a blinken trip scheduled. we know that that's not true either. but you know, let's accept for a moment the premise that it would have been too dangerous to shoot it down while it's over land. there's still an opportunity, i suppose, for the biden administration to shoot it down after it's over open water, but can you think of any reason that we would choose not to do that, perhaps that it would allow us to send sort of a mission over china without retaliation from that side? >> you know, the chinese intercepted u.s. aircraft and took that aircraft apart and gained intelligence when they captured our aircraft. we need to do the same. if we don't have the capability of intercepting it and looking at the instrumentation and technology on this balloon, i
9:11 am
want -- i want to know why we don't have that capability, especially when the administration, the defense department says that well, this is somewhat routine that these things happen. well, we should have been better prepared in that instance. i also want to explore next week when we get back to washington about the motives here. it is interesting that this happened corresponding to blinken's planned visit to beijing. this was, i think, potentially an effort to embarrass the biden administration and so what blinken should be doing, in addition to canceling his trip to beijing, which of course, i agree with, but he should be scheduling an immediate meeting with the quad, with australia, india and japan and also, our canadian allies, which obviously also were subject to this breach of sovereignty. i think that's what blinken should be doing right now instead of just scratching his head and questioning what we're
9:12 am
going to do about this balloon right now. jacqui: you know, the president said his first comments on this balloon this morning, effectively saying we're going to take care of it. actually it wasn't in response to a question about the balloon specifically, it was a question about china, we assume he was saying we are going to take care of the balloon, but you know, yesterday he gave remarks at dnc event and he brought up his relationship with chinese president xi jinping and didn't mention the balloon. i want to play a sound bite from what he said and get your reaction. >> mr. president, when and how will you remove the balloon? when and how will you remove the balloon, mr. president? >> what about the balloon, sir? >> so, that was not the right sound bite, congressman, we were-- i was referring to was yesterday he talked about what he often talks about which was flying, i think, 70,000 miles
9:13 am
with the chinese president talking about how they have a great working relationship. was that an appropriate comment while we've got a chinese spy balloon over american soil and he had not to that moment said anything else on the topic? >> not at all. it's embarrassing. he's once again projecting weakness and weakness invites aggression. we saw that in ukraine. we need to recognize that weakness will invite aggression with taiwan and even over our own air space. look, this select committee on china is timely, it's needed more than ever before and it need to be bipartisan. this should not be a political issue, it should be a bipartisan issue, but you've got to think, if this happened, if it was a russian spy balloon over the united states in 2018, president trump would have been impeached over this. we need to come together as a country and confront this in a bipartisan way, but what we need from our president, whether it's a republican or a democrat, is strength. we need deterrents, and this
9:14 am
spy boon balloon should have been intercepted over international waters and never should have been allowed to encroach over u.s. or canadian air space. jacqui: thank you for your time and we'll ask your colleague from the committee the question posed about needing a bipartisan response. appreciate you being on with us, sir. >> thank you. jacqui: griff. griff: jacqui, joining us now from the other side aisle, member of the house financial services from massachusetts, transportation jake auchincloss and serves on the committee. thank you for taking time and we're obviously watching this spy balloon floating. we have our most recent pictures, as you can see from north carolina. we believe it's moved from there and we're working to get up a live shot from south carolina where we have cameras. we're not sure exactly where it's going.
9:15 am
it's been 24 hours since the pentagon told us where exactly it is. we're following that, but congressman, let me ask you, because and barr is a colleague of yours on the new chinese committee and talking bipartisan. what are your thoughts as we watch this and track this balloon? >> first and foremost, the chinese communist party should not be allowed to enter u.s. air space, to break international law and certainly to surveil sensitive sites and there needs to be accountability for that and a proportionate response. i agree with representative barr that we need a sound strategy for competing with the chinese communist party in the 21st century that rises above partisan politics, that's why i am excited as one of the youngest members of congress, as a veteran, to be on this select committee on china so i can work with democrats and republicans to ensure that we outcompete the chinese communist party and protect both american interests and
9:16 am
project american values. griff: as a combat veteran, congressman, you can appreciate this question, we were told obviously by the pentagon they didn't shoot it down over montana because of the potential debris field which could have been hundreds of miles in and the danger it could pose. if the balloon tracks in the coming hours over water they may have a shot that reduces casualties and collateral damage. thud she take it if they have it? >> every mission from when you're a second lieutenant all the way up to when you're chairman of the joint chiefs is going to have an operational risk matrix, look at force protection versus the objective of the mission and try to balance those two prerogatives. and that seems to be what the pentagon is doing right now. they're looking at the imperative to protect civilians on the ground, but also of course, the necessity of defending u.s. air space and preventing any surveillance by the chinese communist party. i see no reason not to have
9:17 am
confidence to date that the pentagon is going to take action as appropriate to resolve this situation. griff: is bringing it down at some point appropriate? >> provided that we can ensure that there's not going to be any civilian fatalities or any force protection issues, it's certainly within the rights of the united states to do that. i'm not going to peer over their shoulder while they're in real-time, in real-time decision making mode. congress's role is oversight and every mission that the military does is going to have an after action and congress is going to be a part of that for sure, but i know that you know when i was out on patrol as a lieutenant or a captain, the last thing you want is your decisions second guessed in real-time. so until we are or unless they give us any reason not to have confidence in their actions, i think they're doing the right thing. griff: and let's talk about the committee, you're one of the leaders now on this new select china committee. what does this incident now mean for that?
9:18 am
can we expect hearings? what do you want to know? >> it underscores the dysfunctionality of the relationship between the two largest, most powerful nations in the world and we need to carve out a sophisticated sound strategy going forward. there are areas we are going to have to manage conflict, the south china seas and the taiwan straits with the intrusion of air space, areas we'll want to compete, investments in latin america and southeast asia and where we may need to cooperate with climate action and global health. and a nation 1.4 billion people, it's going to require nuance and thoughtfulness. i'm optimistic that this committee is up to the task. griff: and as we are showing our viewers pictures, this is from earlier, you're seeing on your screen next to congressman auchincloss, but the picture now that's up is our live camera in myrtle beach. the balloon has not entered there, according to our team on
9:19 am
the ground there, but we believe there is a chance we could do it. congressman, i want to ask you a little bit as we wait to see if it's going to go over there, it's been, as i mentioned 24 hours since the pentagon gave us an update. do the american people deserve a little more transparency in knowing where in balloon is? >> yeah, i think when a foreign actor has aircraft over the united states air space, the american people always deserve transparency and accountability and the biden administration to date has delivered a proportionate response and i expect them to continue to communicate with the american people. i'd point out here that the actor that looks weak and incompetent is actually the chinese communist party. the first rule of covert surveillance is don't get caught and secondly can't control this thing and looking like they've got their hands up in the air, we don't know what to do next.
9:20 am
this is a deeply by the communist chinese party. griff: are they potentially testing us to see what our response might be? >> i'm not going to try to get inside the head of the pollit bureau right now. what i say the united states always needs to respond with strength as we have seen with president trump's disastrous appeasement of vladimir putin it only invites aggression and when president biden has stood up to vladimir putin in ukraine, we can rally the west and east asian allies and underscore the strength of american values and american power. griff: congressman jake auchincloss, thank you for your time as we continue to monitor this. we appreciate it. thank you much. jacqui. jacqui: millions of americans are waking up to frigid temperatures this morning with wind chills in the northeast dropping well below zero. we're live in a very chilly
