let's go the white house on the breaking news. lucas tomlinson, i understand you have new reporting the share. lucas: that's right, senior official confirms that the u.s. government is weighing options on how to shoot down this chinese spy balloon when it crosses the atlantic, safely off the coast of the united states. now earlier in syracuse president biden was asked to do on the balloon and he said all options are on the table and this is what he said exactly. >> the chinese balloon -- >> we will take care of it. lucas: this morning former defense secretary chuck served under barack obama said this balloon should be brought down gently to exploit it. >> we don't know what the pentagon is going to do and what the president will ultimately decide and once it gets out over open waters i'd be surprised if we would allow this balloon just to float back to china.

lucas: both countries spawn each other, of course, just over a month ago the pentagon says fighter jet came to american spy plane flying over south china sea. back in 2016 the u.s. accused china of stealing underwater drone from u.s. navy while at sea and later returned in a box many many pieces. in 2001 ep spy plane collapsed causing making emergency landing on chinese island. the american crew held for 11 days. former secretary mark esper this should be brought down gently and information taken gently. >> we could capture the equipment, do forensics on it and understand what the capabilities of the instrumentation was and whether they were looking for intercepting signals. barring that, i would shoot it down. partly again to send a message

to china. lucas: appears the administration is listening once again, senior u.s. official confirms to fox news that the white house is weighing a decision to shoot down this chinese spy balloon when it crosses the atlantic in a safely off-shore. of course, there's another spy balloon off latin america and some people are they don't have tracker like santa claus. >> i know that you're well sourced at the pentagon, if you can explain, we heard from the biden administration that they took steps to ensure that steps made its way across the u.s. that they limited its intelligence gathering capabilities. does that mean that they basically scrambled communications, tell us what you know. lucas: the chinese spy balloon was first spotted over montana, of course, that's home to air force base, 3 bases the united states where the u.s. keeps intercontinental ballistic missiles, silos, the chinese building out nuclear missile silos at home so the chinese spy

surveillance balloon, whatever you want to call it was no doubt looking at the silos trying to take what it can. messages that are transmitted via satellite, satellite transmission that are not supposed to be operated, of course, over the united states and the fact that the chinese sent a balloon crossed u.s. air space many wonder why wasn't it shot down over alaska when it cross islands in sovereign u.s. territory. no doubt that the pentagon doing all it can to make jamming signals, of course, making sure nothing is out particularly nuclear bases in terms of silos, all that kind of things. jacqui: hopefully we will hear more from the president if they do, indeed, take the balloon out by the time it reaches open ocean. he's only said a couple words on it so far and dodged a lot of questions. so we are glad to have you at the white house ready in case anything happens, thanks, lucas. griff: great reporting by lucas there. meanwhile secretary of state antony blinken calling out plan to beijing this weekend amid the

fallout from the chinese balloon. chinese officials are maintaining that the balloon is a civilian aircraft that entered the u.s. air space accidentally if you can believe that. ryan is tracking the latest in china's effort to limit diplomatic efforts. hi, ryan. reporter: hi, griff, chinese officials said they have not canceled secretary blinken's visit because neither side announced the visit in the first place. you can't cancel something that isn't officially on. the foreign ministry issued statement today, in actuality the u.s. and china have never announced any visit. the u.s. making any such announcement is their own business and we respect that. china also asked the u.s. to respect it and not to smear the country, you'll recall china and first reaction to the balloon incident said it regretted that the balloon had unintentionally

entered u.s. air space. china also repeated their claim today that they cannot control where the balloon goes and that it is for weather research, not for spying. secretary blinken was set to arrive in beijing tomorrow. the first high-level meeting since chinese president xi and president biden sat in november and agreed on visit and promise today avoid conflict. outside of official communications you can see chinese experts saying claiming the balloon isn't for spying, american surveillance of china is much more aggressive and finally, griff, no word, no official comment yet from china, no reaction regarding that second balloon sighting in latin america, griff. griff: all right, ryan, covering it for us live, thank you. jacqui. jacqui: reactions from lawmakers on both sides of the aisle on capitol hill as pressure mounts for a stronger u.s. response to this chinese spy balloon. alexandria hoff with the latest

combat veteran saying that he didn't want to speak in realtime but i think really right now there are a lot of americans that believe you say china is on their heels that this is an embarrassment for our country that we even allowed this in our air space to begin with, matt. matt: well, if you could see the balloon with the naked eye, i don't think they ever thought we wouldn't see it. this is a stick in the eye that the chinese want today see what the biden administration was to the response to the balloon and so far the keystone cops. we don't know again when we knew about the balloon. sounds like it was tuesday and the american people didn't hear about it until thursday. secretary blinken up until thursday was still going to china on this trip that is confirmed, not confirmed, it's hard to tell, you know, when you talk to both countries but when did they know it was here, why they didn't tell us it was here

and why didn't they do something when they had the ability to do it over the pacific. griff: matt, you raised such a great point as we look live exclusively, fox news showing you spy chinese spy balloon over surf side beach, south carolina as we await whether or not the administration will take it down from the skies and, tim, to matt's point about we don't really know when the pentagon and the administration knew it was coming into air space and shouldn't we have taken it down before it got to u.s. air space? >> we know that president biden got a briefing and i'm not at the pentagon. we are not military experts. that's a decision that pentagon officials as they monitor the decision are making. griff: hold the thought, if they knew about it and they knew what it would do in terms of loitering at will across the entirety of the continental united states looking at our

most prized nuclear and icb installations in montana and who knows what else, if they knew about it, biden was briefed about it and they made a political decision, political decision not to down it then. has that been a mistake? >> i don't know how that would be a political decision. i think we have leverage against china right now because they have created the international incident. they are on their back heels. for shooting it down that's a complicated military calculation. it's about whether or not threat militarily to us, civilian aircraft, enhanced intelligence gathering and to have people like the former president's son jr. say shoot it down over montana, it's irresponsible. we have to trust the experts who in the military to make this decision for us and to give advice on how the make the decision and, you know that is what is happening right now. griff: fair point. hundreds of miles could endanger lots of americans and as we

continue to watch it, it's really quite a moment, matt, because we are waiting to see whether or not we are going to all of a sudden see it be taken down. we don't know, as you point out, tim, there's been some transparency although the pentagon hasn't given us official update since yesterday when they told americans to look up into the sky. is this -- are we watching a moment, matt, right now that is defining moment of this administration? >> in some ways it does feel like the iran hostage crisis to me. the administration had a chance to show some strength. the administration seems to be all over the map. i will give you an example, there's no safety problems with the balloon except if we shoot it down then all of a sudden we will have a debris field. what if it blew up in midair, we don't know what's going on occupy there. is it safe or not safe, which it? they are trying to have it both

ways since day one. the american people are saying what the heck is going on here. by the way, the world is looking at this afghans, after several other missteps and saying, is america what it used to be. griff: to that point that matt raises, tim, there's clearly going to need to be some consequences beyond just simply pulling the -- the secretary of state blinken's visit for violating our sovereignty, flying into our air space across entirety of the u.s., what should the consequences be? >> i want to tart by saying this is not the iran hostage situation. politically i think going into november, the number of people who will remember this situation as they pull the lever for either the president or someone else is rounded to an absolute number as probably zero. this is a tense situation. this is something that we have to take seriously. what i'm saying this is a

situation that's developing. we are seeing what the administration's decision is going to be. griff: as we watch now to see if we take it out of the sky. >> we might take it out of the sky but that's the decision we are waiting to see. griff: you say no one is going to remember when they pull the lever in more than a year and a half, yet at the same time people have been looking into the sky and there is -- listen, we've talked a little bit about the fact that we know china spies on us on tiktok and the -- >> and we do the same to them. griff: we do the same to them. there's a chinese giant white spy balloon looking at us from coast to coast across this great land, the most powerful nation in the country and part-time wonder why it should be allowed to look at us and do whatever, we don't know what it's doing? >> it has flown from alaska to myrtle beach, south carolina as you said crossed the entire

country. by the way we've been told that they can move this balloon in some way, shape or form when they found -- when we found out. why didn't they turn it out. they clearly want today fly this thing across the entire country which they have now done, we have no idea when we started jamming the communications back to china. like i said, earlier, there are so many questions that are going to need to be asked but to your point also, what are we going to do in response, is canceling the secretary of state going over there enough, i don't think so. what is the response of the administration? >> i have a question for tim, it's jacqui heinrich in the other side of the studio. my question is about what the biden administration is or is not saying in response to lies that we are hearing from china. we have song and dance that it's a weather balloon. the pentagon is saying it's not. we had china today trying to claim that there was no blinken trip scheduled and this was all just a fantasy. we had fox news crews who got

visas approved from china to accompany the secretary of state and is it time for the white house to start setting story straight and pointing some of these lines from the chinese into context and push back on the information that they are putting out there? >> to an extent i think that they have. i think one of the things that the pentagon is considering right now is that they don't want to escalate tensions. i truly believe that this is a situation that is embarrassing for china that it puts them on their back heel, that this is not something that they wanted to happen. you don't fly a surveillance mechanism over a country trying to get caught. and the reality is, it is a mutual situation. the united states has surveillance technology in china. this is embarrassing for china. i think the reality is we are going to see this develop more

fully. we are going to see more from secretary blinken. there will be a meeting that will happen at some point and i think in that meeting china is going to be on their back heels. jacqui: but to your point couldn't you say it's embarrassing to the u.s. china would not fly a balloon that we can see from the ground up with our neighborhood -- naked eye in they didn't want us to see it, aren't they measuring what the u.s. does in response and doesn't do as a way to embarrass this president? >> i don't think so. i think what is embarrassing for them is they got caught. what is potentially dangerous for us if we shoot down a balloon that spreads debris and i understand up hurting civilian which the former president's son don trump, jr. which said something to do. some members of congress have said. there's a lot of speculation. you hear james comer, maybe there are bio weapons, you don't know that, don't shoot it down until we know what we need to

explaining, they have done ground stop, live picture above surf side beach, south carolina, geographically, just south of myrtle beach, north of charleston. what are your thoughts? it appears they met get a chance to take the shot, should they take it? >> they should have taken it a long time ago. first of all, when you shoot a balloon like this, it doesn't fall out of the sky. it takes time for the balloon to actually deflate and who knows how long it's going to take to drift before they actually can get it on the ground if they really do intend to take the shot and at that altitude f22, get a lot of rounds to get it to deflate. if it goes too far you won't be able to recover which is the sensor package, the sensor package is the size of a school bus, it's massive and it's been collecting data as it is

transiting the united states of america. this is a little bit late to decide to go take a shot and they are reacting probably to public outrage both republican and democrat as well that they need to take a shot at it. it's already past information to china. it's past over the missile fields that you see up in the northwest and whiteland air force base where our b2's are. i just talked to someone a while ago. they got satellite coverage, it's 22 times the analysis of a satellite. it can look at your watch and tell what time it is. by taking this time to shoot it down and try to get to the sensor package, poor move by the administration. they either didn't want to offend china and they were very cautious.

the fact that the reports that general milley didn't want to take the cost and austin. jacqui: general, there's faa stop in charleston, does that tell you it's going to happen in the very near future? >> the signal is yes. that's clearly what is designed. for a ground stop to occur for security reasons, that doesn't mean the balloon is going to transit overhead. they are probably going to take a shot at it. my concern is these things don't fall out of the sky. when you talk a debris field as large as it is, we have done this before in shooting down weather balloons, it takes forever to deflate. it doesn't deflate like a hilium balloon. we know the balloon was higher than commercial air traffic,

correct, this would indicate there's other action coming. >> you said it right there. commercial aircraft doesn't fly that high. it's transiting at 60,000 feet. it's a little bit late to be taken the shot. i'm sure they will beat their chest, we have taken it down and land in the atlantic, we haven't covered the censor package. i would have love today have seen happen, we give the secretary blinken, goes over and gives it back to president xi, thank you very much. very close to act of war. griff: general, we have been monitoring exclusive live shot high above surf side beach. we saw the smoke trails of a plane passing over. we know there's a ground stop. we don't know what the plane was and doesn't appear that it took

a shot at this balloon but we have now for better part of 24 hours looking into the sky general because that's what the spokesman told us to do when became known to the nation when we had balloon traversing recovering who knows what data. what are your thoughts when it comes to learning when the administration even knew about it, do you think they knew well in advance and do you think they were taken by surprise and are you surprised that it wasn't taken down the moment it become a threat to our air sovereignty? >> yeah, griff, my experience being in the white house what would have happened is this incident would have been brought to the national security council and chief of staff of security council would have gone to the president and brought in the

principals, secretary of defense, chairman of joint chiefs, secretary of the state and would have discussed, this is the way it would have been done in the trump administration and you make the hard decision early on and one thing i loved about president trump, trump would have made the decision right now and go with it and my concern what they did, they talked about it, it's slow-moving device, let's think about it and they had all the negative options presented. they should have made immediate decision, the decision to take the balloon now and if we know what kind of balloon it is, a spy balloon and transit over critical sites, 3 missile wings we have in the united states, over 400 missile sites that we have and goes to second member which is b2 bombers fleet. i can't believe the poor decision making that was done. let's be candid about it. this is something that took a real long delay, not like this thing is moving fast. it's moving like a fast jogger. the other thing that -- >> griff: hold the thought. we have to take a break as we

coast of south carolina, north carolina and virginia. no shortage of fire power, f22 that flies and other fast-movers, f18, hornet jets, shaw air force base out of south carolina, f16's there. if you need jets to shoot down the spy balloon this would be the perfect place and over surf side, south carolina where it might possibly be over the ocean right now, you mentioned the ground stop from the faa. if you are going to shoot it down, this would be a good place to do it. jacqui: lucas, what have you learned about how quickly this might actually transpire? lucas: you have fighter jets patrolling, doing combat air patrols right now that are going in position, officials tell me if you want today bring down the spy balloon, the probably best way to do with 20-millimeter cannon on board and f22 and other fighter jets carry this. poke some holes and let it go down into the ocean gently.

the u.s. military would love to recover the spy satellite, spy balloon and be able to recover and exploit the material. any information that it transmitted from the spy balloon that's already been transmitted in realtime certainly floating over key u.s. military bases including silos in montana and other states as well. i heard kellogg b2 in missouri. certainly you would not want to destroy the whole thing a mid air. you don't want to cause a giant debris field but certainly brought down gently by poking holes in it with 20-millimeter cannon you would have the thing land in the ocean and exploit it. griff: lucas, as we are continuing to look live at that balloon wondering what its fate will be, you mentioned general kellogg, he's with us in studio and i'm going open this conversation to all four of us as we watch this moment and general, you heard lucas talk about the options, no shortage of fire power but you were speaking a little bit earlier about the need to recover the

sensor package after they take it down. just taking it down isn't going to achieve the most valued objective. >> yeah, griff, to me the reason it's important to get the sensor package. it's a massive package. the package that we know underneath the balloon is the size of a school bus. that's huge. we don't know what's inside the package. but i wished we could have recovered it earlier. and, griff, the problem the information has been transmitted. shoot down the balloon, thank you very much, we recovered the sensor if you can but all of the information is back within china and that's the biggest mistake we've made. now we are going to see the administration say, well, we took care of this, we shot down the balloon. this is truly the horse has left the barn and they are going to find out that if they can get the information what kind of sensor it is. the reason i like to get the sensor and get it and exploit it obviously and see what kind of sensor is on board it and give

it to secretary blinken and have him give it back to president xi, here it is, by the way, this is the last time we will let any type of surveillance balloon from china come over the united states of america. tell them quite clearly, if it's not an act of war, it's at least act of aggression. griff: hand deliver it? >> yes, i would do that. jacqui: lucas, where is the president right now and can we expect to hear from him after this is all finished? lucas: jacqui, the president landed in syracuse, personal matter. he will later be returning to camp david certainly no shortage of communications equipment. you can run a war from camp david let alone shooting down a spy balloon from camp david. so the president when he spoke earlier seemed very confident, jacqui, wouldn't you say when he said we will take care of it. he sounded like he was very sure and issue an order. the president of the united states can issue orders wherever he is. he has a team from the u.s. military around him at all times. griff: lucas, i want to bring

you in because of your background with military assets, you were talking about if you have any questions for general kellogg. lucas: general kellogg, you certainly don't have no shortage of jets, shaw air force base, langley where f22's are based, combat air patrols around the balloon and certainly have the ability to bring it down. would you say the best way to do is with 20-millimeter cannon, let it guide down gently and normally have u.s. military, navy warships in the operating area be able to go down and scoop it up. >> makes sense to me. if you are going to use aircraft use 20-millimeter cannon. it's not going to come down rapidly. it's going to take time to come down. we had experiences where the navy tried to shoot down a weather balloon and takes a lot of rounds inside the balloon to get it to drift and finally get to the ground. we don't know where it's going to end up at. if it goes to continental shelf,

then the depth of it is really quite large and takes a while to go get it. that's the reason we would have done it over the ground. it's not going to have a 100-mile debris field. just bring the darn thing down. again, i'm being repeating myself, they should have done this a long time ago. it's already the information back in china. it's the wrong place for it to be and we slow. my concern is this administration repeatedly does it, they are slow in the uptick, i don't care if it's giving armaments to ukraine or shooting down a spy balloon, it always seems there's a daylight and dollar short. jacqui: general, you were saying something that interest me during the break that would indicate that this is certainly not just a weather balloon that blew off course but they have an ability to move it which would tell you that someone is driving the train here. >> this balloon has maneuver ability to it. it's subtle but you can do it. vent or motors or whatever it

takes. but this thing is being driven. it's not going strictly by the drift of the air. you see that the loiter time sometimes slower and sometimes faster, how it is traveling and clear it is being directed to some part. i've had some discussions with some pretty senior people and they've said this is spy balloon is a very sophisticated balloon and ability to drive it, push it where you want it to go subtly but think about it this way, jacqui, you are looking out at one-story building and then 50-story building, that's what i mean by slant ranges, how far you can long, you can look a long distance using the optics probably that's on board the sensor package out there. so this thing is like a vacuum cleaner, it's been scooping up information from critical sites. jacqui: do we know the balloon over latin america is the same kind of balloon, has the same maneuver ability to our

you see moisture from last evening pushing off but back behind this, high pressure, dryer conditions an and we arent seeing cloud covers. you start to think of upper-level winds and how would that drive a balloon like this, as it moves back to the southeast, red colors, 30 to 40 miles an hour. we are focusing now on the carolinas and as the balloon gets in upper level winds across the area slowing down. you start to turn to purple or lighter color, winds 20 to 30 miles an hour. as you move out over the ocean, unless it's being steered in some other way as far as the upper level winds go, this is only going to be slowing down as it moves out the coast and otherwise completely clear conditions so folks who are looking at this there isn't going to be any sort of problem with visibility, griff. griff: adam klotz live in the weather center for us. adam, thank you and if we just take a look just as adam said

jacqui: we are looking at live images of the chinese spy balloon over surf side beach, south carolina and i'm onset with general keith kellogg and looking at our phones at military aircraft in the area that would indicate this thing get shout-out of the sky pretty soon. can you explain to us what we are seeing and what the audience should expect? >> orbiting 135, tanker, off the coast of south carolina between south carolina and north carolina. you don't a tanker in orbit unless you will have fighters that need to be retanked out there. this isn't floating out there. that's your tell. this is clear to me, okay, there's going to be on operation going there, you look at its track, you see the track at the

aircraft flying, 135, that's refueler that will refuel the jets. if it takes time to shoot it down, there is. if you want to know the indicator, it's right there. they will do something. there's a reason it's there. it's retanking fighters and give the fighters ability to either loiter over the area to take care of the balloon down or attack, hit it and bring back and hit it again. remember, i believe when you look at this balloon, when you hit it, it's not going to come down right away, it will deflate slowly. it may take multiple, this is a great tell. if you want to talk about indicators, this is it. griff: general, when we came back from break, we see jets, two aircraft pass somewhere in the vicinity. we don't know for sure that was military but it would be logical that it were because the faa ground stop due to national
