the balloon had been flying over the country and parts of canada for more than a week prompting secretary of state tony blinken to postpone a planned trip to beijing. welcome to fox news live, i'm miken manuel. the balloon was shot by f-22 fighter jet and raising questions about u.s.-china relations. we have fox team coverage with alexandria hoff, charles watson in surf side beach, south carolina and lucas tomlinson on the north lawn of the white house. lucas, let's start off with you. good afternoon. lucas: the u.s. navy dispatched 3 warships and salvage team to combwaters, records spread 7 miles and 47 feet of water. tom cotton say it is chinese spy balloon was a trial balloon for president biden. >> the president was paralyzed the entire week by a balloon. we should have shot the balloon down over the illusion islands. we should never have allowed to transit the entire continental united states.

that incident had not been previously reported until today the pentagon 3 other chinese balloons crossed into the u.s. during former president something former trump aide denied. here is john ratcliffe. >> that's not true. i can refute it. former secretary of defense mark esper refuted it yesterday, former secretary of state and cia mike pompeo has refuted it. but, maria, the american people can refute it themselves. lucas: florida congressman say it is pentagon told the office of spy balloons and one of them entered home state of florida which he says was never told about and wondering why it was also not shot down, mike. mike: still plenty of questions, lucas tomlinson starting us live on the north lawn.

china is calling the united states shooting down the spying aircraft an overreaction by the u.s. while many lawmakers remain critical of delayed action that allowed the balloon to travel across the country. alexandria hoff joins us live now with the details, excuse me, alex, good afternoon. alex: good afternoon, mike. yeah, china's foreign ministry trying to pas the takedown of surveillance balloon office as an attack on civilian air ship as they are calling it adding that china can make responses if necessary. senator rubio says that the biden administration played right into bide china's hand. >> they could send a balloon at 60,000 space over military facilities and we would be unable to stop it and ultimately when we shoot it down if we did they would argue look how they overreact to a weather balloon. alex: mike turner added that the white house should have been prepared for the ordeal rather than allowing the spy told to

maneuver high above mainland for 5 days. >> they seem not only to be unprepared but to even be waiting. where is the balloon going to go, what are they trying to do? that's not how you look at actions of an adversary. alex: joe wilson takes it a step further calling on the president and vice president to resign over the matter. senate majority leader chuck schumer, though, commended president biden's decision to take the balloon down over water while also condemning chinese president pi. democratic congressman cory booker emphasized diplomacy. >> this is an administration from its very beginning has been reaching out across the aisle and finding good ways to counter and check china''s aggressions, espionage. alex: led to secretary of state antony blinken postponing at high stakes diplomatic visit to china. those meetings were supposed to start today. mike: alexandria hoff in

washington, thanks very much. all eyes on surf side beach, south carolina with the suspected spy balloon push it is small coastal town into the national spotlight. charles watson live in the ground on myrtle beach. hello, charles. charles: hey, good afternoon, mike. myrtle beach, south carolina is a tourist town and when folks come they are expecting to have fun and expecting to have fun in many restaurants here. no one was expecting to have front row seats to a national defense operation playing out just a few miles off the carolina coast but that is what folks, this area beared witness to on saturday. military -- the u.s. military sending f22 fighter jet to bring the suspected chinese spy balloon down. it eventually hit the balloon with single missile before it came crashing down in the atlantic ocean. thousands of folks who live and vacation in the area got to see with own two eyes and quite the

spectacle and came out into the balconies an streets and snap pictures of what they were seeing out in the ocean. we spoke to a gentleman who lives out in the beach. this was an operation that he took different from others because he's a retired lieutenant colonel in the air force. he says, what he saw up in the sky was sort of like operations that he's used to -- that he's used to conducting on his own out from the ground. take a listen. >> i was right outside my house still in the street with my neighbors and we could see one jet lined up on the target and he accelerated it seemed like to me and when he straight at the target and i saw something come off the boot above tom of the jet and right at the target short after the balloon

exploded. charles: yeah, so u.s. officials say they want today make sure the suspected chinese spy balloon made it out to sea to avoid any casualties but did it really need to take days? that is the question that many want answer to including congressman russell frye who represents this area. >> there was a missile that was fired over myrtle beach yesterday to take this balloon out. you know, that's concerning on that front alone but to wait that long, why? what's shocking to me it wasn't until the media picked up on this i think in montana that the white house officials actually began addressing it. charles: yeah, and is u.s. officials said that they would send crews out there out into the water to try to collect some to have debris from that suspected chinese spy balloon. what you're looking at is our vantage point out into the water. we've seen big and small vessels

out there all morning long, what exactly they are doing, not clear just yet because it is foggy out so hard to see. we hope to get more information about what is happening out on the water and a little bit from that, mike. mike: charles watson, live in myrtle beach, south carolina, thank you very much. joining me now in studio is the managing director of beacon global strategies and former national security council special assistant to the president michael allen. welcome. >> thank you. mike: chairman from the select committee offered this today. >> letting a chinese surveillance balloon lazily drift over america is like seeing a robber in your front porch, inviting them in showing him where you keep your safe and your children keep at night and politely asking him to leave. mike: was the u.s. slow to

respond? >> they were, they should have shot it over alaska. to make matters worst, they celebrated once they shot it down over the atlantic ocean as if they just killed osama bin laden but the balloon had been able to complete its mission. it reminds me of the infamous russian spies hanson of the fbi and james of the cia, we didn't boost after we captured them after decades of spying. the hen house had already been ransacked by the fox. mike: what should be u.s. priorities as it relates to china? >> we ought to use this incident of china violating our sovereignty to remind the world that china is doing this across all of our allies. they violate taiwan's air space regularly, they've regularly upset the balance in asia by harassing other neighbors of theirs and we have to point out to everybody, listen, this is a serious competition with china and they are acting bracingly.

mike: we have pictures to show our audience to show the size the balloon was, basically the size of 3 buses. massive there. no surprise they don't want to bring it down over populated area but there were opportunities to bring it down over rural areas, right? >> there were. i think they probably could have done it over montana and elsewhere in the west but they certainly should have done it sooner and they might have even had a better opportunity to be able to get to some of the package that is there, the infrared, the camera, the microphones, the propulsion system, all of intelligence value there. i sure hope we are able to get them from the ocean where we might have been able to get them better had it been on land. mike: secretary of state blinken was supposed to go to beijing and canceled when this was such a huge ordeal. what should he do going forward in terms of relations with beijing? >> well, they were trying to put relations with beijing back into a more stable footing which in

and of itself is fine but i think we all need to remind people that we are in a strategic competition with them, china is competing with us very aggressively and so we need to make that clear to the rest of the world and not necessarily signal to everyone that we are back to some sort of business as usual with china. after all they, they break international trade rules and they also are violative of numerous laws here in the united states as it pertains to intellectual property theft and security and we have to stay with the campaign and tell people who the real china is. mike: what do you see between future flash points between u.s. and china? >> speaker mccarthy has indicated he wants to go to big tour of asia, inevitable that will include taiwan. that's another big flash point for relations with china. we just have to see how they react. last time they showed true

colors. they threatened to shoot down the speaker's planes. that's the type of outrageous behavior that we see constantly including with the balloon. >> you served in the national security counsel and on the hill for the house intelligence committee, we do expect classified briefings this week to let lawmakers know what the administration knew and when. >> absolutely, we need to figure out when our national infrastructure was able to detect the balloon, did it come back in atmosphere, what kind of communications packages were on it and were they able to intercept information military and the government and we need to get a lot of answers on why it was allow today transit the entire united states. that just doesn't seem right to have a dragnet sweep across the country with no real consequences from us. mike: michael allen thrilled to have your analysis today. thank you so much. let's take a look at live images

cuban national inside of this vehicle. the driver arrested and charged with human smuggling. more human something in el paso sector. take a look at images, border patrol near santa teresa new mexico going to mobile home park and finding 19 illegal immigrants being found smuggled inside. it's a stash house being operated by two venezuelan human smuggling drivers, typically what we see with the stash houses, cartels will hold migrants in stash houses as they try to figure out a way to get them deeper into the interi don't ever of the united states. we will take you to arizona. take a look at images, border patrol and tucson sector finding 7 illegal immigrants being under bails of hay and the driver a mexican national. while border patrol was searching the truck, the driver got a horse a trailer, got up onto the house and tried to ride away in an effort to get away. didn't work out, though, he was caught and arrested. lastly to del rio sector, take a

[applause] mike: let's bring in today's expert panel former speech writer for george w. bush, will mum mcgurn and for president clinton david, gentlemen, welcome. so, david, let's start with you. what are the challenges for the biden speech writing team heading into tuesday night? >> well, i think one line almost writes itself. i would think that any speech writer or any president would be proud to say that we've created an n the last month more than half a million new jobs and we have the lowest unemployment rate in more than half a century. i think that that's a starting point along with reporting on the balloon and i think the challenge then is to say that while we have created new jobs the country still has a big job to do and talk about whether we will take to create good-paying jobs with rising wages for

people all across this country including the people in the communities that have been left out and left behind. mike: bill, same question to you and can you avoid making it a laundry list speech? >> you know, every year i think speech writers vow that it's not going to be a laundry list and every year it is a laundry list except maybe when fdr after pearl harbor and bush after 911. it's suchly a laundry list. you have foreign policy and then economic policy and then you have other policies like education and you try to knit them together in one theme. i -- i i don't know how david feels but i think most speech writers i know didn't really like to state of the union because the atmospherics are great, it's a great tradition. the president is addressing both houses of congress and usually there's some supreme court justices, all three branches in one place but, you know, even

those clips that you played, they are not the most memorable lines from each of those presidents. generally the state of the union is kind of forgotten. it gives his allies an agenda list going forward, how to defend what their policies are but in terms of soaring rhetoric, i don't think many are remembered. mike: let's take luke at some clips from speech that you guys worked on, let's start with president clinton from 1993. >> i think it is clear to every american including every member of party from both parties that the people who pay our bills and our institutions in washington is not high. we must restore it. mike: david, what about working with president clinton an state of the union addresses? >> that was a -- as with every president, that was a whole of government effort.

you every cabinet, every major agency weighing in with their recommendations and their accomplishments. with president clinton as i imagined with most presidents, he meets with the speech writers and other advisers at the very beginning of the process, gives a sense of what he wants to say and then with president clinton we would go back and forth mostly by not by him sitting at a desk and rewriting it but by him standing at a podium and speaking it and as he spoke, he edited. we were taking notes and we would give him the new text. he would edit as living spoken document, not as a document on paper and i think what may have been different with president clinton from some other presidents is not only did he have his own thought process going on independent of staffing

process but he would consult all kinds of friends and acquaintances and people he would reach out to around the country, academics, historians, economists and people he knew over the years and he would have a second staffing process going on while the official -- >> mike: complicating the job. >> guess what was going on in his mind but creative knowledgeable mind was being influenced by people he was talking to well beyond the white house. mike: let's play one from president bush 2007. >> in all of this much is asked of us, we must have the will to face difficult challenges and determine enemies and the wisdom to face them together. mike: bill, what about working with bush 43?

>> he was great to work with. you know, the problem is probably david had this, every person in the federal government, in the departments, they see the state of the union as the opportunity to get their little program mentioned even if it's only a sentence. so everyone is always adding, i said i would like people to add and subtract if they could. so it always grows the pressure to put things on. president bush sounds like he's very similar. we read the speech out loud in the family theater in the white house at least 25 times, probably more and they were editing sessions. we went through this. so it was very disciplined process and by the end, i newbie heart every single program that the government had under the president. so i think in that way they were similar. mike: david, how do you measure if it was successful?

>> i think the measure is not so much applause it gets in the -- in the capitol while it's being delivered and it isn't even although clearly people want to have a good response, it isn't even the overnight polling but it's the impact it has on public debate, the impact it has ultimately on the decisions of the congress and the country make. if a president makes an argument that's effective in congress and in the country and if the president changes the terms and debate about an issue, that's the ultimate impact of a state of union speech. sarah huckabee sanders is going to give the gop response. she's obviously well known as white house secretary, what about delivering response, bill? bill: i think it's a terrible job. the president has the

atmospheric, he's speaking to both houses and whoever responds is diminished and is really a thankless job. i would say as the speech writer you're putting the president's agenda forward with the applause david mentioned, you're trying to put it in the most positive way that will resonate with the american people but you're also trying to put it in a way that forces the opposition party to cheer or not sit down for it because they like something. so there's little challenges there. generally, i think there's so much work the speech you quoted from 2007, i only came in at the end of that speech because about a week or two before that's when president bush gave the search speech which took up so much time and it's kind of forgotten almost soon as it's delivered

chinese flying across america being used by our intelligence agencies and i think that's a grave concern. mike: dave, what about those concerned about the balloon and also the message sighing it fly over the united states of america sends to adversaries? >> certainly far more questions that come out of this than answers and there really are 3 big takeaway from this, one, every piece of information that was gleamed, china not only has it but rush lay have it and russia can give it to iran and every other third-world dictator that wants to do harm to america which gives us to the second big point, will president biden will able to rally progressives as we get to do a debt ceiling and put more defense spending in because we will have to get ready particularly fighting the battle in ukraine, we will have to restock our military weaponry and third thing and that really looks towards 2024 that is america has continuing

adversaries growing, do we -- do americans want a president who are going to be much stronger on foreign policy whether it'd be afghanistan, norad, whether the dealings with how we have handled ukraine, whether how we handled ukraine and iran and we wanted to go back into the nuclear deal, this is not a president who has shown foreign policy to be strong hand and americans want to make a change. mike: what are your expectations for state of the union and what should be next steps for the administration? >> i'm looking forward to it and as david said earlier the president will talk about incredible job performance, the most created of any president and i think this he will talk of foreign policy incident and he followed advice of military leaders, i don't understand why republicans and congressman and else yes,elsewhere and they shoe behind it.

mike: is there a line or two that he can delivery directly at adversaries? >> absolutely he can. he can go to congress, the defense budget needs to be increased and intelligence gathering needs to be increased. the best intelligence gathering is done by humans and do we need to look at increase in the cia budget. the president comes in and start talking this way, he will get republican support. there's no question about it. it took congress to increase the budget last year because the president didn't increase it as much as it needed to be. this one doesn't even meet the right of inflation. so it is going to take a republican house helps the president along if he wants to increase defense spending. mike: we are nearly out of time but do you feel that we are in a new cold war? >> no, not yet. china can posture which is what they have to do because they were embarrassed. they are going to say this was an inappropriate action. it was an entire appropriate action. we are now in a new cold war. i don't believe so.

forward. the tense fighting in the east comes as russian missiles rain down on the northern ukrainian city today injuring four people. the ukrainian media warns attacks like this are expected to increase in the coming weeks. >> this is the third time russia hit the economy since the world started. however, this time was direct hit on the central building. 3 flows have been destroyed. the buildings that are nearby have also been seriously damaged. the windows have been blown out. the doors and also our equipment are demolished. >> russia strikes against ukrainian targets come as we are learning more about the early days of this conflict in an interview this weekend former israeli prime minister bennett said that russian vladimir putin assured him days into the war that the russians wouldn't kill ukrainian volodymyr zelenksyy. bennett had flown to moscow at the time to meet with the russian leader and said

narrowly avoiding crashing into another plane, that was given the go ahead to take off from the same runway. christina coleman joins us live with the details, hello, christina. christina: hi, mike, yeah, close call, fortunately those planes did not collide, the fedex boeing 767 cargo plane was to land in austin airport yesterday morning but had to reverse course to avoid hitting plane from southwest airlines cleared to take off on the same runway. fortunately fedex flight was able to circle the airport and safely land after the close encounter. the incident is now under investigation by the ntsb and faa. also this comes just a day after two planes clipped wings at newark liberty in new jersey and one of those planes was full of passengers. a united airlines boeing 757 was parked at a gate waiting for departure when left wing was clipped by right wing of a plane

that was being towed to next gate. the tip of one of the wings snapped off during the incident. fortunately there were no injuries and passengers were able to deplane as number. yesterday's incident in austin is the latest of a string to have near collisions on january 18th a jetblue plane at new york j.f.k. airport preparing to take off hit the tail of parked jetblue plane. take a listen. >> it's apparent somebody on the ground wasn't doing their job properly. my gut feeling it's wind walkers but unfortunately the captain has the ultimate responsibility for his airplane. we really did avert tremendous disaster on friday thankfully and, of course, j.f.k. is getting little bit more scrutiny. christina: fortunately no one was hurt in the inkiddent either. the near collisions are under investigation by ntsb and the

interesting was the clip? >> i think this is probably the most critical pieces of evidence yet basically provide context. snapchat video puts what prosecutors are saying is alex -- who they are saying is alex murdaugh at the kennels 5 minutes before they alleged the murder takes place and the reason that's significant because he's told investigators that he was napping that wasn't there and voice that is you hear is paul and wife that ended up being murdered and third voice. nobody is saying, hey, who is is that, why are you in here, everybody is behaving as normal and then there was a witness who testified that he was 100% certain that that was alex's voice and he knew that because he had grown up around the family. that pokes a massive hole in alex's story that he was napping and begs the question as to why he lied. mike: how about the shell case that is were found around maggie

murdaugh's body, how critical is that information? >> i don't think it's as critical as the snapchat video. they wanted, i think, probably a big drama moment but they didn't get it. the testimony was very confusing on both sides quite frankly the attorneys even seemed a little bit confuse, the net, net of the testimony the shell casings around maggie's body matched old shell casings that had been fired. in effect, it was a family weapon that was likely used to murder the family but that still does not put the -- two weapons never found in the hands of alex murdaugh. while i think it's another brick in the wall of the circumstantial case against him, it doesn't put the gun in his hand and frankly the testimony was not highlighted the way it was brought out it was very confusing. instead of saying the shelby maggie's foot, what's your opinion on that, it was number 27, it was very confusing for people watching it and probably for the jury as well.

mike: there's also questions about alex murdaugh's clothing, what he was wearing earlier in the day and what he was wearing after the crime. there you see it earlier in the day khaki and short sleeve shirt and there more relaxed clothing later in the evening. should the prosecution ask whatever happened to the clothing he was wearing earlier in the day? >> i think it's an interesting question they've never found it. to me when i saw the video of him going around senate chap video just shows how our lives are documented without us realizing significance and difference in clothes, he claims he took a nap. it makes sense that you would change yourself but it is a critical question where those clothes are. i don't know if they are ever going to get the answer to that if they have it. it was not mentioned in the openings. mike: what are you anticipating as we look into a new week of the trial? >> this is a big week in the trial because as soon as monday the judge will decide whether and to what extent the evidence of his financial crimes can come
