u.s. is truly prepared for conflict with our number one foreign adversary. hello, john roberts in washington on this state of the union day. sandra, welcome back. >> sandra: great to be back with you, quite a split screen. another breaking news afternoon for us. this is "america reports." gop house committee on armed services and financial sfgss holding hearings into china after last weeks's big incident with the spycraft across the country. >> john: navy search crews are working to recover all the debris off the coast of south carolina in hopes to learn more about the chinese spycraft, as the pentagon warns the surveillance tools have infiltrated u.s. air space several times in recent years. >> sandra: we have complete coverage now, retired general keith kellogg will be joining us, michael waltz, and retired navy seal commander dave sears are here and standing by.

first jennifer griffin is live at the pentagon for us. what's the latest on recovery efforts? >> well, sandra, the fbi is analyzing the debris from the chinese spyship at the labs in quantico, virginia. they flew planes collecting intelligence on the capabilities, including the transmitting signals. they say the balloon spent minutes, not hours, over u.s. territorial waters near the aleutian islands off alaska and then crossed into canada, and the head of the u.s. northern command explained why he did not order it shot down after it entered alaska. >> it's my responsibility to detect threats to north america. i will tell you that we did not detect those threats and that's a domain awareness gap that we have to figure out. >> these new photos show ongoing rescue efforts.

u.s. navy and coast guard are using unmanned underwater vehicles with side scan sonar to further locate sunken debris. divers are scouring the ocean floor. the debris field is 15 football fields wide, water 47 feet deep. the general admitted the u.s. forces failed to detect previous incursions from chinese spycraft into the united states. >> it was my assessment that this balloon did not present a physical military threat to north america. i could not take immediate action because it was not demonstrating hostile act or hostile intent. >> that was general van herck explaining why he did not order it shot down near or at alaska. admiral harry harris during the trump administration, he told the house armed services committee that recovering these parts will help the u.s. learn

debacle, and what appears to be repeated mishandling of classified documents. martha maccallum is the anchor and executive editor of "the story" and joins us now. welcome back to washington. >> martha: good to be here as always. >> john: and we had a meeting, we spent some quality time together. the theme of last year's speech was unity and we know how well that worked out. what do you expect biden is going to do today? >> martha: the theme should be unity, now he has a house that is republican controlled, i think there are some indications that he's going to sort of open the door to a little bit of pivot here. he knows he's got at least we expect a presidential election in 2024, potentially, looks that way right now. but i think we are going to hear a call for higher taxes, higher taxes on the rich, i think we are going to hear him call out republicans for wanting to cut social media and medicare, they swear up and down is not part of their plan, even though

democrats love to say that's what their plan is at this point. so i think it's going to be a little laundry list this evening as the speeches generally are. but i also think you are going to hear him kind of lay out his 2024 early draft of what that would look like for him. >> john: soft launch as it were. >> martha: exactly. >> john: he's going to lean into the economy as he prepares for a possible announcement for 2024 run, seems he has a big hill to climb. 41% of americans say they are worse off now than they were two years ago when he first took office and that is a 37-year low. that is not a good indicator for this president. >> martha: it's a very tough number as you point out, john. and the thing that's interesting, similar numbers did not hurt democrats overall in the midterms. so the question is now that it becomes more about biden and if he decides to run, will these numbers dog him in a way we did

not see them impact the midterm elections. i think people thought with inflation 9% then, and now 6 and change it would have a big impact on the midterms but it didn't. a question whether or not people still separate him out from what's happening in the economy, or they start to join those two things together and take a second look. >> john: what you were saying there reminds me of what they were running on in the midterm elections and issues of abortion and government will come back into play tonight. we mentioned that this could be a soft launch to 2024. and it seems as though, i mean, you obviously when you run for president want to convince independents and persuadeable republicans if you are a democrat, but a lot of persuading of democrats to do as well. this new a.p. poll asked people do you want biden to run again, only 37% said yes. that is down from 52% just a couple months ago. that is another really bad indicator for him.

>> martha: it is, and reminds me of when we saw reporters approach him on this subject several months ago and what do you say, mr. president, people don't want you to run. oh, you are not listening to the right polls jack, or something. i think those are very difficult numbers. and i think some evaluation about whether or not he wants to run and i think it's very interesting that they are pushing south carolina to go first, right. it's also interesting if you look at it through kamala harris's lens, she did terribly in iowa, terribly in new hampshire, so if she is one of several back-up plans, which we would assume she would have to be as the vice president, perhaps the party is thinking about her as well in this decision. >> john: the "new york times" article out yesterday about kamala harris. >> martha: brutal. >> john: that read like it was democrats who wrote -- imagine the writers might be, but it looked like it was the democratic party that wrote that to try to keep her away from the

ballot. >> the writer of the piece says and the people they directed us to to give us favorable quotes about her also told us they did not want her to run. so, that was a devastating piece of reporting and we'll see whether or not it holds to be true. but when you look back, i was reading an article about her dropping out of the presidential race and the same things were said, she's weak, she's not great at retail politics, not the person that we thought she was in terms of being a candidate, so those things that held her back around 2, 3% in the primaries last time around, those are still dogging her. >> john: so south carolina, the dnc voted to make it the first contest in the nation putting iowa way back in the line. a lot of people think this is the dnc putting the fix in for biden, seem to go against a lot of the polling we have been reading. but the wall street journal editorial said be careful what you wish for, the risk for democrats is that by greasing the wheels for mr. biden, the

polls are showing even most democrats prefer another nominee in 2024, but the president is plowing ahead, perhaps they think republicans will have mr. trump, the easiest to beat. what if they don't, what if it's desantis, tim scott and biden decides to run against them. >> martha: i think it's going to be a fascinating and probably rough situation when you look at iowa, new hampshire, real retail politics places, and the last time around this current president did not have to do any retail politics, he spent most of it in his basement. the next time around at the age he will be at, 81, he would have to be getting on the planes, making lots of stops in new hampshire, stops in iowa, people love to do every single county, every voting district in iowa, that's a very tall order. so it's not surprising that they want to jump straight to south carolina but sometimes be careful what you wish more. might have some not great

rescue workers with construction machines working on the site that used to be an apartment building, now it's completely collapsed. there have been a couple of people who have been found alive in the rubble today, sandra, but sadly, others who have been found passed away. again, what you noted is absolutely correct. the new number, over 6200 people killed, tens of thousands have been injured and homeless, and about 400,000 are seeking shelter and yes, the weather is incredibly harsh right now, just making things worse. and that's why, in fact, it is a race against time. they call this period after a hurricane, the golden hours, that is between one day, two day and three days, that's about the time you have to save people. after that, the weather is so bitterly cold, it gets very,

very, very dicey. we must say, though, president biden erdogan of turkey has declared a three-month state of emergency for the ten provinces in the south of turkey hit bad by the double earthquakes and getting a lot of help, more than 70 countries, including the united states, sending workers, as we came in and we have come in today and seen at least part of this country, we have seen people from all over the world joining in, joining in with the first responders here, but i've got to tell you, sandra, i've been in a lot of situations for fox over the years, but this is one of the most brutal because you also have in this town, for example, no -- a lot of missing heat, missing electricity, missing fuel, very, very difficult situations and problematic landscape, just a

for inflation, no, because remember when i got here, man, jobs were hemorrhaging. inflation was rising. those -- that is just utter balderdash. >> sandra: something like that, bleep. these are the hard numbers, maybe you need them, maybe you don't, if you are living paycheck to paycheck and making over $100,000 a year, 5% of the country, you are realizing it's a pretty tough economic environment. 64% of the population says they are living paycheck to paycheck. this is inflation under joe biden, inflation in america today overall, up 14%, rents up, food, new cars, gasoline prices, overall talking about significant inflation people are still suffering through. >> and some middle income families have had to dip into the savings to pay the bills or

save less. it's getting worse for average americans. joe biden said i'm going to be a unifier after donald trump, and 81% of americans think america is a dysfunctional society ready to break apart. 71% two years ago, so it's worse under joe biden. his main pitch was i'm a unifier, he made it worse. tonight he's going to say that he has a strategy to reassert america's leadership around the world, which is admission that he has not asserted himself. america is weaker in the two years of joe biden than they were under donald trump. people don't respect us in america, but they don't respect the presidency around the world. >> sandra: put up the big word, some reaction to jay powell the federal reserve chair just spoke live and there was a reaction. when he began speaking, that's the green area, there was -- it's come back down, by the way, still up a little bit, but the rally sort of came to an end a couple minutes ago.

he basically said that inflation, getting inflation down has begun, but says the u.s. is on an unsustainable fiscal path. ok, so kind of like good news/bad news. >> unsustainable fiscal path means that spending needs to be cut. so maybe joe biden has put his listening ears on to "judge judy." pain from inflation for the american people and to tame inflation the federal reserve has had to hike interest rates, from 0 to 4 and 3-quarters percent. but all of this spending that was passed in two years, that money has not even gone to the economy, like the almost $400 billion in the green energy slush fund that john pedesta is sitting on. that will continue to fuel inflation for months and years to come. so these interest rates have to go higher and higher and higher, and recession is coming in the second half the year, mark my words. that's more pain.
