viewers have, that's going to sound a little hollow and unity might just be in the eye of the beholder. what's happening the very next day? well, the president will be going to wisconsin and florida and one of the things he's going to do is assure everybody that it's the democrats that will protect medicare and social security so we know where those attack lines are going to go. i think that you'll see some things tonight that everybody could sheer for. cheer for and everybody likes democracy and everybody -- for example if he talks about the ukrainians and their bravery. there's a lot of interesting guests and important people that will be in the box tonight and that's true for both sides of the isle. in fact, cantor freedom is one of the guests of kevin mccarthy and there's a contrast to pull from. one of the thins interesting to see is if the president gives any indication about what he wants to do in the next two years and beyond. a lot of speculation because this is a speech that really

jen psaki says. even during the midterms he ran on maga hate and it was everybody else's fault. it was the republicans fault, putin's fault, it was inflation was trump's fault. remember. hey, man, it was high when i got here except it was 1.6 when he got there and 9% while he was there. what we haven't seen, we didn't see in the midterms and we haven't seen from joe biden is an attempt at unity. he has tried to drum up division from the beginning and hopefully won't repeat what he did 48, 72 hours ago like friday night when he ginned up the maga hate. i think what americans want to hear is they want to hear that america is reinserting its leadership in the world. we're not going to hear it or if it does -- if he does, it won't ring true.

as list and he has to tell a story and that list has to be encased in that story and address some things the judge raised and those are real numbers and you can't tell someone they're doing better if they're not. if they don't believe they're doing better. you can tell them what they've done to make their lives better and what you plan to do over the next year or two and how you plan to work with republicans and democrats alike that want to meet you and are open minded enough to want to negotiate and build a consensus. this speech, i haven't gone to a lot of them, is about theatrics. dana is right, a lot of people will be in the chamber and the president will point to a lot of them. the cameras will spring to those with republicans and might be mccarthy and even in the president's box. in a lot of ways, it's a feel good speech for the country. you'll see democrats clap when he says something they like and republicans sit down and republicans may clap to be a little snippy with him during times of the speech. what i hope is they don't -- athat is all remember the cameras are on them and may be partisan divide and at the end

mistake? >> no, because we were able to gather more intelligence and more information. we were able to collect back on the balloon. we know more about chinese capabilities and trade craft as a result of that decision. then we ultimately shot it down and sent a very direct message to china it was unacceptable. >> jeanine: you know, jesse, every time someone comes on air about this balloon, i hear something different. if you recall, on saturday the 28th, they said that -- they dent even tell potus about it because they didn't think it was dangerous, but in the end the administration said, you know, it could have had explosives on it. what is the truth? do we know? >>jesse: no, we'll never find out about the truth. i love these stories. first we can't shoot it down because the debris might hit a cow. then, the balloon is not spying on us, we're spying on the balloon. then it was, they didn't see a thing. they've been telling us for 20 years, china didn't see a thing. this time we mean it.

then they said under trump it was like a chinese birthday party. balloons everywhere. trump didn't know it about it till this week when biden told him it happened because biden, when he got into office, judge, he had great vision and he was able to see things that trump couldn't see. the senators and congressmen are like can you brief us on these balloons and they said, yeah, can you give us a few more days. then they canceled the briefing today because they knew they're going to send out the guy with the awards on his chest, he'll say something totally different and blow up joe's speech. so if biden knew about the balloons, judge, he didn't brief anybody about them in a year, two years, and he didn't confront xi jinping on these calls? he's always saying i'm on the phone with xi jinping for two hours. doesn't tell xi jinping to knock off the balloons or if he does tell him to knock off the balloons, xi jinping doesn't listen and floats more and then xi jinping hung up on the biden

administration. that makes the saudis and chinese send joe biden to voice mail. he has to come out tonight and say specifically what the consequences are if china keeps floating balloons. that's what the american people expect. >> jeanine: harold, this wasn't the first time apparently that a balloon, chinese balloon and i call it a chinese spy crap is flown over the united states. earlier today it was believed to be the fifth and then we get this report that mike gallagher -- mike turner i should say, chair of intel thinks it may have gone over ten, over every place with a missile defense site. and it appears there's a problem. i want you to listen to this sound. >> it's my responsibility to detect threats to northern america. i will tell you that we did not detect those threats, and that's a domain awareness gap we have

to figure out. >> jeanine: domain awareness gap? how come the chinese know about it and we don't? >> harold: that's a good question, judge and it would de-move the president to talk -- behoove the president about this and look, a mistake happened. first off the president should have shared with us earlier. they didn't have to give the country a classified briefing but they could have informed us and reassured us that they had this matter under control. two, at least it was shot down and i'm glad it was shot down. every american should be glad it was shot down if indeed what they telling us was true, judge, being able to disable to collect from information and share information back from china, that's a positive. we need an overarching message and i hope one part and i've heard a lot of criticism from democrats and republicans electing joe biden and he deserves criticism here but

what's amazing and really amaze asking no one criticized president xi for what he's done and doing. we know there's strategic adversary and the cold ware adversary for our country in the 21st century and we have to be balanced how we talk about this and i will agree, jesse, must start tonight. the president can't make this a flippant throw away sentence and speech. he has to say what happened, how it happened and what we'll do to ensure not only a balloon but any do main awareness happen that we have and how we're closing that. >> jeanine: and, dana, as it relates to apparently there was a -- there was a call by secretary of defense lloyd austin, and china, the prc minister of national defense, declined to take the call. that's just reported in in the last few minutes. >> dana: yeah, it was supposed to be a secure call and they decided not to do that. i guess they're really, really mad that we shot down their

balloon. i got a little bit of sense today from the white house that they're not really concerned about this story at all, and i think tonight you're going to hear a very brief mention about this, even though it's been dominating the use for several days and i think they might think in the long run that this is turning out just fine for them. the end of the story is the balloon was shot down and that's the opened of the story and everything is fine. we'll have to wait and see how the polling pans out and we sent a direct message to china and they keep saying that over and over again. this is a message that i wrote down so if you spy on us, we will let you until the public finds out. then we will let you complete your mission and transmit your data and shoot down your bal balloon. only after you complete your mission and that's a clear message.
