10:01 am
addressing the series of crisis piling up for his administration. president shrugging off the chinese spy flight, low polls, investigations, classified document scandal. >> sandra: all of that as the nation waits to hear whether or not he will run for office again. how is all of this playing in new hampshire where a presidential challenger could soon emerge. we will be speaking to new hampshire governor about his possible 2024 white house run coming up. >> john: begin "america reports" waiting for a briefing from john kirby from the white house, and the pentagon, they have found the payload of the chinese spycraft shot down off the coast of south carolina. new department after state department officials revealed more about the scope and capabilities of the spycraft. i'm john roberts in washington.
10:02 am
let me say it again, sandra. happy friday. >> sandra: happy to make it to friday with you, john, details, the american public are going to want to hear. according to the state department, the airship was listening to americans conducting what is called signals intelligence as it floated over the united states. authorities say the craft had multiple antennas to intercept electronic communications and solar panels fueled its sensors to gather all that information, including conversations that were being had on the ground, john. >> john: meanwhile, the fbi releasing new images of the ongoing salvage operation, it could take up to two weeks to finish with much of the spy equipment still underwater. bryan llenas is live in myrtle beach, south carolina, off the shore, where recovery efforts continue. you won't be out there much longer, the weather is about to
10:03 am
turn. what more do we know about the payload at this point? >> yeah, that's right, john. fox news can confirm that actually balloon recovering operations have been suspended because of the rough water conditions expected from today through at least monday. so the operations to salvage this spy balloon suspended until at least monday. meanwhile, fox news can confirm that the payload attached to the chinese spy balloon has been found underwater, it is mostly intact, it weighs about 1,000 to 2,000 pounds, about the size of a bus. that payload is so important because that's where the majority of the onboard electronics are said to be found. over the last couple of days, more and more underwater unmanned vehicles have been sent to south carolina to help in the operation, as well as sonar technology and the military has been offloading and resupplying this operation as well nonstop.
10:04 am
the fbi says so far investigators have been able to recover the balloon canopy, wiring and "very small amount of electronics." the fbi has begun decontaminating some of the debris by removing salt and sea water, some evidence has made the way to the fbi lab in quantico, virginia for analysis. a source confirmed with fox, the balloon had english writing on them, and part of the reason they did not shoot down the spy balloon early on over the aleutian islands in alaska, recovering the chinese spy airship would have been much more complicated. >> the water depths offshore of the aleutians at six plus nautical miles, from about 150 feet to over 18,000 feet near the berring sea.
10:05 am
winter water temperatures hover in the low 30s, would make recovery and salvage operations very dangerous. >> they are already difficult, although obviously 50 feet below underwater here in south carolina is relatively shallow. it is a difficult operation. and explosive ordnance teams are on-site in case it may have explosives on it. >> john: bryan, looks like you have your sea legs, a good thing. what's it in terms of the sea state and what is it going to be like soon? >> right now the sea state, captain jason, 2 to 4 feet seas, about 2 to 4 feet of seas right now is what we are seeing. this weekend expecting that to reach 5 to 8-foot seas, with 25 to 35 mile an hour winds. so it will be rough. they suspended operations even yesterday and it was not as rough as it is today. they suspended it briefly
10:06 am
yesterday. that gives you an idea of how that affects the underwater situation and the operations here. >> john: you are doing a great job keeping your lunch down. hope you continue. sandra. >> sandra: great job out there, bryan llenas. president biden meanwhile speaking out in the first interview since the classified document scandal broke. attempting to downplay the issue and calling the sensitive classified documents "stray papers," and pointing the finger at staff members who packed up his white house office back in 2017. we have fox team covering for you with andy mccarthy standing by. hello, andy. mark meredith is live at the white house on the north lawn with the latest on what we are hearing from the president, mark. >> sandra, good afternoon to you. the president says he was as surprised as anyone to find that older classified materials were at the d.c. office building or home in wilmington, delaware. the investigation into how they
10:07 am
got there, and whether there were security implications are ongoing, but the president did talk about what happened when he sat down with pbs earlier this week. >> one of the things that happened is what was not done well is as they packed up my offices and moved them, they didn't do the kind of job that should have been done to go thoroughly through every single piece of literature that's there. but i just -- let the investigation decide what's going on and we'll see what happens. >> we are still waiting to see whether or not the special counsel would sit down with the president, and don't know how long the probe may last or any impact on any potential 2024 campaign. a fox poll taken in january shows people are pretty much split down party lines when it comes to whether or not they believe congress should investigate president biden's handling of these classified materials. 82% of republicans think it's important, only 54% of democrats
10:08 am
believe it's necessary when it comes to congress investigating president biden. the white house continues to refer most of the questions to the president's personal lawyer, and sometimes the white house special counsel office, but a lot of the questions will come up whether or not we see major actions by the justice department going forward. the president is not talking a lot about this, because of his lawyer's advice. sandra. >> sandra: about to hear from karine jean-pierre, another white house briefing to take place a few moments from now. mark meredith, john. >> john: andy mccarthy, former assistant u.s. attorney and fox news contributor. biden opened up a bit of a can of worms in the pbs interview the other day when asked about the documents by judy woodruff, he said this. >> the best of my knowledge the kinds of things they picked up were things from 1974, stray papers, there may be something else, i don't know. >> john: 1974, he was a freshman senator and races the question
10:09 am
what in the world was a freshman senator doing taking home classified documents? >> not only that, john, i think you know, up until now, people were willing to give the benefit of the doubt to the idea that, you know, some time when biden transitioned from being in the senate to being vice president this all could have happened. if this was 1974, that raises the possibility that this sort of thing, this carelessness with national security information we want on for decades. and the other thing i frankly don't understand is when the white house has been pressed on this, and biden himself has been pressed by peter doocy and others about this, what he said is that he's basically kept ignorant of what the content of the documents are on the advice of his lawyer. so i'm surprised for him to say
10:10 am
something not only indicates he knows the substance of the documents but that expands the breadth of what this problem may be that to the point where it goes back for decades. >> john: although if they do go back to 1974, you could po -- potentially forgive him, and he is throwing his staff under the bus, that they were messy and throwing things together. and the idea of blaming contrast sharp contrast what mike pence is saying about it, and we should point out mike pence's home is being searched by the fbi to see if there is more classified documents, a picture outside his home in carmel, indiana, what mike pence told our rich edson about this whole thing. listen here. >> well, i had no idea the classified materials were in our personal residence.
10:11 am
we should not have had classified documents at our home in indiana, mistakes were made. i take full responsibility for it. >> john: mistakes were made but i take full responsibility for it. we have not heard those words from joe biden. >> no, we hadn't heard mistakes were made until, since the clinton days, you'll remember that better than i will, john. but you know, look, whatever happened to the buck stops here, right. and the other thing i think people need to understand, because i think biden is creating a terrible misimpression about the way that classified information is handled, as somebody who had a clearance, it's drilled in to you that you are supposed to be very careful with these documents, and it's not like there's a bunch of aides that do not have security clearances that are cavalierly running around white house offices with national security information, that's not how it's supposed to
10:12 am
happen. who were the people who had security clearances who failed to handle top secret documents in an appropriate way and why he did not manage them correctly. >> john: latest investment with the balloon, antenna, picking up signals, intelligence, conversations on the ground and found pieces of the balloon with english writing on them. and it's unclear whether some components were made in the united states, but china leads the world in counterfeiting. and spy device, do you make it look like the parts were made here? >> an unfortunate thing with that, john, a lot of the technology that is applicable to what they do is -- we have so much trade with china that it's almost the size of the defense
10:13 am
budget, we have about $153 billion in just the american side of that trade in the last year. so it's not hard for them to get components and i don't know if they didn't expect their balloon to be shot down, whether they would go through the trouble of disguising where the stuff came from. it's going to be very difficult to sanction these things at this point. >> john: yeah. yeah, these other balloons, i guess, allegedly floated up, they were never discovered, never shot down. so i guess probably 5 and 1 at the moment. good to talk to you, appreciate it. >> thanks, john. >> john: a lot more coming up in the next hour and 47 minutes on this. >> sandra: the former secretary of defense mark esper will join us, and obviously awaiting the white house press briefing. to go back to the president in that interview referencing the classified top secret papers astray papers, john, sort of
10:14 am
