mission. hey brian how's it going? quite hey eric and were told the navy was able to recover some debris yesterday. but now efforts to recover the chinese spy balloon have been temporarily suspended until at least monday due to the rough water conditions. there is a gale warning in effect with winds forecast to reach 50 miles an hour gusts this weekend here in south carolina. see kind of weather that makes a salvage operation of law complicated 50 feet below the atlantic ocean. >> rough waters went to elevate all those energies and the waves and currents in the potential for the stronger currents to re- mobilize and move things may make it harder to find. the second time we found at the first time he gets stirred up in the storm it might get buried by the sediment moving around during some of the events. >> fox news can confirm that navy has located but not yet recovered a portion of the payload that was attached to that spy balloon. it's about the size of a bus and is mostly intact for the payload

[laughter] what does the pentagon refer to when they are talking about as a reasonable threat? >> a arthel great to be here, thanks for having me. reasonable threat, anything that is unidentified or un- responsive broaching sovereignty u.s. airspace needs to be addressed right norad is tracking at the aircraft on alert and they can address it. but they have to be the command control signals to be able to do that. arthel: who gives that signal? >> it comes from norad they have their standard operating procedures to launch these alert aircraft that are ready to go. ultimately, depending upon the level of threat and make all the way to the commander-in-chief to

make a decision. now the first incident we have a balloon that goes all the way across the u.s. there seems to be a little bit of analysis paralysis. there make it harder than it has to be. some details of the park that balloon over washington d.c. things would happen quicker. >> so you feel these balloons are a threat to the u.s.? and also how long has china been doing this? effects well, it is hard to say how long they've been doing it. it's obvious what has happened has probably happened before and it happened in the 40s of the imperial japanese it did the same thing. they take advantage of the air currents and the winds aloft moving from west to east across the united states. so it is hard to say exactly with this level of technology how long it is been going on for it but it is unacceptable behavior we should not allow these things to matter what diplomatic meetings are going on with the secretary of state, should not allow these things to happen the way they did. it was embarrassing we should have done a much better job at that, sooner over the oceans.

>> you are right we are reporting on this and it happens more often than we know about. and now we, the public of course aren't learning about this how often this is happening pretty set happens very often. in terms of a response but also collecting data and intelligent first what procedures and protocols go into this type of action from the u.s. military? >> they are watching it. norad is watching at them intelligent assets gathering they can listen and assess what electronics singles are coming out of that thing. and they can probably assess that data, extracted, and exactly what it is and then dispatch it before they get to sovereign airspace. there was no coordination for this vehicle, it just showed up it unlike commercial aircraft from china, china airlines china air cargo the transit u.s. airspace all the time they are in flight plans that is normal. arthel: petit plant risk assessments for these types of

operations from happening but not blowing it out of the sky on top of citizens? >> well, it helps to have a very solid foreign policy. right now we are not particularly intimidating chinese communist party. they watch how we handle afghanistan, that did not go so well. they are emboldened by this sort of thing. they can use the low-tech stuff to probe our responses and test our resolve. the standard procedure if you have an unresponsive vehicle approaching sovereign u.s. airspace they launch the fighters. if it will not respond they will take it out. but what more should the u.s. military be doing to give a very strong clear signal to china that this is not acceptable. >> well, they obvious he got it right the second time around for they got that went up in alaska before it came into sovereign airspace. when they retrieve the debris from the one off the carolinas

they should hand it to the secretary of state and he can use that as leverage in negotiations with his counterpart in china. completely unacceptable. arthel: but you do feel we are the u.s. we do have the upper hand in the long run, right? if not immediately. >> i would say so, yes. ultimately it is a top down organization. the commander-in-chief is ultimately in charge. so, the line of communication between the commander-in-chief and the leadership in the field needs to be delegated down so they have the authority to respond appropriately. and if they do not seem to have go ahead i'm sorry. >> no, no i apologize to you but it is my understanding for the balloon that was shut down the president gave the order on a wednesday and they shot it down on saturday because the military wanting to wait again when it was over say space.

>> understood, that is a good idea. they knew it was approaching the u.s. they got the weather briefing the to the winds aloft. they knew it was going to transit sovereign airspace without permission. it was not pre-coordinated. so under normal procedures, norad would give the order to take that thing out before it became a threat to anybody on the ground in the u.s. so, we can adjust our intelligence profile to cover some of the things they were looking at, but ultimately this is a blatant violation of sovereign airspace it needs to be addressed firmly, decisively, appropriately and a pulse of the secretary of state to talk to his counterpart in the chinese communist party and demand this does not happen again. arthel: will be watching for them for sure but really quickly top gun at maverick did you watch it? >> eventually i got to it. i am og fighter pilot top 10

40 countries for years. michael pillsbury joins a senior fellow for china strategy at the heritage foundation. first question, if they've been doing this for years why wasn't it exposed before now? has there been an effort you think you diplomatically try and protect china to let people know they are flying balloons all over the place? >> that is one possibility, eric pretty think more likely is the overall mindset that is still dominant inside washington's bureaucracy that china is our friend. we need to cooperate on climate change, a series of things like that. but now with the covering up it seems to me anything to do with a penalty or the response that we should demand from china pretty may recall i was rushing around the pentagon and cia in 2001 when they held our aircrew that violated chinese sovereignty within emergency landing but they would not answer the phone then.

george w. bush tried to call directly simply would not answer the hotline. snow for why have a hotline if you don't pick up the phone? >> that is a very good question. it was to humor us we think somehow if we have a hotline we can call our friends in china and they will somehow explain this all away. what china did back in 2000 when they sent us a bill of $1 million for holding our aircrew hostage for almost two weeks but then they demanded we sign an apology a written apologies to the chinese people that we had landed in an emergency situation. thirdly they said we can't have the wreckage back until they cut it up and examine it. we had to bring in a gigantic plane and take all the pieces home. now the chinese as you know they are already asking for the wreckage back. the chinese ambassador in france made a public request a couple of days ago.

i don't think we should give the wreckage back at least not until we know what is in there. the other part of the response is if they are snooping on silos and be two bases it means they are getting nuclear targeting information. they don't trust getting maps from a local aaa they want to know precisely where the silo doors are. we have been vulnerable because we have not had missile defense against china. we do not build enough interceptors to stop the chinese missile for some attacking america. we do not have the radar coverage either. that is an issue for congress, should we ask the pentagon can you stop chinese missiles? we know you cannot stop balloons until they go across the country. what about detection in chinese nuclear armed missiles? i'm afraid the pentagon will have to admit that we do not plan to defend america against the chinese missile attack. so, sending a bill, apologizing and writing these are things we should ask china for changing our nuclear defense policy is something else to consider.

but i think this is a big deal the idea of playing it down that it is no big deal strikes me as very geopolitical erroneous. ask what you just laid out is incredibly frightening and chilling especially the fact this latest so-called vehicle about the size of a car entered our airspace our sovereign airspace before it was even detected by norad we are told. what does that tell you about a potential surprise chinese attacked? the fact they can't find a car they don't know a car has entered our airspace. works well, there's been added to the cold war has been over for 30 years, we don't you think about missile defense or the nuclear balance of power. but i can type for my own chinese military writings they now see historically important shift in the balance of power. china is beginning to come equal to america. and large number of indicated

supercomputers, artificial intelligence, some military areas. so our side cannot believe that we think we are permanently the number one power in the world. it is not true the chinese at least perceive they are equal or even ahead of us in some areas. this kind of balloon behavior fits right in with their sense of superiority or at least equality with this. before finally we are told this latest incident and something about the size of a car. 40000 feet lower than the balloon might not be a balloon. might it be a new stealth type of vehicle something from china what is your gut say this could be? >> the main thing is largely against america these programs are designed to improve the effectiveness if china has to attack us. at the little drop that marine

>> they are doing something positive when they really are not. this criminal code is been in place about 100 years. quite naturally there needs to be some revision. you do not throw the baby out with the bathwater and that is what the city council did in their revisions. i mean talking about reducing crime. crime is up in the district of columbia. carjackings are up. you cannot feel safe unfortunately in the district of columbia with the criminal element that is out there right now. so to talk about reducing time, using a penalties is ridiculous, eric. and i think the citizens, i hope the city council gets the message for they need to start looking out for law-abiding citizens enough to create criminal element in the city. to further our in the criminal justice system there are

systemic racial aspects in this sort of thing. but, what you just said dealing with the law-abiding citizens of this country that they seem to be the ones being taken advantage of it it's not just in washington d.c., ted. let me show you new york city half the progressive members of the progressive caucus the new york city council quits. they quit. half of them quit because the progressive council cited this this is what they say they wanted to have a quote holistic multi- strategy approach to community safety that ensures true safety and justice. we'll do everything we can to reduce the size and scope of the nypd and the department of correction. and prioritize and fund alternative safety infrastructure that truly invests in our communities. do the criminals pay attention to alternative safety infrastructure? or did they potentially pay attention to jail time?

>> they pay attention to what's going on out in the neighborhood. it is like giving them a ticket to go into criminal acts within the neighborhood. when i heard you use the word justice a few minutes ago justice for who? are we talking about justice for criminals? are we talking about justice for law-abiding citizens? law-abiding citizens are scared to even leave their homes these days. that is unfortunate. that should not happen in america. it is happening unfortunately all over this country. eric: and sadly something finally too often goes unsaid is that especially in washington d.c. and other cities and in the neighborhoods it is the minority community that is preyed upon. that is exploited and falls victim to the criminals far more than others for they are far more the victims of this, would you agree? >> eric you are one 100% right.

men and women in the minority communities, law-abiding citizens are doing whatever they can to survive in these communities. and they have a criminal element that is out there they are hoping for law enforcement would help them with. they're hoping people like the d.c. city council will not enact legislation that support criminals and put an undue burden on the court system here in the district of columbia. eric: ted williams, good to see you ted thank you for your insight and for your experience on the streets. >> my pleasure. look, pass the message to my good friend arthel i think the new orleans saints will be in the super bowl next year. detected another quote high altitude airborne object over northern kata. norad confirming this information to the outlet global news and statements" we have a positively identified a high altitude airborne object over northern canada. while we cannot discuss specifics related to these activities at this time, please note norad conducts sustained dispersed operations in the defense of north america through one or all three norad regions adding that the military aircraft are currently operating from alaska and canada in support of norad activities. i'm sure you're thinking about this, they are coming just days another identified object over alaska print that object was shot down by f jet again. she did other high altitude airborne in northern canada.

young adults have been impacted the greatest by covid. they were already struggling going into covid. so yes, it is critical. arthel: some say we didn't need all that we are in kindergarten and elementary school, why do they need it now? it's a very different time and school then it was when i was there. maybe even when you are there. yes, is there an impact with digital and social media? yes. my adult children still don't believe i graduated college without a cell phone. it was a very different world. they are facing that. their academic pressures and costs associated with the academic pressures in ways we never saw. there is also limited access to mental health care services. greater use and access to not only alcohol but drugs like we have never seen before.

and culturally they are facing adult issues. things like race, culture, safety in schools, and gun violence, the things they are having to deal with, without sort of that police auteur brain that we hopefully get and learn along the way in life, they are overwhelming and numbers we have never seen before. i'm to blame it on social media, okay stop it. it is much bigger than that. survive it's much bigger than social media. but you do acknowledge social media is a problem. the kids have it right here at all times. >> it is. social media is actually a problem. we do need to have limits and regulations without question. however it's also a problem for adults. now the problem with children and teens is any powerful thing like social media or alcohol, or

drugs, or tobacco that we do regularly and develop habits as young adults, we create a vulnerability to struggle with that in more significant ways in our adult years. that is part of the biggest difference between social media's impact on young adults and a host of older adults are. we are dealing with it as poorly as our young adults are. we have to develop the ability to balance it and be aware of the downside doing too much of it. some effect on the other things a president said he wants to get more psychologists and mental health experts in school so these kids can have access to this type of help. it is a problem he just pointed it out you just highlighted everything for us too. >> it is significant. we've got to talk about in a way to talk about the health the past two years.

we deal that as professionals or other healthcare providers. just being open and talking about your struggles, your worry, your mood helps. educating our teachers and providing tangible resources in those schools for those parents, for the school systems and talking about in a way to normalize it. the president had an opportunity to do that and totally missed that which is unfortunate. arthel: i will say this i think some young people are grappling with a lot. but they do seem to be more open to having therapists then say maybe you and i did our people before us did. >> absolutely agree. they are doing such a better job than us. that is really encouraging. it is just the stress, the pressure that we have seen the last 15 years the way it has been increasing.

covid was horrendous for them because of the isolation and disconnection from peers. it is such an important element at that age for that is where they are struggling so much for their mood and anxiety has doubled and almost tripled. so you are right we have a group that's aware of it a more open and talk about apart now we need to provide the resources for them and for their parents by the way so that they can step in with the tools and the skills and the resources to help them excel in school. because excelling in school and growing psychologically is about being successful in life and having a much higher quality of life. arthel: will say it seems president biden is trying to put forth some effort to get some help mental health issues and access for these kids in school so we do have to mention that. doctor kevin gilliland i thank you for joining us we are going to back her breaking news, thank you very much sir. >> good to be with you arthel take care. see for breaking news happened
