strategist, colonel are we witnessing a soft launch of a spy game more? >> thanks for having me on again there is some truth to that i think and let's assume for now all of this is from china and this is them probing our perimeter or testing a response that is not a new tactic in warfare at all and i would consider it more of a continuation of chinese buying of work in america because we are seeing them via bigger cultural land, spying on her industry-standard trades in our universities, cyber attacks, this to me would be the latest in a series of things that china is doing because they consider themselves in a form of conflict with the united states for decades. again if in fact this is all china this is just more but more

public now than it's been over the years. arthel: there's no confirmation of who sailed yesterday's balloons but china is flying balloons over our skies what kind of intel can they collect with the flying objects and how can the used against the u.s. and to harm us. >> there's a lot of different types of intel they can collect from these buildings in the size and the payload will determine that but using american systems as a comparison you can get signals intelligence like radios and other different types of information transfers you can get intelligence from cameras, camera payloads that can read details from those altitudes. you can get measurement and signals intelligence overall which is everything from looking at the ground to the construction of buildings and things like that i think what we need to wait for is the exploitation of what we do capture off of the three systems

to see what they were capable of and what they possibly did. arthel: vagina president biden and canadian president ordered the shootdown of the latest foreign flying object. if we are in a new combat zone how prepared are we and our allies do we need to change response and protocol? >> i don't want to get too much into the response and protocol mechanisms. i think it's always worth taking a look at to make sure it is right one of my concerns with this particular scenario if in fact everything they were dealing with is chinese then we are going to see constant reports of things in the sky and people will be calling out in and we have to determine whether we are not we respond to everything we hear or if we slow down a little bit and make sure we respond to the things that are necessary, for example i'm in montana south and there were

already people reporting things in the sky over great falls again i don't know if they were real or not but when you see a little and it's all of our montana people are going to report everything that they see ethic is worth taking a look. arthel: of course the military is going to be paying a closer look to proper intel, china is not just any adversary, the u.s. does a lot of business with china, xi jinping as president for life so he doesn't need voter approval how does that change the nuance of how the u.s. parts of china? >> we have to remember china is not a nation without its own issues this could be indicative of what's going on internally to china with regards to the economy. the nuance will always be there they've always been there and i think it's interesting after president xi got reelected back in october that he made it quite clear his goal is a reunification with taiwan and as he says it and we have to be

careful we have to think about the world from china's perspective and not always from america's perspective, they may not be interested in working directly inside of america they might want to make sure that were not someone that would influence their overall aspirations into the specific and taiwan specifically. arthel: that's why i asked you should the nuance and protocol change not necessarily for you to tell me what that might be but the idea of the changing because it seems there is a shift in china's approach they seem to be more emboldened and they're not bothered as much by slots on the hands from the u.s. sanctions. >> sure, absolutely yes we need to make sure we operate from a position of strength, china again if this is all them they are probing us and testing us and we need to make sure that we respond in strength, the type of

was already over u.s. territory. aren't you surprised or are you surprised that norad could not see a chinese balloon even though it was over our sovereign territory? >> with the best and most lethal fighting force the world has ever known and the expectation from the mega public is that we have the best intelligence gathering capabilities the world has ever known as well. expectation we should've been tracking this throughout the pacific ocean and we should've known when it crossed over guam and hawaii and certainly alaska and we need to get to the bottom of what we knew and when we knew it did we track it the whole way were we tracking as entered u.s. territorial waters, which officer in which civilian with weapons released authority knew about it and when and why did they give or not give those orders when they did or not did, the armed services committee the homeland security has a lot of her questions for the administration. eric: this is going on a long time for the trap of ministry

detect threats to north america. i will tell you we did not detect those threats and that is the domain awareness gap that we have to figure out. >> there is the term domain awareness gap how concerned are you that they didn't see them? >> i think the congress needs to fund the military to prepare for the next conflict not the last one that's why were heavily invested in time and resources on innovative cutting edge technologies which will help the u.s. intelligence officials understand what the threats to our sovereignty are and i think the more that we focus from a policymaking perspective on what america's future threats are the more it will give our war fighters to defeat the threats speak unto. eric: what type of questions do you have that the balloons are coming over? four years apparently and they were detected briefly, they did not know where under what they were nothing other chinese spy

balloons? >> i served as an officer on ships in the western for specific i deployed three times overseas one being a tactical action officer on a nuclear powered aircraft carrier it was my responsibility to be in the room and give orders perhaps to shoot down things that were a threat to the aircraft carrier, there were different zones that we had a preplanned response if things cost certain ranges what exactly we would do. i would like to ask generals and admirals what exactly was the posture then what do we know do we understand where these balloons were over guam and hawaii and alaska and elsewhere and what did the preplanned response call for and if they did not call for shooting them down as entered into the u.s. territorial airspace, why not, those are the questions i would like to ask. eric: did you say see anything when you were in-service on the nuclear powered carriers? anything that came over that was suspicious? >> sure we operate in the south

region our crews have been trained specifically for these disasters, the turkish government has a robust search and rescue program but on the scale of this disaster it overwhelms the ability of the team so the turkish government requested assistance of the urban search and rescue from virginia and los angeles county california to perform search and rescue we've been around the world for large-scale disasters including 2010, japan with the tsunami there, all over the world and this is exactly what we trained for. arthel: right now you have 79 members, six dogs, 60000 pounds of equipment you are well trained to list everything virginia task force one has been doing sent you arrived in turkey six days ago? >> we set up a base camp along

with sending out crews to do wide area search and rescue to try to locate victims that may be in collapsed structures, usually by the time martin got here it took us 72 hours to get here the easy rescues are people being trapped are very light in the debris and those of been made by the locals we specialize in collapsed reinforced concrete deeply and tuned victims that's what were doing right now working several sites around the clock in order to rescue those victims and we have confidence if there are victims in the rubble piles we will be able to find them. arthel: you don't do this for personal accolades, but i do have a question where do you and your team members find personal fortitude what keeps you going? >> the hope of being able to rescue somebody that really pushes us forward in the ability to represent the united states in usaid it makes us happy and proud to be here and were happy
