we are really excited. shannon: taking on the governor's office have a slew of huge issues that meet you on day one in the door. arizona is whether states must impact border situations talk about that. on the previous governor he was a republican he didn't busing you said it was a waste of taxpayer money and a political spot but npr now notes many democratic governors and mayors are considering the same thing. they are saying shift the politics of transporting migrants. is that what happened the reality for you, the situation the strain of your local border communities and that kind of thinking that change in your mind the position on whether it is okay or not to be transporting people out of the state? >> we have continued the program but with a more humane and efficient spend on it. this money was appropriate by the legislature to specifically bus these legal asylum-seekers. so our decision was to get them where they need to go, to their sponsor or where they have

resources and support instead of just putting them on a bus to d.c., which is expensive. it is days of travel with lodging and food expenses. we want to get them where they need to go. that is providing relief to these communities that need it. but also a more humane response of these folks. >> point to some the federal policies we have been say it is a magnet. what about arizonans who think don't use our tax dollars to invite people here and tell them are going to give them a paid trip to where they actually want to go within the state. isn't that an attractive poll on nursing record numbers of illegal immigration at the border? certainly can be seen that way. it was money appropriated by a republican legislature in the previous legislative term. at the governor's request to do this busing program. set leaders already appropriated money. i want to focus on how we use the taxpayer resources in the best way possible to address the needs of the impacted

communities. but then continue to push washington to actually solve this issue. shannon: governor polis was doing busing until chicago and york asked them to stop sending people there they are feeling overwhelmed. dealing with reality many reporter communities deal with. he is put the blame on the federal government he says they have not got it together on immigration and border, do you blame the feds question. >> this can is been kicked on road for decades by both parties parties in washington solve the immigration crisis could help with economy. help with inflation. we need real solutions. shannon: the idea can be taxed at the magnet you and not something in your state of the state address, 40 million-dollar plan for students who are here illegally but be able to go to college with assistance here in arizona for the house majority leader here who is a republican said this about that plan. he said governor katie hobbs and her state of the state stated she like to invest $40 million to help pay for illegal immigrants to attend college in

arizona, what about legal citizens of arizona or any other state? proxy apps increase funding for arizona's promise scholarship program which helps arizona students. but our plan to create the scholarship program for dreamers is right in line with arizona voters who overwhelmingly passed a provision in this last election to provide in-state tuition for dreamers. his arizona students who went to arizona schools and high sch schools. and should be afforded the same opportunities as other arizona students for their not eligible for federal assistance including pell grants. >> is in a magnet that when you look at these other programs people say they know they can get across the border of course people with their children to get an education. >> would talk many students who probably came in their infants. before they had any control over the decision. and he went to arizona schools are like this is the only country they know. they are not the ones that made the choice to come here.

and they deserve the opportunity in the country they call home. shannon: let's talk about education k-12 here in arizona. you're getting heat for potentially trying to relock the voucher system errors gives people a portion of would be spent in public schools and allows them to take that elsewhere use for their students. here's what arizona state president warren peterson has to say it would be a huge debacle a mistake for her to eliminate the esa program you have a ton of minorities and low income people pretty have a lot of a base that benefit very much in the esa person you are going to hurt the people that are your supporters. quick so start by saying that regardless of your philosophy on whether a taxpayer dollars to go to public or private schools, this is going to bankrupt our state. many independent analysis have shown that. we are not calling for a repeal of the entire program. work on for a repeal of the universal expansion. the focus that president peterson cited and the quote you

just shared, they are not actually benefiting from this program there's no evidence that shows that pay for the most part these families, regardless of getting a private school voucher they are not able to afford the cap intuition that exists. and so largely wealthy families that are already sending their kids to private school and can arty afford the tuition are the ones getting the subsidy for private school. shannon: you talk about the financial impact on the sacred we looked around and looks like the estimates on what you spent on public school students rubbing off your pop top of your heads in the nine -- 10,000 dollar range which would pattern the esa vouchers to be 7000. this comes from an opinion piece in the wall street journal they cite the commonsense institute in this talk about the people taken these factors and left and not anymore going to be in that pool for public school students they say the common sense institute calculates this decline generates more than hundred million dollars in annual statewide savings, more than offsetting three to

77 million and a projected cost of the full esa program. i'm not great at math but what they are saying here by their calculation and save the statement. >> i don't dispute their math. but they are not looking out the whole picture. many of the students that are applying for and receiving these vouchers are in districts that are not getting the funding from the states. they are just relying on the property tax base is not hitting the bottom line at their school districts at all. it is pulling money out of the entire system. and as a result the school system roughly 80% of families and students still continue to choose in arizona the public district school system is being robbed of those resources. that is creating an equal playing field where those resources aren't going to the schools that needed the most. shannon: i want to place or thing the state majority house leader sent in response to your play to think this was his response to your state of the state address. >> we also think it is only

right arizona students have the same choice that governor hobbs had attending a private school. she credits for helping her build a better life. >> reference there's the remic catholic high school you went too. so why shouldn't all students have a chance at what you said was so important in your own life? >> i grew up in a working-class family. this was well before any of the public assistance for private school existed but my parents made that choice. i begged them to send me too public school and we sacrificed a lot their times in my family we were on food stamps. and so it was a choice they m made. and they struggled to make that choice. what i want is for every student in the state of arizona no matter where they live to have access to high quality public education. with this universal voucher system that is not happening. shannon: but if there public school is failing note to giving them a chance to go somewhere else like you did?

proxy schools are failing because we are failing to invest in them. they're being starved of resources. shannon: i went drastically about the direct ceiling for the national governors association put on the statement this week we call about the administration and congress to consider serious long-term reforms or reduce the national debt for the country on a more sustainable fiscal footing because of course federal funding close to things you have to get done here in the state. you cannot go out and print money you have to balance your budget. so advice for washington? >> washington eased out the issue both in the short-term and long-term. so yes we need long-term solutions. but we need to make sure we have financial stability now and that involves increasing the debt ceiling so we can pay our obligations and not default on the debt and make sure there is financial stability. shannon: will see if they listen to what you have to say, and thank you much for your time too. >> thank you so much. shannon: up next is a question parents grapple with how it

shannon: lively building glendale, arizona head at tonight's big game, the super bowl on this sunday we want to bring in the story former nfl player who followed his passion from the gridiron to the operating room. dr. myron rolle was an all-american safety at florida state university. he excelled in the classroom too. he famously missed half of a college family interviewed for and won a prestigious rhodes scholarship. setting at the university of oxford in england. his end drafted into the nfl playing for the tennessee titans

and the pittsburgh steelers. but then he stepped away from football to attend medical school at florida state. he is now a neurosurgeon at massachusetts general hospital in boston. recently authored a book the 2% way, how a philosophy of small improvements that went to, the nfl and neurosurgery. i recently spoke with dr. myron rolle about his amazing life. shannon: joining us now dr. myron rolle be great to have with you on "fox news sunday" for. >> thank you for having me. >> i just finished your book the 2% white which encourages all of us not to worry about making huge unrealistic strides but little changes along the way to finding success. and in the bucket tell the story of yourself as a young man. he wrote down in a notebook when you grow up number one play football in the nfl. number two become a neuro neurosurgeon. lofty goals. but you didn't nail both of these. how do you want to inspire a young person today who feels like maybe that's not realistic for them or having more than one

big dream is too much? >> often times we are struggling with comparing ourselves to other people in social media, friends, family, everyone else in our circle and set of focusing on our lane, who we are have a small wednesday small incremental groups every day. in the process of making us a better person uplifts a community around us rate i tell a young person who's hearing my story are reading my story you do not have to be at a neurosurgeon you do not have to be at an nfl player to be a success success could look like you, it can be like you can come from your zip code income from your family it's a 2% ways of verse great start in achieving those goals. shannon: i'm a huge florida state then you're one of our greatest players. they already showing up at this game after event and interviewed found that you were going to be a rhodes scholar. what was that like for you moving between those different spaces? >> being able to have that day or one the scholarship in alabama, flew up to marilyn, got into the game on the second quarter joint my teammates we won the game is a big victory

for me, my family, student athletes, my university i do credit my parents coming from the bahamas making sure my brothers and i focus on education had a great academic growlers. trying to a chain that even before athletic glory. all of that foundational influence i had from my parents i think set me up for that moment when the parallel roads of going to oxford as a road scholar and only 32 people get them every year it's really prestigious award versus going to the national football league coming off of a really great all-american type junior season florida state university. shannon: you are working hard at doing around-the-clock, putting in extra hours, doing work on your own time, looking for mentors. this was not a mistake and success these are very hard choices. >> absolutely. i think football that growth and experience i had an failure getting knocked down, getting back up, playing the next play.

overcoming adversity, and taking tough coaching. i've used the same principles and trying to be a better husband, a better father obviously a better neurosurgeon able to take care of patients about coaching, pressure, mitigating those pressures, adapting very tough situations. being able to prepare properly through mri, ct scans, x-rays ever patients prior to getting into the operating room so i've able to have a plan a, b, c, d all the first ones go wrong. so football it was a great preparation. that chapter is over now i'm moving into medicine and being an adult with four kids two sets of twins a loving wife it's all work itself out pretty well. shannon: i love this two sets of twins are both professional she is a dentist you are in your neurosurgeon residency brady families big for you freight how you manage all the sings questioner. >> my wife, latoya, is an amazing support system for me. we have my mother-in-law who lives with us in the house my parents live 30 minutes away we have a nanny.

it's a total village for those four kids as they grow, as they move around. every single day trying to get better trying to be attentive in understanding when in the hospitals all focus and attention to our patients we went out of the hospital i'm dad, i'm husband i need to make sure the house is working well and i am being a contributing member. >> doctor this is obviously brain injury brain health is your specialty. howdy filler gemma cte and how could we do a better job with prevention, with research? >> are doing a better now than they were 10 or 15 years ago is not just football it's cheerleading, when you throw flyers up and there they follow hitler had played hockey, so soccer, many different youth sports have children who received concussions and have to sort of mitigate the steps clinically. one thing that's really happened with the research is that physicists are now involved. looking at rotational movement of the head and making sure we are protecting our players with

the right equipment straight then you have social scientists look at the failure to report football players especially. you have coaches and other people may say suck it up and get back on the field where there has to be a culture that shifts and changes in says look, a concussion a blow to the head traumatic brain injury is as serious as the torn ligament or broken shoulder or any other common orthopedic injury may receive in football or in a contact sport. shannon: are in exceptionally busy man doctor, but do you have any thoughts or predictions of the super bowl? >> well i do. i still watch football i am able to decompress watching little ball and i love it. a lot of my teammates are still coaching or scouting. i love the philadelphia eagles i think jalen hurt story coming from being benched in college going to another school, continued to work at his craft and take his team to the championship, that is remarkable. so i love feel-good stories and i think he is a wonderful example of it.
