the first 10 years developing a very special doctrine and strategy aimed at the destabilization of the west. and ensuring ukraine remains and what russia perceives as its strategic security perimeter. ukraine is a buffer state. i'm so prescient once use ukraine to protect itself from nato that russia perceives as its top threats. and we, the united states also want to use ukraine for the very same reason. this is why this war is unwinnable. and regretfully putin does have a plan, i described that plan in my book. the only thing that we have is high-tech weaponry. we have no plan the pentagon typically has one-size-fits-all approach thinking that if we just keep throwing in this top of the shelf super expensive
11:25 am
weaponry we win. but weaponry and technology to not win wars. strategy does. at the moment we don't have one. >> what strategy do you think we should have? you've got this incredible bravery and spirit of the ukrainian people. we have billions of dollars of armament still flowing in. should there have been more done? what can the west do to push putin back? >> first ukrainians are heroes. they have been fighting valiantly. we want to really honor the lives of those people by taking as i said earlier, pulled into the international tribunal. yes. but unfortunately we missed the window of opportunity to develop a viable counter strategy to putin's asymmetric strategy. ancient chinese military strategy said the best way to win the war is without firing a shot.
11:26 am
regretfully despite every piece of intelligence that we received back when i was in the intelligence community, we ignored 20 years worth of what putin was planning to do. and he told us what he was planning to do. and so regretfully we decreased our posture. both during the obama administration and during the trump administration. why did we do that? europeans were not willing to pay for their own security. only eight countries out of 30. eight nato countries continue to pay 2% toward the collective defense kitty. germany, the richest country in europe does not do that. at this .196 billion have been already provided or committed by our own country.

least western ukraine on or about the 14th day? the article is titled putin does not have a plan to win. should we have been stronger? were we to reluctant? i gather you say putin does have a plan to win even if he perhaps can't. >> putin does have a plan. his definition of victory is different than ours. it is preventing ukraine from winning. it is destabilization and devastation of ukraine. i respectfully disagree with mr. we should have acted much much earlier. at least five or 10 years ago. if we deployed our f35 this far into the conflict this high escalation ladder we would risk nuclear conflicts. president biden knows this but he warned us about it and that is why he will not be deploying f35. >> right this may only if putin is dead on the floor in the kremlin or in handcuffs we will have to see.

wish nikki well but let's bring in lauren wright princeton university political scientist. lawrence good to see you. so, how much room is there on the gop side for the 2024 race for president? >> probably not as much as these candidates would like to admit. especially if they come from the same state of south carolina. look, nikki haley and tim scott, they are unbelievable people but they have amazing personal stories to tell and they have been successful in public office tim scott just won reelection with 63% of the vote. the problem is, it's a crowded field, they are from the state gets more and more difficult to distinguish yourself and your message but especially for nikki haley said she was a member of the trump administration and trump is running. >> meanwhile, what isn't nikki haley selling question of what center tim scott selling what will gop voters by? >> it seems so far they are

selling themselves as unity candidates. which is certainly impressive and an appealing a message. if they got to the general election i actually think both of these candidates could appeal to moderates very easily by the problem is they need to get back in past trauma. so for nikki haley she is running on trump administration policies on her foreign policy record as a member of the trump cabinet. but she's going to have to answer questions about if you are backing up your record during the trump years, why aren't you simply campaigning to your former boss? she may not have to answer those questions for a while. but eventually she will. whether it takes as long as the debate stage or not. arthel: a want to look at this reuters a pull from this week but this is among registered republicans, put up on screen for my pink donald trump gets 42.8% support.

ron desantis gets a 30.6%. mike pence 6.5%, nikki haley with 3.9% so lauren, a year end nine months from election day a whole lot can happen in that time. is it too soon to predict who prevails as a gop front-runner? >> probably. i think there is room for trump and one trump alternative and one only. the slice of the pie just gets too small and there is too much room to make up from three or 5% of all the way to majority of voters. and so it takes some time successful politicians a couple election cycles to run. that is what mitt romney had to june 2008. he was introducing himself to the base. he did not get the nomination in 2012 he was successful. maybe some of these candidates were the early part of their political career.
11:43 am
it is just a matter of who has a tremendous head start. ron desantis does and trump does. there is not a lot of room for other voices. c-5 a quick 22nd two because the last time donald trump ran, he gobbled up like pac-man about 15 other people on stage. if you are telling me there is room for donald trump candidate and one other, what does that say? >> that says there is a lot of anger and disappointment in the republican party with trump since generally six. the opinion of him has dropped among all groups of republican voters since then. there is an appetite for an alternative. just probably not three or four or like you said 15 candidates. that is just too many people. it will be rough for the party, it will be hard. arthel: we will watch, laurent you will join us just watching
