one person confirmed dead and five others who are currently in critical condition. we are learning the remaining victims have since been released from area hospitals after they got treatment and we are till trying to gather details and figure out what led up to the shooting but what we know so far from police is that -- they believe the two scenes are connected. we are told police officers responded -- first responded to shooting of address of establishment in white haven section of memphis. when officers arrived they located two shooting victims. five additional shot left thecan and taken to area hospitals in private vehicles. as officers dealt with the initial scene they received reports of more shooting victims of location a mile away. upon arrival one male victim was

located and pronounced dead at the second scene. three victims were taken to area hospitals for treatment of gunshot wounds. memphis police and you mentioned this at the top, mike, just released photos of the 3 persons of interest, police they they want to talk to these guys. at this point it's unclear if these persons or if the person responsible for these shootings were known to the victims and, again, it's not yet clear what led up to the shootings but really disturbing stuff. this is the second mass shooting in this region in the last couple of days, mike. so police are dealing with a lot on their hands, back to you. mike: charles watson, starting us live. fema officials in palestine,

that was taking so long. and to senator schmitt's point is that a problem with april safety in 2014 we put in new brake requirements for the federal railroad administration and we were using things that were developed during precivil war era prior to this and in 2018 the trump administration rolled back the regulations. so there are serious questions of federal federal government here but it's also a story about corporate investment in safety and what needs to be done on the federal government side. mike: what about transportation pete buttigieg? >> norlok southern showed us what not to do and accountability supposed to be there. when you look at what secretary pete has done and not done, half of the leadership didn't show up. until ten days letter we saw

response from secretary pete buttigieg. mike: sure. >> i do think there's a lack of leadership across the board for secretary pete buttigieg but also for norfolk southern. they need clean air to drink and clean water to drink. that should be a priority and not the people. mike: we had secretary of state talking with his conversation with chinese counterpart, let's play it. >> we had a very direct, very clear conversation about the chinese surveillance balloon being sent to territory in violation of sovereignty and in violation of environmental law. i told my chinese counterpart that that action was unacceptable and must never happen again. we also had an opportunity to talk about the russian aggression against ukraine. mike: tim, start us off.

>> i think what we are seeing here is what secretary blinken said he was going to do when this meeting was scheduled which is to communicate that unacceptable. that this is a violation of sovereignty, violation of international law. china has something 40 some surveillance across the world in other countries. i think what we are clearly communicating and trying to end how they are talking about russia and potentially seeing trend lines from the pentagon that they may be trying to movelet ally there are warnings, serious warnings from the united states and secretary blinken. mike: did secretary blinken handle it well but what are the concerns of not only chinese seen flying over but adversaries as well? >> the secretary hit the issues that we wanted him to hit over concerns over taiwan and what china has been doing for decades which is looking at

vulnerabilities, they do it politically and otherwise. we need to confront china. i think that's an area of bipartisanship that the government can achieve by addressing the threats and attacks of china perpetuates upon american soil but also allies. looking at taiwan, if they are able to flow balloons of surveillance over our country, quickly they'll be able to do to taiwan and more. that's a concern that we need to be looking at. they are an ally that we vow to protect and we need to do so. mike: looking ahead to one-year anniversary, any concerns of u.s. involvement and does there need to be finite of u.s. involvement there? >> what we are continuing to see with president biden's travel to poland is that we continue to take the conflict seriously and that there is a will on our part to try to make sure that the situation doesn't escalate

the officer trying to stop a carjacking near the university when he was shot in the head and killed. alexis mcadams joins me now with the latest, hello, alexis. alex: another horrible story and a lot of crime happening in philadelphia this afternoon the teen suspect is behind bars facing murder charges in this case after investigators say he shot that police officer in the head. the 18-year-old suspect identified by authorities as miles, you can see here taken into custody by the u.s. marshals in suburb of philadelphia this morning. the photos shared by u.s. marshals and show investigators using the fallen officer's hand scuffs to make the arrest. charging with long list of charges, murder, murder of a law enforcement officer, robbery and carjacking. investigators say temple university police officer christopher david fitzgerald was shot and killed here near campus, the 31-year-old gunned down saturday night while trying to stop carjacking in philadelphia. the gunman shot the officer in

the head, then try today steal his gun going through the officer's pockets while he was laying on the ground fatally wounded. police say feffer carjacked a short time after he murdered the officer. officer fitzgerald was rushed to hospital but he didn't make it. the accused gunman is off the streets and grieve the loss of one of their own. >> everyone from homicide detectives up to bucks county for tireless effort. we worked and collaborated last night since the time of the incident and just phenomenal for the family, for law enforcement for the city to get someone in custody so quickly. the police homicide detectives did an outstanding job. alex: vigil as philadelphia police are expected to have more on the charges in the next

hours. mike: alexis mcadams on devastating crime story, thanks a lot. more on the rising crime problem and how one citizen has taken anything like thattive to make a difference, unsafe streets.org jennifer winn, welcome. >> thanks for having me, mike. mike: tell me about the purpose of your organization unsafestreets.org. >> trying to raise awareness with homeless related violence crime and we are trying to be voice of victims perpetrated by homeless people often suffering with serious mental illness or drug addiction. mike: what inspired you to start this organization? >> i have been seeing stories in the news about random acts of violence especially seniors being attacked and when i would look behind it i would notice it that often the perpetrator was a homeless man, someone addicted

to drugs or mental illness problems or both and that connection wasn't being made and the stories that i saw in the news and so i thought we need to start capturing this and the more i looked, the more i saw and it really is a problem in a number of cities across the country. mike: what steps should major cities in the country should take to the address the crisis? >> it's a complicated problem with a lot of causes but things need to be done right away. cities need to expand homeless shelter capacity and drug addiction center the capacities. laws against drug use in public faces. they need to be enforcing the laws and getting homeless people into housing, that's better for the homeless people and cut down on a lot of the crime not just violence but theft, vandalism and other issues that are causing quality of life issues in neighborhoods.

>> the latest example is chicago o'hare airport where the homeless have basically moved in and camped out. what should mayor lori lightfoot should be doing in the busiest airports? >> safety is an important issue. airports need to be secure spaces and we can't just have people camping out in them doing drugs, experiencing psychotic breaking, the staff of the airport have reported harassment and they feel scared doing their job sometimes and there needs to be heavy outreach and reclamation of public spaces by cities and prioritize the safety and well-being of residents and make sure the homeless people are in appropriate housing and appropriate treatment. mike: what are some of the other big cities that are really struggling with these issues in your view? >> there are a lot of cities,

los angeles, and san francisco. portland and seattle, i've heard people say that phoenix and austin are having a lot of problems but really this has developed and expanded over the pandemic when cities were maybe not as focused on these kind of issues and whether it's a small problem or a big problem all cities need to have a proactive strategy about how they are going to be housing homeless people and making sure they are not in public spaces and forcing basic laws against public drug use and public camping. >> we started this hour with a report on mass shooting in memphis tennessee, you just heard a report about a temple university police officer being killed in line of duty. your reaction to the heinous crimes of the weekend? >> it's so shocking and so sad. i really -- my heart goes out to the victims of that violence. there's so many different causes

of this violence but we need to refocus on the victims of violence, listening to their voices and what they want and what victims of violence want is assurance that things are being done to improve public safety and that what happened to them or loved ones will not happen to other people. they want to know that leaders are taking proactive action to make communities safe. any act of violence or even property crime is a violation and we really need to focus on the needs of victims. mike: throughout this interview we've had the website up on the screen unsafe streets.org. if people go there, what kind of information will they find? >> we've got some tracking of a few cities of violent crimes perpetrated by homeless people. we've got pages for san francisco, los angeles and, no. we'd like to expand to more cities with time and resources. we also have an info graphic of some basic things cities can be doing right now to prevent homeless violence which includes

own relationship. >> we expect president biden to head the poland to mark the one-year anniversary and this week in talking to people here on the street over the last couple of days, mike, you get a sense of real determination, we are talking to a woman combat medic who goes to the front line. she went two children to the u.s., she said if i don't fight my children will eventually have to fight russia. mike: steve harrigan live on the ground, steve, many thanks. for more on the anniversary of ukraine war and related expectations joining me live in studios retired admiral mark montgomery, welcome. >> thank you for having me, mike. mike: we are heading at one-year mark, this is a look at the map of ukraine and the region. the blue areas are where the ukrainians are launching counteroffensives. your view of the war at this stage, sir? >> well, mike, it has been -- it appears static but it really anything but that.

this is a really critical time. russia is -- is mass -- mobilized heavily. it's massing up to four divisions. it's beginning to look, you know, either for diversion area, actual purposes, putting forces in belarus, for them a critical time. mike: that's up here. a lot of focus obviously here in the east, right, sir? >> that's right, exactly. for ukraine this is a time to reinforce themselves, get units up to full strength, make sure they have the right artillery and logistics in place and make sure russia can't gain initiative or leverage. mike: show the next scene. so focus here on the east and bakhmut, luhanst and mariupol. >> big fighting in the bakhmut area and the idea is that the ukrainians have to blunt that now so that the russian counteroffensive doesn't -- doesn't have good points for jumping off and it's critical for us to get them the

artillery, the kind of old boring stuff that we don't talk about, 155-millimeter artillery, antiarmor like javlins. mike: so let's flip ahead to the next scene and so emphasis on russia, crimea and this critical bridge, what about that, sir? >> i love this slide because it gets at the crimea issue. and it gets this morning on fox admiral kirby from the national security counsel said the united states is doing everything it can to support ukraine. i take at least one area of strong disagreement and that's the attack system, long-range artillery system 300 kilometers. currently we have 90-kilometer, that's the rocket system. those would give you 300 kilometers and what that

allows you to do bring russian logistics and command and control in crimea into play and takes away their free logistics pass over the kurch bridge and the u.s. claims enough we don't have enough. i think we have build 6,000, i think we have used about a thousand. if we only gave them 100, 2% of our inventory that would make a dramatic difference on the russians not because they would launch all hundred because the russians would know t the ukrainians have the hundred. mike: you're a navy man, why is this more important? >> more timely is two things need to be happening, the first is we provided missile system that is have been around this area, they are 100 nautical mile missile that keeps russians out of the black sea and prevents them from supporting any land movemovements from doing amphibs

operations. we need to continue to make sure that ukrainians have missiles. the second, if you remember last spring and summer russia stopped ukrainian shipments through turkey. we need to make sure we are ready with good response right away this spring and summer when the russians try that same trick again. mike: admiral big picture, one year into this war, what's your assessment of where things stand? >> i think my assessment is that we are definitely in a stalemate and the united states can do some very critical things i mentioned and allies can do two things. leopard two things, germany promised 14. they need about 100 to repel russians and conduct offensive later in the spring or summer. ukrainians need about a hundred. that's ten other nato countries each giving 8 to 12 and 12 countries that hold those. finland, sweden, norway, the

dutch, spain, portugal, they should all be giving like the germans and the polls. mike: all the stuff expensive. for those here at home who say we have problems here at home, admiral, make the case for why this is critical to fight this battle over there? >> you know, that's great a point. one thing that i would mention for about $40 billion so far, you know, going is now going to scale $92 billion of military aid over spring and summer. we are removing one of the most significant military threats to the united states off the battlefield, you know, the uk estimates that 92% of the russian army has been committed to this fight in ukraine. that's russian army that's not ready for a fight in the baltics and poland or anywhere else in europe. mike: admiral, thanks for your service to the country and thanks for the time today. appreciate it. former president jimmy carter's families announce he's in hospice care in home in georgia, we will bring you the latest

casey stegall live in mission, texas with more on ongoing crisis. >> texas has largely been the epicenter of migrants crossings during this particular crisis, arizona has been considered ground zero for many of the elicit drugs that are smuggled into the country and there's no shortage of stuff for those lawmakers to see while they are there on thursday. the nogales port of entry is where a bulk of these drugs are detected by u.s. customs and border protection. one bust this week yielding some 195,000 fentanyl pills and more than 2 pounds of raw fentanyl powder all hidden inside of a load vehicle. a day later in the same place --agents seized 105 pounds and bust 98 pounds of methamphetamine. not only that agents say they

have seized more than 10,000 funds of ammunition and 11 illegal firearms border wide since october 1st, the fed say says 95 firearm related events have gone down resulting in 233 weapons that have been taken off the streets. lastly migrant encounters, they have been down for the month of january. the most recent month we've got data, they were down by about 13% but since the start of this fiscal year they are up across all sectors by more than 18% when you compare it to the same time period the year before, cbp data showing 760 -- i'm sorry, 762,000, it's an awful lot, 762,000 total migrant encounters that have been reported in that time frame. just difficult numbers to really get your mind around, mike.

mike: casey, you have been our guy in texas, you have been many times to the border, i'm wondering what the latest, what you're noticing that is different about this tour compared to previous experiences at our southern border? >> well, the demographics of the migrants that are crossing are constantly changing. we know that the white house has enacted some restrictions when it comes to the entry of residents from certain countries and that is partly attribute today why some of the numbers were down for overall encounters in january but interestingly enough we talked to former border patrol chief who told us that globally the message is that the u.s. southern border is wide open and he thought that matter of time really there would be refugees from turkey and syria from the devastating earthquake there, that they would actually make their way to mexico and then up through the u.s. border to seek refuge in the united states because, again, they tell us it's all

about messaging and right now on the world stage people believe that the united states border is open and we are accepting anyone who presents unless they have a noticeable criminal background record but even we are told that checking that kind of stuff is difficult sometimes, mike, when they are trying to do everything out here in the field, their databases aren't that sustainable. i mean, really it's just a mess all the way around. mike: i had to ask the question. many thanks. the united states announces to provide $100 million worth of aid in response to devastating earthquake in turkey and syria this as group of volunteers tie red balloons among piles of rubble in honor of the children lost in this massive natural disaster. so far they have tied more than a thousand balloons to reminiscence of buildings with hopes to reach all parts of city, 46,000 people.

we are from michigan and work at a speedway there. it happens to be our 75th year in racing as well. >> anniversaries all around. for you what are you looking forward to the most real quick? >> just being here. this is my first daytona 500. first time in florida. this is super exciting the people that we meet, the networking, it's super exciting. >> thank you, guys, good luck to your driver, to your friend and have fun out there. >> thank you very much. >> thank you. i promise you they are not that short i'm just standing on a box, guys. i want to point out if you have been out here it's hot all day but now it's cool. some people think it might start raining but i did talk to the meteorologist on fox weather we are just getting on shore breeze but we are not expecting area specifically so looking good to far. mike. mike: do you have a favorite driver in the race?
