>> peter: now we know that when kirby said that about no plans to enter ukraine president biden has already in the air bound for ukraine. back to you. >> lisa: peter, do we know how much of this visit has to do with that increased closeness between china and russia? we think the visit timing mostly because of the anniversary of the russian invasion coming up this week but that would certainly be a huge, huge escalation and he at the moment president biden is saying to the ukrainians you can't have the f-16 fighter jets that you want but here is half a billion dollars worth of other stuff. if that becomes the case where china and russia are in a head-to-head conflict with nato on the battle field in ukraine, there is more that the u.s. is can do to help like giving the -- in terms of the closeness being the reason for this trip it.

a lot of its assistance if they needed. if not to deter russia but to be prepared when the invasion actually occurred. yes, we have been playing catch up and staying in the fight to the finish; however, whether we can get the weapons to ukraine in time and whether they can be trained in time is another matter. we also have to be worried about our own defense industrial base and maintaining a level of readiness to deal with other crises. not just taiwan but iran as well. >> lisa: dan, i hear you say finish. i guess a lot of people are wondering what that means. what is the possibility that after years potentially, hundreds of billions of dollars spent, you know, countless lives lost that russia ends up with the same territory that they had before, this you know, earmarked invasion? -- year mark invasion. >> end game. the biden administration emphasized over to ukraine to determine when and how the war will end. and the president really hasn't spoken about that. i think president zelenskyy wants to take back all of the territory that russia

forcefully, illegally annexed. that's crimea and the donbas. vladimir putin's troops will fight to the finish to that. >> lisa: is that possible. >> is it possible? it would be a lot more possible if we had given ukraine the weapons that they need to take the fight to the finish. that he was the problem here is we can talk about being with ukraine and winning this war of attrition. but, if we don't give them what they need, those are empty words. i think that's really the challenge here. >> mr. hoffman, what about the fact that tomorrow china's top diplomat is going to go to moscow and obviously they are going to talk about this. and the worry is that china is going to amp things up and give them lethal aid to assist in trying to blow our lethal aid up. >> china is benefiting by russia's weakness. exploiting russia and importing russia's hydrocarbons at reduced prices. xi jinping traveled to

uzbekistan. they are infiltrating russia's traditional sphere of influence in central arab. i think pleased they are bleeding in ukraine. while they want them to think they have unlimited partnership. at the same time i think russia's mission is tokes ploy -- china's mission is to exploit russia and then to try to extract come gains for the united states lethal aid they may never have had intention of providing russia that may be behind us. the chinese would be very weary of doing that they are giving russia a lot of assistance. but i don't know that they are going to be going forward with any lethal assistance. they just want us to think they might and then make it look like they are making, you know, some -- they want to be getting something in return for it from the united states. >> lisa: does the biden administration have a coherent mission? do they have coherent policy on ukraine? >> well, i think just speaking as a citizen, i would love to see the president get up behind the bully pulpit when he returns from ukraine and tell us what is

the strategy? >> brian: he never does. >> strategy overall. >> lisa: agreed. >> that would be of benefit to our citizens. we are in this war and we are providing ukraine with massive assistance there is a message there to our citizens, to the europeans who are also supporting ukraine although not uniformly. the baltics poland have been very outfront with support. hung gather less not you will. france dragged along a little bit more but not enough. a message to russia and china and our own enemies like iran and north korea as well. >> brian: other thing is, pressuring the people we can pressure like india. india is opening up the businesses that the west is abandoning. you know, the mcdonald's and everything else. india goes great. we will go over there. we will buy the discount oil do. they understand they are a democracy but they worry about russia being their ally because they have an enemy with china. but we have some leverage with india. we are not even doing that for the president not to come out and say germany, you are not doing what you promised is unbelievable.

also, when you look at what we have given them. we promised them abrams tanks. we are going to build them from scratch. we don't have any extra abrams tanks that is sitting there or that might be unused that the marines gave up because they no longer want -- they no longer want to use tanks? there is so many things that they say that they don't execute and still ukraine continues to do well, better than anyone thought on the battlefield. >> listen. if you want defense sitters to come over to our side or india to import fewer hydrocarbons? we have to win on the battlefield. that's where this will be decided. we have got russia where we want them. return on investment is pretty good. cut russia's military down to size. they suffered 200,000 categories. more russians have fled russia than have been mobilized. the war is won on the battlefield but morale plays a big part and russia's troop morale is extremely low.

their supply and logistics are awful. again, if we don't give ukrainian advanced weaponry they need and i'm in favor of giving them everything. still not too late. give them the aircraft they need to finish the fight. if we don't do that, no, we are never going to get india over do our side among other nations. >> lisa: real quick as an intel guy, how do we truly assess what is going on in the battlefield. obviously putin lies. zelenskyy has interest in wanting more aid and having us be a bigger part of this. what is the best way to assess what is truly going on? >> i have been to ukraine many times. and tracked ukraine very closely for years. i can tell you that they are extraordinarily brave. they are fighting for their country's independence right now. and they are just not going to stop. i mean, the russians have targeted too many hospitals, too many -- too many defenseless citizens in ukraine. maternity wards. >> brian: over 600.

with president zelenskyy and saint michaels monastery behind me the two walked around and laid a wreath in memoriam of the ukrainian soldiers who died in this war. while they were there, air raid sounds actually rang out across the city of kyiv. no explosions but certainly highlighting the risk and commitment of biden to come here. security was tight. windows on hotels were shut all streets blocked off. pedestrians blocked off as well. biden announced $500 million in new military aid for ukraine. of that in artillery and radar systems. no mention of the jets. that's what ukraine has been pushing for. he took credit for predicting the attack and helping to rally the world to support ukraine. and zelenskyy said his visit could not come at a better time. >> this is really the most important visit on whole history of ukraine and u.s. relationship. >> one year later kyiv stands. and ukraine stands.

>> i actually have goes both ways. with -- as far as ppe. because i have seen workers not wearing ppe and then late at night when folks are in bed like last night, you capture a whole different scene. you know, you see things that the folks aren't seeing with their meetings on top of hills. and they are, you know, in full ppe. i'm talking full mask full. whatever the guidelines are. i don't know. you know, in shah shot right there that you are playing. that site was not the same yesterday, well, two days ago when i was there. them pumps were just put in there. the pond actually behind it was clean. we were going to test the water there. but i couldn't get in contact with the owner. now all of a sudden they have pumps running back there. so that is definitely a change in the water in the waterways, the waterway treatment. i don't like making quotes but we did speak to some workers.
