his reaction on that move. casey stiegel begins our coverage in mission, texas today. casey, hello. >> good morning to you. according to cbp data there have already been close to 56,000 migrant encounters not down here, but up north at the northern border. that is since october 1st when fiscal year 2023 began compared to just over 27,000 for all of 2021. it gives you some context. in this sector alone january apprehension numbers at 367. not terribly high number when you look at the apprehension numbers down here each month but up there it is higher than the previous 12 januarys combined. officials say canada is becoming a popular choice because migrants can fly to that country using what is known as an electronic travel authorization.

in other words, visa-free travel. cbp says they are seeing mexican nationals crossing over and at a time typically slow because of the extreme winter weather conditions. >> we don't believe the organizations utilizing this area are going to stop just because it is cold. these folks are just taking advantage of the narrow distance between the two countries along the river and easy access. >> the internal border patrol email verified by fox states any agent volunteering for deployment up north should be prepared to do so as early as march 1st. it is not clear how many will be needed but raises the obvious question here, are there enough resources to go around especially when you consider how badly they've been struggling to fortify this border and do the work down here that we've been reporting on, bill. of course, now we're talking about moving more agents up north. it is just all over. back to you. >> bill: it sure is.

it's all over. casey stiegel, mission, texas. >> dana: let's bring in chris clem a former yuma sector border patrol chief. i have family there. when you hear about taking people from the southern border, which they are already stretched thin and ask them to go to the northern border, what do you think what the mexican drug cartels are doing now? is this their next move? >> good morning. that's a great question. what this does is when we talk about border security as national security, it is all about the nation. we often forget about our northern border because the volume that has been encountered at the southern border is just astronomical. we pull resources from the northern border to secure the southern border the last two years. i do believe this has created a vulnerability. obviously adversaries are watching it closely. why we need the resources not just on the southern border but

the northern and coastal as well. >> bill: nice to see you again. can you help us understand how somebody would be able to fly into canada on behalf of the cartel and move themselves to the border with vermont? how does that work? >> so, you know, because of the policies in north america, electronic travel authorization allows them basically visa-free to fly in from mexico to canada which means now they have access to move about canada freely and then at that point they are coming in where we've seen the numbers. what the chief up there is doing a great job. if he is asking for help, we do know we have a problem up there. >> dana: what do you think about the cooperation between the biden administration and the trudeau government? we understand the importance of our national security and what

this means to our national interests. does canada have a same interest and concern? >> we should all have the same issues and concern when you look at the amount of people coming in. the countries they're coming from. i have said all along we can fix this. it is not always a brute force response but a policy response. we have to stand firm with our partners. we need the administration to reach out to canada and mexico and hold them accountable to make sure both borders are secure. a healthy and secure border increases commerce and everything for everybody. so there should be no reason we're not working and engaging with canada in a strong level to keep this from happening. >> bill: i want to play a sound bite from over the weekend, dhs. he captures the moment here about what the cartels are up to. >> empowered the cartels to a point at no time in history.

they are able to chew a lot more off operationally based on the amount of wealth that we have allowed them to accumulate. now allowed the cartels to target our northern border. why? because it's all tied to profits for them. >> bill: anything in our policy, chris, getting at the money today that the cartels are making? by the billions? >> i think when you have a consequence for entering the country illegally, what is happening on the southern border and today in vermont like casey mentioned in his report the last 12 years combined we have to have a firm consequence and be able to use our networks to be able to attack the cartel network to take the profits. as i mentioned last week in yuma, it is about making money for them. the report at dhs was correct. we have given control of the border figuratively speaking to

council member is saying she called 911 but on hold for 28 minutes. street racers took over a busy austin intersection saturday night. cars doing donuts at high speeds appear to come within close range of spectators. one car hitting a person. they also drag raced. some people throwing up the middle finger at police cars as they began to arrive. it shows a large mob of people forcing the squad car to reverse down a street. at some point video appears to show the large crowds aiming fireworks and setting them off in the direction of one police car. now some austin city council members say police budget cuts and department vacancies are to blame for this chaotic scene. city council member told the austin american newspaper she herself tried to call 911 for the street takeover but was on hold for nearly 30 minutes. another council member said

sunday the possibility of a catastrophic cascading failure due to lack of support from our police department puts the city, its residents and visitors at risk of danger. both of those city council members endorsed improving police oversight but says austin needs more officers. they slashed police funding by a third during the height of the defund police movement in 2020. for months now austin police department's emergency communications division has faced a staffing crisis. in october the average wait time for a 911 call was 2 1/2 minutes. >> dana: thank you. >> bill: a new study finding a quarter million american students have essentially gone missing from public school classrooms. it is raising fears the pandemic learning loss will have a greater impact than originally thought about. bill mcgurn back with us, fox news contributor. good morning to you. i saw a few reasons as to where

they might have been, truancy was one. growth in homeschooling. that's not reported to the states. more toddlers skipping kindergarten. what makes sense to you when you try to add this up? that's a lot of kids. >> yeah, i think there are a whole bunch of contributing factors. but when you think of it misplacing a quarter million kids, the public school system especially in our big cities is broken. it does not serve these kids. we see from the other pandemic-related information, a lot of kids not only were behind but a lot are behind in a way they'll never catch up. it is just a sign of the appear agenty. look at the test scores that came out that shows 22 schools in baltimore where there is not a single kid proficient in math. we're not preparing these kids. these kids are destined to end

up on the fringes of the american dream and not have a living and future that they should. >> bill: true on that. wow. in the meantime honor students are losing their honors. there is a push now, bill, various school districts in the name of equity to go ahead and get rid of honors classes. one paragraph out of the "wall street journal" today. school district doing away with honors classes argue students who don't take those classes from a young age start to see themselves in a different tier and come to think they're incapable of enrolling in advanced placement classes that help with college admissions. in other words, that's life. that's what happens if you are good enough to make the grade or not good enough, i should say. >> yeah. look, achievement is at odds with equity. equity is about having the same outcome no matter what you

produce, what you did, if you studied or not. and we see this all over. northern virginia the best public school in the nation, thomas jefferson, revised its admissions policy, which is based solely on merit, a merit test. they did it so they could admit more kids who wouldn't have otherwise gone in. everywhere you see this, it's a war on achievement. the same thing with doing away with the s.a.t.s and so forth. no one wants to see differences. i think the progressives, they've given up on the idea they can lift achievement for a lot of these kids. it is a cynical move. okay, you can't lift achievement for the kids not doing well. well, just pretend the other kids aren't achieving and cut them down to size. it is very cynical. >> bill: i saw the story out of culver city, california.

they're doing it there. parents if they have a good student as a child, parents want those kids to be challenged. if you get away from the honors programs, bill, they lose that competitive edge that they would have normally. not right. last comment. >> i think you are right. especially for a poor kid, school performance is a way up the ladder. it is a great equalizer. now we're basically saying poor kids can't compete so rather than embarrass them, we'll punish good kids. it is so perverse and robs so many children of a bright future. i think it's probably the greatest scandal in america today, what we're doing to our schools. parents are fighting a rear guard action to protect merit and honors. >> bill: that they are. bill mcgurn, nice to see you from the wall is journal.

communications decency act which has been in effect since 1996. it gives social media companies and other digital platforms immunity from some criminal and civil claims. in congress members from both sides of the aisle have complained about the scope of section 230 arguing when it was written in 1996 the online landscape was very different and section 230 protections need to be changed and modernized. whether companies like google and twitter can receive civil immunity when algorithms recommend what should be shown to users. they allegedly -- any decision would not only affect web search results but could hurt social media feeds, online marketplace listing community and streaming services and apps. if stricter measures are in place tech experts say it could

>> bill: those comments before you woke up earlier today. president biden in an unannounced visit to ukraine meeting with zelensky as russia's unprovoked war marks the one year mark later this week. general jack keane is here to talk about this. he pledged $5 hundred million in u.s. assistance coming up on the one year mark. putin doesn't look like he is backing down at all, general. will we be sitting here a year from now marking the moment for the war entering year number three? >> i think that's likely. part of the reason for that has to do with the administration because zelensky has been asking for advanced weapons for some time going all the way back to last year and we slow roll these weapons and provide them piecemeal to them out of the mistaken belief that each weapon would force putin to escalate with the threat of nuclear

weapons and follow through on that. as we have seen, putin has never escalated. we've done this about ten times now and i think that policy is no longer founded. what we should do is give zelensky everything he needs now. the fact is the center of gravity for ukraine's success is two-fold. one is the iron will determination of their military and their people to fight the russians with everything they have regardless of the cost of it. and the second is the u.s.-led western coalition support as the president mentioned to help the ukrainians. they would never have been able to achieve the success we have seen to date without that support. they will not be able to drive the russians off their territory without that support. but the opportunity is in front of us, bill, to be able to do that. the russians are starting an offensive slowly now. elements of four divisions.

they will struggle with that. we at the institute for the study of war assess they'll make some gains but eventually culminate much as they did back in november of last year when they were on the eastern part of the donbas. that opens up huge opportunity for the ukrainians militarily to begin to retake territory. but they need the weapons to do that. >> dana: he announced more tanks and ammo but nothing more than that and also $5 hundred thousand -- $500 million and more to come. people are concerned with a blank check. something americans are saying how long will it go on? there was this from governor ron desantis asked about the biden trip this morning on "fox & friends." listen to what he said. >> i think it's important to point out the fear of russia going into nato countries and all that and steam rolling. that's not even come close to

happening. they've shown themselves to be a third rate military power. they have suffered tremendous, tremendous losses. >> dana: what do you think about that point of view? >> on the firsthand i do agree. russia is not going to be able to immediately go into a nato country based on their losses. but you cannot underestimate them. the governor is saying something that president obama said. he looked at russia as weak, declining power implied not to be taken seriously. in the meantime, putin for 20 years and particularly after the late 90s when he took over in 2000, had said very specifically that he fully intends to take back the former soviet republicans and break nato. the way to achieve that is to invade a nato country and nato isn't able to respond quick enough or resoundly enough to deal with that.

evil that is out there in the world that is after our kids. >> dana: it's so important to tell them. we're showing these beautiful pictures of your son, walker. you had a strong bond with him and he was the oldest of your other children. this must be extremely difficult for the family. is there anything that the f.b.i. can do or law enforcement or are there laws you would like to see changed in order to track it down on that side of the equation? >> yes. the f.b.i. has done a great job working through this and identified the threats came from nigeria. there is floating theories it was local. it was not. it was originating out of nigeria in this case and they are working whatrd to bring those people to justice. we're interested in that. there is a lot of criminal activity originating within social media. our tech companies have the

ability to filter and censor some of this for minors and they aren't investing in the technologies as aggressively. that's the financial result of this. the other side is as parents. something that i would say today that if you could make an instant difference in your family don't allow your children by themselves in a bedroom, in a bathroom, anywhere with these phones without supervision. they are not capable of understanding the dangers on the other side of it. as a parent something i have to live with as a regret. walker had access to his telephone in his room by himself. that's a reality. i'm telling you that because i want other parents to heed that warning. it is something you can do today to guard yourself against this. we have no question about where walker is at. we're christians, walker is in heaven with christ waiting on us. we have no question about that. i was fortunate enough to speak
