february 24th of last year. an endless cycle of destruction and resilience since then. while there he announced an additional half billion in assistance promising president zelensky that the u.s. will stand by ukraine. >> president biden: putin thought ukraine was weak and the west was divided. he is counting on us not sticking together. one year later, the evidence is right here in this room. we stand here together. >> we'll talk to former c.i.a. station chief dan hoffman. first to steve harrigan live in the capital city of kiev. steve. >> it really was a remarkable moment here this morning that many people looked on in disbelief at the monastery behind me built in the middle ages. inside you had president zelensky as well as president biden.

before they came out, the air raid sirens rang out across kiev. [sirens blasting] >> no signs of any explosions or any visible signs of danger. the white house was clear to say they had informed russia about the trip before it happened. in addition to laying wreaths on a memorial for some of the ukrainian war dead, biden announced $5 hundred million in military aid for ukraine. no mention of jets, though. here is president biden. >> president biden: that announcement includes artillery ammunition for horowitzer, more javelins. air surveillance raid area to protect from aerial bombardments. >> his visit comes at a critical time for ukraine. just when russia is trying to
8:03 am
launch a major offensive in the east. many ukrainians said the sights of the 80-year-old u.s. president on the streets of kiev with their president was a boost to morale. >> i think that joe biden's visit to ukraine means the whole world supports ukraine and that the victory will be ours because we're strong and able to hold out. >> biden was on the ground here in kiev about five hours before heading off to poland. trace, back to you. >> steve harrigan on the ground. now to dan hoffman, fox news contributor and former c.i.a. station chief. you see the president on the ground and promising more aid. china promising lethal aid. the war machine is in high gear and diplomatic machine is in idle at this point in time. your thoughts.
8:04 am
>> for sure. this war will be decided on the battlefield. let's be clear it has been decided. russia sought to overthrow ukraine's government within a matter of days and they failed to do it because the brave ukrainians who fought back and the west and nato has provided a lot of assistance. the president promised today howitzer shells, anti-tank weapons but what's missing is the advanced weaponry and fighter aircraft. in congress there is a bipartisan consensus to give ukraine f-16s. the administration is holding back. >> do you think the f-16s might be coming at some point in time? some intimations. first it was hard nos across the board. now suddenly there is some wiggle room apparently in this debate. >> i think there is. if you look back at the history of this conflict, there was a hard no on a lot of things including the patriot air defense missiles and we supplied
8:05 am
those to ukraine. that's a bit of the history. unfortunately we haven't given ukraine all they needed with the speed that we should have going back to when russia deployed 70,000 troops to the border and threatened ukraine two years ago. if we had done that i don't know whether we would have deterred russia but gave ukraine a better chance to fight back. the president wants to show putin we're with ukraine. we need to do it in kind not just flowery talk. >> china considering given lethal aid. here is reaction. >> we made clear to the chinese that there will be consequences should they make that unfortunate decision. >> to the chinese, if you jump on the putin train now, you are dumber than dirt. it would be like buying a ticket on the titanic after you saw the movie. don't do this. >> we talk about consequences
8:06 am
and we seldom see those consequences. >> yeah. actually think china is benefiting greatly by a weakened russia bloodied by their war in ukraine. china is taking every advantage. the chinese and russians have a limitless partnership, so they say. i think china knows they would be crossing a red line if they were to provide lethal assistance and they want the united states to believe that they are not doing that and they want something in return from us for making -- doing something they never intended to do in the first place. we'll see where this goes. we'll see what our intelligence -- the intelligence community would be able to remove the scales from the eyes of our policymakers on the true intentions of china but i wouldn't be surprised if this is a bit of diplomatic sub tre

fudge on their part. >> antony blinken confronted his chinese counterpart having talk about the spy balloon. a fighter jet shot it down. >> i made very clear to him that china sending a surveillance balloon over the united states in violation of our sovereignty and international law was unacceptable and must never happen again. i don't want to characterize what they said. there was no apology. >> you have president biden promising that he would speak with china's president about the spy flight. we're waiting for that to happen. biden claimed to be tough on xi, says they have a good relationship. but the bottom line here is that conversation has not yet happened. do you think it will happen, dan, in the near future? >> i think it might happen. i think more importantly than that is how we respond to china. look, diplomacy doesn't do a whole lot to change china's
8:08 am
calculation. the rose garden meeting in 2015 where xi promised obama they wouldn't militarize the south china satisfy. it is our actions that determine how it will play out. diplomacy is important but the question i think for congressional oversight is are we doing enough? >> are we being tested by china, dan? you look at all these things and talk about them maybe there is some lingering questions whether they will give russia some lethal aid. you look at the spy balloon and all those things happening, the sanctions. they are mostly symbolic on the u.s. contractors but it seems to me like china is laying out some testing devices to see how the united states reacts. what do you think? >> i think they just continue to probe us. as len-in used to like to say, if you probe with your bay nets
8:09 am
and find mush keep pushing. steel and withdraw. too many opportunities for china to buy farmland and conduct espionage in the country. the spy balloon was visible but they are all over the map operating against u.s. national interests in the middle east, africa and here in the homeland. there is a lot more to be done. i don't think we've got the right all of government approach here to counter them to defend ourselves and deter their aggression. >> if we find out that russia -- china is actually floating these balloons and launching them from caribbean, do you think that changes the game for you at all, dan? or is it just to be expected? >> i think we need to be doing something about it if we consider this to be a threat to national security. and it is. china is trying to dominate the near space domain. it is a real economic issue for us. we have aircraft, civilian aircraft flying in that airspace. we shot down three objects.
8:10 am
we didn't know what they were. that's got to cause some concerns for us on the economic front. but for sure they are using their air balloons and used them in taiwan. my concern is other nefarious actors might see that opportunity. terrorists, north korea, iran and likewise have ideas about how they could use those air balloons. imagine if one of them had wmd instead of spying equipment. we need rules of engagement, intelligence collection and a strategy for how to deal with them. >> thank you, sir. meantime numbers be damned. the vice president blowing off terrible polling among her voters in her own party. her answer to why so many people say they don't want her boss to run again. and biden's border crisis is not just overwhelming our southern border, new reports show more and more illegals have learned it is easier to sneak in from the north. official eaves -- officials say

haley, right? i would say i guess that means it is past his prime. you have to have a prime in the first place. it is getting more difficult to imagine a scenario where he is a permanent fixture on the morning show or staying with the network at this point. he didn't apologize because he felt remorse but that he was told to. he did so on the phone on the beach in miami. didn't stick around to apologize to staffers in person or a poll eyes to nikki haley herbs. abundantly clear that his ego can't stand sharing the stage with anyone. it appears the ceo for the network appears to be way over his head. >> nothing like paying $1 hundred on ticketmaster to see a socialist senator badmouth
