team up with putin in that way? back to you. >> steve: there are so many moving parts here. peter, we understand that apparently the president is running behind schedule. normally on something like this, they are pretty punctual. but you have got figure one of the reasons he is delayed is because they are trying to figure out what to put into his remarks about how they are suspending this new start nuclear treaty. >> yes. that would be a big part of it. these remarks would have been written over the course of several days or even weeks because they know what they want to do with regard to ukraine aid. that is potentially a game changer since putin is saying that for the time is he not going to let u.s. inspectors in to see russian nuclear sites. another consideration could be the president might be tired. the "new york times" has an item he had a hard time sleeping on the 20 hour train ride in and out of ukraine. >> brian: how long was he on the ground in ukraine? i thought six hours; is that

correct? >> . so it was about -- it was just under six hours off the train. but then the other 20 hours he was technically in ukraine just riding the rails. and apparently not sleeping. >> we heard in ukraine for 23 hours before going to poland in kyiv for five hours. >> steve: peter, i thought joe biden pretty much lived on the train when he was going back and forth. for him not to be able to sleep says something. >> ainsley: peter we are hearing that the president has left so he should be there soon. sorry to interrupt you. >> peter: and to your point, dad, if you listen to biden talk about his days on the train, he was just talking to everybody. talking to the guy in the cafe car. talking to the conductor. and even though they had the shades drawn, i'm sure there was a conductor he could be talking to or something. >> ainsley: peter, i'm curious, i don't know if you had enough time on the ground to talk to individuals there what happened to all the displaced families? what about the children that were sent to orphanages there. >> brian: that were kidnapped.

>> peter: a lot of them are still here. i saw a stat the population of warsaw roughly doubled over the last year because there have been so many people. they have had to absorb a ton of these displaced ukrainian refugees and that would be something else that president biden is going to talk to duda about here in a few minutes. >> steve: and the president we understand has left the residence where we overnighted and he should be at your location very shortly. and we'll bring those live pictures. peter, thank you very much. >> brian: thanks. in vladimir putin's speech, he said he is out of the nuclear arms deal. he said the west in ukraine started this war, which is total followy. he seemed total detached and rambling for over an hour. the utter existence of russia is at stake. mailed a veiled threat about using nuclear weapons. and he also is delusional about his economy. so far ran a $25 billion deficit

in january alone since the sanctions went. in recent poll in january says two thirds of the american public do support giving aid to ukraine for this battle. so far one fifth of ukraine he has lost at least 200,000 men from the battlefield whether casualties or kills. he is preparing another surge. but you have got to figure in some respects his last surge because he has got about 200,000. he says con scripts who have had all of about six weeks of training. and you have got to figure this is not only the b team. this is not even the c team. this is a non-team that was drafted and now they are going to go in as cannon fodder to go against an experienced fighting force. there is a lot of people who feel as though if ukraine cannot only hold off but advance in their spring surge, that will be the turn around the west needs to see. >> ainsley: he also said they are going to resume testing nuclear weapons if we do.

do. they are looking to triple their arsenal in the next few years. so, that's where my concern is not so much russia. they are already helping with nonlethal aid with economic aid. their imports of russian oil have increased over 50% so everything that basically europe has walked away from, china and india have picked up the slack in terms of the russian economy. so so much for the, you know, 9 highly vaunted sanctions. >> brian: we could pressure india, i don't know why we are not doing it. >> steve: as michael waltz said himself he said look, as you can see the president pulling up to the presidential palace there in poland. this is different by the way than yesterday. yesterday, when he arrived in kyiv, he was in a white suv that was a toyota product. whereas the thinking was he would not arrive in that vehicle

because everybody in the world knows that when you have got a cadillac also known as the beast with flags on the front that's the president of the united states. obviously yesterday, when he spent slightly in excess of 20 hours in ukraine on the train back and forth they didn't want people to know until he actually gave the high sign that the president was there we do understand that with this speech that the president is going to be giving is he going to be stating values, not just joust ling with putin but it will be interesting to see if anything latest threat from vament that russia is start suspending the new start treaty. last treaty we have got with the former soviet union, now russia. and if true if putin follows through this would be a sharp break with the west which just goes to show you how desperate the guy is you have putin making

united states and president of poland reviewed the troops pomp and circumstance there. it's always thrilling when you are an american to be in another land and you hear the national nationalanthem and i'm sure joen felt exactly that way. they played the polish national anthem. very shortly turn around and walk through those doors and the president will deliver his remarks there at the royal palace where he spoke almost a year ago when russia was on the initial phase of its initial invasion of ukraine. as we mentioned early yes, apparently he is not going to be jousting with mr. putin. instead talking about the values that america values and holds forth and shared values between the nations involved. >> ainsley: we saw poland wrap their arms around ukraine in their time of need and people were crossing the border. women with their babies and getting on trains and going into poland and the polish people were meeting them on -- at the train.

>> brian: fox news alert now. president biden currently meeting with poland's president duda in the presidential palace in warsaw. meanwhile vladimir putin announcing hours ago russia will be pulling out of the nuclear treaty signed with the u.s. back in 2010 that they were cheating on. how will this impact president biden's remarks later this morning? he was late this morning, maybe rewriting that speech. former ambassador kurt volker served as u.s. envoy to ukraine joins us now. ambassador, so far we watched vladimir putin speak for over an hour. one of the things he said he is getting out of the nuclear treaty. he had a veiled threat of using nuclear weapons he said this war was started by ukraine and the western allies. your thoughts? >> yeah. first off, it's important that the president went because he is now staked america's credibility on ukraine winning this war.

and that's terribly important. i hope the administration follows up and starts providing all the weapons we can rather than holding back on things. now, with putin and the nuclear treaty. they weren't implementing it anyway. they weren't allowing inspections. this is just one more steps in a whole series of t of treaties hs stopped implementing. deterrence works. finally you brought up this point of history. he has made up history all along the way to claim justification for his attack on ukraine. these are not any more russia's historic lands than they are anybody else's. >> brian: how serious do you take the veiled threat on nukes? >> i don't think he will do it. i think he knows it would draw a devastating response against him and his military forces if he did his military is afraid to do it response would hit him. they also know they don't have the protective equipment and using weapons on battlefield is going to hurts russian soldiers

longer war and possibly a putin that survives and attacks other countries or as you brought up, the risk of nuclear weapons. we just have to end this war as quickly as possible. >> brian: if the chinese spokesperson saying on the u.s. saying do not supply weapons to russia. they blistered us saying how dare. we can give weapons to ukraine but they can't give to russia? as if they are saying they will go ahead and do it. do you think that china is going to start arming the russians? >> i don't think they are doing it now. it was always a risk, of course, they have some capability to do it. particularly ammunition, which the russians badly need. but i don't think china's interests are served by giving arms to russia. russia is attacking a sovereign, independent state, something that china has always said it stands by, that, you know, have you got to protect state sovereignty and state borders. russia is violating that. it also doesn't want its efforts to be seen to take taiwan as that parallel in any way to what russia is doing in ukraine. and it's economic interests are much more tied to the u.s. and

there are very nervous as to what could happen to them and there has been several arrests lately and the border is not. we don't have a lot of border patrol up here now. they are all along the southern border. so our town is very concerned that they stopped. ainsley: what are you seeing in your town and who is coming across the northern border? >> well, as far as what nationality, i'm not sure. but they have been several arrests since christmas. and makes the whole town nervous. we're a small town with very few on the police force and they are taking the border patrol and sending them to the southern border, so it makes the whole north country nervous. >> ainsley: richard, the border patrol they are asking them, according to this internal memo or email, they are asking border patrol agents to redeploy. how long are deployments normally and they are saying this could happen as early as march 1st. how long do they normally deploy? >> i'm not sure how long. but some -- it's three, four

months at least at a time. or up to aer i don't. i'm not sure how much they do deploy timewise. but we're shorthanded for sure. >> ainsley: when you look at these numbers in 2021, the northern border, there were about 27,000 crossings. just since october alone of this fiscal year, we have seen 56,000 crossings. it's more than doubled. why is that? >> i believe that they know that the northern border is not as occupied by the border patrol as they are in the south. and they are trying to get across in the north and that makes it very concerning to the town of pittsburgh. >> ainsley: what exactly do you need in pittsburgh? >> what was that? >> ainsley: what do you need in pittsburgh? >> we need more of the border patrol to enforce it and need more on our police department. we are trying to fill a spot for a full-time position. we have a part time chief now. we need a full-time force.
