way on your acu men. what will it take to get us out of this mess? what do we face if china puts weapons on the ground for russia to fight ukraine? >> first of all, let's remember that china, before even the ukrainian/russian situation happened, china and russia claimed they were ultimate partners. they made that partnership to stay together from the very begin with iran as their junior partner. to see this, you don't let the distractions of the blustering talk fool you. they are basically just trying to scare the united states. and trying to scare the west. we can't shake in our boots. we need to be strong and let russia and china know what we expect of them. this is no different -- china typically got weapons from russia, not russia from china. russia would get parts from china. this is just china trying to make this bigger thing and trying to threaten us and run

scared. look, we watched biden run scared the last two years. america needs to stand up and say we are going to have the backs of ukraine. we will continue to do what we need to to allow them to defend themselves and defend their freedoms and rights and you, if you decide to go and partner with russia and go down this road you will pay the same price russia paid. china doesn't want that. china sees what has happened to the russian economy and sees how isolated russia has become. so don't let the words fool you. we need to stay focused and determined and can't be distracted. >> harris: do you have faith when the u.n. ambassador says there will be cons kenss that the biden administration will thrill ai ply some consequences. we've seen so many things from them. they were spying on us. there has been a tick up in how much they want to mess with us. >> look, i don't have any faith in the biden administration. this starts with you look at the fall of afghanistan and what

that told the world. you look at the fact biden fell all over himself to try to get back into the iran deal. the idea that americans and american children would look to the sky and see a chinese spy balloon looking back at them? they know this is the weakest president we've ever had and try to get away with as much as they possibly can during the next two years. >> harris: that tips us into what i've heard you say why you want to run for president. axios cnn, many media outlets reported in 2018 you had if not the highest popularity among american politicians, very, very close to it, including among democrats. 75% republicans, 55% democrats, 63% independents polled at that time said they supported you. you had great approval ratings. why didn't you run when the wind was at your back? i look at your recent polling it is 3 to 6%, somewhere in there

and you are going up against donald trump. why now? >> first of all, early polling in any presidential race doesn't mean anything. so those polls don't matter. look, do you run when you feel like the country needs you? right now i look at the fact that we saw that fall in afghanistan, our kids are so far behind in education, we don't know if we can catch them up. mothers can't get baby formula. families can't afford groceries. more than that, i was a governor and took a hurting state and turned it to the beast of the southwest. i took the kick me at the u.n. i'm the wife of a combat veteran. i have a daughter getting married and a son in college having to write papers to write what he doesn't believe in to get an a. let's start growing the momentum

back to our country and make us strong again. >> harris: those are platitudes of running and a great speech on a stump. we need specifics. right before the mid-terms i had a live audience election night and what we learned was exactly what we saw a few hours later. independents especially are no longer impressed with republicans making a bunch of promises. they want to see action. inflation reduction act from biden didn't do that. it spent money on climate change. what will you do to make the price of flour and bacon and everything we put in our refrigerators cheaper? >> multiple things we have to do. first d.c. has a spending addiction. we have to put them on a diet. 15% of our budget is interest. we need to quit borrowing money. these earmarks that both republicans and democrats started need to stop that. when you look at inflation, supply chain, the reason supplies are so high, we need to start making things in america again so that's not the issue. then we have to open up the

energy sector to bring the cost of utilities down. when you do those things, that's the start. we have to remind d.c. this is the american taxpayers' money, not the other. right now we see $12 million on a baseball stadium in new york, $15,000,002 million for hip-hop museum in new york. that's insanity when families can't afford things. you have 50% of families saying they make less money than they were a year ago. >> harris: i want to get to some of the sexist and racist remarks against you. what is your foreign policy on ukraine right now? how much money should we be spending? everybody from congressman waltz in florida to others are saying what do we do at this point? just open the checkbook? what do you do? >> we don't open the checkbook.

what do you say about that and what do you think you are facing? do you think you can win your own state? you have trump potentially desantis, potentially tim scott and you have to get the black vote. at least some of it. >> i'm very proud of south carolina and more than that south carolina people know what i did for them and took the state from double digit unemployment and made it the beast of the southeast. i reformed any education. any child that can't read by the third grade has to be held back. i passed voter i.d. and e-verify saying no illegal immigrants could get jobs in our state and when we have a white supremacist shooter come and shoot people in a church, we had vigils and hugs and we showed the entire world what grace and strength look like. the people of south carolina have been very good to me and i will forever be grateful and work hard to get their support again.

better than anybody else. we have good policies and leaders that will stand behind the people that wear the uniform. >> harris: it could be a blueprint for a 2024 bid. florida governor ron desantis on a pro-police tour to blue cities in new york, pennsylvania and illinois. he brought some tough talk on new york's soft on crime policies including its woke bail laws. new york city's mayor eric adams pushed back on some of the state's progressive crime policies. that didn't stop him from trolling desantis's visit. adams tweeting this. welcome to new york storks a place where we don't ban books, discriminate against lgbtq neighbors use asylum speakers at props orlet a government stand between a woman and healthcare. we are happy to teach you something about values while you're here. desantis's campaign fired back. they are using twitter. nice rhetoric but here is reality. more americans fled new york city than any other metro area

say scoreboard. that's what the desantis team did. look at the scoreboard. people are fleeing our city precisely because of the policies that you want to tout. they are moving specifically to our state of florida and other free states because, as ron desantis and his camp pointed out, donald trump originated the idea of law and order in the modern republican party talking about it. support your cops and let them do their job and everything else can slide from there. you take care of bad cops when you do. teach real history, not a twisted version that reintroduces racism, exactly what dei is. dci. equity really is a form of communism. call it dci. that's what they are pushing. everybody looking at the picture objectively knows that florida is a better quality of life. eric adams knows that, too. he goes down to the border to complain about the border while

serious. i'm trying to wrap my mind around why this is even happening. police unions are clashing with the mayor of austin over the chaos in that city. the latest shocking incident happened saturday night. remind you, cops have a lot they need to be doing. check this scene out. racers shut down austin center hurting a police officer in the process. see for yourself. crowds are throwing rocks and bottles and pointing lasers at police officers. the austin police association blames austin's policymakers and the defund the police movement for slow response to any of this. they just don't have enough people on the ground anymore. austin's democratic mayor says the union is misrepresenting the facts. here is a quote. the austin police association posted some false comments on sunday that appeared to wrongly

area. the visit comes one day ahead of former president donald trump coming here to east palestine. cleanup efforts continue here more than two weeks after the derailment. some in the town want to press on pointing to the schools being open again, others don't trust what the government is telling them. norfolk southern, too. some people have been grateful for the $1 thousand checks and other expenses. other people are angry. we spoke to a representative from norfolk southern. >> we have been here since the day after the derailment. many different demands that specialize in different aspects of community response and we have been here from the beginning. number two, we're here to help. >> the state of ohio and hhs has set up a free medical clinic set to open at 12:00.

what does that mean? because the analogy of world war ii is what everybody wanted to use, vladimir putin will march across europe. it's not true. it feels a lot more like a world war i moment where alliances are shifting and being formed in a very unholy one between russia and china and talk of military cooperation. one miscalculation and escalation and we risk a wider war. as joe biden has said we'll fight as long as it takes. in iraq and afghanistan who heard similar words and invested in victory at those places i look at those turned out. not a lot of good american interests came out of that. it feels the same way in ukraine. i hope they can repel the russians. what americans' interests are at this point are very unclear. a big distraction from our real enemy in the communist chinese who are moving in dramatic ways and now looking to partner

nearly one year ago i spoke at the royal castle here in warsaw just weeks after vladimir putin had unleashed his murderous assault on ukraine. the land war, world war ii had gun. the cornerstone of peace and prosperity and stability on this planet for more than 75 years were at risk of being shattered. one year ago the world was bracing for the fall of kiev. well, i came from a visit kiev and i can report kiev stands strong. [cheers and applause] kiev stands proud and stands tall and most important it stands free. when russia invaded, it wasn't just ukraine being tested, the whole world faced a test for the

ages. europe was being tested. america was being tested. nato was being tested. all democracies were being tested. the questions we face are simple as they were profound. would we respond or would we look the other way? would we be strong or would we be weak? would we be, all our allies united or divided? one year later, we know the answer. we did respond, we would be strong and we would be united and the world would not look the other way. [cheers and applause] we also faced fundamental questions about the commitment to the most basic of principles. would we stand up for the sovereignty of nations? would we stand up for the right of people to live free from naked aggression and stand up for democracy?

one year later we know the answers. yes, we would stand up for sovereignty and we did. yes, we would stand up for the right of people to live free from aggression and we did. and we would stand up for democracy and we did. and yesterday i will be on w honored to stand with president zelensky in ukraine that we will stand up for these things no matter what. when president putin ordered his tanks to roll into ukraine, he thought we would roll over. he was wrong. the ukrainian people are too brave. america, europe, coalition of nations from the atlantic to the pacific we were too unified. democracy was too strong. instead of an easy victory that he predicted putin left with burned out tanks and russia's forces in disarray.

he thought he would get -- he got the natoization of finland and sweden. he thought nato would fracture and divide, instead nato is more united and more unified than ever. than ever before. he thought he could weaponize energy. to crack your resolve and europe's resolve. instead we are working together to end europe's dependence on -- he met the iron will of the nations of the world that refused to accept fear and force. he found himself at war with a nation led by a man whose courage would be forged in fire and steel president zelensky. president putin is confronted with something today that he

didn't think was possible a year ago. the democracies of the world have grown stronger, not weaker. but the ought congratulates of the world have grown weaker, not stronger, because in moments of great upheaval and uncertainty that knowing what you stand for is most important. and knowing who stands with you makes all the difference. people of poland know that. you know that. in fact, you know it better than anyone here in poland because that's what solidarity means. when the beautiful city was destroyed after the warsaw uprising during decades under the iron fist of communist rule poland endured because you stood together. that's how brave leaders of the opposition and the people of belarus continue to fight for their democracy. that is how the resolve in

president putin's craven lust for land and power will fail and ukrainian people's love for their country will prevail. democracies of the world will stand guard of freedom today, tomorrow and forever. [cheers and applause] that's what is at stake here, freedom. that's the message i carried to kiev yesterday. directly to the people of ukraine. when president zelensky said he came to the united states in december, quote, he said the struggle will define the world and what our children and grandchildren, how they live. and then their children and grandchildren. he wasn't only speaking about the children and grandchildren of ukraine. he was speaking about all of our children and grandchildren. yours and mine. we're seeing again today what the people of poland and the people across europe saw for

decades, appetites of the auto congratulates. they onto understand one word, no, no, no. no you will not take my country, you will not take my freedom or my future. i'll repeat tonight what i said last year in this same place. a dictator built on rebuilding and empire will never be able to ease the people's love of liberty. brutality will never grind down the will of the free and ukraine -- ukraine will never be a victory for russia, never. been an extraordinary year in every sense. extraordinary brutality from russian forces and mercenaries. they have committed depravities. crimes against humanity without shame or compunction. targeted civilians with death and destruction. used rape as a weapon of war. stolen ukrainian children in an attempt to steal ukraine's future. bombed train stations, maternity hospitals, schools and orphanages. no one, no one can turn away their eyes from the atrocities russia is committing against the ukrainian people. it is abhorrent. it is abhorrent. but extraordinarily as well has been the response of the ukrainian people and the world. one year after the bombs began to fall, russian tanks rolled

into ukraine. ukraine is still independent and free. [cheers and applause] from kherson to kharkiv ukrainians have reclaimed their land. more than 50% of the territory russia held last year. the blue and yellow flag of ukraine proudly waves there once again. president zelensky still leads a democratic-elected government that represents the will of the ukrainian people. and the world has already voted multiple times, including the united nations general assembly, to condemn russian's aggression and support a just peace. each time in the u.n. that vote has been overwhelming and in october, 143 nations in the united nations condemned russians illegal annexation. only four in the entire u.n. voted with russia, four.

so tonight i speak once more to the people of russia. the united states and the nations of europe do not seek to control or destroy russia. the west was not plotting to attack russia as putin said today. millions of russian citizens only want to live in peace with their neighbors are not the enemy. this war was never a necessity. it is a tragedy. president putin chose this war. every day the war continues is his choice. he could end the war with a word. it's simple. if russia stopped invading ukraine it would end the war. if ukraine stopped defending itself against russia it would be the end of ukraine. that's why together we are making sure ukraine can defend itself. the united states has assembled a worldwide coalition of more

than 50 nations to get critical weapons and supplies to the brave ukrainian fighters on the front lines. air defense systems, artillery, ammunition, tanks, armored vehicles. the european union and its member states have stepped up with unprecedented commitments to ukraine. not just security assistance but economic and humanitarian and refugee assistance and so much more. to all of you here tonight, take a moment -- i'm serious when i say this. turn around and look at one another. look at what you've done so far. poland is hosting more than 1.5 million refugees from this war, god bless you. generosity and willingness to open your hearts and homes is extraordinary. the american people are united in our resolve as well, all across my country and big cities

and small towns, ukrainian flags fly from american homes. over the past year, democrats and republicans in the united states congress have come together to stand for freedom. that's who americans are and that's what americans do. [cheers and applause] the world is also coming together to address the global fallout from president putin's war. putin tried to starve the world blocking the ports in the black sea to stop ukraine from exporting its grain exacerbating the global food crisis that hit developing nations in africa especially hard. instead, the united states and the g7 and partners around the world answered the call with historic commitments to address the crisis and bolster the global food supply.

this week my wife, jill biden, is traveling to africa to help bring attention to this critical issue. our commitment is to the people of ukraine and the future of ukraine. ukrainians free, sovereign and democratic. that was the dream of those who declared ukraine's independence more than 30 years ago and led the orange revolution and the revolution of dignity. who braved ice and fire and the heavenly hundreds who died there and those who continue still to root out kremlin's efforts to corrupt, coerce and control. a dream for those ukrainian patriots who fought for years against russian aggression in the donbas and the heroes who have given everything, given their lives in the service of their beloved ukraine. i was honored to visit the memorial in kiev yesterday to pay tribute to the sacrifice of

those who lost their lives. standing alongside president zelensky. the united states and our partners stand with ukraine's teachers, hospital staff and emergency responders, the workers in cities across ukraine fighting to keep the power on in the face of russia's cruel bombardment. we stand for the millions of refugees of this war who found a welcome in europe and the united states particularly here in poland. ordinary people across europe did whatever they could to help and continue to do so. poleish businesses, civil society. cultural leaders including the first lady of poland who is here tonight have led with heart and determination showcasing all that's good about the human spirit. madam first lady, we love you. thank you to all. visiting are e with refugees from ukraine who just arrived in warsaw. seeing their faces, exhausted and afraid holding their children so close worrying they may never see their fathers, husbands, brothers and sisters again. in the darkest moment of their lives, you the people of poland offered them safety and light. you embraced them. you literally embraced them. i watched the looks on their faces. meanwhile, together we made sure that russia is paying the price for its abuses. we continue to maintain the largest sanction ever imposed on any country in history and will announce more sanctions this week together with our partners. we'll hold accountable those who are responsible for this war and we'll seek justice for the war crimes and crimes against humanity continuing to be committed by the russians. you know, there is much for us

to be proud of over all that we have achieved together this past year. we have to be honest and clear eyed as we look at the year ahead. the defense of freedom is not the work of a day or a year. it is always difficult. it is always important. as ukraine continues to defend itself against the russian onslaught and launch counter offensives of its own it will continue to be hard and bitter days. victory is in tragedy. ukraine is steel for the fight ahead. the united states and our allies and partners will continue to have ukraine's back as it defends itself. next year i will host every member of nato for our 2024 summit in the united states. together we'll celebrate the 75th anniversary of the strongest defensive alliance in the history of the world, nato.
