people of ukraine. he also announced additional sanctions against russia. china was continuing to stick a finger in america's eye cozying up to russia. all of this was yesterday at this time. today a top diplomat traveled to moscow and met with the dictator putin celebrating the meeting was putin and teasing a bigger step in the china alliance. >> i would like to note that russia/china relations developed like we planned if previous years. everything is ongoing progressively, developed. we achieved new front ears. of course we're waiting for the head of china people's republic to visit russia. >> harris: you heard it. new frontiers for the two biggest threats to america and to the world really. critics calling for diplomacy over a blank check to ukraine.

>> what biden should do is what he should have been doing all along. urging a diplomatic solution to the dispute between ukraine and russia. he has failed utterly to do that and instead at every turn ratcheted up. going to ukraine and offering another $5 hundred million is a huge, huge problem. we've been fighting a cold war with china now for several years but now we are in a full on proxy war with russia and it is going to take great diplomacy to ratchet this thing down. >> harris: "wall street journal" editorial board with a different take. as long as putin wants war, seeking a peace settlement is a fantasy arguing ukraine needs more from the united states. former u.n. ambassador nikki haley and gop presidential candidate was in "focus" with me yesterday. >> they are basically just trying to scare the united states. and trying to scare the west.

we can't shake in our boots. we need to be strong and let russia and china know what we expect of them. they are trying to threat en us and run scared. we saw biden run scared the last two years. >> harris: a lot to get to in terms of what china's military looks like if their intention is to put weapons on the ground for russia to further win its battles against ukraine if it can. retired marine joey jones is in "focus" shortly. first let's begin at the white house with jacque heinrich. >> despite u.s. warnings that china should not provide material support to russia for its war in ukraine, putin has declared the cooperation between the two countries has reached new frontiers following the declaration a few months ago they received a no-limits partnership agreement. it was concerning at the time. now this. china's foreign minister also

made a jab at the u.s. saying they would essentially not buckle to pressure from any third party. >> firstly, i would like to convey president xi's warmest regards to you. we are willing to work with the russian side to maintain strategic determination, deepen political mutual trust, strengthen strategic cooperation, and expand all around practical cooperation. >> the foreign minister revealed plans for new agreements without offering any details there. that meeting coming days before the one-year anniversary of russia's invasion has triggered concern in the west as russia is also pulled out plans to renew the last remaining nuclear arms control agreement with the u.s. known as the start treaty. president biden reacting to the prospect of an arms race ahead. >> mr. president, any reaction to putin pulling out of start?

linda thomas-greenfield talked about. now you have ramifications. we realize for classified reasons we can't get so much specificity. how about a little bit? will it hurt the enemy? >> a clear warning a lot of people are calling for. >> harris: thank you. test after test now. for how president biden will handle world leaders. some say biden just is not passing the test. >> china chomping at the bit to take advantage of the american weakness when their foreign minister met with blinken he mocked america. did nothing to discourage rumors that the chinese will not only be meeting with russia this spring but maybe planning to provide lethal military weapons to vladimir putin. weakness at home leads to weakness abroad. right now the biden story is just weak and weaker. >> harris: joey jones fox news

contributor, retired marine bomb technician. great to see you in "focus", joey. first of all, you hear the talk about weakness. what does strength look like in this instance? you have two super powers now that are eating all the food off our plate. >> i live in texas for three years, to quote a texan. sounds like it is all hat and no cattle. if i had a paycheck for every time blinken, kirby, psaki or karine jean-pierre said if this then this without explaining what the consequence is, i would probably not need to work for a living anymore. it is really all they go to. we'll draw this little line here and we're going to threaten this way. teddy roosevelt said something that was applicable now. two different statements. he said speak quietly and said carry a big stick. his big stick was to send a great light fleet around the world to let the know our

military arrived and we were a super power in every sense of the word. speak softly. maybe biden has that figured out whispering into a microphone. what i saw from poland was a stump speech. americans grow weary of politicians that sells wars through stump speeches. we aren't blaming biden for the war in ukraine, we're asking biden when he will wake up, lead and get us out of it to the sense we're not worried about a world war. >> harris: talk to me about a red line and what it looks like. you've fought before and know what it is like to uphold a red line that the politicians set. what should it look like now with russia and china? >> red lines don't exist in the military. they exist in politician's rhetoric. the only place they exist. if you are familiar with the obama administration they exist in rhetoric alone without any consequence. thats the problem.

setting a red line is political malfeasance. have the consequence shown before you tell somebody. you don't tell your kids i will count to three and at three i will give you a spanking and when you get to three you start counting again. you either give the spanking or your kid knows you never will. you can invade our sovereign security and invade our southern border and run us out of town in kabul. you can invade ukraine without consequence and do all these things without consequence. the worst you get is an 80-year-old man who can't remember certain words like east/west, pacific, europe, nato in a speech telling you he will come after you but never doing it. i'm not advocating for war but advocating for the type of months touring that good leaders do to have enough consequence to keep our enemies at bay. teddy roosevelt never to war with foreign adversaries but they didn't fire a bullet at us,

either. with all the bravado he had he understood the nuance of posturing and providing a show of consequence that was realistic and in a lot of ways president trump was very similar. >> harris: i was just going to say that's the name that has come up in recent days. former president donald trump and how he acted and dealt with people on the world stage. he had his critics but we had not seen in the 21st century an invasion by russia into another country on his watch. the only president during that century. you mentioned the 80-year-old man having some issues. you mean president biden. just to make it clear. more security concerns, joey. this time at our defense department. a pentagon server with a massive amount of data was left exposed. our military special operations command now is investigating the report that some of their

unclassified emails were freely available on the internet. the cybersecurity researcher who flagged the problem said anyone who knew the i.t. address of the server could access the data without a password. that feels like a google search. >> yeah, really i can't tell you how much of a vulnerability this was. i don't work there and don't know what was in the emails. someone's hot mail, i don't know. further evidence of where our military is. the fact that so much of our military is hanging on by a thread. it's not because we don't spend enough money but it is because how we spend our money is so tied to lobbyists and different representatives and what company in their district may want to provide funding to and things like that rather than a strategic plan that can last for more than a decade, be bipartisan and build our military strong. the marine corp is going through a crisis right now. we sold off a third of our

capabilities in the pacific under the idea that it will create a new way of fighting in the pacific to fight china. we've sold all the capabilities and won't have the new ones until 2030. we hope no one causes war in the pacific. our marine corp is not ready. our generals are building careers on with buzz words like di vest through invest rather than let's kill the enemy. americans are concerned with not one thing happening because of a balloon or security spike makes a scare. when you combine them all together and your leader shows a lack of leadership, you don't feel defended. you don't feel secure. >> harris: you know what comes to mind when you say things like crisis for any branch of the military. china clearly is making some movements. they've built up the size of their military. their human parts of their

military. we know they've stolen enough intellectual property i would have to think not just from corporate but perhaps from military, too, cyber as well. what does that look like when you start to look at places like taiwan? >> it looks like we can't win a war right now. i don't know we can win a war against china and russia at the same time. i don't know that we could effectively win a war against either one of them head-to-head. that's the problem. we have the people and we have the bombs and bullets but i don't know we have the leaders. that's what scares me. >> harris: always great to start things off with you. thank you very much for your military service and expertise. it would be another reversal of a trump-era policy how the biden administration reportedly aims to take away religious freedom on college campuses. and secretary pete buttigieg on a semi apology tour. he says he will visit the people who are living in fear after

>> harris: right now in arizona a hearing is underway. arizona rancher is facing a first degree murder charge for the shooting and killing of a suspected illegal im grant. 73-year-old george kelly says he didn't kill the man on his property last month. he wants a judge to set him free. kelly is currently being held on $1 million bond.

he says it was armed drug traffickers who shot and killed the victim. ahead of today's hearing kelly admitted to firing warning shots but only to frighten the drug runners off his nogales ranch. prosecutors charged kelly with first degree murder and have added two counts of aggravated assault. we'll cover the story and let you no he what happens. nearly three weeks after derailment in eastern ohio, dangerous toxins were in the air and water and up ended a community across state lines in ohio and pennsylvania. transportation secretary pete buttigieg finally -- finally admitted to ignoring the february 3rd crash. let's watch. >> i was focused on just making sure that our folks on the ground were all set but could have spoken sooner about how strongly i felt about this incident and that's a lesson learned for me. when i go the focus will be on action. look, i was mayor of my hometown

and they clearly feel that their department of transportation does not. i just put that into the eco system of conversation, sean. >> first of all, they responded to your call and actually spoke with you? that's good news. first off listen, to the point of the tweets you just read buttigieg never had a crisis where there was pollution of air, water and soil to devastate a community for generations. pete never experienced this. i was in politics. you go to the sites to see with your own eyes. as good as media coverage is and the pictures, you have to meet people and tour the place and experience it for yourself to see what people are going through. then you can actually rea -- reassure them. when you ignore people it shows

you don't care. the democrat party, joe biden was talking about this early year saying listen, we're losing rural middle income americans because they don't think we care about them. here was a great opportunity to show up for the middle income rural americans you do care. you don't show up. no one from the administration shows up. no a-listers come. it shows you don't give a darn about them. one last point. this is a great opportunity for leaders to lead and shows you have chops. you care about people. pete buttigieg should have been salivating to show what he can do for this community as the secretary of transportation. not showing up means you don't care. he only cares about the elites on the coast but not the middle part of the country and it is shameful. >> harris: the problem is deeper than not showing up this time. it was one of the reasons why i reached out to his team because i know as a parent, as somebody in the administration, as someone watching the mixed messaging around so many things

like supply chain issues, in his wheel house, right? transportation technically in his wheel house. he made the video from portugal when the airline industry couldn't get people on the air and on the ground and so many problems. there have been some messaging mishaps and absences on his part. this was another one. if you didn't catch the interviews he did yesterday and you are a young reporter and this one's name is jennifer with the daily caller news foundation, and you wanted to reach out. you first introduce yourself to the secretary and this is what ensued last evening. >> what do you have to say to the folks in ohio, east palestine suffering right now? >> i would refer you to about a dozen interviews i've given today. >> do you have a message today? >> i would refer you to the come interests i made today. >> mind sharing with us?

department, he needs to show up in regard because he is held to a different standard because he told us that's who he wanted to be. it is not an accident. you don't think that norfolk southern might have even zoomed into that town hall if they thought secretary buttigieg was interested? you know they would have. they were completely mia. didn't call the town hall. your last word. >> well it's a good point. if you will hold norfolk southern accountable you want to make sure those in power will go we're watching and you better take care of this community. norfolk southern the first time the media goes away they will try to escape all their liability to the community and families hurt by this disaster. they will think twice about doing that if the president or one of his top aides show up and go we're watching and you better take care of them and hold you to account if you don't. >> harris: i would love to interview buttigieg and really get into some of the things that really matter. because i know when he ran for

if you don't use the app, you can't come in. it's similar to a plan introduced by president trump that was struck down actually by a federal court. lawmakers and other top democrats now are going after biden's proposal saying quote, we're deeply disappointed that the administration has chosen to move forward with publishing this proposed rule which only per pet waits the harmful myth that asylum seekers are a threat to this nation. we urge president biden and secretary mayokas to reverse course. the biden administration's call for a new rule comes as border encounters jumped by 30% from this time last year. texas governor greg abbott is warning that illegal immigrants coming into his state must abide by this. >> if you are coming to the united states and america and thinking about crossing our border and thinking about making your border crossing maté state of texas, you are picking the wrong state to in enter into.

we'll do everything we can to keep you out of our border and out of our country. >> harris: you have to go in through a checkpoint. you have to go in through an actual border crossing and they are not doing that about 95% of the time in texas. power panel now. cassie smutly and marie harf. great to see you both. cassie, i've been down there and when you were at the particularly the del rio sector, it is just an onslaught at all times. there are no checkpoints that they are bothering to go through. what is your take, though, on the backlash that biden is getting from those within his own party? >> yeah, i would ask them do they think it is going well at our border? these guys seem so quick to appease their open border space while ignoring that month after month we see record-breaking border crossings.

i agree to those who are seeking asylum because they have cause and really need it. it is ruining it for them because everybody else is taking advantage of this open border and this broken system and broken policy. my question to democrats is do you think it is working? because all evidence proves to the contrary. i think that's what the american people are really focused on despite the democrats seem to be more interested in appeasing the open borders base. it is mind-boggling to americans. >> harris: i didn't see this coming from members of your party. all i've heard democrat say they want people to come up with some answers that lead into the next steps of solving the problems. i thought that's what biden perhaps was trying to do. i don't know where you fall on this. do you support president biden or are you part of that growing sect of democrats really against what he is trying to do? >> i do support president biden

and he and his team have been saying over and over again they believe the situation is untenable. they are looking at ways to fix it, particularly as we know title 42 is coming to an end at some point and nobody believes them. today this week the biden team made clear they are willing to take on the more progressive parts of the party because they know that it is a problem. there are also a lot of democrats, people like mark kelly from arizona and others, members of congress from border states who -- i don't want to speak for them who do believe we need to do more to crack down on illegal crossings to try to get people to go through those legal areas of entry. there are a lot of democrats who support tougher border enforcement. not in the way donald trump tried to do certainly but believe that joe biden is trying to do the right thing here absent congress doing the right thing. which is the ultimate fix. >> harris: let me ask you a fix follow. how do you deal with the people

on the far left of your party? sometimes they wear the pants, sometimes they don't on an issue like this, aoc hurts the president. when she speaks up and comes out against it, it is hurtful. that voice the big, alexandria ocasio-cortez, congresswoman from new york. quickly, marie, what do you say? >> look, joe biden wears the pants in the democratic party. he is the leader of the party and done quite a bit that progressives have loved including some of the legislation he has gotten passed. >> harris: not on this issue. let's keep it to this issue. >> but this is his popularity is bigger than just one issue and the party is happy with him right now. >> harris: this is a big issue. it rides in the top three of the things next to inflation and national security in general that people say they care about, cassie. that's not waning with time and as democrats can't figure out what they want to do to gather and push one unified -- is that

even necessary? do they have to agree to get something done? >> well, i think to marie's point about people being happy with joe biden there was a poll last week and hardly an outlier poll that 52% of democrats want to move on from joe biden. you can't say that the party is very happy with him. also just one note on this border. this is like putting a wine cork in niagara falls. now the northern border is wide open. the message is out that joe biden and his administration aren't serious about securing the border. it's a big problem not just for him but democrats going into this election. the american people are not on board with this lackluster policy towards open borders. >> harris: i really think there is something to what both of you are saying particularly you, marie, when you say the president is dealing with the far left side of his party. they are asking for volunteers to go up north to the

international border between us and canada because in a three-month period we saw more illegal immigrants trying to get across that border and successfully doing so than we did in the last two years combined. this is a really serious issue and having a unified voice might be helpful. good to see you both. thank you. i'll bring you back. historic and very dangerous coast to coast winter storm expected now to affect 65 million people this week. people in the upper midwest forecast to bear the brunt of the storm with minneapolis getting the most snow it has had in some 30 years. 29 states from california to maine are under winter weather alerts warning of blizzard conditions, icing and snow. more than 1,000 flights already were canceled just today. joining us now from fox weather is my good friend amy. used to live in minnesota. you set records there and talking about a lot of snow. they get a lot of snow. >> it is a mess. they're in the heart of it.

minneapolis is really go than to get thumped by this one. a top five snowstorm of all time. it is a huge area we're talking about. about 2,000 miles in length where we see precipitation. >> harris: one of the things that pops into my mind is energy. we've had so much talk about the cost of heating and eating and all of those things. it is where the high inflation hits and hurts us. how cold will it get? >> blistering cold for portions of the northern plains. what happens is the storm is expansive. as it moves in talking about power of a different kind. the lop pulls the cold from the north and look at the amount of alerts we have. blizzard warnings themselves take up five states. blizzard conditions mean it is difficult to travel outside, 0 visibility created by the wind. that can take the temperatures down to feels-like temperatures that go to 40 below in the

northern plains. minneapolis is going to be miserable. the spot here they have a lull in the storm. now they get another 8 to 12 inches on top of it. late tonight and early tomorrow morning. the other thing is we saw this in minneapolis. there are disastrous situations that could develop because of the icing in places like milwaukee and detroit could be concern. north of the city icing potential up to a quarter to half inch and could do destruction. it takes down trees and power lines. >> harris: first responders are always telling us in these conditions to stay home because s.u.v.s are great in snow. nothing drives gait on ice. >> and the power goes out. 12 hours. get power out, takes a wild for the wind to wind down to get in the buckets to get the electricity on. >> harris: you have great information in the fox app. i hope the 65 million people in the path will listen to their local broadcasters. you will want to need to do
