the reports. also i thought the first lady jill biden missed a great opportunity to give us the rationale for a second joe biden term. what is the rationale? what policy prescriptions has he offered this country that make you say you know what, we do need four more years of that. she missed an opportunity to do that and remind americans she has these two initiatives about the military and curing cancer, noble. i think it is wonderful. also has an education initiative. it is hard for her to talk about that since they are all against school choice and charters. she should have talked about policy. this is somebody i think the smartest thing jill biden has done early is she was resistant to putting kamala harris on the ticket as you remember. she had it in for her after the famous debate where she came off and i think it's been reported in several books launched an expletive for accusing joe biden of being a racist and she said

how dare she. the first night. >> bill: they are waiting on the obvious to see whether or not donald trump will be the nominee. >> they can't wait for that. i think biden will have primary challenges if he doesn't jump in. >> he could have primary challenges and run again. >> the republican field i believe will continue to widen and donald trump loves competition. he doesn't want to be the only person. >> dana: the best weapon for democrats is unity. the longer the president waits to make a decision is why there is all this chaos and question. do you think there really is a question or waiting for a moment because they are waiting for a particular date he is going to announce? >> i think it is difficult to dislodge a sitting president from running for a second term the. the democrats don't have unity. 15 consecutive votes in favor of hakeem jeffries. every single democratic senator voted for the inflation reduction act and against amy

comey barrett nomination. i want unity but that doesn't mean no competition. they have unanimity which is something different. >> bill: 1968 it happened before. the white house is making it clear they will step into the next election when it comes to abortion rights and various states. north carolina could be one of them. the quote from an unnamed white house official with reuters. the goal of our strategy is simple. to support actions by state and local leaders to protect and expand access but also fight restrictions. they saw some success in some states doing exactly this. how do you see it play out in? >> it did. the dobbs decision was more important than a lot of the polls led on. fox news poll was spot on and asked two different questions on abortion. the first one is the what's the most important issue going into the elect should be. abortion was number seven. the other one more important. how important is each of the following issues to your vote.

the moment the three men and one woman were abducted on friday. heavily armed men dragging one person after another into the back of a pickup truck shortly after the americans entered the city of matamoros just over the border from brownsville, texas. the suspects are seen holding long guns and wearing bullet proof vests. house oversite committee chair james comer says the u.s. needs to get tougher with mexico. >> i believe we should have a military presence at the very least on the southern border. if not across the border. this is wrong and the united states needs to completely reverse its policy against mexico and take a firm stance against all the crimes being committed in mexico. >> bill: one of the victims, they were heading to mexico for a medical procedure. there are reports the cartel thought they were drug smugglers. the f.b.i. is stepping up efforts to bring them home offering $50,000 for a safe return. update on that when we get it. >> dana: on the u.s. side of the

southern border pursuits of human smugglers continue daily. this video from fox shows the border patroller chasing a smuggler down to the edge of the rio grande. i tried to drive into the river. bill melugin live in mission, texas with more. hi, bill. >> good morning. down here at the southern border texas dps is on the lookout for load vehicles. vehicles filled up with illegal immigrants being smuggled. we have some new video of troopers chasing one of those cars. look at this. it happened in brooks county. new video released to fox news showing them chasing a human smuggler on highway 281 in brooks county. the driver pulls to the side of the road and everyone bails out. the driver and several illegal immigrants try to run off into the fences. the driver gets away but they get four of the illegal immigrants. this is something that dps deals

with every day out here sometimes multiple times a day. we'll talk about the video you just mentioned. this video border patrol chasing a human smuggler that happened in rio grande city 45 minutes away from us in the rio grande valley. you will see that driver takes that s.u.v. down to the edge of the river and appears to want to do what's known as a splashdown where they drive into the river and try to swim back to mexico. he stops. border patrol gets out and they start breaking out the smuggler's window. then the driver tries to floor the engine but the car is stuck. he reverbs the engine trying to drive into the river as the agents break out the window. they pull him out eventually and arrest him. goes to show what happens every day down here at our southern border. we'll take you to arizona. look at these photos. another major fentanyl bust. in a 30-minute window at the port of entry cbp officers

seized 280,000 fentanyl pills as well as 18 pounds of meth. all of it hidden in two vehicles in a spare tire and side panels and floor panels. lastly we'll take you to eagle pass, texas in the del rio sector. look at this video. we are starting to see a resurgence of some of the moderate-size groups beginning to cross illegally again. a slow january and february. those big groups of several hundreds have dried up for the most part. we are starting to see some of the medium-size groups returning again. this is a group of 80 that crossed illegally. a mixture of single adults and family units. in what would be a major policy reversal "the new york times" is reporting the biden administration is now considering restarting detention of migrant families here at the southern border. as soon as president biden took office he stopped the policy which the trump administration

this is not good news. update now as reported by the associated press on the kidnapping of the four americans in mexico. mexican official saying that two of them have now been found dead. two others are alive. one of the surviving two is said to be wounded. all this according to the associated press. the president of mexico says they will continue the search to bring one person right now detained in custody but he says they will continue the search to bring all of those to justice. quoting now mexico will look for and punish those responsible for kidnapping of these americans. they left from north carolina, they crossed over from brownsville, texas into mat matamoros, mexico. you can see the bullet holes all over the white van. whether that was responsible for

mexico. there is a mexican official who says two of the four are dead. the other two are alive. one is very injured and apparently is in the hospital. let's bring in a former u.s. marshal in el paso working narcotics for 13 years. the associated froms is reporting that according to them they were caught in between gunfire of two rival gangs and that might explain some of the things that happened. the other thing is that apparently some of the family members are saying one of them was going down to visit a doctor for a tummy tuck. i don't know a lot about that area if they have plastic sur sur surgery offerings as americans go two. but two americans are dead one harmed and one unfarmed. >> tragic ending to this story. i find it hard to believe this

group from america, the four people, were caught in the middle of a crossfire. i saw the video and it sure doesn't look like that at all. it looks like they were specifically targeted. now it may have been an unintentional target and they thought they were somebody else. it doesn't appear they were caught in the crossfire at all. i think they were targeted. it is very unfortunate. then for them to shoot them, had they been caught in the crossfire and not the intended targets, they would have left their bodies there. they won't take the bodies. or take them captive. yeah, this was definitely something that was intentional. >> bill: the worst possible ending here. we played a clip last hour senator lindsey graham saying we should declare war on the drug cartels in mexico. what do you think of that idea? >> yeah, i think that's something that we should have done a long time ago.

the mexican government cannot protect its own people. how do we expect them to protect the u.s. citizens going there? i've been saying for a long time telling people don't go to mexico for any reason. don't go to the resorts or for cosmetic surgery. it is not worth it. it is time that the united states steps up his game and goes after the cartels and starts taking them out. that will have a big impact on the amount of fentanyl coming into the country poisoning thousands of americans and killing them. this is something that we need to put our foot down and we need to do something about it. when is enough going to be enough? we need to get angry and i wait for more people to get angry and for our white house to get angry. the mexican government has failed its people, it's failing the united states citizens as well a and time for us to do something. >> dana: in order for us to take on the cartels and be successful

presumably you would need the cooperation of the mexican government. do you think we will get that? >> no, no. the mexican government has prided themselves being a sovereign nation. they don't want any type of what they call interference from outside. i don't see that happening. the other reason we're not going to get that, to be perfectly blunt, is because the amount of corruption going on in mexico up to the highest level government office in mexico. we saw an example where their former defense minister was found guilty in a trial in new york. that is the problem in mexico. one word sums it up. it is corruption. that's why we'll never see the mexican government come and help us if we need help. they are denying anything going because it is a way of life for mexico. unfortunately corruption is

embedded into the fabric that makes mexico what it is. i feel so sad for the good people of mexico. >> bill: you heard the woman on capitol hill last week in michigan. she lost two sons because of fentanyl poisonings. that's murder. we aren't taking it on. maybe under president obrador you can't make headway with cartels. they have had different political leadership and we haven't gone after the cartels. it leads me to believe it will continue and cartels will make the money they want to make with humans and drugs if not both. >> yeah. you are exactly right. it's about the money. that's why three doing it. it's about the money. this has been going on for a while. the two previous presidential administrations. the difference now, however, is that things are much worse than they used to be with the fentanyl that we've been talking

about. and nothing is being done from our white house, nothing is being done from the mexican government. so i think it's time that the united states citizens do a boycott on travel to mexico, including all the resorts. maybe that will get the attention of the mexican government to finally do something. it is all about money. the mexican cartels are -- have investments in the resorts and investments in the nightclubs and restaurants around the resorts. i think it is time for the american people to put their foot down and actually i think it is time we have a boycott on travel to mexico until mexico gets a handle on the situation. >> dana: let me ask you about that. spring break is coming up. i have a friend who is heading to one of those gated resorts you are talking about. not in an area designated by the state department as somewhere you shouldn't go. diplomatically that would pack a punch in the state department said we cannot guarantee your safety there.

and is that a step too far in your opinion or do you think that the time is now to actually go in that direction? >> i think it's time. how many more people need to be killed? here in the united states because of the fentanyl and how many more americans need to be killed tourists or people going to mexico for medical procedures or something like that. i mean, what is the alternative? we need to do something. and what has been done which is really nothing or not enough, it's time we take it to the next level. you know, the thing is, too, about the locations in mexico where your friend is going where it's not on the list of do not travel. me specifically i say do not travel anywhere in mexico. the reason for that is these mexican cartels have their own checkpoints set up and you are trying to go through the checkpoint and going to a destination that maybe is not on the do not travel list, they are

still in control. you never know when you will encounter a mexican cartel presence there. >> bill: that's a point well taken, sir. listen, matamoros sits right on the border. you can move from brownsville, texas to matamoros. what is that town like? you've been there. >> i stopped going because of the increase in violence. a lot of tourists go to matamoros when they cross over from brownsville, texas. so right across the border when you cross into matamoros you have nice restaurants and stores where tourists go and have a nice dinner or lunch and buy things. but those days have changed. this is something i want to point out to all your viewers right now. is that spring break coming up, south padre island is a big draw for spring breakers from all over the united states.

the problem with that is the spring breakers in the evening take a 45-minute drive from south padre to brownsville and walk across and party in matamoros. that's extremely dangerous. i am urging the parents don't let your spring breakers go to -- your children go to matamoros. in 1989, a college student by the name of mark kilroy was abducted and used in a ritualistic ritual and murdered. it is so dangerous to go there. i hope the spring breakers stay away from matamoros or anywhere in mexico for that matter. >> dana: thank you as we get the devastating news for the family. two dead of the four. one is alive and in critical condition and one unharmed. we'll bring you more. >> bill: want to get to william la jeunesse in l.a. you have been around this area as well. >> good morning, bill. right now emergency vehicles,

ambulances and security personnel are headed to where those americans are being held in matamoros. this news came out in a most bizarre way. we were watching a press conference with the president of mexico and he received a phone call while he was at the podium from the governor there they put the microphone on the phone and recorded this conversation where he did confirm indeed that the two americans were alive, one dead and one was being cared for. and this just came out to the mexican press simultaneous during this press conference. as your guest was just saying, you know, americans have to be careful. if they will go to mexico and can't their travel plans over spring break go during the day,

don't go out at night. stay on main roads if you have to go out and stay within the tourist area. but this is a cautionary note. i talked to an intel official with an agency who said there are about 10,000 vehicles crossing the border southbound in matamoros every day. how was this one picked out? or was it indeed caught in a crossfire? there was an arrest of a leader of the gulf cartel about ten years ago by the u.s. and since that time some of the lieutenants have also been arrested by the u.s. and mexico. there is now this vacuum and there is a local gang there and they are basically -- there is a war going on. it is a hot zone for cartel violence. one reason to stay around from brownsville specifically. >> bill: thank you. more details when we get it.

tough news out of mexico a while ago. 22 minutes now before the hour. turning our attention back to washington. very interesting developments to keep an eye on this week. the democratic-led d.c. city council trying to claw back a controversial bill that would ease up on the district's criminal code. the senate says the vote will happen. it is too late to pull it back. the council chairman in d.c. trying to do just that and explaining his move on monday. >> i don't know that that will stop the senate republicans but our position is that the bill is not before congress any longer. >> bill: let's bring in democratic senator joe manchin. the issue is with congress, not republicans in congress. good morning and thank you for your time, senator. >> good to be with you. >> bill: how many democratic senators will vote with republicans this week on this bill? >> i would like to think quite a few. i was the first one to just automatically when they asked

the question to me a couple of weeks ago without thinking i knew how west virginiaance and how i could explain voting to reject what the d.c. council had done. and then i understand there is more than last week tuesday -- thursday i this i the president spoke to the caucus and said that he would sign the cra. that changed the whole dynamic and now you have the council but basically i would encourage every senator and every congress person to vote their own convictions and commitments. don't look for your leaders of any party whether it is democrat or republican to tell you how you should vote. if you can go home and explain it, my litmus test, bill, if i can go home to west virginia and explain it i will vote for it. if i can't i'll vote against it. it is easy to say we won't be light on serious crimes. we won't give offenders -- >> bill: dick durbin says half of the democratic caucus will

vote with republicans, half. that's in washington, d.c. in 2023. >> dana: -- >> i'm surprised everybody is not. >> bill: on the house side 31 democrats voted with republicans before the president said he would veto it. nancy pelosi was not happy about that and made it known friday afternoon. had he made it known before maybe you get half of house democrats to vote with republicans. do you see this as a moment of sea change when crime in america is off the hook in major american cities? >> i think people expect common sense. make a decision based on common sense. crime is horrible in every area of this country. the border is in horrible shape. we have to control the border. you just talked about what happened in mexico, continues to. why doesn't mexico put a wall on their southern border which is much narrower and they can control it much better and let's

build that relationship with mexico what we can control. fentanyl and the things that move through. with he have to get better control and really mexico should be a favored nation with us as canada has been without being concerned about what damage they let come through to us. these are things we can work on and trade is the way to do that. this is out of control, bill. >> bill: back to the issue of crime. lori lightfoot. was it a canary in the coal mine. you saw what happened in the city of chicago after she back mayor. >> the only police reform we need is supporting them. educate them and attract quality people. that's what we should be doing around the country not saying you will restrict them from what they are able to cut back because we see what happens and

crime runs rampant in the cities that adopted that type of mentality will pay the price for it. >> bill: last question. the debt and budget. you believe the debt limit should be raised. >> we'll have to raise it. >> bill: what part of his budget will you be willing to cut? >> first of all the debt has to be raised we can't default on the sins of the past no matter how we spent and overspent. for 21 years in a row we have spent more than we've taken in. there is no one can survive. you can't survive. your business can't survive. you have nobody that gives you credit and they shut you down. that will happen if we don't change our ways. everyone says what will you cut? first of all, can't you look in the last ten years how we have amassed so much debt so quickly? can't we at least look and say how come we basically spending twice as much as ten years ago? why are we running deficits continuously? can't we look at that? no, they want to scare people

news. what we know in the fate of those four americans kidnapped in mexico across the border from brownsville, tech as. t two americans are dead, two have survived. grim news we learned just moments ago. >> dana: want to bring in former national security advisor robert o'brien familiar with these types of situations in mexico. the news breaking today. give us your initial take. >> well, i used to be the hostage envoy. this is the type of news that's heartbreaking when americans are kill overseas by terrorists. i count the cartels at terrorists. our hearts go out to the families and victims. i'm glad two are safe. for the two that lost their lives it is a real tragedy. >> dana: what about the mexican government's response on this and how do you think they will react to calls that are increasingly coming from people like former attorney general bill barr and current senator lindsey graham about designating

the cartels as terrorist organizations? >> well look, we need to do that. that's a step that should be taken. one of the things that bill barr and i looked at before we left office was can we take military action against the fentanyl factories and processing plants and cartels because these cartels control the border south of the rio grande and south of the california border? they are starting to exercise control in america which is terrifying. they behead people and torture victims and they are pumping fentanyl that's killing 100,000 americans a year. we have to take some action. mike waltz and dan crenshaw both special operators introduced an authorization for use of military force. the mexican government can't control these cartels. we'll have to help them and do it in a sensitive and stealth way and the mexican government get it under control or we'll lose control of our southern border more than we already have and some of the border states

with these cartels running rampant and we see what this >> dana: how this incident you can look at it as an incident of these four people and we'll figure out what happened hopefully. the one who is in the hospital will recover hopefully and the one unharmed can tell us more about what happened. if you look in a bigger picture in terms of our trouble with the border and our relationship with the mexican government, a huge trading partner of ours. our neighbor to the south. we have major problems with this government and wonder how the biden administration will handle it? >> they will have to be sensitive and firm as well. for the president of mexico he can't walk on the streets. if he takes on the cartel they'll take him out overnight. the taliban of mexico. the mexican government has little control. the police services there and security services have been core echted by the cartels.

these cartels have $20 billion in assets. very wealthy organizations. they will need u.s. special operators taking out the cartels. no longer a law enforcement matter. we have to get the coast guard, navy, special forces, uad and drones looking at the issue and have to do it with the cooperation of the mexican government. they won't like it but convinced for their own good with tough talk not just for our good. >> dana: robert o'brien will talk about another topic but we'll update everybody about the missing americans, two have been killed, two are alive. one of those critically injured in the hospital. want to ask you about china. some concern and kelly o'grady from fox business talked about it earlier about the cranes made in china. "wall street journal" saying while well made and they can track the destination of

containers and china could keep track of things coming in and out of the country. do we need to be concerned about the cranes as well? >> we have to be very concerned. i think the balloon incident was a wake-up call for americans. china is an adversary and collecting on us everywhere. buying farmland next to military bases in grand forks, north dakota and lockland in texas. they've floated the balloon over. tiktok on everyone's phone. 100 mill spy balloons on our phones. we need to get rid of tiktok and chinese apps. the indian government did it. we should do the same thing. but the chinese are relentless and they are planning on becoming the dominant global power and displace us and want to change our way of life and the cranes are one part of a big relentless plan they're involved in. >> dana: one comment how the chinese foreign minister is saying america is going off the

rails, the relationship will go off the rails if we continue to push back. >> the chinese -- we turned a blind eye to the hong kong and genocide and intellectual property theft and we did it for many years because we thought if the chinese got richer they would become more like us and more democratic. they have gotten more ambitious and more tyrannical. we have to take that with a grain of salt. >> dana: thank you for joining us on our show this morning. appreciate it. >> thanks, dana. always great to be with you. >> bill: with regard to the mexico related matter breaking a moment ago in new york city the mayor announced the creation of a new office focused on the migrant crisis called the office of asylum seeker operations. it will include a 24-hour arrival center. it will provide housing, job and legal assistance. the mayor continues to call for federal aid out of washington.

new york has taken in about 50,000 migrants since last april. the city right now takes care of 30,000 based on what i'm reading here. he said a bit earlier today that new york will spend in the billions of dollars to care for those who have been bused or flown to new york city. >> dana: they have asked for federal aid. it is not coming. but people have to be taken care of. the citizens of the city need to be taken care of as well. a lot of money that the taxpayers are putting forward for this effort. perhaps this office will help streamline things we can hope. >> bill: certainly drew attention to the issue when they were bused and flown to martha's vineyard. people looked at the headlines thinking wow. >> dana: let's go over to a wild scene in eastern idaho. two brothers riding snowmobile when a moose charged the brother in the video was able to jump off the snowmobile a split

second before the moose hit it. nobody was hurt, quite amazing. jeremiah was the brother behind the camera and joins us now. thankfully nobody was hurt. i was surprised they weren't. you thought that something bad could happen. tell us about that scene. >> good morning first of all. we had already been charged before i started filming this moose came and charged 30 yards and stopped 20 feet from me and my son and a couple of friends. so by the time i got the camera out we had had a thrill and we thought it was going to move on. it wanted to keep on going. >> bill: you were in palisades, idaho, right? that's what i read. far eastern part of the state before the wyoming border. must be beautiful. the snow is everywhere this time of year. i was looking at that video after the moose left. the back of that snowmobile was cut up pretty good. >> well, you take 1,000 pounds.

i have never seen a moose try to ride snowmobile. it doesn't work well. it crushed the handlebars. my brother had the split second to react. the snow machine was running. we got flak about it. the machine was running and he jumped on it and it died. the split second you see there where he looks over his shoulder he decides to bail. had he not he would have had 1,000 pounds on his chest on the handlebar and probably would have killed him. >> dana: you saw the moose a little bit after that and he was fine? >> yes, we saw it a mile and a half down the road and gave it 20 minutes and it was still on the trail. it was just saintering along. no blood in the snow and it looked fine. >> bill: why didn't you guys just drive away? why hang out on the trail? >> well, so what you can't see there are 4 or 5 feet of fresh snow on both sides of the trail an hour south of jackson hole.

there was so much snow this year you can't get off the trail. the snow machines can't go off the trail. the moose doesn't want to go off the trail. it was stuck between us and we didn't have good options >> dana: was your son with you? >> he was on an older snow machine that didn't have reverse. my machine you can hear the beeping in the video. he was right behind me and i didn't want to leave the snow machine. the only thing we had to protect ourselves if he charged again. >> dana: i bet he has a good story to tell at school? >> he didn't want to be on film. this doesn't happen -- i've been around moose hundreds of times and never seen anything like this. >> dana: i used to go snowmobiling a lot with my dad and uncles. that was old school when i was a kid. it is a lot of fun but you have to know what you are doing. you did and we're grateful you joined the show today. >> if i can tell that moose i'm
