>> good to s see you, gillian. >> gillian: he is the vice president on trail, everyone is raising money, this is the soft launch, right? of a it that officially? >> richard: i think we need to wait for signals on the biden campaign and by the white house. i think over the next couple of weeks is the president is going out there selling an extension of his state of the union address. and here is the privilege the president has in this moment. with the democratic primary calendar putting south carolina and georgia first, remember south carolina is where joe biden sort of got the nomination to begin with and georgia is a place where he is very popular. it is fairly likely the president can delay his announcement a little bit later, one he is the incumbent and two he is having a new primary map favoring him over any other potential democratic nominee and right now there is only one announced and i think there is a very low chance as much as i like mary williamson that she will be the nominee. >> gillian: garrett it is interesting because republicans say he is dragging his feet with
10:19 am
his announcement, but the white house says why would he rush? i mean he has the full backing of the party apparatus from the dnc to the dccc to make moderate democrats all the way to the far left, folks like bernie sanders and aoc are behind him. everybody it seems and their mother has pledged in the democratic party that they will not run against him. so, why should he feel rushed? >> garrett: i don't think i have any doubt that joe biden will end up running for president. i don't the guy have any doubt that he will probably very likely be there nominee. i agree with richard on that. i think part of the reason for the delay here there are two interesting factoids one is fox news poll you released recently here shows over 50% of democrats don't want him to run again. >> gillian: let's pull that u up. sorry to interrupt, garrett. it was shown that 37% of dems want biden to stay in the presidency, 53% want to see someone else. >> garrett: correct and if you have that with your own base is

a very tough place to start a recipe for disaster when they say you shouldn't be our guide at the problem. when you look at the general electorate, you see he is underwater by 11 points in the same poll. you can't find a poll over the last year that shows joe biden and positive numbers. people disapprove of how he has angled inflation and the border, they disapprove how he handled the ohio train crash which has been a very tragic thing obviously. they disapprove how a lot of times he has handled foreign poverty so my policy as well whether the war in ukraine's oaks massive problems going into 2044 if you pair that with his likely republican challenger donald trump you see morning consult come out with a pole today saying trump is a 53% in his field, up 20 on ron desantis and nikki haley and the same poll shows him defeating joe biden so joe biden whether he announces today or tomorrow or in a few months has a very grim outlook whether it's the economy, crime, or a number of other issues. >> gillian: richard is going to say how to get ahead of it
10:21 am
but it's too late to get ahead of it. how do you run when you are up against those kinds of numbers 53% of your own party don't want to see you stay in office? >> richard: look, i think the president has some work to do in convincing democrats he's the right nominee but when you look at some of these national polls potential trump, biden matchups, it's worth pointing out that we are a country ruled by electoral college so it matters less on nationwide polling and how will joe biden do in the states that matter? pennsylvania, michigan, wisconsin, if you zero in on both pennsylvania and michigan, what you find is the electorate there seems very much against trump in this moment and against trump backed candidates. you know gretchen whitmer won pretty handily there and marmot lost in pennsylvania so with that being said it's way too early to talk about this part of it, but i think it's very likely if it is a rematch between trump and biden it will come down to three states and in many of
10:22 am
those states biden probably has a bit of an edge. >> gillian: garrett, final thoughts to hear. you could say, you know, if the president was doing so well and only three states were up for grabs he wouldn't be so busy trying to reshape the calendar and reshape the map. >> garrett: i agree. again, we do have problems as the incumbent president and over half your party doesn't want you to run again. also voters in pennsylvania and michigan, voters in wisconsin, they don't like 8% inflation, they don't like gas prices being up at $6 a gallon. they don't like crime or what is happening at the board of. >> gas prices are not $6 a gallon. >> garrett: they've been up to 9% at $6 a gallon. >> richard: right now the average price is $3 and inflation is at 6%. >> garrett: which are both higher than they were when president biden entered office originally. to finish my point, richard you had time to talk i want to finish my point which is when you have 50% of democrats who

we have imposed powerful new sanctions against cartel organizations in recent weeks. we remain committed to applying the full weight of our efforts and resources to counter them. right now our immediate concerns are for the safe return of our citizens, the health and well-being of those who survived this attack, and the support which must be rendered to the families of those who need it. now, i want to move on to the news we put out this morning. as you know, president biden put forward his plan to protect and strengthen medicare by extending it for another generation. the president's budget does this without cutting any benefits. in fact, he lowers costs for seniors with lower out-of-pocket costs for drugs, a $2 cap on cost-sharing for generic drugs for chronic conditions and lower behavioral health care costs as well. instead of cutting benefits as

maga republicans say the wealthy will hopefully pay their fair share. the president is presupposing to do the phone. increase the medicare tax rate on income above $40,000, close loopholes $400,000, close loopholes with more prescription drugs. the present would not raise taxes on anyone making less than $400,000. $400,000 a year. he will not cut benefits for any seniors but he will make sure medicare is there for people who earned it through their work. hard work. also as you saw this morning we announced that president biden and first lady joe biden will host president and first lady of the republic of korea for a state visit in the united states. the visit will include a state dinner, we will be the second state visit of the biden administration, the biden harrison demonstration under under present biden we have

taken the u.s. are okay partnership to unprecedented heights in a way that benefits our economies and our people and strengthens deterrence and end pacific region. for example the rok has invested tens of billions of dollars into the united states. these are investments that will bring our country, our trico countries even closer together, help strengthen our supply chains and give our economies a competitive edge. we have strengthened our defense and secure to partnerships by laterally advanced to deterrence and peace across the oedipus of experience we are supporting rok as they worked to increase cooperation amongst each other effectively strengthening the u.s. are okay japan trilateral partnership. united states rok alliance more than security partnerships it has grown to a truly global and future oriented alliance. or country also holds strong people to people ties the united states as a home to a large number of americans with korean heritage.

our country's more, many cultural interests including in music, television, and movies. the state visit will only strengthen or deepen u.s. rok ties and we are looking forward to celebrate in the 70 anniversary of the u.s. rok alliance of the white house. i also wanted to say a few words on the a continued attacks from republican officials on women's health care like we saw today earlier today. were public and state lettuce fighters in florida proposed today a bill that would ban abortion before many women know if they are even pregnant. virtually eliminating a woman's right to make health care decisions about her own body. this ban would prevent not just the nearly 4 million florida women of reproductive age from accessing abortion care after dome ipo for six weeks but also the nearly 15 million women who live in states across the south
10:53 am
with abortion bands and would no longer be able to rely on florida as an option to access care. we know these bands are already having a devastating impact on women's health. in a case filed today in texas we unfortunately heard devastating first-hand accounts of women's lives almost lost after they were denied the health care they needed. horrifying details of needless pain all because of extreme efforts by republican officials to take away a woman's ability to make her own health care decisions. politicians like governor desantis and abbott dysbiosis quote "freedom for all." while attacking making one's own health care decisions, their rhetoric does not come without consequent same. the stories today in 2023 in the united states of america are shameful and completely unacceptable.
10:54 am
like the overwhelming majority of americans, the president and the vice president believe women should be able to make health care decisions with their own doctors and families. freeport from polygonal interference, period. they are committed to protecting access to reproductive care and continuing to call on congress to restore the protections of roe v. wade in federal law. and finally i want to say a few words today about the actual date of the 58th anniversary of bloody sunday which is today. as you all know the president traveled to selma on sunday to commemorate this important day so that history can't be erased. he talked about how the continued fight for voting rights is integral to delivering economic justice and civil rights for black americans across the country. and today i wanted to highlight some of the historic against the president has made on racial equity two years into this and administration the president has in the following. that black unemployment to near

the briefing there but you heard earlier karine jean-pierre was offering her condolences to the family members of those who were killed in matamoros we expect we would get questions about about the briefing's ongoing metrics and very meanwhile they are set to brief after americans were kidnapped in the cartel violence we will monitor that for any breaking and president biden set to unveil a new budget this week that he says will keep medicare solving another generation we heard karine jean-pierre talk about that all while he falsely claims republicans want to get rid of medicare. florida senator rick scott has been the scapegoat many of these attacks we would get his response coming up plus bret baier, will cain, and a whole lot more coming up as america reports roles on. i can be free to do the things that i love to do. i hope when i retire someday, they say, that guy made this place a special place to come to school
