nervous. >> bill: i agree. >> dana: he is so together. >> bill: he understands the conviction of his story and his experience. >> dana: and wants to share it and inspire people. >> bill: it comes through, too. nice to see you this week, ben. know you are watching and be there at 5:00. maybe dana will take it easy on you. >> dana: i can't wait to see you. julie banderas is in for harris. "the faulkner focus" is up next. have a good weekend. >> julie: fox news alert president biden rolling out his massive 2024 budget plan and it has all theer marks of the political map of where he wants to take the country. this is "the faulkner focus" and i'm julie banderas in for harris. thank you for joining me. lots of zeros, $6.8 trillion we are talking about reigniting the debt ceiling debate and getting big reaction from the gop. >> it is not making sense of what he is saying.
8:01 am
it is economically ill literate. >> it raises more taxes, creates the biggest government we've ever seen in the history of the united states. >> they want to spend money. they want to raise taxes on you. it is wildly irresponsible. >> julie: "wall street journal" board sums it up this way. all the president's tax increases for the wealthy, corporate stock buy backs, certain unearned income on the spendsing side the defense increase doesn't even cover inflation when compared to last year's budget. now the plan calls for thousands of new employees for the epa and i.r.s. the border on the back burner yet again. no boost for the dhs budget. the plan also adding only 350 border agents. that won't make up for a shortfall of 1,000. biden's own dhs secretary is even worried. >> so what do you propose?
8:02 am
how do you propose that we handle 8,000 people each day when we are not resourced for that personnel, facilities, transportation an the like? how should we handle that? by redistributing money. where do i take the money from? >> right now treasury secretary yellen is defending the president's proposal before the house ways and means committee. texas congressman arrington stepped out of the hearing and standing by to talk to us live. first we go to peter doocy joining us from the white house. >> everybody in town seems to think this budget is dead when it gets to congress. i had a chance to ask president biden and he says he is not so sure. >> does this have any chance of passing? >> president biden: i think a lot of it does. the contrast is clear. >> 311,000 jobs added last
8:03 am
month. better than expected. analysts say that's a sign the fed may not have to raise interest rates as steeply as expected in coming months. the president's focus remains on protecting entitlements. >> president biden: i guarantee you, i will protect social security and medicare without any change. guaranteed. >> experts see a problem with that all getting done, though. >> one of the glaring omissions in this budget is the fact that there is nothing to help preserve social security where we know the program is going to become insolvent and if and when that happens if we haven't made changes there will be across the board cuts for everybody who is in the program at about 22%. that would be devastating for many people who depend on the program. >> something the white house is candid about. their plans will be paid for with new taxes.
8:04 am
>> any proposals to make sure the sake of tax fairness that those individuals pay at least a minimum a person making $1 hundred million or more should pay at least 25%. >> we expect to hear from president biden about the better than expected job numbers any minute. >> julie: thank you so much. republican congressman jodie arrington of texas, treasury secretary janet yell en is testifying on biden's proposed budget right now. thank you for coming on. >> good to be with you. >> julie: let's talk about the president's mission. mitch mcconnell says biden's proposed tax increases won't see the light of day but if you ask the president he was touting the budget proposal in pennsylvania
8:05 am
and when asked if it would pass the republican-controlled house the president said watch me. those are fighting words. is the president just looking for a political fight? >> the president is completely out of touch on a number of fronts including his hopes for getting this monstrosity of a budget passed. it is the highest levels of taxes, spending, and deficits in the history of the united states and if people were worried about the last couple of years, the $6 trillion added to the debt and the unsustainable debt trajectory and bankrupting our children's future and energy in america and all this cradle the grave socialist welfare without work, i could go on. if they are concerned about that they will be terrified about what is in this budget. it is a lot more of the same.
8:06 am
>> julie: our current debt is 31.5 trillion. look at it on the screen. count the 0s. reports that biden's new budget plan would only add to the damage the u.s. national debt will balloon by nearly $20 trillion over the next decade. now under biden's budget plan for fiscal year 2024 the gross national debt would surge to nearly 51 trillion as of the year 2033. the "new york post" editorial board says this. biden's budget is all politics, nothing to face coming u.s. fiscal doom. i mean, this is doomsday and the president for some reason doesn't see it. i'm not sure why. why is it that the overspending, the wasteful spending he says his budget cuts will actually go after is in fact the president's biggest problem, wasteful spending?
8:07 am
>> well, because his whole tenure up to now has been characterized by placating the left. and the radical left's view, their utopian fantasy of radically reimagining the united states would be hundreds of trillions of dollars. by the way that's why he won't negotiate common sense spending controls in the debt ceiling negotiations because that would say to them we can't advance this agenda. so yeah, the spending by the way is driven by a few things but one of them is high interest payments from their spending-induced inflation, right? interest payments will go from half a trillion to 1 1/2 trillion in ten years and five years along the way we'll spend more in interest payments than all of national defense. >> julie: a grim and sad story and one the president and his administration are ignoring, the crisis on the border.
8:08 am
the bodies of two americans killed by a mexican cartel arrived back in the u.s. yesterday among four people kidnapped last friday in a case of mistaken identity. sources say cartel members confused them for haitian smugglers. now the gulf cartel is apologizing for the killings, believe it or not. look on the left side of your screen. those five individuals there were delivered by the cartel with their hands bound as if they were doing us some kind of favor by turning them in because they went rogue, they dramatically set them down on the ground for authorities to take them. a handwritten note on the right side of our screen basically calling them undisciplined and said they went rogue. it is the latest example of the growing cartel crisis. republicans say the president needs to take action and now. watch? >> we have to be real is particular about the fact this will take direct american involvement to deal with these
8:09 am
cartels. they can be destroyed. >> here is what i would say to the cartels. las year 70,000 americans died from fentanyl poisoning coming from your business model. you are a bunch of terrorists and needed to be treated as such. >> we need to use special ops and intelligence to deal with cartels like we dealt with isis and crush them and make sure they know this won't happen. this is about the national security of americans. >> julie: please stand by. we have to take breaking news. the president delivering remarks on the february jobs report. a disappointing one. let's watch. >> president biden: when i took office the recovery and the economy -- there was no recovery and 18 million people were unemployed and unemployed insurance compared to less than 2 million today. unemployment was 6.3% and nonpartisan congressional budget office predicted it wouldn't get below 4% until 2026. because of our economic plan
8:10 am
unemployment has been below 4% for 14 straight months since january 2022. last month unemployment rate remained near the lowest level in 50 years, 50 years. and that's really good news. people who were staying out of the job market. this is particularly good news, are now getting back into the job market. they are coming off the sidelines and getting back into the job market. the share of working-age folks in the labor force is higher than it has been any time since 2008. that was one of the big predictors everybody was looking at. tomorrow it will be two years since i signed the american rescue plan into law. it led to the fastest recovery of any major economy in the world. it laid the foundation for the progress we've been seeing and we see today. record new business applications, more americans with healthcare coverage than ever, including more than 14 million americans saving $8 hundred a year on their health insurance. unprecedented tax relief for
8:11 am
nearly 40 million families with 65 million children thanks to the child tax credit cutting child poverty in half. since we passed the chips and science act and the infrastructure law and inflation reduction act companies have committed more than from around the world commit more than $3 hundred billion to invest in future manufacturing and innovation here in america creating jobs. we will inhave -- invest in america again. that's my economic vision. but what does this progress really mean for families trying to get by? i'll tell you. it means more people with good jobs and the dignity and security that comes with a paycheck. while we still have more to do and there may be setbacks along the way inflation is down 30% from what it was this summer. gas prices are down more than $1
8:12 am
1.50 at their peek. take home pay for workers have gone up for lower -- this is important -- for lower and middle income workers. this all adds up to just a little bit -- i know you are tired of hearing me say breathing room. a little more breathing room for working families. today's job numbers it's clear our economy is moving in the right direction. yesterday i went down to the hall in philadelphia to lay out my budget and outlines my budget growing an economy from the middle out and bottom up not the top down. it is a plan that keeps investing in american manufacturing, innovation and creates more good-paying jobs that don't require a college degree. it protects, strengthens medicare, social security, two bedrock programs americans are paying into with every paycheck since they were a kid. we're paying for these investment. we're paying for it all.
8:13 am
my plan after it's all said and done with cut the deficit nearly $3 trillion over the next ten years with the plan i submitted. by making the wealthy and corporations just begin to pay their fair share. you know, when we talk about 28% tax rate, ronald reagan was 28% tax rate. you know that whacko liberal guy. the idea that's an unreasonable amount. i can get into that later. at any rate it continues to lower costs for families. building on the work we've already done to lower the cost of insulin and other prescription drugs to make health insurance more affordable and brings down home energy costs. our plan is a stark contrast to the maga republican plan in congress where they are doubling down on the same failed policies of the past that would give special tax breaks to the wealthy, keep the tax breaks
8:14 am
that were put in place by the last president, and the wealthy tax breaks for big oil, tax breaks for pharma at the expense of seniors and families. it is kind of a top down trickle down economics that never, ever worked. i my dad used to have an expression. i don't expect the government to solve my problems but i do expect the government to understand my problems. not solve them, understand them. building a budget requires some hard decisions. but all over america families are sitting around their kitchen tables making decisions equally consequential, who my budget is for, it's about a value set i said yesterday. middle class, the backbone of the country, small businesses who are responsible for half of all the jobs in the economy, big corporations are big but small businesses account for half the
8:15 am
people employed in the economy. how to lift the burden on hard working americans. today's news tells us thanks to our efforts 12 million more americans have jobs, the job is about a lot more than a paycheck as i said. it is about dignity and 12 million more americans can look their kids in the eye and say honey, it will be okay and mean it. you know, there is that -- that's a little more dignity for 12 million americans. it is not just good numbers. people can feel it. people are moving back into work. this may be the part that pleased me the most about the jobs report is people who have been staying out of the job market are moving back in, beginning to move back in. jobs are available. people are working again. they are becoming more optimistic about their future and now the biggest threat to our recovery is the reckless talk my maga friends, not just republican party but republicans
8:16 am
in the united states congress. they -- what they want to do with regard to the debt limit. they are threatening to -- planning to default on some republicans seem to be doing puts us very much at risk. i believe we should build on progress not go backwards. i urge our extreme maga republican friends in the congress to put their threats aside and join me in continuing the progress we've built. we have a lot more to do. let's finish the job. we talk about what i just saw my staff hand me as i was coming in the house freedom caucus. members of the house caulkous consider voting to raise the debt ceiling. you know what they want? cut all spending other than defense by 25%. 25% across the board. that means cops, firefighters,
8:17 am
it means healthcare, it means -- that's what they call discretionary spending as you all know. on top of that, what they are really focused on and i saw here. i shouldn't get into all this now was kind of surprised me. they want to make sure we don't have enough i.r.s. agents. the i.r.s. agents we had, they will check on the accounts over the super wealthy which require a lot of accounting. a lot of agents to look at it. they want to get rid of them. i don't know, we just have a very different value set. anyway i'm optimistic we'll get the cpi next week. hopefully we'll be in solid shape. yes. >> mr. president are you concerned that rising interest rates will put a damper on the job growth and affect the economy? you mentioned the freedom caucus. do you have any openness to negotiating on any of the issues
8:18 am
that they mention? >> president biden: well, first of all, we don't know what the cpi will be this week. but it has been down, interest rates have been -- the inflation has been down for many weeks in a row now. and i said we'll see blips going up but i'm -- i feel confident that we're headed in the right direction. and there is a lot of talk about what the fed will do and no do. we'll see what the fed will do. but we'll see what the cpi is. i guess it's tuesday or -- monday, tuesday, wednesday, next week it is coming out. the idea that i'm going to agree that we start to figure out where we cut 25% across the board. by the way, their entire program does not lower the deficit one single penny. they are keeping -- if what they say they mean, if they are going
8:19 am
to keep the tax cuts from the last president number one, almost $2 trillion. if they are going to, in fact, no additional taxes on the wealthy, matter of fact reducing taxes, and in addition to that, on top of that they are going to say we have to cut 25% of every program across the board, i don't know what there is much to negotiate on. but i am prepared. i told the speaker as soon as he is ready to lay out his budget i am willing to sit down. now i hear like we're not going to have our budget until april or may or maybe june. all this talk pushing me to get it done by the 9th. i handed it to them. why all of a sudden can't they get it done in march or maybe even april? maybe even may? i don't -- i don't know.
8:20 am
it doesn't sound like on the level yet. thank you very much. >> what are your thoughts on saudi arabia and iran establishing diplomatic relations, sir? >> julie: the u.s. economy added 311,000 jobs, more than expected. the unemployment rate ticked higher to 3.6%. he is saying this is a good thing for the middle class. others argue this potentially could be a bad thing for inflation. as inflation rises and the fed rate hikes loom. questionably he did manage to mention the word maga in this what was supposed to be good news for the white house. we'll get into that a little later. not sure what that has to do with this. we'll move on to this. the house subcommittee on the weaponization of government holding a hearing on the twitter files yesterday. we've been following it closely for you. things got wild. one democrat even called twitter files witnesses matt taibbi and
8:21 am
michael shell berger so-called journalists and another pushed taibbi to reveal his sources. >> you are asking a journalist to consider a source. >> do you consider mr. musk to be the direct source? >> you are trying to get me to say he is the source. >> this is interesting. first the f trick c asks for your background and now the rank ping member on the committee on the weaponization of government is asking for your sources. >> i never asked them for their sources. >> sounds like it. >> julie: reporters never give up their sources. fox business correspondent kelly o'grady with more. you don't have to give up your sources for the story. >> i appreciate that. it was wild, right? the hearing yesterday featured two different narratives depending who was asking the questions. those two journalists share how

slanted viewpoint or generates another right wing conspiracy theory. you violated your own standards. >> while elon musk wasn't present he loomed large over the hearing saying he is working with republicans to craft a specific narrative. a lot of sparring and likely a taste of more to come as the republican-led house digs into censorship claims. it was a fun one. >> julie: they keep it interesting. thanks so much. so the reaction from yesterday's hearing rolling in. one op-ed democrats smear twitter file heroes. twitter hearing uncovers democrats' chilling message to journalists. excerpt reads the chilling message and one meant for all journalists was crystal clear. if you report uncomfortable facts that democrats don't like they will attack you and try to discredit you and your work. sean duffy host of the bottom line on fox business and former republican congressman of

wisconsin and dear friend joins me now. do you remember when the former president trump was in office and when he didn't like questions he called it fake news. but do you remember how crazy the mainstream media would go? they accused him of trying to censor information. where is the outrage from the mainstream media right now about all of this, which is a lot more damning. >> there is no place for the federal government to censor speech online. i understand the power that can be used against my opponents today, tomorrow could be used against me. that is common sense. and i would hope they will join in. i think they are showing their true colors. we both know not only are they going after speech and second amendment. now we see the federal government go after religion. the tetenets of our constitutio
8:25 am
are under attack by the democrats and partner in the left wing media. i who hope the media would stand up for these two men. we will say we're all offended by a member of congress asking for us to expose our sources. you know members of congress don't do that. stop asking us. they were silent because they agree with the censorship of conservative speech and that's what this was. >> julie: the total double standard. no question about it. we're the only ones talking about it which is frustrating. you would think the free press would be for free speech. last night not a single house democrat voted for a bill -- one democrats says he doesn't get why the country needs this? >> this bill purports to protect free speech from government
8:26 am
censorship. and i agree, it's a great idea. it is such a good idea in fact that the founding fathers put it in the constitution. it is called the first amendment. we don't need a new bill to protect free speech because that is currently the law of the land. so we must ask ourselves what is the point of this bill? >> julie: the fact that federal agencies like the f.b.i., homeland security regularly communicated with twitter. that's bad enough. the fact that twitter was pressured to censor true information at that might fuel vaccine hesitancy is an infringement imposed by the government. >> the point here is that yes, the government can't censor speech but the government was using agents like facebook or twitter, google to censor speech on their behalf. it argues a violation of the first amendment. we'll clarify that.
8:27 am
here is the bottom line which is the fact that democratsy ideas are weak whether they want open borders, let crime flourish, massive spending to destroy the dollar and the future for the next generation, ban the second amendment. all those ideas are so weak they can't stand up to scroti neechlt you can't let people come on social media platforms and attack democrats. america doesn't want to be a socialist country and they will shut down the speech. >> julie: this is the united states not china. >> that's the point. they want to censor those who will call out the obvious. we're looking more like china. they have to shut them up so they can continue on with barack obama's transformation of america living on in 2023. >> julie: we like to say it like it is on fox. nobody is censoring fox. >> ronald reagan said that freedom is one generation away from extinction. we're raising a whole generation
8:28 am
of kids who think it is normal for the government to censor speech. that's dangerous. preserve speech and make sure the next generation understands how important it is to democracy. >> julie: very important. history is to show for that. sean duffy, thank you so much. great to see you as always. the vice president kamala harris continues the cringe. critics mocking her for new claims on what she calls climate mental health. plus dr. anthony fauci firing back and contradicting robert redfield's sworn testimony about him. >> i was excluded from those discussions and told they made a decision that they would keep this confidential all they came up with a single narrative. i was sidelined. >> he is totally incorrect in what he is saying. >> julie: awkward. what else fauci had to say and a vote that may have put us closer to learning the truth about

8:36 am
discounting the lab leak theory. dr. fauci claiming this also. >> i keep an open mind and i've always done that. that circus that went on at the hearing about accusing me of trying to get people to be convinced one way or the other was really very unseemly and had nothing to do with reality. >> julie: fauci over the last couple of years. you decide. >> it is very strongly leaning towards this could not have been artificially or deliberately manipulated. i invite you to ask any virologists that were there. when they looked at it carefully they said relooking at this carefully now, we think it is more likely a natural evolution. >> julie: tammy bruce host of get tammy bruce on fox nation. trump cdc director said fauci deliberately ignored him to cover up the lab leak claims.
8:37 am
when you hear fauci tell you the exact opposite what goes through your mind? >> this is a man who we have seen and saw here even in his response to what the hearings at the house, a kind of smug arrogance, right? literally a nose in the air above everyone else. condemning everyone else's conversation. what we did not have during his time was any kind of debate. it was that they just really never knew. they couldn't figure it out. they didn't know. it looks like. more likely, believable, not believable this thing. we never had a serious conversation with details and facts. now we are. he seems to be very upset about that. if he is so sure, he should also welcome any kind of investigation that will show us if it really did come out of a wet market. both the f.b.i. and the energy department, of course now are saying yeah, no, we believe it came from the lab. low confidence, medium confidence. in their investigations there was an actual result and they

are saying it comes from the lab. that's why what the house is doing and what the senate -- unanimous voice approve all of this wanting the covid origins to be declassified finally now political parties are realizing with lori lightfoot's failure in chicago, with the f.b.i. and energy department's assessment that the american people want the truth. we've always wanted the truth and we are not going to be bullied anymore by fauci's smug arrogance telling us to all shut up. >> julie: op-eds why did scientists deceive everyone about covid-19 and the fact that they knew what they know and have known it for three years when all of us were wondering especially those who lost loved ones how did this happen? they knew how it happened and deceived the american public. why believe him now? >> that's it. legitimacy of government and how we trust the government. if we do or don't. something much larger going on.

he has another book coming out. they have legacies they are worried about. individuals are getting filthy rich. very powerful and they like that. the way to maintain that requires, i think, this kind of misleading of the american public. how you get to become a multi-millionaire in public service is always been a question for the american people as our lives have declined. their lives continue to move up. we want fairness and transparency and clarity. the world deserves that. you can't solve a problem by guessing at the cause. you can't do that with cancer or mental health. you certainly can't do it with something like covid and when it comes to what china is doing, we are always most at risk when it comes to not knowing what is happening at the moment and we can only really know when we are being honest with ourselves and the world. >> julie: how do you explain the money given to the scientists who worked on the research? that's what i don't understand. there has to be a money or paper trail? >> there is and why such

point. another pathological liar confirmed. he is a zombie and no clue what he is saying. let's bring in former arkansas governor asa hutchison and also a former senior advisor to president biden. first of all, once again every single time that maga comes out of his mouth i cringe. i literally cringe. that's his only go-to. he doesn't know how else to hit republicans than to call them make america great again republicans. congressman, tell me your reaction to the president's remarks. >> well, he is living in an alternative universe whenever he talks about republicans and however he would characterize them as wanting to defund the police, he is simply wrong. in fact, the left-leaning democrats have continually hurt the police in terms of policy,
8:50 am
bad policy, no bond requirements for release from jail and then also in terms of their rhetoric. they have continually undermined confidence in the police. you contrast that to states like arkansas in which i led the effort to give each police officer in arkansas $5 thousand bonus. that is encouraging them and supporting the men and women in blue through our state police and local law enforcement as well. and so he is missing the mark obviously and he is trying to create this atmosphere in which there is not unity on the republican side and there is unity and support of law enforcement and the rule of law itself. >> julie: jonathan, how does the president accuse maga republicans of wanting to defend the police? republicans have been doing nothing but trying to protect the police by allowing the police to get more funding in order for them to do their jobs

and reduce crime. it's the democrats that have been wanting to put more pressure on defunding the police for political reasons and that hasn't gotten us anywhere. >> it's a fringe group of democrats who talked about defunding the police. that's not part of the democrat -- i'm part of the democratic party. there are far left extremist who think it's a good idea. asme owe with joe biden who doesn't. and why his budget has billions of dollars giving police the tools they need and make cities safer. that's the biggest problem. when he says they want to defund the f.b.i. he is correct there. i looked it up. marjorie taylor greene, matt gaetz talked about defunding the f.b.i. he is using their words against them like he did at the state of the union. i think republicans are going to have to answer for what they've said in the past. also with crime he is looking at it in a holistic way and how we

address mental health and get more cops on the street and make communities safer, all due respect to the governor of arkansas giving them a $5 thousand bonus is great. arkansas was the fourth most deadly crime rate in the country. that's not something that's helpful to police. police need more than just rhetoric and money. they need us to make our cities safer, make sure guns aren't getting into there and why the president is focused on so many area. >> julie: you have to wonder and i have to move on to another topic. you have to wonder if it will hurt the president if he chooses to run for office which we believe he will when it comes to that. these are the comments when it comes to the campaign trail. the cringe continues when it comes to comments from the vladimir putin speaking of comments. -- from the vice president. >> one of the young leaders was talking to me about climate mental health. i said tell me what's going on with your peers? climate mental health. one example is you know whether when they are ready could they

start a family. worried about what that would mean. and the stress of it. >> julie: lay-up for critics. a tiny sample. these people are insane and fundamentally unserious. climate mental health? we're being led by some of the most fearful people in history and climate alarmism is mental health abuse of young people. obviously climate mental health is something that i think she just made up. i've never heard of anyone who suffers from climate mental health, governor, you? >> no. but also when you think about the worry about the next generation and the teenagers, it is not climate mental health. it is about the risk of fentanyl that's coming across our border in uncontrolled fashion. it is about our education system that needs more choice and opportunity for those that are in failing schools.
8:54 am
these are the things that worry parents but also kids who want to start in life and want to be able to have opportunity, they look at a system that should be open to them and it is not climate that they are worried. they might be worried about getting the high price of gasoline, might be worried about getting to their next job and those inflation costs, but it is not climate that on the forefront of their mind or their parents' mind. >> julie: jonathan, final word there. >> i'm not sure what climate mental health is. i'm sure there are some kids suffering from that in some areas. i do think climate is becoming a bigger issue. she is from california. we have once in a century floods and storms happening every other year now. i'm from new york, we had sandy. i never thought i would see is streets of new york flooded. hurricanes, tornado, wildfires. we need to address this stuff. i don't know if that's actually
