t com >> ainsley: this is a fox news alert. president biden is expected to address the nation later this morning after the abrupt collapse of silicone valley bank over the weekend. >> lawrence: so a second bank has now collapsed in the aftermath and experts warn there could be many more. >> brian: alexandria hoff is live at the white house with the latest. >> u.s. regulators went to work this weekend. that resulted in a promise that all depositors will have access to all of their money today. in essence, what this work did was waived the 250,000 insurance limit for deposit.

that's a saving grace for customers of silicon valley bank as much as $220 billion in assets were uninsured. it's a move to prevent a run on additional banks and makes it so the tech companies that banked with svb can make payroll. at least 29 were impacted including big names like pinterest, fit bit, zip recruiter who name a few. separately the same has been done for new york signature bank shut down over the weekend. treasury secretary janet yellen says this action does not equal bailing out the banks. >> during the financial crisis, there were investors and owners of systemic large banks that were bailed out and we're certainly not looking into the reforms that have been put in place means that we're not going to do that again. but, we are concerned about depositors and are focused on trying to meet their needs. >> ceo of pershing square bill

about their funds. will people feel too confident putting more than $250,000 inside these banks. >> brian: you are helping customers but you are not helping investors. investors are on their own. depositors are the ones that are getting this money that was put aside $100 billion by these banks. >> ainsley: that's what stuart varney was saying too. when this is not a bailout. not using taxpayer dollars. this is money the banks have put into a fund. it's like an emergency fund. when this kind of thing happens, they just dip into that account and they are able to cover the expenses. it's $100 billion. so, once that money runs out. then they have to go to the feds to help bail them out. >> brian: they hope they get another bank to buy them. >> lawrence: it's going to be incumbent on the president to explain this whole deal. explain why there was so much money in the market that these businesses, these banks decided to make this decision and it

really started to bite them in the tail. also, i want to know when it comes to svb why did they give themselves raises? the people responsible for this i get why they are not calling bailout. the money is coming from somewhere as stuart laid out. he also talked about the political ramifications of this, watch. >> where's the money coming from? it's coming from the banks themselves. they have $100 billion fund paid into by the banks in this kind of situation. if that's not enough money, the federal reserve set aside more money just in case they need it. and if that doesn't work, if bill ackman is right and we into a much wider financial panic then a taxpayer bailout will be required. that will be a very significant political question. most republicans that i know are not particularly keen on bailing out big banks. president biden goes on the air today as he will and says yeah, we are going to back stop the lot. that is a very big political decision. so far, the jury is out, i

have been going up. if you are not saying to yourself at one of these bank board meetings what are we doing when it gets up to 3? what do we do when the interest rates are at 4 and 5. now it's at 6 and 7. and they are going to go up again. why could people not forecast this? >> ainsley: look at people in line. you saw the video of someone in their car taking a picture, a video of people waiting outside of the bank trying to get in to get their money. their hard earned cash. >> lawrence: brian, you make the point about big tech companies, silicon valley companies we cannot forget about the small business owners that aren't a part of that. they may use the big corporations like etsy, to be a marketplace but there are mom and pop operations. some of them are making their product. i get my cuff links pay 20 bucks from small businesses all across the country. they are in this as well. >> ainsley: right. because there was someone on "fox & friends first" that was interviewed.

her platform is et is i. she is one of the small business owners that sells her items on etsy. et is i banks with one of the banks that collapsed. she got a notification friday saying that all of her payments is going to be delayed. if that continues to happen. >> if you make payroll the money had to be in the bank on monday. in that money is not there you will not make money on thursday. other big story not going away. even though the president is just a few miles from the san diego border today as he meets with the leader of the u.k. and australia, is he not going to be going to be the border. he wants this to go away but it's not. that's front and center in el paso. >> lawrence: what a site. >> brian: a thousand people rush the border core united stated and choreograph most from venezuela try to get through. if they rushed at once they thought they would get access thankfully they didn't. >> ainsley: the cbp recall

♪are you ready for me♪ ♪are you ready♪ ♪are you ready♪ >> so, did you see this? at least a thousand migrants rushed the southern u.s. border in el paso, texas trying to get inside of the country, all captured in exclusive fox news video. joining us now from el paso is texas dps regional director joe sanchez. sir, thanks so much for joining from the great state of texas. so, can you tell us what happened there that you guys have any intelligence that this was going to happen? we had zero intelligence this was going to happen everything just kind of dispersed.

the national report that i got is we have 2,000 migrants that attempted to cross the bridge our personnel responded to back up our cbp partners. thank goodness that governor abbott is in operation len star west. he has provided us with the resources we need to help prevent some kind of incursion like this. this came about since we had the 15,000 asians in del rio. do you remember that? planning had started okay. if it happened in del rio, where else could it happen? and, of course, as you know back last year we had a problem with the venezuelan camp across the bridge. actually not too far from that area where we had the 2,000 attempted to cross yesterday, there was a porous area about a mile and a half where we had a camp set up and at one point 300 tried to cross and rush border patrol and, again, border patrol did a magnificent job of protecting the border back them up. so ever since then, you know, we got more resources from governor

abbott. we increased the amount of troopers that we had here along with the texas military division which we have more soldiers that are out here. we deployed that constantini know wire mile and a half barrier that stopped the flow. we had the government of mexico clear out that camp. well, we still have these migrants sitting in the city of juarez. i think we have had reports of anywhere from 10,000 to 40,000. we don't have an exact number but we know they are there. ever since the -- since the haitian incursion over in del rio, we have been getting together with our law enforcement partners. we have had meetings especially when there was talks about the aabolishment of title 42. and we specifically discuss things as what if we had an increased migration at the bridge, how do we handle this as law enforcement agencies? how do we work together? so we have already had a lot of these plans in place. so as soon as our partners called out and said we are getting a rush at the bridge. let me tell you i will start off with this first.

cbp did an excellent job. outstanding job of securing that bridge. they deployed everything that they had in the practice if because, if they did not have those means who knows what that migration would have caused in the city of el paso. that bridge leads directly into downtown el paso. >> lawrence: i have got to ask you i have only got a few seconds left. how is the morale at the border patrol? >> well, i feel for them. i really do. i think all of us do as law enforcement officers? this area el paso is unique. we are like family out here. we all back each other up. we are all there for each other. we constantly have meetings together. we call each other we call each other by first name. i feel for them. this is not the job they signed up for. they signed up to protect our border. that's what they want to do. but, instead, they are busy trying to process all these migrants that are coming through. they become a processing center.

>> lawrence: that's unbelievable. >> this was not a surprise. this was predictable. >> ainsley: there is talk in the senate about raising the age for social security to 70. where do you stand on this? it's bipartisan, i know. >> so, let's talk about social security. social security is a silicon valley bank of retirement systems. it is going broke. it's just a question of whether we let it bleed to death or do something right now. we need a credible plan. if a politician tells you that he doesn't want to fix social, that there is no problem. they are either too old or too rich to care. your benefits are going to be cut by 25% if we do nothing when it goes broke in nine years. so, you have got to have a credible plan. we don't know what the features of that necessarily will be. but you have got to have a credible plan and that's what we're talking about doing. >> brian: would you say raising the retirement age is something that you would subscribe to? >> i think that -- number one, raising the retirement age by itself will not do it. i mean, you would make it way

too high. so you have got to have a centerpiece which is going to address it. one thing that we do, which is the centerpiece of what we're talking about, is let's have a fund separate from social security, an investment fund which every other pension fund does. your pension fund, my pension fund, the viewer's pension fund. and, when you do that, you are going to get a better growth than what they're doing now. you can use the profit from that to bridge the social security fund to sustainability. >> lawrence: what is the likelihood of something like that passing? because a person like me, i feel like i'm not going to get my social. they are taking a lot of out of my check to make sure i pay for it though. >> lawrence, the only way we get out of this is if we do what i'm describing, a separate fund from social and let that grow. and when it grows it can bridge social to sustainability. that's what we need to do. >> brian: you are trying to solve a be pro. at love people like the former president and everybody at the state of the union said republicans will not touch social security and medicare, so
