concern from the standpoint of depositors, many of which may be small businesses. >> dana: the market has been open for 31 minutes. what do we know? >> to avoid a repeat of the panic after a collapse in 2008 you had the u.s. government stepping in to guarantee now all deposits of the silicon valley bank, depositors will have access to all their money today. no losses associated with the resolution of silicon valley bank will be borne by the taxpayer. federal reserve makes sure smaller banks, households and businesses are also protected making extra money available just in case. silicon valley bank or svb shut down by the government on friday after a frantic bank run. its fast collapse had d.c. and

markets concerned it would lead to other banks going under. svb was important to the silicon valley startup scene. those companies sounding the alarm warning they would not be able to make payrolls if they could not access their cash which would impact thousands of jobs and not just in california. many fingers today are being pointed at silicon valley bank ceo becker who sold $3 million stock weeks before the bankruptcy and paid out thousands of dollars in staff bonuses in hours before the bank was shut down. any government help should be limited here. >> the most sophisticated investors will have a insulation of the federal government. the one thing we know for sure, the american taxpayer should not be on the hook for this failure. >> remember that stock and bond holders in silicon valley bank

and signature bank have been completely wiped out. the fears on wall street continue in the first 30 minutes you have smaller retail banks like first republic selling off 60%. wall street on edge along with the rest of the banking sector. >> dana: you will have a very busy day. >> bill: don't go far. the biden administration appears to be moving to the center on a number of top voter issues including crime, fentanyl and covid, maybe even oil production. the biden administration said to be expected to approve the willow oil drilling project in alaska, a huge contract for conocophillips despite opposition from environmentalists and far left lawmakers. aishah hosni is on that today. put it all together. >> good morning, bill. we all remember when the left said gop-led house wouldn't be able to accomplish much. that didn't turn out to be true.

instead the left sort of shifting to the middle on a number of normally divisive issues. let's start with the oil drilling project. the willow project. this will be a huge win if it goes through for oil and gas industry folks and republicans, too, who have been pushing for more domestic production. however, the a.p. is reporting that president biden could try to smooth this over with those environmentalists by limiting drilling across 13 million acres elsewhere in alaska and the arc turk -- arctic ocean. we are in a different place from two years ago. the left joining forces to combat fentanyl launching a bipartisan fentanyl prevention caucus. las week we saw the senate support the house gop resolution to nullify the d.c. city council's new crime deal. that was a big deal. every democrat voted with republicans to declassify

documents related to the covid origins. house speaker kevin mccarthy in the noticing a trend here. >> what's interesting is the change in this administration since republicans took the majority. since we put together a select committee on covid we now get the truth. remember what we just passed last week? everybody voted. >> if only to get an agreement on a budget, bill. >> bill: thanks, aishah hosni on the hill. >> dana: let's bring in marc thiessen a fox news contributor. i asked if it would be possible the biden administration would think the willow project is something they can do to check the box and say we aren't against oil exploration like closing that mine in minnesota, and also cutting off exploration in many other parts of the arctic at a time when we need energy resources for our national security. >> keep in mind of the record of

this administration. canceled the keystone pipeline. leased the least acres of federal land for oil and gas exploration since world war ii. that's the record going into this. why is he reversing course? he is running for re-election and leaning to run and showering up his vulnerabilities. on his watch we've seen the highest gas prices on record ever. we've seen the worst border crisis in american history. we've seen the worst murder rate since the 1990s. what he is doing is systematically taking steps to shore up those vulnerabilities. he kills the d.c. crime bill. if he didn't do it he would own every murder in the district between now and election day. he is talking about restoring family detentions at the border trying to shore up his vulnerability on the border and now trying to shore up his vulnerabilities on oil and gas by approving this project. it doesn't wipe out all the

other things he has done to launch a war on fossil fuels but taking steps to point to things he has done to say i'm addressing those problems so voters can be neutralized. >> bill: secretary of energy jennifer granholm talking about the energy programs in beijing specific question after you hear it. >> i think china has done -- has been very sensitive and has actually invested a lot in their solutions to achieve their goals. so we're hopeful that we can all learn from what china is doing but the amount of money they are investing in clean energy is actually encouraging. >> bill: can you verify any of what was said especially toward the end about what they are investing in clean energy is encouraging? they're building a new coal plant every 11 to 14 days, which this administration would be vehemently opposed to, marc.

>> yeah, they are. china is not a model of us for anything. the big problem they push us toward this electric cars and electric everything. right now we can be energy independent when it comes to fossil fuels. we'll be dependent on china for all the rare earth materials for the batteries. from a strategic perspective if you are in a new cold war with china, global competition with china, why would we intentionally go and throw out a technology which allows us to be independent of china and make the entire make the economy make a technology that we're completely dependent on china? >> dana: it doesn't mean you have to lose all common sense. ron desantis is going to -- has been in iowa, president trump is going there today. somebody else who might think about getting into the race senator tim scott of south carolina in des moines later.

was always super crafty so i just wanted to try my own thing and thankfully have had a lot of success. >> dana: good for you. on etsy customers like me can go on and find something that we want, contact someone like you and you make the product and send it to us. as this started to unravel tell us what happened over your weekend. >> i noticed on friday. i saw the news about the silicon valley bank. i didn't think it would affect me until later that evening. so i noticed on friday around 2:00 p.m. that my sums had not been sent to us. at the time i didn't think so much into it. i started to kind of notice around 4:00 or 5:00 p.m. the funds had not been sent. i started looking into etsy community boards to see if other sellers were experiencing the same thing and they were saying that they were and that etsy was telling them it was a glitch.

they were speaking with etsy customer service and they were saying it to them. later in the evening about 7:30 finally received an email from etsy it wasn't a glitch but due to the bank failure and that they were hopefully processing our funds within the next business day. >> dana: you might have had panic or sleepless nights. >> i did. i went on tiktok. >> dana: it is important for you to pay for your own livelihood and supplies and people that are still contacting you to try to buy gifts for their loved ones and you are wondering can you fulfill the orders. how do you feel this morning now that this action has been taken that said the depositors will be okay? >> i'm more hopeful i will receive my funds. i have already noticed sales are down about 50% because i think customers are kind of getting wind of this and a little

>> dana: california is bracing for more rain after huge storms left two people dead and thousands are without power. more than 17 million people still under flood watches as the latest system approaches. it is expected to hit tomorrow. the region is already reeling from major floods, mudslides and evacuations last week. fox weather's max gordon is live in monterey county california with the details. hi, max. >> this additional storm not what folks need here after a levy breach flooded this community. the sheriff says around 2,000 people have been impacted. many of them now staying in shelters. many of them also not knowing when they will be able to return home. this levy breach occurred in the

early morning hours of saturday morning after heavy rainfall in the area due to the last atmospheric river event to hit california. emergency responders had to go door-to-door telling people to get out. there was worry in late december and january. the levy held then the heavy flow of the river weakened it and during this storm it failed. dozens of rescues had to be made. >> the entire community is under water. we've evacuated or asked people to he vac watt 2,000 people. that is the result of a weakened levy with the oversaturated ground. it is testing our infrastructure in this state. >> now another atmospheric river event is on the way impacting the state between monday and tuesday night. last week's storms caused mudslides and power outages across northern and central california. the next system will likely bring more of the same.

[shouting] >> bill: there was a crowd of about 1,000 migrants rushing from the south to the north across this bridge from mexico at the port of entry in el paso, texas. officers scrambled to secure the area. texas lieutenant governor dan patrick is here. a couple things to get through. give me a moment to get through all of this.

i saw good news here. i saw mexico taking action at the southern side of the border. the border patrol was effective in getting there. did you see the same? is that your read on the thousand migrants who tried to rush the bridge? >> i was glad to see mexico finally do something. and i was not surprised at the quick response from our team. dps, border patrol working together put the call out for backup. the state was there to support them. bill, this is what could lie ahead for the failed biden policies. imagine had those thousand not stopped? you could have had blood shed on the border. how would the mexican troops have responded and how would those rushing the barbed wire respond and our troops responded? this is what could happen as long as joe biden continues to leave this border wide open and invite people to come to america. by the way, the mexican president could help out besides wanting to get involved in our

elections what he said last week by closing his own southern border. their border is smaller than ours. they could stop these people from even getting into mexico. that's what mexico could really do to help. >> bill: there is a rumor out of d.c. the president will order families who cross the border to be detained at the border. if that happens, that would be a reversal of his policy. do you think it will? if so, what does it tell you? >> i can't predict what joe biden will say. he can't predict what he will say from moment to moment. it goes back to the old obama/biden policies when they did exactly this. when president trump continued it, president trump was criticized for what they had done. so it is hard to say what this president is doing. we have a disaster everywhere, bill, inflation, economy, banks failing, europe at war, maybe taiwan and china, and the border is wide open with millions, bill. i have been with you many times.

it goes and whether or not it is challenged by the u.s. supreme court. i know what you think. it is what stronger than arizona tried to do a decade ago. you are urging people not to go to mexico and think it is too dangerous for american spring breakers. i have a nephew in cabo, smart, responsible. what would you tell him? >> i would tell him to get out of mexico because you never know, bill, no matter how smart you are and reliable you are as a young person or adult you could get caught in a bad situation by none of your own doing. you could get in the crossfire. more than that, bill, you have to remember that there are people in the cartels in mexico just looking for easy targets to rob, to kidnap, we've seen it. we're still missing three women from texas. there is no reason for anyone in america to go to mexico. it is dangerous. stay out of mexico. maybe that will finally get the president of mexico to do something about the cartels.

teacher. leaving a dad to blast the school system. >> telling a student that certain people belong in a political philosophy because of who they are, what their gender is, what their race is, that's not following political trends. that's telling somebody they should believe one certain set of beliefs because of their identity. >> the school system says fairfax county public schools accepts an a.p. government test question designed to assess 12th graders understanding of american political ideology did not meet the division's high expectations. the question that formed part of an assessment for 12th graders enrolled in the online campus will be removed from future tests and a review of all a.p. government online test questions will be carried out. the college board, national organization that creates and oversees advanced placement programs denounced the question quote. we did not and would not create
