world. the president trying to reassure americans that their deposits are safe while making sure to blame republicans. >> thanks for the quick action of my administration over the past few days americans can have confidence the banking system is safe. when no losses will be borne by the taxpayers. during the obama-biden administration we put in place top requirements on banks. unfortunately the last administration rolled back these requirements. >> what do you know about why this happened and can you assure americans there won't be a ripple effect? >> should all depositors be productive at all banks? >> dana: present getting praise from jen psaki. >> it's important to note president biden does nothing at 9:00 a.m. he is a night owl. the fact that he's doing this at 9:00 a.m. anyway speaks to how vital the white house recognizes it is for have his voice out there.

come in. what i took away was two or three things. every deposit that all of us have, small, big depositors, big, medium sized businesses, small businesses, everyone's depositors going to be protected and insured for one year at least. number two, it sounds like the fed is going to try to figure out even more and more what happened with the silicon valley bank. sound like they're trying to sell the bank again. i think even some of the criticism we heard in the opening from some, which i think some of that is legitimate, many which there'd been a private market solution to this end of the federal government not have had to come in and help. i would contend that those that say that when we got to sunday night and they had not been a deal that it was appropriate for the fed. i hope and a bipartisan way congress and the senate can agree it was the best solution to a bad challenge, bad problem. it would've been a terrible thing and we had a continued bank run today in a serious way and if the market had responded

seriously, three, there's a lot of political appropriating blame to go around. i wish people wouldn't do that. i wish anything that's been passed over the last several years to address this. we stress test banks that are more than 250 billion in size. this bank was 200 billion in size. we passed rules several years ago to help reduce some of the rules the banks like this have to -- smaller banks, it's too expensive for us to try to comply with all of this. we need to relook at that and see if it's the right way to do it as there's a better balance of production for the depositors and better protection for taxpayers. in the intermediate and long-term we have to think about, what does this mean for banks. if everybody's deposits are insured. if you have over 2,050,000 in the bank, is an individual or business. are we willing, are we prepared to say all of that was going to be protected?

should there be some protection for small and medium-size businesses? payments and other things and how they pay their employees, we should have that conversation. but right now at this moment i think the government has done with the government should have done. it was the least expensive way to try to help address this problem. i hope going forward that everybody that's voted in the past for things they thought were right, look and see if the things that they passed our what's best for our system. >> dana: one thing that you said, thinking back to 2008, the phone was not really what we used to do our banking. i remember when i left the white house, i didn't have a twitter account. >> harold: the one with the bank, right with their -- >> dana: is much as our esteemed friend who we would love to see the table would like to see politics not play a role, it plays a role. it's a part of the system that

back because there's going to be a financial crisis. how do we know? they're always saying there's going to be a run on the banks if you don't bail us out, there's going to be around, we can't get the money. the donors and the bankers always get the money, don't they? they always squeeze money out of the politicians because they scare them. we are not going to have any more donations left if we don't get some of that money back. this company, it is awoke bank despite what you said in the green room, they are -- the end of the social justice investing stuff, they are concerned with gender and everything, even as the banks collapsing, they are still holding seminars on gender ideology. and they are getting bonuses on the friday that they blow up and the ceo is selling 3.5, $6.5 million in stock two weeks? he had no idea this was going to happen? san francisco fed chair had no idea? isn't that the san francisco fed

chair that has some visibility on the stupid bank. they are going to blow it up? >> harold: i agree. >> jesse: you agree. i thought you were only supposed to ensure up to a quarter million or deposits. now you can lose a quarter billion and uncle sam is going to come out and shovel money at you. what does that do to everybody? they can throw money around, there is no safety. this is a safety net for the bankers. this is a social safety net for bankers and everybody else -- he wouldn't pay for hotel rooms for the people in east pala scene. and now he is like here, take some money. there's going to be a bank run. >> harold: i agree with everything you said, the only thing i disagree is that we should protect depositors. >> dana: one thing that's interesting, you have elizabeth warren in bernie sanders saying the banks will pass the fees, they will make up the cost of having to do all this by passing on fees to customers. why don't they think that's also true when they want to raise

taxes on everybody? >> kennedy: a lot of the regulations elizabeth warren has been pushing for 15 15 years, s are complying by passing on more fees. yes, it's awfully political but it's also. the big part of the blame, then mismanaging, shame on them. this of menstruation has been so incredibly responsible with inflation, so what's happened is they have had to raise rates so quickly the part of the economy was bound to break. these two banks were so concentrated in crypto and venture capitalism they had some treasury notes. when the bond market collapsed, the banks were sure to follow suit because on paper they looked good but actually their debt exceeded the equity that they had by quite a bit.

>> kennedy: it's heartbreaking. it's completely inhumane. they see human beings as being disposable. social services has broken down in the city. the mayor, ted wheeler, fights with the activists, trying to cannibalize each other and this is their vision of utopia. it's awful. they don't get people into rehab. they rarely get people into shelters. 3% of the unhoused population are actually in housing or shelters or jail or nursing facilities. the older population, the homeless population is growing in portland just like it is in southern california. they don't have any real solutions. they just like tl about things and they are buying people tents and they are making it so much worse. it shows that they don't care and money, we see this all over the country. money does not solve homelessness. systems do. they refuse to get operating

[laughter] >> dana: that wasn't my point but i think to reiterate what you're saying, money is not solving the problem. the other thing is it's going to get worse especially in portland. they are driving businesses out. last week on the show you saw straight about walmart deciding to close two stores in portland. that's a lot of jobs. that's where a lot of people got their services. that's also the pharmacy. it's also where you get your pictures printed if you do something like that. you get your groceries there and everything you need and they are leaving as well and that means other businesses are going to leave. it's a downward spiral. >> harold: what more can be done? we struggle with this in new york. what can we be doing to deal with this issue? >> jesse: i wouldn't make rock-bottom more comfortable.

that's what i would start with. the more money you send, the more homelessness increases. someone is skimming the money off the top at these organizations. you should want to continue homelessness to see you can stay in business. that's what looks like. i know a guy in long island that works with a lot of homeless people. this has nothing to do with money. he takes them to a park that has the pickup garbage and what that does is it kind of gives them a sense of accomplishment other than the other people in the community go, i walked to the spark all the time. this park looks spick-and-span. thank you, guys, very much for your contribution to this park and the guys here that it gives them a sense of dignity. gives him a sense of accomplishment and self-worth. you -- money can't buy that. you have to get that yourself with things like that. action in doing. right now they're just languishing. >> harold: i would take the money and pick up the garbage, but that's me. what would you say to this and what you think about ways we can

be creative? >> brian: we have to talk to the people who are homeless. the image was originally went homelessness really started taking root or when you're younger, they can't make their rent, they are on their own, families are stuck. it turns out there is mental illness, a lot are former soldiers, locked in the military. a lot of them are drug addicted. all related to the border too. people have to be, what mary adams had become a release gave lip service to, mandated, scooped up, put in facilities and try to rehab them and get them back. i have a relative living in new orleans, having the time of their lives in this homeless community, lasting music, having birthday parties. someone who just checked out of society and doesn't want to pay rent anymore. there are subcultures within subcultures. military having trouble adjusting back, which is sinful that we did and i think number two, drugs and overall mental
