california you were actually able to go into the silicon valley bank's lot you saw people lined up and wondering what the heck is going to happen next. >> yeah, you're exactly right, steve, there is massive frustration here about what is happening but let me be clear. what did happen was a liquidity crisis not a solvency crisis. the bank wasn't insolvent, they had a liquidity issue that turned into a run up the bank. this is something that should have been foreseen. clearly it is a massive failure on the part of management, a massive failure in oversight, where was the san francisco fed? then we saw what happened this week and with a failed auction. that's another failure too he should've been talking about the new owner of the bank and who that was yesterday morning instead of being briefed by the treasury and fdic officials about how the process failed going forward. >> steve: and so you asked where was the san francisco fed, i think we know who was on it. who actually ran that bank set on the board. >> indeed. indeed. there's a lot to ask.

how is it the san francisco fed missed this? even private-sector stock animals were talking about liquidity issues on these books as early as last fall. where was the san francisco fed? they had detailed liquidity data to them. they could have had all of that to step up regulatory oversight i want to know what happened and why they didn't do that. >> steve: sure. senator, the government changed the rules. until this week at the rule was if you've got $250,000 in the bank, you are insured by the fdic. yesterday and essentially they change the rules and said whatever amount you've got you will be covered. no if you are an investor we will not bail you out but we will bailout everybody else. >> that is exactly right, steve. from a depositor standpoint you have to ask yourself in the normal thresholds has always been $250,000 but after yesterday i think you have to ask yourself whether there is any such thing as an uninsured deposit. they will have a far-reaching effect.

you are right the investors in silicon valley bank will give zero, that's the bet they took. the depositors have found themselves in a situation where they were uncertain and the reaction of this administration rather than let irresponsible banks come in and probably auctions and take over and work through the process. they decided to let the banks fail and put us in this new territory, uncharted territory and i think again it's going to turn out to be something that at the end customers will have to pay the price. >> steve: is it fair, senator, you know my entire lifetime the standard has been i think 250, it may have been 125 for a while but nonetheless of the last couple of years it has been two to 50,000. roku, the company that makes the television remote and stuff like that, half a billion dollars there. who bails them out? i guess the fac does. >> the fdic does but to the extent there is a haircut there is a loss and there will be. that we spread across all the

have a question for you right after i announce this fox news alert. february cpi report just came out the consumer price index minutes ago, consumer prices rose 0.4% month over month. that matches of what economists expected. i think the big number than is 6% year-over-year. when you look at that number, senator, that is still a very large number. but we wonder now if the number like that what is the fed going to do when we presumed until this week they were going to raise interest rates again? >> well chair powell was before my committee a few days ago. at that point in time i walked out of the meeting thinking certainly he will raise rates by 50 basis points. i think what happened with silicon valley bank and i think with this print coming out with expectations we will see a really serious consideration perhaps slowing that down may be more like a 25 basis points

rather than 50 because going into the next turn here. >> steve: yeah, for people looking in and they are not sophisticated investors or anything like that and they know that they have bank, money in the bank. they are worried. i wonder if my bank one of the four banks to have anything to worry about? >> that is certainly not the case. they look at these too big to fail banks. i guess the regional banks are in this was unusual by many standards. i don't expect this to be broadly felt across the market. we were concerned over the weekend that if there are answers coming out on monday it that people would be rearranging the deposits trying to get below the three and $50,000 threshold in multiple banks. i don't think that's going to happen. there is no noise in the marketplace, talked with senator paul they agreed there'd

who were involved in that rush and they tell us the catalyst behind what started it all is as you mentioned frustration with the cbp one app as well as a false facebook post encouraging them to go to the border saying they would be allowed into the united states. let's start with the video of the rush. we will rewind back to sunday you can see hundreds upon hundreds of those migrants pushing past mexican border officials and running onto the bridge connecting into el paso. they started running onto that bridge thinking essentially they would run into dom united stated you hear them cheering happy and jubilant, now the mostly venezuelan migrants were stopped in the middle of that ridge and repelled by cbp special response teams and by the mexican military. but migrants in that group tell us, yes, frustration with the cbp one app has been there for months but what really started this was this facebook post, take a look at this picture here one of the migrants given to us. it is all in spanish but this

spread amongst migrants that essentially claims to be from somebody who crossed at the bridge two days prior that's at cbp told that they will let any migrant into the states if they show up to the bridge on sunday with a belt or with an extreme asylum case. it tells them i don't miss the fraternity, start heading to the border and one migrant who got caught up in the rush to close that back to the pit picked with a big week to come to see if it was true but it was a lie. they shot tear gas at us. they didn't care that we had children. we have been here two months waiting here and we are desperate. >> and texas republican congressman tony gonzalez tells fox news in part "they were told, and i'm trying to figure out by who, all indications are it was a cartel essentially feeding this information to the migrants saying yesterday was day of the migrants and they were going to be allowed into the united states via the port

of entry" cartels have been known to spread misinformation online before. back out here live tomorrow the house homeland security committee is said to have a field hearing about the border crisis right here in rio grande valley. the chief of u.s. border patrol will be testifying at that hearing. we just found out all democrats on the committee will be boycotting the hearing. they are accusing republicans are playing politics with your vulcans on the committee saying this is just further evidence the democrats do not care what happens on the border. back to you. >> brian: they say in the never canceled and never committed. what you think is correct. the chairman says they did confirm, he says several democrats confirmed they would attend and they went a step further to invite their own minority witness confirmed to speak on the federal panel so his staff is rarely blindsided they are being told that none of the democrats is going to show.
