drone. welcome to the program, big two hours. i'll bill hemmer, hello, partner. >> dana: you set that up, i'm dana perino. russia downed the drone in the water. russia says the drone was flying too close but it was in international waters. >> pissed off, the report coming out of our government, this was unprofessional act and environmentally unsound. they shot down a united states warplane, they took it out of action and that is the response we get back? yeah, not very happy about it. >> bill: from washington, dc with jennifer griffin, 32 million for the reaper drone, the same price of the russian jet, two of which were flying around that drone.
6:02 am
we had reaction from john kirby earlier today on cnn, roll the clip that happened an hour ago. they need to be more careful flying in international sparespace near u.s. assets flying in completely legal ways in support of national security interest. they need to be more careful. the black sea doesn't belong to russia, it belongs to many countries and the united states has been operating there and we will continue to operate in accordance with international law. >> dana: i mentioned to bill earlier. it was an unmanned drone, ours, the $32 million drone. you had a good point, which was -- >> bill: don't flirt with a manned aircraft in a con confrontation like this, there could be intent in this. they shadowed the drone for 30 minutes and there was some imagery collected.
6:03 am
i must think that will be released on behalf of the pentagon. >> dana: perhaps, if it was gathering intelligence that is top secret, maybe not. >> bill: imagery he referred to was the two jets that shadowed the reaper drone. >> dana: one concern about this conflict, if you go back to flying over syria, when fighting isis and concern about a conflict unintentional, but something that would escalate is a huge concern, we are paying attention today. >> bill: we'll get more on this in a moment and wait to hear from the pentagon and tom cotton will join us with instant reaction from him coming up. >> dana: another big story, there is butting of heads at u.s. border. house republicans forging ahead on field examination. the committee is in mc allen, texas, about to hold first hearing on the border crisis,
6:04 am
the chaotic situation highlighted in video from sunday shows 1000 migrants storming an entry point in el paso. it is a losing battle, but democrats apparently do not want to hear about this, all 15 are boycotting the hearing, forcing republicans to go it alone. >> we lost complete control of the border, have millions of aliens flooding through. some being apprehended and released into the united states. we have to take matters into our own hands. that is joe biden's number one duty and he's failing miserably. >> dana: brad coe, is testifying today, we'll talk to him in a moment. first let's go to bill melugin reporting from farr, texas, hope i got that right, bill. >> bill: you did, dana. according to a spokesperson with the house homeland security

committee, prior to democrats deciding to pull out of today's border hearing, several of them said they would be here, booked travel here and called their own minority witness to testify and we are told their witness will still be testifying today even without them. the republican chairman of the committee, mark green, got to rio grande valley and posted a video to democrats saying they are failing to do their job. take a look. >> we're talking about how awesome border patrol agents are, democrats decided to bail and not show up for work, this is where the duty is today and tomorrow, they're absent from duty. in the army we call that awol. democrats will be awol tomorrow. >> bill: bizarre and dangerous human smuggling continue at the southern border. take a look out of tucson, arizona, sector, agents stopped a truck and found three illegal

6:07 am
this hearing will kickoff in a couple hours. first person set to testify is the chief of u.s. border patrol, raul ortiz, few people can provide better information than border patrol chief, no democrats here to hear his testimony. they say republicans are playing politics by having the hearing today. >> dana: the images were shocking. >> bill: next guest testify brad coe, in kinny county, texas. you are in mcallen, but your sector is two hours due west of san antonio along the border. what is your message today, sir? >> good morning. my message today is we've got to get control of this, my ranchers, we have no industry other than ranchers and they can't afford to fix their fences. they are scared to go out at

night. every night 180 people walk through on camera. failing miserably to protect the people and uphold the constitution. >> dana: sheriff, what do you think of democrats not coming to the hearing today? >> it's not a shock. they have their head in the sand, have no clue what is going on. >> bill: mexican president said mexico is safer than the united states, there is no problem in traveling safely in mexico. what do you think of that? >> well, i think last week down in the valley, that was proven wrong when people went across the riffer and got kidnapped and killed and probably 5 or 600 americans currently missing in mexico. mexico was deemed the most dangerous city in the world a number of years back. >> dana: would you talk about the citizens that are afraid to
6:09 am
go out of their homes, they are running out of money to fix the fence being broken by illegal immigrants. what is recourse for them, they are tax paying american citizens and the government is failing them. >> that is one thing i've been fighting going on three years now. a lot of ranchers, i would use the phrase they are land rich, cash poor. they go to market and sell animals, cost of everything else is rising, fuel, fencing supply, water lines, they have to replace on regular basis keeps them -- you can only budget for so much. they start losing money on deals, they can't pay taxes or afford food, only option is to sellout and who do they sell to when their property is devalated

>> bill: there was a hearing in yuma end of february, three weeks past. i don't know how much came from the hearing or how much they are able to gather, the administration will argue number of encounters is down significantly. what do you think of that claim? >> i'd like to know where they got the number from, my encounters tripled overthe last year, i will break every record i set last year. i don't know where they get the numbers from, they have not talked to me. >> bill: sheriff, thank you, we will watch your testimony. >> dana: with great interest. thank you. >> thank y'all. >> dana: this crisis is not limited to the southern border. surge up north prompting new hampshire governor sununu writes, we will not wait idoly

afghanistan, how much do we want to run around the planet not knowing what we're doing and not getting anything done, but losing lives and spending money. as long as joe biden is president, why trust anything. they are not protecting the american border, i argue southern border is far more important to the united states than ukraine. i have no faith in biden, whose family has been corrupted by china when it comes to our biggest competitor, china and now you come to ukraine. defense department lost 82 billion in equipment to the taliban, defense department more worried about being woke than being effective. that undermines the willingness of many americans to give them a blank check. they shouldn't get a blank check. i knowledge defeating putin matters and i think the current
6:21 am
administration has no strategy or ability to defeat putin and free societies don't fight long wars well. people get tired of it, they don't understand where it is going and you are seeing a real erosion largely because joe biden is incompetent. >> dana: he doesn't talk about it a lot either about why he thinks it is in america's interest. look at pew research patrol, american support for ukraine believes u.s. is giving right amount or not enough to ukraine. this chart shows the united states is largest contributor to helping ukraine in terms of military financial aid that is on the minds of voters and might be on the minds of can'ts. >> that is where president trump was making a difference. people thought it wasn't
6:22 am
possible. i suspect had he been president, we would have intervened fast and decisively and demanded germans and others do their fair share. it is ridiculous to say, the united states, we are creating a welfare state because biden's people can't help themselves. one thing to send tanks. by the way, here are checks to make you feel good while you are being bombed. this administration is stunningly incompetent and that has real-world effects. >> dana: vice president kamala harris is going to be going tomorrow and will focus on reproductive rights, the issue she's focused on. what does that say to you, democrats have written iowa off in terms of first state, they will not do what they have done traditionally.
6:23 am
she will make a move to try to shore up votes in iowa? >> my first question is how many times will she laugh? maybe each congressman in iowa should invite her to have a town hall in their district. more people get to meet kamala harris, less likely they are to vote for us, so i think it is good for us. if biden runs for reelection and gets renominated, will he have her as vice presidential nominee? if you look at the country, she has a small base of support and the smaller her support gets. >> dana: do you think that is why he is waiting to announce? >> i think they want to do a rose garden strategy, replacing the basement in delaware with the rose garden in the white house and would like him to remain president as long as possible. which is not irrational, he's
6:24 am

6:35 am
one-sided politically, i don't know whether that matters, they really had no experience, that is the biggest problem. the bank itself made terrible investments near $5 billion asset investment? a climate fund not many people knew much about. that is another political agenda. the real issue here, besides mismanagement, upside down balance sheet, there was no super vigsz vision from the federal reserve bank, which is supposed to be looking at these things. you know inflation rate is going up and fed is raising rates at the fastest pace, inflation rate is four decade high, still is. you know interest rates are
6:36 am
going up. you're loaded up with long-term bonds, who are interest rate sensitive and price of the bonds is collapsing and it didn't happen all at once. it happened over 12 to 15 months, where was the san francisco federal reserve, which is supposed to super vise? regulations are codified into law, etcetera, etcetera. bank super vision is ongoing process every quarter, every half year, every year and mary daly is president of the bank and nobody can figure out where she was or why she and her people didn't look. not only silicon valley bank, but the first republic bank, on the watchlist now. they are out there in the same san francisco fed district. it is not sec, bill, not sec

right away, it is really federal reserve and local regional bank. where were they? they could have stopped this nonsense. >> bill: you wonder over time how this decision sits, we will know in time. you washed you yesterday and you said sell the bank, there is a buyer. you had kevin o'leary on, he said the american banking system is no longer risk and doesn't matter how bad you are as a bank manager. if he's right, you have indecision in the market and don't know what is going to happen next, don't know how far the contagion may spread. -- -- bad decisions along the way. >> well, look, that is called moral hazard and there is some of that, all of us are uneasy
6:38 am
when the fdic guaranteed uninsured deposits, makes everybody uneasy. i know supposedly for one bank, nobody is really happy about that. best thing that could be done to come back to more constructive point is to sell the bank and let the private sector come in with people who know how to run a bank. there are buyers, there are plenty buyers out there. this would reduce the government intervention, probably calm markets, calm contagion fears. i can't say with certainty, other bad banks may pop up. there were bidders, bill, but for some reason, the fdic decided to reject the bidders. let the private market free enterprise system work for heaven's sakes.
6:39 am
put people in there that know how to run a bank. once that happens, it will take the taxpayers you hava the hook, we won't have to guarantee uninsured deposits and won't have a taxpayer bailout for that particular bank. let's get supervision from the federal reserve, that is their job, they haven't done it and let private sector come in and buy out this bank. >> bill: all fair points, we'll see how it goes and which way the wind blows. see you at 4:00. >> dana reads sports. >> dana: a thriller in the march madness tournament, pitt beating mississippi state 60-59, that is close in my estimate, after bulldogs missed a three pointer at the buzzer. watch it here. >> davis.
