i have to circle back on this. how did you print? >> it was you guys, not me. >> harris: thanks to our amazing team of people who know how to push the print button. aren't you glad you work at fox? >> yes. >> harris: for so many reasons. okay. if you're not going to be sitting there this time tomorrow, check your dvr so you don't miss a second of "outnumbered." >> lot of people describe what was happening here in south texas as a humanitarian crisis or border crisis. i said we have a bit of a policy process. >> the drug cartels who just captured and killed a couple of americans and are making billions, billion, bringing people into the united states, many of whom, once they're here, have to pay the cartel back with forced criminal labor. >> we are 25 times more likely to have an overdose death than in mexico. >> we have a fentanyl problem and we need to fix it.

>> that hearing is young way right now in texas. the house homeland security committee is holding a hearing on protecting the southern border. democrats were supposed to be there before they backed out suddenly earlier this week. >> the hearing comes after more than 1,000 migrants rushed across the texas bridge and smugglers are going to new depths to hide things in plants even as they try to evade the border. we'll have the latest from the border coming up. >> sandra: from the hearing as well. we begin with this fox news alert as the stock market right now in the u.s. has fallen to its lows of the session over growing fears on whether the president can meet the moment to protect the u.s. economy. big questions are looming at this hour. we will dig into it. hello and welcome, everyone. i'm sandra smith in new york. john, good to be you. >> john: always something. john roberts in washington.

this is america reports. credit suisse their shares heading to an all time low, trading temporarily halted several times already. >> sandra: despite the collapse of two major u.s. banks this week, brand new inflation numbers indicating the fed could still move forward with an expected rate hike as soon as next week. what that means for you and your money. we've got fox team coverage. it begins now. >> john: first to our peter doocey who is traveling with the president, still in las vegas. how closely is the white house monitoring the markets today? >> reporter: john, they generally claim they don't follow the markets very closely because they say they don't think that is a good indicator of economic health. if that's different in this case, we hope to hear soon. we just haven't seen the president yet today. the dow has been down in the neighborhood in the last few minutes of about 700 points. so again, if we hear anything from the white house, we will bring that to you. there is a new wrinkle to the

white house response to silicon valley bank though. we're finding out that california's governor, gavin newsom, who president biden spoke to privately last weekend about steps to protect deposits actually had money in silicon valley bank through family vineyards. newsom's public statement on the bank did not disclose any of those family ties. >> we now know that gavin newsom was lobbying the biden administration without disclosing his own personal interest in the bank. what's happening, the biden administration is bailing out this bank and they are going to charge every american for it. >> reporter: white house officials dispute that point but lawmakers are taking a wait and see approach. silicon valley bank did reveal in a proxy statement they spent several months of 2022 without a chief officer. biographies are revealing very

little investment banking experience on their board. president biden is asking congress to send him bills tightening restrictions on banks. it is unclear what bill can unite this divided congress. >> we have a chance to make banking more boring again. we should take it now. >> reporter: we have not laid eyes on the president today. he remains at the spot where he spent the night. we do expect to see him for his first appearance about an hour and a half from right now talking prescription drug prices. then air force one will take him home. john? >> john: you along with it, though maybe not on air force one. come on back home as soon as you can. sandra? >> sandra: let's bring in the host of making money on fox business. tough to make money on this trading day unless you're selling the stock market short. viewers are going to want to know what you have to say about this uncertainty in the market. 700 points is a decent selloff. 2.2% loss. are things getting better or

worse? >> i think there's a bigger question mark. the clouds are darker. there's more confusion. when there's this kind of confusion, people ask questions later, find out the answers later. we had a big day yesterday on the upside, which might have been bigger if it wasn't for the russian plane crashing into that drone. then overnight credit suisse is in trouble. what boggles my mind on credit suisse is it's been in trouble since 2007. i mean, really. the stock was 76 bucks in 2007. two years ago it was 14 bucks. >> sandra: it's never been as low as it is today. >> just listen to me. all time high for this stock was 16 years ago and it crashed and it's never come back. i don't understand that if there is some contagion, if there is a systemic risk, this would be embarrassing. the big european bank. this should not be any u.s., true u.s. exposure to it because
10:06 am
this bank has been a basket case for at least ten years. >> sandra: okay. there's a lot of folks who probably think they are a basket case. >> that's why i am saying this reaction is worrisome. okay, so credit suisse is in trouble. that was your headline a month ago, a year ago, two years, four years ago. i think the key -- >> sandra: is there panic? is that what you are saying? >> saudi arabia is a big investor in credit suisse. they own 9.9% of the stock. they were asked to put more money in. they said not yet. they said it was because of regulatory issues. can't own more than 10%, yada yada. but then people started thinking, what if we have a bank contagion. my point is who comes to their rescue? >> sandra: you brought up the question.

muhammad alerian joined me. he, robert wolf were joining me. they advised democratic presidents here in the united states. and he had this warning about what the administration did with svb and what it means if there's another bank failure. >> i fear you can't put the genie back into the bottle. politically it will be impossible not to extend the same full unlimited deposit guarantee to all banks. >> sandra: that's a big statement from him. >> sure. sure. just so folks understand what we're talking about. i'm not sure everybody gets it because of the way it's been messaged. every single bank account in america is covered up to $250,000. every single one. if you've got 100 grand, you're covered. 5 grand, you're covered. what happened is silicon valley bank, because it's in the richest zip code in america, and because they've got so much

money over the last three years because all of that stimulus money, all of that fed money, they ended up pushing out all of these ipo's. 450 in 2020, 1035 in 2021. the average year has less than 200. they brought in billions and billions of dollars. they were sitting on a stock pile of money. they didn't lend it out. if you went in there regular joe schmo said, i need a loan, they'd kick you out. they started to invest the money. they bought bonds at the wrong time because the bond market crashed. anyone with 250 grand or less was covered. but because these are the richest, most powerful connected people in this country, because they are massive political donors to the democratic party, a decision was made on sunday after janet yellen said sunday morning there wouldn't be a bailout. >> sandra: and there was a bailout. taxpayers are bailing it out. >> so they paid off everyone, everyone.

companies like roblox. i own roblox stock but there's no way they should have gotten money. they went public at a $38 billion valuation. they have set something up. the bank of bismark, north dakota. if they went under tomorrow you know there would be some accounts local business people with a million bucks, some oil folks with a couple million bucks. they would not be made whole. >> sandra: that's the point he's making. can't do that now. you can't pick and choose. >> we always say they can't, but they do. they will find a way to message it. can the u.s. government cover every sinle bank account out there? if the dominos fall, say they all start to fall and it's a general panic, can the u.s. government cover it? our government is broke. we owe $32 trillion. could we really cover it? >> sandra: charles, just got you going. got you all fired up. good to have you here. we will continue this debate. we will continue watching the

market. looked like you talked some folks off the ledge. >> that's my job. >> sandra: you have been talking and now the dow is down 621 points. still early in the trading day. john? >> john: like the energizer bunny except without the drum. the house homeland security committee holding its first field hearing in texas but none of the democrats are attending the hearing. comes just days after more than 1,000 migrants rushed across a bridge in texas. smugglers continue to bring migrants across the border in often bizarre ways. bill, democrats changed their mi minds. >> according to a spokes person, several democrats agreed to come to this hearing. both their travel to come here. even invited their own federal witness who is inside testifying right now. they are pulled out at the last

second accord fog the republicans that hearing is now going on without them. take a look at this video. it's been going on for a couple hours now. the very first person to testify was the big fish the u.s. border patrol chief. there was this immediate highlight. take a listen. >> chief ortiz, does dhs have operational control of our entire border? >> no, sir. >> the chief's answer there clearly a direct contradiction from what we heard from dhs secretary mayorkas who said the border is under control. the chief was also asked about the president decision to end different wall construction projects along the southern border. here's his thoughts on that. take a listen. >> other prior administration we had 200 plus wall that was
10:12 am
appropriated and the president of the united states, president biden, by executive order, shut that down. we disagree with his decision to shut down construction. do you disagree? >> yes, sir. >> reporter: members of the committee also asked border patrol chief ortiz what his thoughts are as to what is the root cause of this issue. he appeared to admit at certain times that it was the new policies the biden administration came into office with. in terms of being more welcoming to migrants at the border an reversing the trump policies. the chief also saying he needs a lot more agents out in the field. take a listen. >> back in 2012, i had 21,374 border patrol agents. right now i have 19,016. my requirement is 22,000 border patrol agents. until i can get there i will require assistance from other agencies to include the department of defense. >> reporter: and again, there were zero democrats here today to listen to any of this testimony. they just full on boycotted this
10:13 am
hearing and accused republicans of playing politics. texas congressman august fluger who is on the committee tells us it is completely unacceptable for democrats to not be here. take a listen. >> just how disrespectful it is to those men and women, the family, the people who are willing to serve, put their lives on the line every single day. to now know that democrats are not willing to show up, not willing to talk to them, not willing to hear their stories. it's extremely disrespectful. >> reporter: guy, another jaw dropping number. testimony from chief ortiz this afternoon. just since the new fiscal year began on objecting 1st, he testified there have already been 380,000 known got aways at our southern border. we are pushing 1.4 million known got aways at our border since the beginning of fiscal year 2021. we'll send it back to you. >> john: wow. that's a stunning figure. bill, thanks.
10:14 am
last time the democrats and the judiciary committee held a feel hearing it was in the yuma sector. democrats said you're not talking to any federal official, this is a dog and pony show, we're not showing up. you have the chief of the border patrol there an they're still not showing up. >> sandra: the u.s. border chief is there and no democrats showed when clearly this crisis is growing at our border. it's hard to believe, john. >> john: yeah. i think their absence is glaring. >> sandra: more on that coming up. we're watching wild weather hitting both coasts, leaving hundreds of thousands without power in the middle east an forcing thousands of californians out of their homes over widespread flooding. is there any end in sight? >> john: and another fox news alert. we are waiting a knew briefing with defense secretary lloyd austin and joint chiefs chairman mark mille. that collision over the black sea involving a russian fighter jet and american drone. expected to be a big topic of
10:15 am
discussion. we will take you there when it happens. and senator bill haggerty joins us on that. he will tell us why the white house is falling short funding our military. >> it shows you where the biden administration is. we need to increase defense spending. we have more challenges coming from russia and definitely from china. also the other thing is, as a signal -- a lot of money every month by paying off your car loan and paying off your high rate credit card debt? and still have cash left over to put in the bank? with a newday 100 va cash out loan, you could do it all. take out an average of $70,000 - with no upfront fees. no upfront appraisal fees, termite inspection, or water test fee. because a veteran shouldn't have to come up with money to get money. not flossing well? then add the whoa!

>> we are particularly concerned because we have seen uptick in serious close calls that we must address together. initial information suggests more mistakes are happening across the system. >> sandra: the faa is investigating another close call to two planes at ronald reagan national airport in arlington, virginia. march 7th a republican air ways flight crossed without clearance into the path of a united airlines plane which had just been cleared for takeoff. terrifying. john? >> john: frightening stuff. fox news alert. defense secretary lloyd austin set to take questions from reporters little less than an hour from now as the u.s. and russia race to recover a downed drone in the black sea that has significantly raised tpepb shuns between the white house and moscow. the briefing comes as concerns are growing on capitol hill over whether the biden administration is failing to address the
10:21 am
growing threat from u.s.'s fiercest adversary. bill haggerty, senator good to join us. when that russian fighter clipped our drone and knocked waufpb of the blades of the propellor crashing into the sea, the u.s. european command said, quote, the russian pilots acted in a reckless environmentally unsound and unprofessional matter and questions have been raised as to whether or not the response needed to be a little more forceful than that. what do you think? >> john, i absolutely think it should be more forceful. again, we need to be demonstrating resolve at every turn. we're talking about russia. we're dealing about communist china. we need to be dealing with a position of strength. talking about the climate implication, the environmental implication of this. we're talking about a situation where the russians have downed a u.s. military aircraft. our resolve should be far far stronger at this point.
10:22 am
>> john: not to mention the reaper drone cost about $32 million, which if i'm not mistaken, likely more than what the fighter jet that hit it is worth. john kirby did come out and say the russian action won't have any effect on u.s. military options. he said if the message is they want to deter us from operating in international air space over the black sea, that message will fail because that is not going to happen. it aos tougher talk than what the european command engaged in but is it still enough? >> well, he's exactly right. this will have exactly zero deterrence on us. we need to be able to move as we need. we will continue to do that. i think john kirby is right in that regard. i would like to have seen an immediate and clear and very forceful response. that's what we've been missing. >> john: as all of this swirls between the u.s. and russia, china continues to build up its military, continues to expand its footprint in the south china

sea in those disputed island areas. now questions are being raised as to whether or not joe biden is keeping up with china in terms of military increases. when you look at the pace of increase in the chinese military budget they are up 7.1% this year over last. united states is up 3.2% this year over last. now, there is a big difference in the budget. our budget proposal is $886 billion. that's about -- that's quadruple china's of $248 billion. but they are catching up to us rapidly. their money goes farther than our dollar does. >> john, the most important thing is to look at what's in the biden budget. it's not kept up with inflation. i think that's of deep concern. this budget should be focused on hardware, on training, on new platforms that are necessary to
10:24 am
beat and outcompete communist china. instead this talks about energy efficiency, mitigating climate risk. >> john: your caller said it remains woefully inadequate for this dangerous moment. at a minimum we need to provide growth above inflation if we want to defer the chinese party. the president is into deficit reduction, wants to slow the pace of increase of our military. there is a finite pot of money. and do you put more into the military basket to take away from other programs? or do you keep growth about the same across the border? >> i'm deeply concerned about the budget as well. what we need to do is look at this program by program and make sure we are focusing in on those programs that make us more effective, allow us to work more closely with our allies and put our adversaries at a real disadvantage. doing these programs focused on
10:25 am
climate risk and you heard about the pronoun discussion and training that's going on at the pentagon. we need to be focused on competence here. regardless of what the top line budget is, we need to take a very deep probe into what it will take to stay ahead of and to continue to outcompete communist china. >> john: senator, good to catch up with you. thanks. sandra? >> sandra: that is joe consha. the first federal major abortion case since the supreme court struck down roe v. wade. the ruling could come as soon as this afternoon. how a judge's decision could put a stop to sales of an abortion pill nationwide. >> john: fox news digital reporting exclusively another well known republican could be eyeing a run for the white house. we will tell you who it is and get reaction coming up next. >> we need to make the party bigger. no matter who the candidate is, we have to bring independents back in, the disenfranchised

>> john: looking live there outside the federal courthouse in amarillo texas since the supreme court struck down roe v. wade. pro life group is suing to ban an fda drug that is used in chemical abortion. more on this, could come as soon as this afternoon. >> reporter: john, yes, it really could. this began 3 1/2 hours ago. amarillo specifically. could end in the next hour or so. we could hear this federal judge actually rule from the bench today. that would be a rapid speed and unlikely. we're talking about mitchell pressstone. it was approved more than 20 years ago back in the fall of 2000. a group sued the fda arguing the drug can cause complications and
10:31 am
the approval back in 2000 was rushed. now it's possible this federal judge could issue this nationwide injunction which would temporarily stop sales even in states where abortion is legal. >> we want these dangerous trucks taken off the market and for the fda to do its job which is to protect women and girls from dangerous drugs like this. >> reporter: the judge was appointed by donald trump. opponents say a judge should not be overruling scientists who determined more than 20 years ago that this medication was safe. >> most americans could look in their medicine cabinet where they will find medications described by a doctor that they use on a daily basis and have
10:32 am
available to them because the fda engaged in a process of determining the efficacy and safety of that medication. this is no exception to that process. >> reporter: if the judge does rule to put an injunction in place expect an immediate appeal by the fda that could go to the circuit court of appeals or even take it right to the supreme court which means the high court in washington once again will have the issue of abortion before them. john? >> john: all right, again. we'll be looking for that coming down. sandra. >> sandra: than you, john. as the race for the white house heats up another candidate may be jumping into the race and make the gop field a bit more crowded. fox news learned chris christie will hold a town hall in new hampshire later this month joining florida governor ron desantis making plans to visit
