kevin mccarthy, the speaker of the house has come out and tweeted that he thinks this is political vengeance against donald trump and ordered investigations in congress. do you think this is political vengeance being taken against the former president and do you support investigations? >> i want to let you know as i was just waking up this morning, i'm on the west coast in california in my district. i was just reading about it. i would like to hope i can believe in our justice system so i will let the system play itself out. one thing i can tell you is politics should be left out of this. brian: that's difficult and that he is the leading contender heading into this election. are you confident, are you concerned with his call for protests in new york city and what looks to be an escalating situation? >> i would like to let the system play itself out. right now, the news reports, i

don't have the details, donald trump is reacting to the information he's seeing on twitter and is responding accordingly. i would like to hope politics can be left out of this. brian: the financial markets are completely unstable right now. according to what we have seen in the marketplace but here is janet yellen, the treasury secretary speaking to congress. take a listen. >> the banking system overhaul is safe and sound. depositors should have confidence in the system. >> representative, is our banking system safe and sound as of right now? >> what we saw last weekend

with signature banks failing, the way the feds moved in swiftly to put the situation under control, i am glad the depositors have access to their money and taxpayer funds were not used, but whether or not our banking system is safe, we show confident that our financial market and the banking system is safe, we should rely on that but now we need to get answers on what happened and ensure this doesn't happen again. it is clear the spv went in over its head so the questions like regulators turning a blind eye to that, the use are some of the things we will be looking into in the financial services committee when we get back next week but more importantly our committee will be doing oversight to make sure federal regulators were doing their jobs and taxpayers are not footing the bill for banks mistakes.

i hope -- i've heard when it first happened last week, people on both sides were so quick to rush and politicize this but i want to get to the truth. brian: you think the worst is behind us is what i'm gathering from what you said? >> at least for the time being and it is important we restore confidence in the banking system so the actions taken earlier were i believe very appropriate but the questions remain, how did we get here in the first place, who and what led to this, the fdic? turns out a private sector when looking for a buyer, these are the bigger questions we are looking into and we need to look at san francisco fed to find out if it alerted us pb or other federal regulators of its risk management. brian: onto international affairs, xi jinping meeting with vladimir putin on monday, signaling this is going to be a

new era in relationship between both countries. what do you make of this meeting and how can the united states respond? >> looking at that meeting, two of our united states adversaries coming together, we need to be very careful on are we projecting strength in dealing with the situation? because russia downed an american drone in international waters. whether or not it was intentional it doesn't change the fact that it was illegal, it was provocative. it is not okay. the reality is our adversaries are emboldened by the weakness of the biden administered in, nobody wants another war but how do we promote peace? through strength but i we projecting that strength. our word, meaning america's where it should mean something to our allies, our adversaries, they need to be followed by

strong, decisive action by our leaders so i hope as we are watching the two leaders coming together, we need to look at ensuring ways we can deliver on the promises we make to our allies especially taiwan and indo specific -- in the pacific countries. as chair of the indo pacific subcommittee i will follow the implementation of the legislature. my bill that was passed last congress, we need to make sure the arms printed by our ally should be delivered in time and if not why not? brian: thank you for being here today. allysia: we are joined by democratic cargo finance member of the house armed services and science space technology, the utes -- committees, thank you, i want to give you an opportunity to react to the

news out of the trump campaign, fox news has not confirmed, the da in manhattan has not confirmed an indictment will be brought forward next week but this caught everyone's attention. >> it sure did because it would be historic, the first former president to be indicted. we all assume this would stem from the stormy daniels incident in which michael cohen was the attorney, made a hush money payment her in the amount of $130,000. one of the key aspects of the da's case will be not only do we have evidence that michael cohen -- we have trump's signature on the checks, but the reimbursement happened in phases and that's important because it speaks to intent. proving misdemeanor here, not that hard, falsifying business records. the evidence is pretty strong, the trickier case will be proving the felony. to prove the felony you have to prove intent to conceal. the fact the reimbursement was

structured may indicate the intent to conceal, trump knew what he was doing was wrong and was trying to hide it. allysia: kevin mccarthy calling this an outrageous abuse of power by a radical district attorney, saying he's going to immediately have committees investigating whether federal dollars are involved in this one way or another. with that in mind, the former president really has a knack of turning any kind of attack, even what seems to be the worst news for anybody else, the potential for the worst news into a bump in the polls. as a democrat are you concerned about that? >> i used to be a prosecutor and met a lot of people who dodged consequences all through their life but eventually you become the end of the road. someone like trump who has been able to avoid consequences for misdeeds for his entire life may find out at long last that there is a end of the road.

allysia: to the banking crisis, president biden is calling on congress is calling on congress to avoid something like this in the future targeting the bank executives. there are a lot of critics saying what about the federal regulators who missed this? some even go so far to say they turned a blind eye. should the president be calling on federal regulators to step up a little bit here? >> absolutely. i don't think there is any question we had figured federal regulators who had authority who chose not to use their authority particularly with respect to the oversight of silicon bank, there's a second question about what regulations were lifted five years ago on regional banks that we may consider reinstated, that was about stress tests, liquidity tests and capital requirements and the last question, something the president spoke to, accountability for bank leadership who sold millions of dollars worth of stock in the bank in the days before announcing that the bank had

lost a bunch of money. at minimum that money has to be brought back. i support the president and that request. allysia: a lot of americans watching this unfold have the money and regional banks, they are worried about fees being imposed on them to help fix the situation. what do you say to folks out there who are losing confidence in our banking system. >> here's what i want to say to everybody. we are not out of the woods on this, this crisis of confidence is not abated but it is a classic situation in which what we have to fear is fear itself. there's not an underlying solvency issue like we had in 2008, this is a panic and the faster we can restore calm, the smaller the bill will be to all of us when we have to make an insurance payment to make any depositors hold. that is funded by the banks, there is money that makes those depositors whole, we want the panic to end as quickly as

possible so more banks don't fail and so that we don't end up having to make a bigger insurance payment. this can end this week. all it requires is all of us taking a deep breath in and exhaling, the deposits are safe. allysia: i want to hit on the chinese president heading to moscow to meet with president putin. the chinese are trying to sell this as a trip of a mediator in the ukraine russia situation. from your point of view how do you take that selling point? >> it is not a trip of a mediator, it is a kissing of a ring, russia is the junior partner to china and they are going to do anything they can to extract military equipment from china, in particular artillery shells. that is what we should be watching. is china actually going to provide military equipment that russia needs so desperate to,

and quiet, not many people out yet. big crowds usually don't come until late afternoon or early evening. by 10:00 last night, all of ocean drive was packed. we have video taken earlier this spring break showing the size of the crowds at night, packed to the rim on ocean drive as people walk up and down and get the party on. last night at 10:41 there are a lot of cops repositioned down here. miami beach police officers. heard the shooting, ran to the scene and spotted two guys that were wounded, shot and detained 1/3 guy and help us get 3 handguns, the two that were wounded taken to jackson medical center across the causeway. one of them ended up dying in the hotel. they are not releasing the

names yet or mugshots of the suspects at this point. coming back live, these are the counterspring break programming things the city has done to try to keep things more mellow this year. up until this point, it really has been peaceful and minimal crime and very mellow. beach volleyball tournament happening on the big stage at high noon, started a brother and sister country music duo. so the issue with spring break isn't this time of day, really loud and the mayor's effort to reduce last call from 5 am which is to 2 am failed, the judge granted an injunction on behalf of the nightclubs. they make a lot of money between 2:00 and 5:00.

brian: this was the scene left behind by protests at uc davis after scheduled event featuring conservative radio show charlie kirk interrupted by large groups of demonstrators a few days ago, we are joined by someone who was there is protesters smashed through those glass doors. joe bob, thank you for being here. it looks like that happened tuesday night at uc davis, two were arrested for vandalism. an officer that was injured where protesters attacked the event. what do you make of what you saw? >> i have been on tour with charlie. the comedian of sorts. on tuesday i found myself in the same place, to be a riot videographer. i was watching people protest throughout the day, but they decided to break through the barrier and i found himself in

a situation they started breaking all the glass. protests are not something we are unfamiliar with that turning point usa events but this is one of the worst we've seen on this tour. hopefully the temperature columns down a little bit, from the left side of the aisle it doesn't seem the rhetoric is lessening at all. we will see how the rest of the tour goes. brian: how many stops do you have left? >> we have four stops left, davis was probably the worst one. the irony, protesters breaking into the actual event. what i don't think they know is turning point usa events allow everyone to come in. even if you disagree, especially if you disagree, we give you a microphone. the fact people are trying to break in proves it is just vandalism and they don't want

to come in and say things. interesting point when it comes to the rioters. brian: the chancellor released at four minute video to students and faculty, he said this in part. >> thank you for sharing your distress as student group posting a speaker who is a well-documented proponent of misinformation and hate and advocated violence against transgender individuals. as a campus that is committed to the principles of community, uc davis stands with our in transgender and non-binary messages. brian: charlie kirk, the organization is threatening to sue uc davis for those comments saying charlie kirk never advocated actual violence against transgender individuals. what is your response to the

chancellor releasing that video right before the protest? >> we were watching that video earlier in the morning and thought to ourselves does he think this is going to lessen the temperature? or does he think this will embolden some people who wouldn't have otherwise committed violence at the particular event. it is the latter, we are not sure what the chancellor was thinking but to be point of him saying this person disseminates misinformation is almost hilarious the next sentence out of his mouth was misinformation, the sacramento bee, one of the local newspapers said a similar thing and under threat of a lawsuit they retracted and apologized because nobody at turning point usa would never advocate violence. we've not heard from the chancellor's office to my knowledge. i'm hoping an apology and retraction comes, but given how they handled this event from the administration standpoint i don't see it likely. brian: legal action on the

table? >> i believe so. brian: this is not the only one we have seen. couple weeks ago we had a mob of students that were there to listen to a conservative circuit federal judge, they didn't allow him to speak at the stanford law school. one of the things that was said is the juice worth the squeeze, is it worth listening to people they find abhorrent, what is your response to that? >> i have a perspective when it comes to my outlook on the world, but at the end of the day your ideas are either compelling or not. you make a compelling case for your philosophy and ideology or you cannot. when you can't, in my opinion, make a compelling case for what you believe, you resort to tactics like this, people heckling people they don't want to hear speak because you don't have to be there, and at most of these events, if you

president xi jinping will meet with vladimir putin, a whole meeting overshadowed by pressure and isolation coming down on russia as a result of this war in ukraine. putin's foreign policy advisor says the meeting will develop new strategies, the world is wondering if china will supply russia with weapons as resources are straining and the war drags on. putin spent the day in crimea recognizing the ninth anniversary of its annexation from ukraine, security is the top issue for crimea and russia will do anything to, quote, defend it. as an arrest warrant went out, the warrant alleges forced deportation of 16,000 children who were sent to russia as war raged in ukraine. >> translator: i'm grateful to the international criminal court. everyone helping us in the fight for justice.

our video before the russians could get doctored video. it is clear what happened and we need to hold the russians accountable. ashley: do you think the biden administration will do that? >> if i were in charge, i would get drones back in the air. the next step is the one i'm concerned they may not take which is to hold russia accountable and impose costs on them. the best way to do that would be to provide ukraine with one of the weapon systems we held off on. something so the russians know that their actions directly led to us decisions to impose costs by providing some to ukraine. allysia: vladimir putin is not concerned about paying the price for anything. ing to the video that today does mark 9 years since the annexation of crimea, vladimir putin made an unannounced visit

to crimea to celebrate the way he is behaving, this is a day after the criminal court issued the arrest warrant. putin hasn't specifically come out and commented on this warrant, this speaks volumes, doesn't it? >> it is a signal to all that he is committed to his war games and to the united states's perspective and our european allies is a signal to us that we have to continue, this is a longer conflict where we have to provide the military and humanitarian assistance the ukraine needs, we need to double our efforts, provide $1 billion-$2 billion every two or three weeks. now is the time to provide those weapons systems, spare parts and ammunitions ukraine will need for what is clearly a dedicated russian offensive. allysia: the chinese foreign ministry is trying to build
