deadly shooting on miami beach. just seven blocks from where we are -- in this video exclusively obtained by cross country see the chaos unfold on ocean drive and the first responders quick response. fox news correspondent phil keating has the latest on this developing story. >> for the most part all of the month of march up to last night has been relatively calm and peaceful here in miami beach as well as the spring break scene new fort lauderdale and last night behind me on ocean drive, around 10:30 p.m., suddenly gunshots erupteds. i talk to a couple of of the spring breakers from westchester university in pennsylvania they said it was a stampede of people running into restaurants and hotel and shops trying to hide. miami beach police say two people were shot.

they were both rushed across downtown miami to jackson medical center. one of those men young men -- ended up dying. so one dead, one wounded he's out of the hospital now. and they did detain one suspect who miami beach police say is cooperating and they also add they confiscateds four handguns during the entire activity of the chaos here. the city of miami beach says it will not impose a curfew as it did in years past when the scene down here in spring break got unruly they think it was a one isolated incident friday night happen to be st. patrick's day no word on whether that had any connection to the crowd size but it is spring break this is a heavy, heavy tourism month, and businesses love it. because they make a lot of money on the spring breakers. lawrence back to you. lawrence: join megaon set to make heads or tails of all of

music performance. but that gun pull really i don't think they were trying to harm me or my crew but thought it was cool to brandish a firearm. >> it goes a little bit to the sort of hot house atmosphere that you get when you have so many kids together. you know, the doctor was alluding to there's a lot of steam that's been built up over the last few years during covid that's being blown off down here you have young kids together. there's alcohol involved and god knows what else. preem showing off and then you get situations like that. one thing i do know is that -- the police here are cog any cognizant somebody steps on a foot and becomes something you really don't want to seep them moving and spread out they have stages set up far apart because thepght to keep the crowd dispersed. they have done intel and they were worried for this right on the scene so thank god nobody got hurt. >> thank god is right.

students and college students here -- it is so important that law enforcement contains this because it can get out of control very, very we we quickl. >> going to talk about ownership i i opioids and people get more risks because of things iemg worried about methamphetamine. you warn this spring break kowk most dangerous ever because of it. i asked some of the beachgoers here about threant how they balance having a good time while still being safe. watch. >> i got here on monday i started drinking at 3 a.m. before i got to the airport. i didn't sleep. wake up drink, breakfast, drink. smoke -- eat -- s [laughter] eat drink, what's the first drink that you have? >> preferably a high noon? >> already had one. taken the proper precautions?

>> down the drain. it is so easy. no trust anybody else but myself. >> how about you? >> i don't fool we are around people that do drugs so i don't think belled in that situation but i would call 9-1-1. >> so i know we've been talking about a lot of darkness and what's happening at spring break but someone that's been at spring break for five years straight i was really surprised that these kids niewb fentanyl last year they had no cliewb it. they are aware of it is the information campaign to educate this young people, is it working now? >> it seems to be that's very heartening that could be flipside of the social media thing that we were discussing because at the same time that pushing out things about parties et cetera. stories about unfortunates who thought they were doing one thing and turn out they were doing fentanyl and had negative effects going viral as bell the problem with fentanyl is that in situations like this, when the

enforcement is against what you can see which is alcohol right having beg jugs of booze you can sew that. so kids default to stuff they can hide. and pills are portable that's the risk with this stuff. so pills -- poundser, that stuff that kids can stash and share, and a lot of times they don't know where if you're depending upon integrity and hygiene starntd of your average drug dealer, you may want to rethink that. >> you know doc we've been reporting we heard there was a gun we have that situation and then there was a shooting the night before but we haven't heard about any overdoses yet outs here -- is that a good thing, right? >> that's a good thing but we will and you actually put this perfectly to them which is someone might hand you a pill when you're drunk and what do you do if someone hands you a pill and like maybe we'll take it and paul just said what? it is fake. it could be laced with fentanyl you think it is a xanax it is fentanyl we're seeing narcan on the beach this year.

narcan kids never heard of that. kids are asking me can you give us some narcan to bring and they want to help if their friends if they see somebody on the beach. but the point we've been making paul and i have been making about narcan it wears off and need it because fentanyl last for days even if you've got narcan sprayeds up your nose can you survive it is a big, big problem and cartels are the reason. cartels are flooding the southern communities with fentanyl 380 million dea confiscations of lethal fentanyl last year alone. that's tip of the iceburg. there's ten to 20 to 100 times more of that flooding across the border and they're recruiting kids to bring it into these areas. >> so true doc we're talking a lot about that later in the show. nicole what are feds doing as it relates in miami what have they been telling you?

♪ as millions of people making their way to florida for spring break i had opportunity to join suarez to see how his city prepares for tidal wave of tourism amid national drug crisis. watch. >> you have one of those good problems that often creates bad problem. sometimes yeah. >> you know, people love miami. they love it. they love it because it is a place that you can have a good time safely. but the entire country is dealing with this fentanyl crisis. these kids don't know what they're getting. they're experimenting with these drugs and many times it is laced with fentanyl how do you guys come up with a plan to allow the kids to have a good time while still keeping them safe?

>> you know, fentanyl is a massive killer in this country. fortunately coming in through mexico oftentimes -- brought in by china. so it's having a tremendously disastrous effect on our communities in america. we've been very fortunate one of the thing we do is when we have spring break is we search officer jiewnts we bring them from different areas to area where is we know there will be a higher activity area where is we know that there's -- you know parties and bars et cetera,est. >> one thing i notice you had because i come here for spring break every year to talk about this crisis when i was here last year, the kids didn't really know about fentanyl. when i went to the beach this year, and when i'm throughout the city the kids know about fentanyl. what is being done differently that these kids seen from just appearance stand point to be a little bit more aware of this drug? >> well i think they understand

it's destructive effect right, i mean, very small amount is deadly. unfortunately what we see with drugs on the streets and this is where children have been really careful is they're laced so it is not like they're getting anything pure from a pharmacy but whatever is baked into these concoctions so they're elevating the risk to place where -- you know you never know what you're taking with thankfully haven't had o.d. aware of in our city. this spring break and we'll be vigilant throughout the process. >> how are you guys -- balancing the fun and then going after the suppliers because they come here, and there's somebody waiting there to distribute what they think is maybe oxy or -- so how do you go after the big suppliers? >> we do both. we have undercover operations in events in nightclubs to make sure there's no distribution going on. but, of course, we have a joint task force with the fbi. we still have our drug units,

they're constantly doing investigation doing seizures. >> what are cops telling you on the streets? >> look i think first something we support officers, and i think that it starts there. i think you know, you see so many cities that don't support their police officers and it is demoralizing we have labor peace with our officers. we want them to be well paid we have more officers than we've ever had in our history. so they appreciate that. and i'm their biggest cheer leader i go out there and tell the story of their hard work of how it is translating into massive gains in terms of reduction in criminality and crime. and that's a story that we've got to tell nationally because it is not that complicated. if you supports your officers if you pay them well and increase funding not decrease funding for police, you get good results in addition to, obviously, other good economic policy. lawrence: joining me now global director of counter narcotics analytical devices former

devices michael brown thank you for joining the program tonight i have to ask it seems like from information campaign, when i'm talking to the folks that are on the beaches they know about fentanyl now so looks like we're making headway there and as it relates to suppliers it seems like the agents are on their heels right now what can we do to crack down on people that are killing our kids? >> i think first of all lawrence thank you for having me on the show but i think to we have to look from the trafficking organization in cartels. spring break to them is like a march madness which represents the largest opportunity distribution narcotics in one single time think about thousands of people gateddered in one spot who are all drinking heavily, looking to relax and then, of course, the dealer slip in with cocaine, mechanism and now fentanyl so your guest miami police department there's a incredible department dealing with spring breaks for many

years and they understand the threat. but, of course, now the threat has increased because the traffickers all see this as a huge opportunity to increase distribution for office. >> so what needs to be the next move? because the supply -- and the demand is there and when i say the supply and demand is there, obviously, all of those drugs are coming across the border. but people because of the pandemic they want this xanax other things to cope with how they're feeling from a mental health stand point but not getting that they're being poisened. >> you know lawrence really when we talk about how we degrade ability of the cartels to mass produce fentanyl and distribute it to united states it all goes back to understanding the precursor fentanyl supply chain between china and mexico. and until we as a country can degrade that capability cartels will continue to mass produce fentanyl and district it into the united states where they know american social citizens ae

vulnerable for same reasons you talked about coming out of covid. depression, anxiety, you know other individuals are suffering from chronic pain from cancer, and hiv. and cartels are taking advantage of specific demographics in the united states would suffer from these illnesses. and they see that as an opportunity to increase distribution sales. lawrence: you know, michael i just topght save young people lives there's been promses for there to be testing strips so people can decide if they are having a, you know, drugs or not. i just hope that some of these local states will pass laws where that is able to save lives. sir thanks so much for what you've done for the country and joining the program nawnch, lawrence. >> join meganow a woman who unfortunately is all too familiar with the dangers of fentanyl poisoning. lily carlson lost her son colin

to the drug and she joins me right now. lily condolences to you i know you continue to grieve the loss of your son. >> every day. lawrence: these kids right here on the beach they want to parties. they're being poisoned because they want to experiment with certain things. what is your message for them as a mom? >> you cannot buy anything off the street you do not know what's in your drug. my son bought one dispan xanax and never woke up. >> they're hurting in some form or fashion being aware as you are like every mother they tiewk they say i was there i was a good ma i did everything that i could do. what can we do help to you guys out as a society? >> honestly we can spread awareness because until it happened to me i had no idea this was even going on or how accessible drugs were to children. i feel for my son it all started during covid when isolation hit

he was by himself it was night out with his friend and started experimenting out of boredom and i think a lot of kids at this point are -- it's a natural right of pass whaj you're a teenager to experiment. >> used snapchat as well. that's where he got his. he only had one that was in his system but had six nanograms of fentanyl. do you think tech companies should be doing more to see what's beginning on? they use snapchat for a reason because it disappears. so his, he was not investigated, no one ever found who he bought it from who sold it to him i don't know if others died that night because they bought it off of this gentlemen or woman i don't know if it was a man or -- i just -- i don't think there's not much they can do except for taking it down but someone else is going to come in their place and dot same thing because they can buy it off tiktok and facebook for old people like me so -- >> what would you do if you have

the authority right now where you think because you have been as as a result of what happened to your son you're more keen and waver what's gone on now what would end this right now? >> well, don't try it at all. it is your message. if you try something get it from a pharmacy don't buy it off the street you don't know what they're getting even the dea they can't tell the difference anymore and depress pill and drug and some people need drugs they're not all bad so i wouldn't want to that i can away from the people who need it so really abstinence is the only choice. >> parents will clip this clip and show to their kids because they don't want to be feeling the same pain you're feeling right now thank you so much for coming on tonight. >> i want to share, though,

country." lawrence: so i want to get y'all take on all of this chaos that we've been seeing -- this group of kids that are brawling in the middle of the street. paul, as someone that's been in law enforcement for years, what is your reaction to what we're seeing right here? >> obviously, it is a very difficult situation the good news is that local police department here has a lot of

experience and handling this. this is in thes new phenomenon. the crowds may be getting larger. by they've been all handle on deck situation going here as you know and i discuss we were walking around earlier four different agencies with the mime beach p.d. and you have the code enforcement people doing civil citations like a traffic kind of thing that's a sachs it is just money and walking with open container of alcohol they get to come down on you you have the park police here. because technically this is a park the area behind us on the beach. and then there are even these goodwill ambassadors other members of the miami beach city agencies that have volunteered to give directions to be extra eyes and ears for the police so there's a big presence out here. but undeniably you have 20, 30,000 people here in a couple of blocks area. things are going happen. >> doc i want to get your reaction to this video of this fight club essentially that is on the beach.

i remember when i was growing up, there were fights on the beach but this seems more like a planned thing from a medical perspective when you have alcohol being mixed with head shots, what are the risks there? >> look i yuns this is happening lawrence. everybody came out of the pandemic there's a liberation feeling. people were very, very sad it is a rejoices of return to freedom. but your point about alcohol huge problem you don't know when you've been hit you get shot in the head. a shot to your head you don't know it. you can break a phone and not know it. you're four time mrs. likely to have head trauma a second time you've had it a first time with alcohol with a concussion traumatic brain injury also it is a blood thinner. so you bleed and you don't know it so if you get a shot to the head you're way nor likely to have a bleed a life-threatening bleed. and you can have blood clots both of those things happen from too much alcohol. very dangerous situation.

>> good copy nicole former fbi agent but a resident of miami what are your people inside i know you keep contact with a lot of folks that are still in local law enforcement as well as the federal law enforcement. what are they telling you about operation because this is a big event. >> this is a huge event i'm a resident of miami beach, and this is something that we anticipate every year and you just don't know what to expect but miami is the place to be. but it is something that local law enforcement is prepared for. they know that this is coming and, i mean, we're talking thousands and thousands of people coming from all over the united states. i know today was what they call the skip day, that's a new event i wasn't familiar with that today thousands of students senior skip day, came in, you know, hung out down south at fifth around first street and it was a huge celebration. many of them are very local individuals, you know here in miami i spoke to several of them and they said they were from the miami area. but you've got people coming in from all over the country but it is something that local law

atlanta because i felt it was at the point of point it was gettig dangerous and then it really seem to i felt really change here got safer and i moved back five months ago and been happy here and things tun around. this is first day i've seen it really busy with spring breakers since i've been back. >> so paul you used you said from sources that it is supposed to be busiest week as well as next week as well. how do you balance two of safety while still allowing kids to have fun as well? >> you're rights. that's what that i telling me this week and next weekend is their super bowl one and two so look you know as a police executive planning something like this you know you have to hit that sweet spot. you have to keep the public coming in those dollars coming in et cetera but at the same point you have to keep the place controlled a big part of that is intelligence gatherings. so one of the things they do here which shows their experience. they go out they talk -- talk to hotel owners and they

finessed out what capacity the hotels hotels are at and they can tell they're most busy they have liaison with schools so they know what nick coal was saying about skip day that's coming because schools tell them. colleges tell them so they prepare and agencies out there we talked about and they want to make sure they get into a place where everybody can have a good time and tourist dollars are spent but at the same time don't fall to ruin. >> edison i've noticed even last night when i was outs here a lot of families even behind me, these are families with their kids but it gets crazy outs here. has there been a different change in tone -- with the city funding a lot of this to make it more family friendly i guess. >> producing concerts along ocean drive, and having other activities just to keep it more family friendly. you know, a lot of local dos not cotom the section they stay more

everybody that travel to mexico because of increase violence between mexican drug cartels it is not only having to be mindful of possible target attacks. but also between rival cartels that are fighting each other over lucrative smuggling routes and mexican military that's why they put that advisory out because we want american people and we want texas to be safe. and to avoid traveling to mexico because of the most recent attacks that took place on four americans but also lawrence, what we're learning to as well is not only mexican cartels with violence but also these farm pharmacies that are tainted with fentanyl and other elicit drugs such as heroin and methamphetamine when also is a significant threat to anyone who travel into mrks and goes through pharmacies to purchase aderol percocet whatever the case may be and that's another message to be clear is to avoid going to buy any pill whatsoever unless prescribed by a license physician or pharmacist.

>> so congresswoman, you have all of the people saying, avoid mexico. but right here in florida -- there's still effects of the border of the fentanyl coming across they have to deal with even here at home. >> that's right. an one thing that we're seeing is that today every community in america is a border community. our homeland security committee went this past week down to the southern border to conduct a field hearing. and we heard from chief of border patrol wheard from local sheriffs land owners owners ande thing was crystal clear we do not have a secure border and we do not have full operational control of that beard an you're focused on fentanyl is so important because it is coming across that southern border into the united states. and it is poisoning and killing americans every single day. we can only get to the root of this problem if we secure that border and keep our communities

safe and we have got to change the biden administration policies that are letting the cartels bring all of this dangerous substance into our country. lawrence: l.t. i want you to put your dad hat on because i know you love your kids more than anything in the world. when you see what's happening in spring break what you're seeing what's happening in our schools, you don't come from a law enforcement perspective. what do you do? what do we need to do to educate our kids? >> well i think it's rare now especially with your great reporterring on fentanyl awareness but we need to continue as far as educating our kids, our friends our family members about dangers ever fentanyl but most importantly we need to go after organizations that are mass producing fentanyl governor abbott declared mexican terrorist organization last year at the state level. we need federal government to step in and take action as i speak right now lawrence as much as it hurts me to say it we have someone out there right now that has lost their life because of

fentanyl poisoning time is of the essence we need to have action in place to actually go after organizations, and protect the lives of the american people from these deadly poisons taking place that's coming across our borders. lawrence: so true congresswoman, a grandmother and her grand child just killed across the border here at home no longer a mexico problem. so why isn't there some sense of urgency from all of congress? >> well i'll tell you there's is absolutely a sense of urgency from republicans in congress who have been pointing out incredible dangers that are posed by allowing cartels to come across border to engage in human trafficking drug smuggling. we have folks from the terrorist watch list who are coming across our border into our country so it is -- it is time is of the essence for us to take strong swift action to secure our border. republicans are working hard on this. we would love to have our in the colleagues join us because this is not a partisan issue this is
