welcome to "america's newsroom." i'm dana perino. >> john: great to spend an hour with you. i'm john roberts in for bill hemmer this week. he has time off. border patrol agents say chinese migrant apprehensions are up more than 900%. rick scott is sounding the alarm. >> americans should be frustrated and fed up with the federal government now to have a completely open southern border. we know the communist party of china wants to destroy us whether spy balloon, tiktok, chinese drones. now we have chinese coming across the southern border. we have to assume the worst. >> dana: new this morning fox news was there as border agents caught a group of migrants from columbia. retired border patrol chief rodney scott is standing by. let's get to griff jenkins live in mission, texas this morning. you saw it all this weekend, griff. >> that's right, good morning, dana and john.

there is a reason why border patrol's chief ortiz was testifying at the rgb last week saying that they do not have operational control of this border and we got a firsthand look this morning. shortly after 4:00 a.m. let's go right to the new tape of these columbians that they apprehended. nine columbians here all single adults. some men and some women. i asked one of them who spoke english how much they paid the smuggler to cross. he said $1800 apiece. that was the first group of the morning. then shortly after that about 30 minutes later those that want to be gotaways trying to evade capture we went running through the brush as border patrol agents with dogs pursued and apprehended three mexican nationals. they said they did not pay, although officials say that is usually not the case. then you talked about the chinese. let me show you brand-new video.

i encountered a group of five chinese who gave themselves up. found the border patrol officials and turned themselves in. but it is a daily occurrence ever since i've been here since thursday i have seen chinese migrants being apprehended. we shot video over the weekend chinese migrants walking up to my camera. border patrol chief here saying they are seeing a 920% increase in the chinese nationals. all of this paints the picture of why representatives like florida's laurel lee says it's out of control. listen here. >> his policies at the border aren't just a failure. they are an unmitigated disaster. we heard testimony we lack operational control. our border isn't secure and as a consequence, mexican drug cartels are using our southern border to bring fentanyl and human trafficking into the united states. >> in a final note there is the

national security component, of course, many migrants hitting the f.b.i. terror watch list. with these chinese most of them don't speak english so it is hard to know exactly who they are, why they are here and what their background is. >> dana: border agents also encountering 16 f.b.i. terror watch list suspects at the southern border last month alone. the "new york post" cover calling it terror at the border and noting watch lists arrest this year are on track to surpass the record total for fiscal year 2022. let's bring in retired border patrol chief rodney scott. the terror watch list, how important is that for department of homeland security to be able to make sure that we're doing what we need to do to keep americans safe? >> thank you for having me on critically important. we have a short memory unfortunately. after 9/11 the united states government put a lot of effort

into identifying people associated with terrorists and actual terrorists around the world. cdp put a lot of effort into making sure that information was in the databases and if it was a known, only if it was known, that's important an individual coming across the border had some kind of record when we fingerprinted and photographed him it would ping and bring other resources to bear to interview that individual and try to keep america safe. two things i knowed to point out. one, they only hit in the database if we as a united states government have information that they don't want america to succeed that they are associated with terrorism and when we apprehend them. there are huge loopholes in boat of those. we don't have information about everybody and as you just saw with griff down there once again the border is out of control and we are losing hundreds of thousands of people that we have no idea who they are into this country every single day. that's the bigger threat. >> dana: let's show everybody the numbers to make sure it sticks in the mind here.

the numbers of terrorists on the watch list screening that encountered year by year in 2021 was 15. 98 in 2022 and already year-to-date for 2023, 69. those are the ones we caught. i'm concerned about those. when we talk about terror watch list, that could be somebody who was affiliated with al qaeda, sure. could it also include people, for example, former gorillas working in columbia and do we not need to be as concerned about them as we would about al qaeda who has declared they want to kill western civilization and americans? >> so you are accurate. the terrorist watch list is a broad term and people that we've identified as supporting terrorism or actual terrorists around the world. there are codes behind it that actually break them down into the threat they pose to the united states. but how you started the segment

is the most important part. we don't get to have that discussion at all if we don't interdict people crossing the border, put their fingerprints on a scanner and take a picture of them. currently the border is wide open and we don't get a chance to decide how big of a threat is this individual to the country when we don't even encounter them at all. those are the people paying more to be in the second wave trying to get away. they are hiding behind this mass migration and this asylum fraud. >> dana: how much do you worry about the northern border versus the southern? >> i worry about the northern border tremendously. historically there has been more of an actual terrorism threat on the northern border just because some of canada's immigration laws and people take reside in canada. northern border is pretty vast and wide open. the big difference is we have a great relationship with the rcmp and we share information with them and do joint patrols on the border. we have a little more of a heads-up. it is a vast, open border and

the labor marked -- market and inflation that remains high. this is a difficult line to walk. >> it is. one the fed chairman is trying to walk. the consensus of the market is there will be a rate increase of a quarter of a percentage point. 70% believe in the increase. 30% say no increase at all. if you ask economists and market watchers two weeks ago they would have said the decision of half% and quarter percent. what changed was the bank failures. the federal reserve is trying to get inflation under control while holding this stability now of the community banking system together. chief economic advisor says the way the fed handled the interest rate hikes has been the biggest mistake they made in 40 years adding the banks that failed prove it. >> three things came together in the perfect storm. one is mismanagement by svb.

two is losses in supervision. a bank that grew enormously under the nose of the federal reserve and they didn't pay enough attention. the third issue that is impacting us well beyond the banking system, one of the worst policy mistakes by the federal reserve in the way it has handled the interest rate increases. >> we see a lot of criticism the way the federal reserve has handled the rise in inflation. some say the fed needs to be more forceful. they need to cut spending. other believes the fed chairman should have raised rates higher faster. >> no matter what they do it will be the wrong thing to do. their track record shows that they are completely incompetent in making the right decisions. >> the federal reserve two-day meeting starts tomorrow. we get a decision on the rate hike if there is one on wednesday. >> john: edward lawrence from the white house. thank you. >> dana: the u.s. could soon enter unchartered territory. donald trump says he expects to

be arrested tomorrow. that would make him the first former president indicted in our nation's history. bryan llenas is live in the new york city newsroom with the latest. good morning. >> good morning. if the former president is indicted, his attorney says trump will surrender and they will follow normal procedures. first 12 out of the 23 people on the grand jury will have to vote to indict trump. the former president will then be notified to surrender to the manhattan district attorney's office. fingerprinted, photographed for his mug shot and receive a dna cheek swab for the state database. at that point it is possible trump could appear in a manhattan criminal courtroom in the same building or a judge could waive his appearance. he could be walked down a hallway past the press corps that leads to the courtroom and could be in handcuffs. trump would receive a physical copy of his indictment and be arraigned on the charges before

a judge. decisions about handcuffs and perp walk are made by alvin bragg in coordination with the secret service. intra agency security meeting is taking place to discuss how to protect the former president during this entire process. this morning nypd trucks were seen unloading barriers outside the courthouse. fox news confirms a former legal advisor to trump's attorney michael cohen is set to testify before the grand jury this afternoon. he is testifying at the request of trump's lawyers. cohen is a star witness against trump and costello is expected to cast doubt on his credibility. cohen is called in to be a rebuttal witness and trump has denied any wrongdoing. >> the unruly nature of too many in the presence of guns has created a peril that cannot go

year later. there is a staffing shortage. >> dana: amazing. authorities in miami beach declaring a staved emergency and imposing a curfew to try to -- it follows two deadly shootings over the weekend. the mayor of miami beach will join us in a minute. first to phil keating live in miami beach this morning. how are things looking there? >> very quiet and rainy and chilly this morning. the scene doesn't get rocking until later in the afternoon. you know, the state of emergency was declared yesterday after the deadly shootings marred what had been a peaceful and calm spring break month of march. this is ocean drive, iconic where the parade of people and tourists pour out especially after dark. it is also now two crime scenes after two deadly shootings in two nights. 3:30 a.m. sunday morning surveillance video shows two groups of people walking on the sidewalk towards each other when

suddenly one man pulls out a gun and shot a man several times. one suspect has been arrested and the shooting does not appear to be random but targeted. last night people were jumping on cars. police cleared out ocean drive in the south beach entertainment district as curfew. no one is allowed outside from midnight to 6:00 a.m. there was a stop on the sidewalk and watch as firefighters sprayed the blood off the sidewalk and into the street. the third straight year the city is imposing a curfew for south beach. we watched saturday as police stopped a group of people openly smoking pop and drinking hard liquor in the street at 4:00 in the afternoon. last year a couple of shootings led to a midnight curfew. the year after similar violence led to an 8:00 p.m. curfew. the hotels, restaurants and bars

and clubs don't really like the curfew because they make a lot of money in the month of march. each week is a new wave of spring breakers from all over the country but also a lot of people driving in from miami-dade county as well. the mayor says since march began, they have confiscated more than 70 guns. dana. >> dana: phil keating in miami. hope it gets sunnier for you today. >> john: the mayor of miami beach is here. we appreciate it and you know you have a meeting at 4:00 to determine the way forward. do you expect another curfew will be put in place for this coming weekend as we saw overnight sunday into this morning? >> i think there is a pretty good chance that we'll extend the curfew from thursday to monday of this weekend. we don't want spring break.

the two shootings you referred to there were police on the scene within seconds, arrests were made within minutes but still not deterring the misbehavior. >> john: we were talking off camera. i lived in miami some 33 years ago. back then miami beach was just starting its rebirth but now it has become this center of nightlife and good times and fashion. the city is promoting an image that is an attraction. why wouldn't people want to go there for spring break? >> we are clearly a hospitality center and there are a million wonderful ways to have fun and enjoy our city. we have great restaurants and museums. super bowl. everybody knows it is a great place to visit. spring break is a different kind of vacationer. every city in florida that has had a spring break and i think we're the only one that didn't

>> john: they made the rounds in their home state of south carolina on saturday. she is already a 2024 presidential candidate and he is widely expected to enter the race at some point. they spoke at a forum kicking the tires of a potential showdown for the republican presidential nomination next year. both the candidates are well liked in their home state of south carolina. both of them also have a big hill to climb when it comes to heading toward the nomination. >> they are both underdogs trying to get some traction early on. haley already a candidate, scott may get into the race. the challenge is that they are selling a very optimistic message. a traditionally conservative message when the base of the republican party is much more populist. a lot more angry than i think some of their messaging has sounded lately. the challenge is can they catch fire with a traditional republican message?

the other challenge is you have haley, the home state favorite in south carolina. tim scott is one of the most popular republicans in south carolina. they both have a similar message. they are shadow boxing at these campaign events early on but they are also competing for the same number of supporters and donors. so if there is a lane, an opportunity for different type of republican candidate, they are dividing a lot of the support amongst themselves right now. >> john: a lot can happen in terms of candidates rising and falling in a campaign but could either of them take on ron desantis. if you are a republican says time to move on from former president donald trump, do you need to look any further than ron desantis? >> there are a lot of questions about ron desantis's ability to with stand all the criticisms in a tough presidential campaign. we'll see where ron desantis lands on a lot of the top issues. he got into some trouble lately by taking a more isolationist

view on ukraine as opposed to the traditional republican views like haley and scott articulated. there will be opportunity for other republicans to get in and draw contrasts with both trump and desantis. desantis is the elephant in the room. he is both him and trump are taking 2/3 of the republican primary vote. but if desantis ends up not living up to expectations there is room for a lot of other accomplished republicans to get in the race and compete. >> john: in terms of issues that republicans will be looking ahead toward in 2024, this issue of wokeism is a big one. ron desantis said florida is a place where woke comes to die. jen psaki, former president secre secretary debuted her new show. >> for republicans, wokeness is public enemy number one. by the sound of it there is no greater there et to american

liberty. whether or not they actually believe it they believe it is a winning message and makes you think are they on to something? my gut here is no, you don't need to be too worried about the war on woke. the crusade against wokeness may not be as potent a campaign issue as they hope. >> john: i don't know if there is an accurate read. look what happened to members of school board in san francisco and you are making the point as we were chatting there is woke the word and policy. >> good luck with that advice. the one issue that unites the republican party these days is the fight against woke policies, very culturally progressive left wing excess. there was a poll that jen psaki cited on her show saying woke isn't as negative a term as some people think in this poll. the same poll asked all the different policies that people consider woke.
